In 2013, the Arctic Athabaskan Council representing the Arctic Athabaskan peoples filed a petition to the Inter-American Commission on Human Rights. The Council sought relief for violations of their rights resulting from rapid Arctic warming and melting caused by emissions of black carbon by Canada. The aim of the paper is to show legal complaints and arguments of a particular indigenous people, Arctic Athabaskans—arguments intended to enforce Canada's obligation to reduce or eliminate black carbon emissions, which negatively affect numerous rights of indigenous Athabaskans. Additionally, the article will point to the new legal developments and potential success of those arguments and litigation itself. The article analyses issues at the intersection of human rights, indigenous peoples and climate change. The concluding remarks attempt to answer the research questions and offer some reflections on the potential to protect indigenous peoples' rights offered by this type of advocacy strategy and, more specifically, the petition in particular. The research method adopted is that of legal-institutional analysis as well as content analysis of relevant literature (analysis of the discourse). This paper moves forward existing climate litigation literature which focuses on human rights. With global action being outpaced by climate change impacts, communities in climate-vulnerable countries are at increased risk of incurring climate-induced losses and damages. In the last few years, disasters from extreme weather events such as typhoons have increased and have breached records, with typhoon Haiyan being the strongest ever typhoon to make landfall. Such an event solicited global compassion and altruism where Canada and the USA, apart from doling out traditional humanitarian aid, also offered immigration relief opportunities to typhoon Haiyan victims who have familial connections to their residents. Drawing from these immigration relief interventions, this paper uses a sociopolitical approach in proposing a climate humanitarian visa that would be offered to climate change victims on the basis of transnational family networks and skilled labor. Noting that several countries such as in Europe have demographic deficits and labor shortages, such a scheme would benefit both climate change victims and receiving countries. To counter the risk of selective compassion against economically trapped populations, potential receiving countries could provide skills upgrading geared toward addressing their labor shortages through their existing development programs. While migration is only one strategy in a spectrum of responses to climate change impacts, a climate humanitarian visa could provide climate change victims a legal choice for mobility while invoking altruism, hospitality, and compassion from potential receiving countries, whether or not they historically cause climate change. Canadian contributions to International Polar Year (IPY) 2007-2008 were designed to improve the understanding of climate change impacts and adaptation and to gain insight into issues surrounding community health and well-being in Canada's arctic. Fifty-two research projects, involving scientists, northern partners and communities, focused on the arctic atmosphere and climate, cryosphere, oceans, sea ice, marine ecosystems, terrestrial ecosystems, wildlife as well as human health and community well-being. Key research findings on these topics are presented in this special issue of Climatic Change. This introductory paper presents an overview of the international and Canadian IPY programs and a summary of Canadian IPY results, including progress made in data management and capacity building. The legacy of IPY in Canada includes expanded international scientific cooperation, meaningful partnerships with northern communities, and more northern residents with research training. Shifts in species ranges and viability introduced by climate change are creating difficult challenges for scientists and citizens. In many cases, the seriousness of threats to endangered species is forcing policy makers and resource managers to consider novel species protection strategies, either to complement or replace existing conservation approaches. This paper seeks to deepen understanding of public views on a range of conventional and novel management initiatives designed to protect species under the threat of extinction, based on results from an online survey conducted in the USA and Canada. Participants first selected a preferred intervention strategy and were then presented with a series of scenarios, focused on protection of the endangered bristlecone pine, which allowed them to explore their willingness to shift to a new policy regime with a better chance of protecting the species. The use of a decision-pathways survey design allowed us to examine the strength of the nudge required to elicit a shift in their position and the reasoning underlying selection of a preferred management alternative. Results generally support the conclusion that, so long as a clear rationale is provided, there exists surprisingly widespread support for the adoption of novel management approaches to save threatened or endangered species even if this requires more intensive genetic and transformational interventions that are costly or ethically challenging. The article describes the development of the web-based Canadian Forest Service climate change indicator system, referred to as the Forest Change Tracking System. This indicator system was established in 2011 with financial support from the Adaptation theme of the Government of Canada Clean Air Agenda. The objectives of the Forest Change Tracking System are to (a) raise awareness and inform on the occurrence and scope of ongoing changes across Canadian forests associated with climate change and to (b) support the inclusion of adaptation into forest management planning and forest-related policies. The development strategy was to focus on a limited number of most relevant indicators and to build on existing capacity in order to produce information on current and future climate change impacts across Canada's vast forests. An initial list of 141 potential indicators relevant to forestry was compiled through a series of workshops with more than 100 researchers and forest sector stakeholders and through a global scan of climate change indicator initiatives. A rating system based on each indicator's potential relevance, sensitivity, and feasibility of measurement was used to select a subset of 35 indicators. These indicators fall within three broad systems—climate, forest, and human. Each indicator web page contains information on the relevance of the indicator, graphs, or maps on past trends and future projections across Canada and related links and references. In this paper we describe sea ice change and variability during the Canadian International Polar Year (IPY) program and examine several regional and hemispheric causes of this change. In a companion paper (Barber et al., Climate Change) we present an overview of the consequences of this observed change and variability on ecosystem function, climatically relevant gas exchange, habitats of primary and apex predators, and impacts on northern peoples. Sea ice-themed research projects within the fourth IPY were designed to be among the most diverse international science programs. They greatly enhanced the exchange of Inuit knowledge and scientific ideas across nations and disciplines. This interdisciplinary and cultural exchange helped to explain and communicate the impacts of a transition of the Arctic Ocean and ecosystem to a seasonally ice-free state, the commensurate replacement of perennial with annual sea ice types and the causes and consequences of this globally significant metamorphosis. This paper presents a synthesis of scientific sea ice research and traditional knowledge results from Canadian-led IPY projects between 2007 and 2009. In particular, a summary of sea ice trends, basin-wide and regional, is presented in conjunction with Inuit knowledge of sea ice, gathered from communities in northern Canada. We focus on the recent observed changes in sea ice and discuss some of the causes of this change including atmospheric and oceanic forcing of both dynamic and thermodynamic forcing on the ice. Pertinent results include: 1) In the Amundsen Gulf, at the western end of the Northwest Passage, open water persists longer than normal and winter sea ice is thinner and more mobile. 2) Large areas of summer sea ice are becoming heavily decayed during summer and can be broken up by long-period waves being generated in the now extensive open water areas of the Chukchi Sea. 3) Cyclones play an important role in flaw leads-regions of open water between pack ice and land-fast ice. They delay the formation of new ice and the growth of multi-year ice. 4) Feedbacks involving the increased period of open water, long-period wave generation, increased open-ocean roughness, and the precipitation of autumn snow are all partially responsible for the observed reduction in multiyear sea ice. 5) The atmosphere is observed as remaining generally stable throughout the winter, preventing vertical entrainment of moisture above the surface. This paper explores two issues that have been receiving increasing attention in recent decades, climate change adaptation and natural disaster risk reduction. An examination of the similarities and differences between them reveals important linkages but also significant differences, including the spectrum of threats, time and spatial scales, the importance of local versus global processes, how risks are perceived, and degree of uncertainty. Using a risk perspective to analyze these issues, preferential strategies emerge related to choices of being proactive, reactive, or emphasizing risk management as opposed to the precautionary principle. Climate change is a likely addition to the unpredictable challenges urban communities will face. Enhancing urban forests has gained prominence as a climate adaptation tool in cities. The fact that urban forests are also vulnerable is now starting to emerge. Many urban forest management professionals do not know how to take climate change into account and what aspects of urban forest vulnerability to climate change to prioritize. Bringing climate change to the forefront of the decision-making process in urban forest management, and urban forests to the forefront of urban climate issues, is important to urban forest success. This paper presents an exploratory assessment of vulnerability to climate change in the Canadian urban forests of Halifax, London, and Saskatoon. The objectives of the assessment were to: 1) identify the elements of urban forest exposure and sensitivity to climate change, the nature of the expected impact, and the adaptive capacities that exist in these three urban forests; 2) assess which of these elements contributes more to urban forest vulnerability to climate change; and, 3) elicit adaptive strategies based on this information. The method used was participatory and expert-based and allowed for a systematic evaluation of vulnerability. Exposures related to drought, heat stress, and wind, susceptibility of urban trees to insects and diseases, and the sensitivity of young trees and tree species with specific temperature and moisture requirements, are the main concerns regarding the vulnerability of urban forests to climate change in these three cities. This paper summarizes the main elements of four IPY projects that examine the Arctic Atmosphere. All four projects focus on present conditions with a view to anticipating possible climate change. All four investigate the Arctic atmosphere, ocean, ice, and land interfacial surfaces. One project uses computer models to simulate the dynamics of the Arctic atmosphere, storms, and their interactions with the ocean and ice interface. Another project uses statistical methods to infer transports of pollutants as simulated in large-scale global atmospheric and oceanic models verifying results with available observations. A third project focuses on measurements of pollutants at the ice-ocean-atmosphere interface, with reference to model estimates. The fourth project is concerned with multiple, high accuracy measurements at Eureka in the Canadian Archipelago. While these projects are distinctly different, led by different teams and interdisciplinary collaborators, with different technical approaches and methodologies, and differing objectives, they all strive to understand the processes of the Arctic atmosphere and climate, and to lay the basis for projections of future changes. Key findings include: • Decreased sea ice leads to more intense storms, higher winds, reduced surface albedo, increased surface air temperature, and enhanced vertical mixing in the upper ocean. • Arctic warming may affect toxic chemicals by remobilizing persistent organic pollutants and augmenting mercury deposition/retention in the environment. • Changes in sea ice can dramatically change processes in and at the ice surface related to ozone, mercury and bromine oxide and related chemical/physical properties. • Structure and properties of the Arctic atmospheric-troposphere to stratosphere-and tracking of transport of pollution and smoke plumes from mid-latitudes to the poles. In examining the impact of climate change on binational governance of the Great Lakes between 2012 and 2019, this article evaluates the extent to which Canada and the U.S. have implemented the objectives in the climate change impacts annex—Annex 9—to the 2012 Great Lakes Water Quality Agreement (GLWQA), in cooperation with diverse networks of governmental and nongovernmental actors. It also examines whether action taken thus far to implement Annex 9 indicate a marked improvement in adaptive capacity in addressing climate problems in the Great Lakes Basin. The author argues that the effectiveness of climate action in the Great Lakes Basin depends not only on the domestic efforts of the U.S. and Canadian governments, the responsible parties in implementing binational water agreements. It also hinges on whether they have the institutional capacity and the political will required to help fund and coordinate the actions of the several heterogeneous networks. Between 2012 and 2019, significant progress was made in the areas of information-sharing, network-building, and capacity-building for more effective measurement, monitoring, and analysis of climate change impacts in the Great Lakes Basin. However, the Parties have not yet developed a long-term binational framework for action supporting climate change adaptation and resilience. In the meantime, First Nations and municipal and other networks are implementing their own community-level resilience plans, but these actors cannot fully compensate for weak federal leadership and inadequate human and financial resources. Canada is expected to see an increase in fire risk under future climate projections. Large fires, such as that near Fort McMurray, Alberta in 2016, can be devastating to the communities affected. Understanding the role of human emissions in the occurrence of such extreme fire events can lend insight into how these events might change in the future. An event attribution framework is used to quantify the influence of anthropogenic forcings on extreme fire risk in the current climate of a western Canada region. Fourteen metrics from the Canadian Forest Fire Danger Rating System are used to define the extreme fire seasons. For the majority of these metrics and during the current decade, the combined effect of anthropogenic and natural forcing is estimated to have made extreme fire risk events in the region 1.5 to 6 times as likely compared to a climate that would have been with natural forcings alone. Early warning systems for climate change adaptation, preparedness and response will need to take into consideration the range of factors that can drive risk and vulnerability. There are no data from which to nominate the most effective, efficient and reliable wildlife health signals for public health planning, but there is growing opinion that wildlife health could signal public health vulnerability related to climate change. The objective of this commentary is to explore the potential for wildlife to contribute to climate change early warning for public health protection in Canada. Wildlife impact many determinants of human health through both direct and indirect mechanisms; several of which are strongly interconnected. There is a long history of wildlife serving as bio-sentinels for environmental pollutants and pathogens. Wildlife health could support public health threat detection, risk assessment and risk communication by detecting and tracking infectious and non-infectious hazards, being bio-sentinels of effects of new or changed hazards, providing biologically understandable information to motivate changes in personal risk behaviours and providing insights into new and unanticipated threats. Public health risk communication and strategic planning priorities for climate change could benefit from a wildlife health intelligence system that collects data on incidents of disease and hazard discovery as well as information on social and environmental conditions that affect risk perception and likelihoods of human exposure or harms. For the Cree First Nation communities of the eastern James Bay region in the Canadian Subarctic, local weather plays a key role in traditional subsistence activities. There is rising concern among the Cree about changes in inland ice conditions as they pose challenges to Cree livelihood, health and culture. Here we contrast Crees' observations of inland ice conditions and long-term measurements obtained to foster interdisciplinary climate change research between scientists and Cree communities. We compiled qualitative observations of inland ice conditions and compared them with long-term measurements (> 25 years) of air temperature, precipitation and snow depth from three meteorological stations in the Cree territory. Cree hunters observed a weakening of lake ice cover (e.g., change in ice composition and structure, increased rain in winter). Trend analysis of long-term measurements showed a significant increase in mean autumn air temperature as well as in winter and autumn precipitation. By contrasting Cree hunters' observations with climate data, we identified that an increase in fall and winter precipitation could be causing a weakening of inland ice through a change in its composition (i.e., snow ice instead of congelation ice). We conclude that Cree and scientific knowledge are complementary when investigating and understanding climate change in the Subarctic. [ABSTRACT FROM AUTHOR]

During the International Polar Year (IPY), comprehensive observational research programs were undertaken to increase our understanding of the Canadian polar cryosphere response to a changing climate. Cryospheric components considered were snow, permafrost, sea ice, freshwater ice, glaciers and ice shelves. Enhancement of conventional observing systems and retrieval algorithms for satellite measurements facilitated development of a snapshot of current cryospheric conditions, providing a baseline against which future change can be assessed. Key findings include: 1. surface air temperatures across the Canadian Arctic exhibit a warming trend in all seasons over the past 40 years. A consistent pan-cryospheric response to these warming temperatures is evident through the analysis of multi-decadal datasets; 2. in recent years (including the IPY period) a higher rate of change was observed compared to previous decades including warming permafrost, reduction in snow cover extent and duration, reduction in summer sea ice extent, increased mass loss from glaciers, and thinning and break-up of the remaining Canadian ice shelves. These changes illustrate both a reduction in the spatial extent and mass of the cryosphere and an increase in the temporal persistence of melt related parameters. The observed changes in the cryosphere have important implications for human activity including the close ties of northerners to the land, access to northern regions for natural resource development, and the integrity of northern infrastructure. A survey documenting how climate change is perceived and responded to by Canadian mine operations was administered to a random sample of practitioners working at mine sites across Canada. Key findings include: (1) Mines are sensitive to climatic hazards; (2) There is concern about climate change among mine practitioners, but the majority have not yet noticed climate change to be affecting operations; (3) Future climate change is expected to have negative impacts for mine operations; (4) Mines are responding to climate change mainly through efforts to reduce greenhouse gas emissions but also through adaptation, although to a lesser degree; and (5) Knowledge of future climate change projections and impacts is limited, potentially constraining understanding of the nature of climate change risks. The survey compliments previous work documenting perceptions among upper level management on climate change in the Canadian mining industry. The results from both surveys are largely consistent, establishing that the mining sector perceives climate change as an emerging risk and is developing response options, but needs to invest more time and resources for adaptation to what are inevitable changes in climate. The results support the need for targeted in-depth research to assess the vulnerability of mining to climate change and to evaluate response options. [ABSTRACT FROM AUTHOR]

Spatial models of present-day mountain permafrost probability were perturbed to examine potential climate change impacts. Mean annual air temperature (MAAT) changes were simulated by adjusting elevation in the models, and cloud cover changes were examined by altering the partitioning of direct beam and diffuse radiation within the calculation for potential incoming solar radiation (PISR). The effects of changes in MAAT on equilibrium permafrost distribution proved to be more important than those due to cloud cover. Under a −2 K scenario (approximating Little Ice Age conditions), permafrost expanded into an additional 22-43% of the study areas as zonal boundaries descended by 155-290 m K. Under warming scenarios, permafrost probabilities progressively declined and zonal boundaries rose in elevation. A MAAT change of +5 K, caused two of the areas to become essentially permafrost-free. The absolute values of these predictions were affected up to ±10% when lapse rates were altered by ±1.5 K km but patterns and trends were maintained. A higher proportion of diffuse radiation (greater cloud cover) produced increases in permafrost extent of only 2-4% while decreases in the diffuse radiation fraction had an equal but opposite effect. Notwithstanding the small change in overall extent, permafrost probabilities on steep south-facing slopes were significantly impacted by the altered partitioning. Combined temperature and PISR partitioning scenarios produced essentially additive results, but the impact of changes in the latter declined as MAAT increased. The modelling illustrated that mountain permafrost in the discontinuous zone is sensitive spatially to long-term climate change and identified those areas where changes may already be underway following recent atmospheric warming. The Peace–Athabasca Delta in northern Alberta, Canada, is a dynamic wetland ecosystem. Climatic, hydrologic, biological, and historical data are synthesized to elucidate how the ecosystem has changed over the past 300 years. Annual temperature is now higher than it has been in the past 300 years. For much of the 1700s, the Delta was colder in winter and had a lower flood frequency than that of the last 30 years. The 1800s were characterized by long and cold winters, 4–12 year-long episodes of high or low water, and repeated human epidemics. The early twentieth century was relatively moist and cool. Since mid-twentieth century the Delta has experienced periods of both intense warmth and cold, desiccation and recharge. Since the mid-1960s, local and regional mean annual temperatures have increased 0.30°C to 0.48°C per decade while winter temperatures have increased 0.68°C to 0.92°C per decade; annual snowfall has decreased 12 to 41 cm per decade while winter snowfall has decreased 12 to 34 cm per decade. Major events in the past 45 years include climatic changes favoring a warmer, drier ecosystem; cultural and socioeconomic changes; building of the Bennett Dam; prevention of the Athabasca River mainstem avulsion in 1972; the Cree Creek avulsion of 1982; large fluctuations in water, vegetation, and wildlife; and the development of the Alberta Tar Sands. Increased rates of basin desiccation and wildfire activity and upstream land disturbances may combine to alter the Delta’s biotic composition. Forecasting future fire activity as a function of climate change is a step towards understanding the future state of the western mixedwood boreal ecosystem. We developed five annual weather indices based on the Daily Severity Rating (DSR) of the Canadian Forest Fire Weather Index System and estimated their relationship with annual, empirical counts of lightning fire initiation for 588 landscapes in the mixedwood boreal forest in central-eastern Alberta, Canada from data collected between 1983 and 2001 using zero-inflated negative binomial regression models. Two indices contributed to a parsimonious model of initiation; these were Seasonal Severity Rating (SSR), and DSR-sequence count. We used parameter estimates from this model to predict lightning fire initiation under weather conditions predicted in 1 × CO2 (1975–1985), 2 × CO2 (2040–2049) and 3 × CO2 (2080–2089) conditions simulated by the Canadian Regional Climate Model (CRCM). We combined predicted initiation rates for these conditions with existing empirical estimates of the number of fire initiations that grow to be large fires (fire escapes) and the fire size distribution for the region, to predict the annual area burned by lightning-caused fires in each of the three climate conditions. We illustrated a 1.5-fold and 1.8-fold increase of lightning fire initiation by 2040–2049 and 2080–2089 relative to 1975–1985 conditions due to changes in fire weather predicted by the CRCM; these increases were calculated independent of changes in lightning activity. Our simulations suggested that weather-mediated increases in initiation frequency could correspond to a substantial increase in future area burned with 1.9-fold and 2.6-fold increases in area burned in 2040–2049 and 2080–2089 relative to 1975–1985 conditions, respectively. We did not include any biotic effects in these estimates, though future patterns of initiation and fire growth will be regulated not only by weather, but also by vegetation and fire management. An iterative chi-square method is applied to determine recent climate change of extremes of daily minimum temperature at two locations between an 18-year recent period and a 36-year prior period. The method determines for each of two locations in northwestern North America, Bozeman, Montana, USA and Coldstream, British Columbia, Canada, which values of the extreme daily weather elements are most significantly different between the prior years and the recent years and gives a measure of the weekly significance of that difference. Determination was made of the average percent of each recent year date (plotted weekly) that was impacted by extreme weather due to climate change as well as the percentage change in the frequency of the number of extreme days for each period of contiguous significant weeks. During the recent period at both locations, most weeks experienced a greater number of days of extreme high minimum temperature and a fewer number of days of extreme low minimum temperature. The weekly percentage changes indicate that extreme high minimum temperatures at both Bozeman and Coldstream are increasing at the rate of about 10% per decade, with a close corresponding decrease of extreme low minimum temperatures. The major changes in climate were very similar at both locations, with greatest warming occurring during the late winter and early spring and during the late July to August period. The relationship between outbreak characteristics of the spruce budworm and the combination of climate, forest composition, and spatial location was examined in eastern Canada by the method of constrained ordination. Approximately 54% of the spatial variability in outbreak pattern, as described by a matrix of four outbreak characteristics, was explained by the spatial pattern of the climate (a matrix of six variables), forest composition (a matrix of seven variables), and spatial location (a matrix of two variables). The relationships between outbreak variables and climate variables were highlighted, and future outbreak characteristics of the spruce budworm were projected using simulations of a global circulation model for the period 2081-2100 where CO2 concentrations reach a maximum of approximately 550 ppm. Future outbreaks are predicted to be an average of approximately 6 years longer with an average of 15% greater defoliation. In this analysis, we undertake a comparative Ricardian analysis of agriculture between Canada and the United States. We find that the climate responses of the two countries are similar but statistically different despite the fact that the two countries are neighbors. Comparing the marginal impacts of climate change, we find that Canadian agriculture is unaffected by warmer temperatures but would benefit from more precipitation. US farms are much more sensitive to higher temperatures and benefit relatively less from increased precipitation. These marginal results were anticipated given that Canadian farms are generally cooler and drier than American farms. [ABSTRACT FROM AUTHOR]

In cold-regions climates, numerous environmental processes and socio-economic activities are significantly impacted by the timing of the seasonal advance and retreat of the 0 °C isotherm. This investigation examines 20th century trends and variability in spring and autumn 0 °C-isotherm dates over Canada. Results reveal considerable variability across the country. Significant trends toward earlier springs are observed over most of western Canada including a dramatic shift to earlier dates during the last 20–30 years. Central regions are associated with smaller, generally insignificant earlier spring trends. Conversely, extreme eastern areas experience later springs. During autumn, isotherm dates show little change over the majority of the country. The observed spatial and temporal characteristics in the 0 °C-isotherm trends are reflected in past variations in several hydro-cryospheric variables over many regions of Canada including the timing of snowmelt and the dates of freshwater ice break-up. Investigation into the potential causes of observed variability in 0 °C-isotherm dates reveals that large-scale oscillations representing atmospheric/oceanic variations in the north Pacific and north Atlantic significantly relate to isotherm dates over western and eastern Canada, respectively, during both spring and autumn. Although significant, a relatively small amount of overall variance in isotherm dates is explained by the oscillations indicating the influence of other factors. Results from this study improve our knowledge of past trends and variability in 0 °C-isotherm dates and resultant impacts on hydro-cryospheric processes over Canada.
