International comparative ethnographic studies of ECEC (Early Childhood Education and Care) are difficult to conduct but worth the effort. Comparative studies featuring thick description and polysemic interpretations can challenge taken-for-granted assumptions, expand the menu of the possible, expose the provincialism of national approaches, and illuminate the global circulation of ECEC practices and ideas. Based on reflections on four major comparative international studies I have led, in this paper I describe effective strategies for conducting comparative ethnographic research in ECEC settings, explicate the rationale for doing so, and provide examples of how this approach can impact research, practice, and policy. Issues I address include the rationale for selecting countries for comparison, the formation of a research team, and distributing interpretive voice and power.

This paper provides a 'home international' comparative analysis of education policy on social and emotional wellbeing, drawing on the case of the UK and its four distinct education systems of England, Wales, Scotland and Northern Ireland. Wales, Scotland and Northern Ireland have developed more holistic policy in this area, which stands in stark contrast to the disparate policies of England. These divergences in policy are likely to account for differences observed in the awareness, perceived value and 'take up' of policy by schools -- what we refer to here as differences in 'policy traction' between the different systems of education. Wales, Scotland and Northern Ireland had the highest rates of 'policy traction' compared to England where schools appeared adrift about policy in their jurisdiction. We consider these findings in light of challenges and opportunities for policy learning.

Despite Public-Private Partnerships' (PPPs) growing popularity within education policy circles, research on their effects yields contradictory results. The understanding of PPP effects is limited by the prevalence of generalist analyses that neglect to acknowledge the exceptional heterogeneity of the policy frameworks in which PPPs crystallize. Building on a scoping literature review, this paper aims at identifying patterns of effects of main PPP modalities on education (namely vouchers, charter schools and public subsidies for private schools) by considering the mediating role of policy-design variables. Our results show that PPP configurations oriented at the generation of market-like dynamics are frequently found to exacerbate school segregation and educational inequalities. Conversely, those PPP arrangements less conducive to market competition and those that follow an affirmative action rationale (such as targeted vouchers) are more likely to yield more positive effects on learning outcomes than other types of PPPs, without necessarily undermining equity.

This paper explores the nature and quality of the participation that characterises the Bank's consultations with external actors and examines the extent to which the Bank is responsive to such feedback when it comes to defining its policy preferences and strategies in the education domain. It draws on a case study of the participatory process that was organised around the definition of the last World Bank Education Strategy (WBES2020) and focuses on the participation of three European aid agencies, the Ministry of Foreign Affairs of the Netherlands, Germany's Federal Ministry for Economic Cooperation and Development and the Department for International Development of the UK. This paper acknowledges that a significant effort was made to promote the inclusiveness and transparency of the participatory process, yet it concludes that the conditions for promoting quality participation and substantive policy change were not provided. Furthermore, the way international aid agencies produce and use knowledge limits their role and influence in the context of the Bank's consultations. Hence, by not contesting the Bank's policy ideas substantially, the agencies contribute inadvertently to reproducing the Bank's predominance in the education for development field.

This paper considers attempts to import pedagogic practices from other educational systems. In so doing, it focuses upon policymakers' attempts to: (a) import interactive whole class teaching approaches to the UK (and, to a lesser extent, the US); and (b) export learner-centred pedagogies, largely derived from Anglo-American theorising and practice, to industrialised and developing countries that often vary greatly in educational performance. The paper explains why such initiatives have largely proven ineffective, yet notes that while UK policymakers have largely moved away from pedagogic concerns to issues of teacher quality and expectation, learner-centred approaches continue to be proffered as a solution to the educational problems of many traditional societies. Finally, the paper concludes by emphasising student academic motivation and engagement, rather than specific pedagogic practices, as key to the differential performance of industrialised countries in international comparisons.

This paper draws on the first, completed phase of a research project on inspection as governing in three European inspection systems. The data presented here draw attention to the rather under-researched associational activities of European inspectorates and their developing practices of policy learning and exchange, and highlight their significance as contributing to an emergent European Education Policy Space (EEPS). The paper is framed by original approaches to inspection that locate it as a set of governing practices, connected to changing governing forms and the growth of networks of relationships and flows of data across Europe. Comparisons are drawn between the relationships with Europe of inspectorates in Scotland, Sweden and England, drawing on Jacobsson's conceptualisation of regulative, inquisitive and meditative governance as a framing device.

Following political devolution in the late 1990s and the establishment of the governments for Wales and Scotland, the education systems of the four home countries of the UK have significantly diverged. Consequently, not only does that mean that education research in the UK has to be sensitive to such divergence, but that the divergence of policy and practice provides an important opportunity to undertake comparative research within the UK. Such "home international" comparisons between the four home countries of the UK also provide the opportunity to undertake "natural experiments" of education policy and practice across similar socio-economic contexts. By drawing specifically on the UK Millennium Cohort Study (MCS)--a recent longitudinal birth cohort study specifically designed to provide the potential for geographical analysis--the paper finds considerable variation in child development by country of the UK, with no single story of "success." However, the paper finds that literacy development amongst children in England is, particularly in London, on average, greater than for children elsewhere. The paper concludes by arguing that "home international" comparisons must take seriously issues of scale and geography when interpreting the influence of "national" education systems and policies on educational outcomes.

This paper is a response to David Limond's exposition, "[An] historical culture ... rapidly, universally, and thoroughly restored"? British influence on Irish education since 1922, which appeared in "Comparative Education", Vol. 46, No. 4, November 2010, pp. 449-462. Limond's overall thesis is that "a post-colonial overhang affects Irish policy-makers and bureaucrats in their educational policies and practices". This paper contests three main aspects of Limond's exposition. First, in his analysis of the period 1831-1922, he fails to place sufficient emphasis on the extent to which the educational system was favoured by the Catholic Church, which operated in a manner which served not only its own interests, but also those of the middle classes of Irish Catholic farmers, merchants and business people. Secondly, he does not sufficiently indicate the extent to which the structure of Irish education from the early years of independence until the mid-1960s, and associated curriculum changes, were very different from the situation in Britain at the time. Thirdly, while he is correct in stating that, since the 1960s, Ireland has imported certain ideas on educational policy and practice from Britain, he neglects to demonstrate that there were also other sources, and that they were probably more dominant than the British ones. Hopefully, as a rejoinder, the paper will be read in a positive light by indicating how the historical study of Irish education within a comparative context is a neglected area of scholarship, and thus stimulate researchers to address the situation. Using critical discourse analysis as a methodology for analysis, this paper sets out the nature and form of the challenges directed to the compulsory schooling sector by the knowledge economy that is contained in key policy and related documents put out by the Organisation for Economic Co-operation and Development, (OECD) the World Bank and the UK government. The OECD and the World Bank's policy agendas are increasingly important in setting policy and programme agendas for the developed and developing countries respectively; however there are important differences between the two institutions regarding how education should be redesigned. The World Bank's redesign of education favours the market and individualism as the means for developing knowledge and skills for the knowledge economy. The OECD, however, while concerned with human capital formation, rejects the market model in favour of an institutionally embedded liberalism to overcome the problems posed by tacit knowledge. The UK, on the other hand, has promoted the idea of personalized learning. The paper suggests that this idea is particularly problematic for developing a system of innovation for the economy that is dependent on high levels of social interaction.

Over the period of this journal's life the education of adults has been changed and developed in a wide variety of ways: the same phenomenon--adult learning--has been given a variety of meanings and the education of adults has assumed many titles. The aim of this paper is to unravel some of the changes that have occurred in this field during this time.

This self-reflexive essay teases out the predicaments that I have encountered through my past publishing experience, while situating them in a critical review of the existing English-language studies of Japanese education. Drawing on postcolonial theoretical insights and recent critical sociology of academic knowledge production, I use my personal experience as a starting point to identify the particular discursive structure of comparative education that constrains the articulation of "other" education in the field. My critical review of comparative studies of Japanese education demonstrates that many of them, including my own, unreflexively accept the subject positions offered by this discursive condition and thus further constrain space for those who write in English about "other" education and Japanese education in particular. In conclusion, I discuss recent studies of Japanese education that partially address the dilemmas raised in this paper and the wider implications of this study for the field of comparative education. Faith ethos education has subjective elements in it that are elusive to planners and administrators of national and international systems. This paper looks at how Sikhs, a minority group both in India and in other countries to which they have migrated manage to retain their faith-based education programmes successfully and yet relate to the educational systems and practical needs of the society in which they live and work. The countries studied are India, the UK and the USA. Although recognition has been given to faith-based education in community development by international planners, the factors that link spiritual development and culture in education with social development have been neglected in research on education's contribution to socio-economic development. Sikh culture and education offer a case study which illuminates this. (Contains 4 notes.)

This paper reports a comparative analysis of international perspectives about curriculum design relevant to disability in education. It was part of a larger study of the perspectives of 132 education practitioners and administrators in the UK, USA and the Netherlands on several dilemmas of difference. It also compares current perspectives to previous ones for similar groups of educators from the 1990s. Participants were interviewed about their perspectives to a presented curriculum dilemma about the consequences of having either a common or a differentiated curriculum for children with disabilities/special educational needs. Findings show that a majority in each country recognised the dilemma about curriculum commonality-differentiation, that this has continued over a decade and that there were similarities across the countries in how the dilemma was recognised and resolved. The findings are discussed in terms of national differences, common cross-country perspectives and a general framework of curriculum differentiation informed by an assumption of dilemmas of difference. An analysis of national programs for monitoring student achievement in Australia, the United Kingdom, and the United States finds that "national assessment" promotes a view of "standards" which is narrow, limiting, and definitely not conducive to the emergence of flexible and imaginative educational policies designed to cope with the future. Comparing the secondary physics courses developed by West Germany's Institute for Science Education (IPN) with similar British curriculum projects, the author argues that the differences in style, content, and reception of these curriculums are related to the social locations of the British teachers and the German academics who devised them.
