Tropical cyclones generated in the North Atlantic and the Eastern Pacific are a constant hazard for Mexico. Along with a possible increased hazard of tropical cyclones due to global warming, there is an inescapable increase in vulnerability and disaster risk towards tropical cyclones due to population growth and coastal infrastructure developments. In Mexico, the Yucatan Peninsula has the highest landfall rates of major category hurricanes in addition to the highest rate of population growth in major tourist cities. Therefore, the assessment of landfalling tropical cyclones is of paramount importance for emergency management and planning. This paper provides an assessment of the future climate for landfalling tropical cyclones in the Yucatan Peninsula, based on synthetic tropical cyclones driven by atmospheric models (reanalysis and six different general circulation models (GCMs)) and under the Representative Concentration Pathway 8.5 climate change scenario. The results using the ensemble mean from the GCMs show that the Yucatan Peninsula will be more susceptible to more frequent intense hurricanes and more regular events undergoing rapid intensification. We conclude that even under the uncertainty imposed by the results, it is more likely than not that the future climate will bring more extreme events to this area. Therefore, it becomes imperative to implement strategic planning based on the characterization of tropical cyclone hazards framed within the assessment of global warming effects. Improved cookstoves have been identified in Mexico as a key opportunity to advance sustainable local development priorities in disadvantaged regions while mitigating climate change. This paper reviews the Patsari Cookstove Project initiated in 2003 by an NGO, Interdisciplinary Group on Appropriate Rural Technology (GIRA). The project applied an interdisciplinary and participative user-centered approach to disseminate improved cookstoves in rural Mexico, with a special focus on indigenous and poor rural communities. To date, GIRA and the Patsari Network have disseminated thousands of stoves using a 'training to trainers' model. Benefits from the project include tangible improvements in users' health, as well as savings in time and money expended on fuelwood procurement and use. The project has also documented substantive environmental benefits from significant mitigation of greenhouse gas (GHG) emissions associated with traditional open fires. To sustain scaling up efforts over the long-term, two networks have been created: The Patsari Network, which includes several organizations promoting Patsari stoves for household users, and the Tsiri Network, which supports local food security and the empowerment of indigenous women through the promotion of institutional cookstoves. Through appropriately designed and implemented local interventions, the project demonstrates that the goals of advancing sustainable local development in rural areas and climate change mitigation may not be contradictory, and may in fact reinforce one another. Existing methods for the assessment of the potential impacts of climate change in productive activities and sectors are usually limited to point estimates that do not consider the inherent variability and uncertainty of climatic and socioeconomic variables. This is a major drawback given that only a limited and potentially misleading estimation of risk can be expected when ignoring such determinant factors. In this paper, a new methodology is introduced that is capable of integrating the agent's beliefs and expert judgment into the assessment of the potential impacts of climate change in a quantitative manner by means of an objective procedure. The goal is to produce tailor-made information to assist decision-making under uncertainty in a way that is consistent with the current state of knowledge and the available subjective 'expert' information. Time-charts of the evolution of different risk measures, that can be relevant for assisting decision-making and planning, can be constructed using this new methodology. This methodology is illustrated with a case study of coffee production in Mexico. Time-dependent probabilistic scenarios for coffee production and income, conditional on the agent's beliefs and expert judgment, are developed for the average producer under uncertain future conditions. It is shown that variability in production and income, generated by introducing climate variability and uncertainty are important factors affecting decision-making and the assessment of economic viability that are frequently ignored. The concept of Value at Risk, commonly applied in financial risk management, is introduced as a means for estimating the maximum expected loss for a previously chosen confidence level. Results are tailor-made for agents that have incomplete information and different beliefs. In this case study, the costs of climate change for coffee production in Veracruz are estimated to have a present value representing from 3 to 14 times the current annual value of coffee production in the state. The great human-environmental diversity of Mexico provides a framework for an initial understanding of the wide disparities between rich and poor. Mexico is still dominated in many regions by agriculture, and during the last 25 years, weather-related disasters have accounted for about 80% of economic losses. This is dramatic, especially considering that this sector produces only ca. 4% of GDP while providing a livelihood to one-quarter of the country’s population. Based on a spatial model, this paper tests the contribution of natural disasters to catalyzing the emigration process in vulnerable regions throughout Mexico. Besides coping and adaptive capacity, we assess the effect of economic losses from disasters in combination with adverse production and trade conditions during the 1990s in triggering out-migration. This paper reviews regional climate knowledge and vulnerability in the northern Mexico San Pedro River Basin, with a focus on water quality, quantity, and management issues on the Mexican side of the border. A discussion based on the available literature is supplemented by a survey assessing concerns about water and the quality and usability of climate and hydrologic information available to water managers and communities. The surveys indicate that the central concern for urban residents is the lack of reliable potable water due to frequent service breakdowns-with climate change and variability, specifically drought and high temperatures, as contributing factors. Water managers desire appropriate meteorological and hydrologic information to improve planning strategies, but access to this information remains limited. Considerable disagreement exists about who should pay for previously free or low-cost water and wastewater treatment. Urban users have little incentive to conserve because of the present flat, low rate and frustration with service. In rural areas, while a majority of ranchers recognize that variable climate and water loss could increasingly jeopardize their lifestyle, they seldom use meteorological information in planning or modify their water consumption. In this paper, unpublished archival documentary sources are used to explore the vulnerability to--and implications of--climatic variability and extreme weather events in colonial Mexico. Attention focuses on three regions covering a variety of environmental, social, economic, and political contexts and histories and located at key points along a north-south rainfall gradient: Chihuahua in the arid north, Oaxaca in the wetter south and Guanajuato located in the central Mexican highlands. A number of themes are considered. First, the significance of successive, prolonged, or combined climate events as triggers of agrarian crisis. Second, a case study demonstrating the national and regional impacts of a particularly devastating climate induced famine, culminating with the so-called 'Year of Hunger' between 1785 and 1786, is presented. The way in which social networks and community engagement were rallied as a means of fortifying social resilience to this and other crises will be highlighted. Third, the impacts of selected historical flood events are explored in order to highlight how the degree of impact of a flood was a function of public expectation, preparedness and also the particular socio-economic and environmental context in which the event took place. An overview of the spatial and temporal variations in vulnerability and resilience to climatic variability and extreme weather events in colonial Mexico is then provided, considering those recorded events that could potentially relate to broader scale, possibly global, climate changes. This paper explores the relation between coffee production and climatic and economic variables in Veracruz in order to estimate the potential impacts of climate change. For this purpose, an econometric model is developed in terms of those variables. The model is validated by means of statistical analysis, and then used to project coffee production under different climatic conditions. Climate change scenarios are produced considering that the observed trends of climate variables will continue to prevail until the year 2020. An approach for constructing simple probability scenarios for future climate variability is presented and used to assess possible impacts of climate change beyond what is expected from changes in mean values. The model shows that temperature is the most relevant climatic factor for coffee production, since production responds significantly to seasonal temperature patterns. The results for the projected climate change conditions for year 2020 indicate that coffee production might not be economically viable for producers, since the model indicates a reduction of 34% of the current production. Although different economic variables (the state and international coffee prices, a producer price index for raw materials for coffee benefit, the national and the USA coffee stocks) were considered as potentially relevant, our model suggests that the state real minimum wage could be regarded as the most important economic variable. Real minimum wage is interpreted here as a proxy for the price of labor employed for coffee production. This activity in Mexico is very labor intensive representing up to 80% of coffee production costs. As expected, increments in the price of such an important production factor increase production costs and have strong negative effects on production. Different assumptions on how real minimum wage could evolve for the year 2020 are considered for developing future production scenarios. [ABSTRACT FROM AUTHOR]

Unusually severe or prolonged drought ranks among the most devastating and calamitous of all extreme climate events, contributing to wildfires, crop failure, livestock death, food shortages and famine. The response of human activities and the natural environment to such historical weather perturbations provides a guide to where the most critical sensitivities to future climate changes may lie (McCarthy et al., 2001, 'Climatic change 2001: Impact adaptation, and vulnerability', from 3rd Assesment Report of IPCC). The reconstruction of regional climatic histories and investigations of the impacts of - and social response to - extreme droughts in history are thus of crucial significance if we are to understand and anticipate the potential repercussions of future events (Wigley, 1985, Nature 316, 106-107; Grove and Conterio, 1995, Clim. Change 30, 223). Chihuahua, in the arid Northwest of Mexico, is one of the most seriously and frequently drought affected regions of the country (Garcia, 2000, available at www.sequia.edu.mx/proyectos/vulnera.html). Prolonged drought in the 1930s, 1950s and 1990s contributed to water scarcity, harvest failure, illness, livestock disease, abandonment and water conflict and served to highlight the particular vulnerability of agrarian society in this region to climatic variability (Sandoval, 2003, Ingeneria Hidraulica en Mexico 18(2), 133-155). Recent investigations using tree ring analysis have identified several phases of such prolonged drought over the last seven centuries. In this paper we use archival documents to investigate the impacts of such periods in late colonial Chihuahua and to explore how society in the region responded to and coped with them.
