The core argument of this paper is that intersectionality provides a constructive conceptual lens for the convergence of ethnic minority status and childhood disability in Irish child protection and welfare. The utility of intersectionality in this paper lies in broadening the scope of reflection on the complex intersections of ethnic minority status and childhood disability. Within this, intersectionality is implicitly situated within an overarching critical disability studies perspective. Theoretically informed commentary on the literature attends to three aspects of practice. These are respectively novel intersections of ethnic minority status and childhood disability, as a consequence of intensifying globalization; compounded levels of risk; and the importance of nonconflation of potential sites of oppression, such as race and disability. Overall, the intention of the paper is to be illustrative. Specifically, analysis is presented as an aid to students and practitioners, moving forward, in negotiating a complex and dynamic field of practice. [ABSTRACT FROM AUTHOR]

This paper takes the opportunity of the current child welfare system change in Ireland to promote the value of learning from history to better understand the interface between family support and child protection. The paper draws from the histories of child protection and family support to illuminate the commonalities and differences that have come to define the two practices. Using findings from two historical studies - one on family support and the other on child protection - the paper demonstrates the unique features and the many integrated elements of family support and child protection in Ireland. It is argued that students and practitioners need to be provided with a stronger sense of the historical developments that have shaped the present. This will enable comprehension of the complex context within which current relations between 'protection' and 'support' are negotiated and help to avoid operating in a vacuum of a present only viewpoint. The paper concludes with reference to the need for students and practitioners to navigate the complex relationship between family support and child protection at practice, policy and organizational level through a well-informed knowledge of the historical as well as the present context. This paper aims to utilize social theory to inform relationship-based social work practice with children, young people and families. We see 'direct relationship-based working' drawing on theory and evidence as best placed to take forward high quality, humanistic social work practice. We outline the problems with policy and practice development led by the latest high profile 'scandal' or by the overemphasis on experimental design and systematic reviews. This issue was highlighted during a recent debate about appropriate methodologies for exploring Family Group Conferences: the debate is explored as illustrative of our concerns. A flexible model is proposed, which draws on eclectic sources of evidence, social theory and professional knowledge. Although a widely accepted term in child welfare discourses, there remains a vagueness as to what Family Support as a named orientation in children and family services actually entails. This lack of clarity is, at times, used to detract from its usefulness within the policy and practice arena. Using the accumulated wisdom of a select group of accomplished managers, academics and policy makers in social work and social care, this paper retrospectively reviews the evolution of Family Support within the Irish context and distils the core characteristics of Family Support practice and service delivery. An unstructured narrative inducing interview was conducted with 14 veterans of Family Support and child welfare. Participants who are based in the USA, the UK and Ireland each had between 30 and 60 years' experience working in this field. Salient factors were identified by participants as having contributed to the growth of Family Support. Specific and distinct characteristics of Family Support practice and services were also categorized by these veterans, providing voice and meaning to Family Support as a specific approach. This paper critically examines the relationship between statutory family support and child protection using the case study of Ireland. It builds on the work of Devaney and McGregor (2017) to offer an additional contribution to existing frameworks for practice through adapting the Hardiker Exton and Barker (1991) model of prevention. Using evidence from current Irish developments, the case for moving away from linear and simplistic differentiation of family support and child protection is made. Evidence from three main sources in Ireland is presented to develop the argument. This evidence includes the Child Care Law Reporting project (Coulter, 2015, 2018); a recent evaluation of a family support practice model called Meitheal (Rodriguez Cassidy and Devaney, 2018) and recent findings about public awareness of family support (McGregor and NicGabhainn, 2018). We argue that special attention should be paid to families "in the middle" who are in need of both support and protection and propose an adapted version of Hardiker et al. model to aid in this work. We identify what should happen at different levels for macrostructural to micropractice levels. We conclude that the learning from the Irish case study can be applied to an international context. This paper presents a qualitative analysis of front‐line practices regarding emergency removals in Finnish and Irish child protection. It examines how the responses to children's immediate danger are framed by legislation and how front‐line practitioners assess the child's situation and make emergency placement decisions. The data consist of interviews with 16 Irish and 33 Finnish social workers. These child welfare protection systems respond differently to a task that appears to be similar. The Irish team‐based practice rests on the social workers' shared assessment of the child's needs, and the formal decision is made by the courts (or police officers at night‐time); and the Finnish practice involves only one single social worker who makes both the assessment and the removal decision. The Irish system is tightly time regulated, whereas the Finnish system provides a more flexible time frame. Both approaches put a lot of stress on social workers' practice, which also includes creative workarounds (e.g., "planned emergency removals" in Finland). Within Northern Europe, gendered roles and responsibilities within the family have been challenged through an emergence of different family forms, increasing cultural diversity, and progressive developments in welfare policies. To varying degrees, welfare policies in different countries support a dual‐earner model and encourage men to be more active as fathers by reinforcing statutory rights and responsibilities. In child welfare practice, there has traditionally been a strong emphasis on the mother as primary carer for the child; the father has been less visible. This paper explores, in four national welfare contexts, how child welfare social workers include fathers in practice decisions. Data were collected using focus group interviews with social workers from England, Ireland, Norway, and Sweden. Similarities and differences emerge in relation to services and the focus of social work assessments. However, overall, the research suggests that despite gains in policy and legislation that promote gender equality, fathers remain largely absent in child welfare practice decisions about the parenting of their children. ABSTRACT The empowerment and participation of children and families in both the design and the delivery of services oriented towards them is now an accepted norm, if not always the accepted practice. Yet, challenges still remain, particularly where parents are separated and contact issues are problematic. Although contact centres are common in some Western countries including Australia, New Zealand, the UK, France, and the USA, this is not the case in the Republic of Ireland. The relatively recent introduction of divorce, increases in separation and childbirth outside of marriage have led to the need for service planners to respond to the growing issue of non-resident contact with children. Using Bovaird's co-production framework, the purpose of this paper is to outline and discuss specific findings relating to service user involvement emanating from a formative evaluation of an innovative supported contact service in Ireland. What emerges from the findings is a picture of co-production where the broad parameters of the service are professionally defined and where the specifics of service user involvement in delivery vary from family to family but within the bounds of professional control. This paper explored the subject of physical touch occurring between social workers and children in the Republic of Ireland. Here, it was maintained that touch practices occupy an ambiguous area for social work practitioners. The empirical component was based on interviews that were conducted with a small group of practitioners in one particular Irish county. The study provided insight into the social workers' personal experiences of, and opinions on, touch with children in the context of their practice. Despite a lack of prescriptive 'do's and don'ts' regarding physical touch and social work, the findings suggested that social workers do not consciously engage in physical touch with children. Rather, touch occurs as a result of practicality and safety concerns for a child. Recognized as beneficial in terms of communication, reassurance and conveying empathy, touch practices are also guided by a fear of misinterpretation, allegations and concern for causing harm to the child. The place of physical touch with children is regarded as being outside the remit of the social work role. Despite this, a majority of those interviewed spoke of a desire to have more discussion and guidance on the subject of physical touch with children within their work locations. ABSTRACT This paper reports the findings of an exploratory study of the response of social workers within a community care setting, in a large Dublin suburb, to cases involving men's abuse of women. This research aims to focus on what child protection workers do regarding this abuse, and what they say about what they do, thereby giving readers a sense of the action taking place in this social work team. The data, generated from both qualitative and quantitative methodological research, reflects this aim, as it taps into the working model of responses to men's abuse of women held by social workers, and identifies what influences that, thereby reflecting the realities and constraints of everyday work. At the time the research was carried out (2000), the results confirm that the prevalence of cases involving men's abuse of women on this team was in line with international findings. This research revealed an absence of a team policy, an agreed definition of intimate violence in this context and agency practice guidelines, and illuminated how these gaps act as a deterrent to effective intervention. This paper explores some of the ethical and practical dilemmas that may arise for child protection social workers intervening in cases where the abuse of women by men is present. Recommendations arising from this research identify a need for a clear policy and best practice guidelines for social work staff in relation to this abuse. [ABSTRACT FROM AUTHOR]

This paper reports on a study of service users' views on Irish child protection services. Qualitative interviews were conducted with 67 service users, including young people between 13 and 23. The findings showed that despite refocusing and public service management reforms, service users still experience involvement with the services as intimidating and stressful and while they acknowledged opportunities to participate in the child protection process, they found the experience to be very difficult. Their definition of 'needs' was somewhat at odds with that suggested in official documentation, and they viewed the execution of a child protection plan more as a coercive requirement to comply with 'tasks' set by workers than a conjoint effort to enhance their children's welfare. As in previous studies, the data showed how the development of good relationships between workers and service users could compensate for the harsher aspects of involvement with child protection. In addition, this study demonstrated a high level of discernment on the part of service users, highlighting their expectation of quality standards in respect of courtesy, respect, accountability, transparency and practitioner expertise. In this paper, the author (who has worked as a social worker in both Ireland and the UK) contends that there has been an uncritical importation of expectations and responsibilities from the British system into Irish state social work. In the area of child and family social work this has been most marked by the introduction and construction of ‘child protection’ as the dominant discourse. Yet fundamental differences exist between Irish and British social policy, differences that are reflected in the structure, nature and culture of social work services. Some of the historical differences between the two welfare systems are explored and three core features of modern Irish social work with children and families are identified. Possibilities for recreating Irish social work in discourse and in practice are suggested, particularly around the notions of certainty/uncertainty and the potential for linguistically based frameworks for practice. If children in child protection cannot be cared for by their natural parents, should they be adopted or live in foster home? Results from a study of representative samples of populations (n = 12 330), in eight European countries—Austria, England, Estonia, Finland, Germany, Ireland, Norway and Spain—and California, USA, reveal that people would recommend adoption over foster care, if a child in public care cannot grow up with their natural parent(s). There are cross‐country differences between populations, and examining if institutional context such as type of child protection system explains differences, we find that child maltreatment‐oriented systems are more supportive of adoption than other types of systems. Citizens having little confidence in the child protection system were only weakly correlated with preference for adoption. In conclusion, people prefer adoption as placement options for children in care are more than foster homes, and possible this finding reflects a sort of refamalialization of children into the private sphere.
