ABSTRACT In the United States, 37 states and 4 territories allow for the termination of parental rights (TPR) due to parental disability. Twenty‐eight of these states and all four of the territories specifically include parental intellectual developmental disability (IDD). Policies that call for the TPR based on factors outside of parental abuse or neglect have myriad negative effects on individuals, families and communities, including long‐term adverse health outcomes for children who have been removed from parental custody, delays in prenatal care for pregnant people whose stigmatized identities may result in involuntary TPR and an increased burden on already overtaxed child welfare systems. The Family Group Conference (FGC) is grounded in a rights‐based framework, whereby children and their families have the right and responsibility to be primary decision‐makers when child protection issues arise, and the statutory agency has the responsibility to convene the entitled members of the family network to lead the decision‐making. A distinct core component of FGC—private family time (PFT)—allows families to discuss the information and formulate their responses and plans privately during conferencing. This paper describes how a large child welfare agency in the United States adapted PFT in two ways: (1) including a parent advocate (PA) and (2) abbreviating the amount of time allowed for this discussion. Given the lack of empirical research on the PFT component, this qualitative exploratory study sought to understand the functions and perceived impacts of PA‐supported PFT during initial child protective services (CPS) conferences at which decisions of child removal or placement were being contemplated. PFT served multiple beneficial functions and impacted families in several positive ways: families gained greater awareness of safety concerns, felt empowered and confident in the preferred safety and service plan, became increasingly engaged and involved in the case decision‐making process and ultimately felt less apprehensive. In 2014, the United States saw a greater than 50% increase in the number of unaccompanied children from Mexico and Central America arriving at the U.S./Mexico border, and unaccompanied children continue to migrate to the United States in consistent numbers. The dramatic increase of 2014 exposed gaps in policies aimed at supporting unaccompanied children as they await legal adjudication. This paper begins with a historic review of immigration policies in the United States aimed at supporting unaccompanied migrant children. An analytic review is provided of existing immigration policies in the Department of Homeland Security and the Office of Refugee Resettlement, highlighting the competing paradigms created by missions of security‐focused policy versus child‐centred policy. A close examination of the values that influenced policy development in this area is included, along with a discussion of how social work practice can infuse elements of social justice into immigration policy reform. Areas for future research to reform immigration policy focused on supporting unaccompanied undocumented minors are highlighted. [ABSTRACT FROM AUTHOR]

This paper examines how child welfare workers in England, Norway and the USA (California) perceive children's participation building on 91 qualitative interviews. First, analysing the data using Hart's ladder of children's participation, we found that all Norwegian workers perceived children's participation as some form of decision‐making, whereas 40% of English and 35% of US workers embraced views of children's participation that can be considered token or non‐participation. Second, we coded the data for main themes and found that child welfare workers in all three countries perceived children's participation as hearing the child's opinion and information gathering. The themes of age, maturity and ability to form an opinion also emerged from the data. English workers' reflections about children's participation were more nuanced than their Norwegian and US counterparts; and US workers understood children's participation as children providing valuable information during the investigation of a case more frequently than workers in England and Norway. This paper describes the components of a programme designed to prevent child maltreatment which includes the promising practices of a continuous engagement process, cognitive-behavioural parent and skill teaching, and development of formal and informal supports for families. The programme was also designed to be implemented wide scale. Methods for assessment of strengths and needs, individualization of goals and intervention strategies, and assessment of goal achievement are also described. Finally, preliminary results of a programme implementation fidelity and outcome evaluation are summarized. The authors conclude that this programme is ready for a more rigorous efficacy trial to continue to build the evidence base for this promising intervention addressing a prevalent social problem. The Adoption and Safe Families Act of 1997 was developed with the goal of increasing the safety, permanency, and well‐being of children involved in U.S. child welfare systems. A growing number of unaccompanied immigrant children (UC) are being served in long‐term foster care (LTFC) under the auspices of the Office of Refugee Resettlement (ORR). UC are placed in care because an appropriate sponsor is not available pending immigration hearings. Yet, the research literature has been silent on how outcomes for UC can be articulated and operationalized to guide policy and practice. This study fills this gap by exploring how safety, permanency and well‐being may be defined for this population. Seventy‐nine service providers working unaccompanied children in the Midwestern and Northeastern United States participated in 22 focus groups. Findings indicated that safety, permanency, and well‐being are fundamental for UC but include different aspects, such as emotional safety in addition to physical safety, the nuances of legal permanency and placement stability in addition to family reunification, and cultural integration as a factor of well‐being and mental health. This study's results can inform organizational data collection procedures, culturally relevant assessments, and a deeper understanding of the experiences of UC in foster care. [ABSTRACT FROM AUTHOR]

This article describes the benefits of monthly family team meetings for parents involved with child welfare. Findings are shared from semi-structured, qualitative interviews conducted with 17 parents whose children had been placed in substitute care. While much of the scholarship on family meetings focuses on opportunities for family voice, this study found that parents received multiple benefits from meetings including, but not limited to, the opportunity for input into decision-making. Specifically, parents appreciated receiving information and feedback, encouragement, and a range of other supports from members of the team. Meetings also facilitated communication and improved the coordination of services and other efforts by team members. Notably, parents reported that regular meetings helped to hold caseworkers and other providers accountable regarding their activities and duties related to the case, often resulting in better follow through. Parents and their advocates were also able to use meetings to push child welfare to respond in a timely way to parents' progress. These findings should be viewed as preliminary evidence of how a particular model of family meetings might work and thereby expand our understanding of what family team decision meetings can do to improve parents' experiences and child welfare outcomes more generally. Little empirical research has examined the effects of case characteristics on high‐quality teamwork within family meetings in child welfare. We attempted to fill this gap using 497 child welfare cases in a Midwestern state in the United States. We found that overall teamwork was negatively associated with domestic violence, frequent placement moves, and a permanency plan of adoption, whereas teamwork was positively associated with the length of involvement in the child welfare system. We also examined the relationships between the case characteristics and two components of teamwork. The results showed that domestic violence and the length of the involvement were equally significant factors for both team formation and functioning. The permanency plan of adoption was a significant factor for team formation, but not for team functioning. Finally, family voices and frequent team meetings appeared to be stronger factors for improving both team formation and functioning. The results suggest that families in the child welfare system have different experiences in forming and functioning high‐quality family team meetings. Therefore, it is necessary to customize specific processes and strategies to promote teamwork depending on the child and family's characteristics and situations. [ABSTRACT FROM AUTHOR]

Differential response (DR) first emerged as one component of a child welfare paradigm that emphasized the need to engage communities in supporting families and children. However, the role of community in differential response has received little attention in recent literature. We examine the intellectual history of these ideas, tracing changes in the framing of community engagement in relation to DR over time. We find that attention to community has been sidelined by an increasingly narrow definition of DR that focuses on the existence of an alternative approach to engaging with screened in families, rather than the building of community support networks. There is currently no clear and explicit theoretical framework connecting community engagement to DR. We find that the absence of such a framework has given rise to a series of conceptual debates about the definition and purpose of DR. The development of a literature that elucidates the topic of community engagement in DR may serve to resolve some of these debates. [ABSTRACT FROM AUTHOR]

Family transitions, such as stepfamily formation, can be a source of stress for adults and children. Yet, the stepfamily literature lacks a focus on factors that influence child stress levels while transitioning to stepfamily life. Using a social support perspective, the purpose of this study was to assess the independent and additive influence of closeness with three common parental figures on retrospective reports of stress experienced by children during stepfamily formation. A sample of 1139 emerging adults from a retrospective, US‐based national quota sample, the Stepfamily Experiences Project, was analysed. Results indicated that parental relationships have independent, not combined, effects on stress. More specifically, we found that greater closeness with resident stepparents and resident biological parents was associated with less stress in children, whereas greater closeness with non‐resident biological parents was associated with slightly greater levels of stress. These findings reflect (i) the primacy of residential relationships in children's stress reduction; (ii) the benefit of parental relationships to children as sources of social support during stressful family transitions; and (iii) the potential for children to experience stressful loyalty binds during stepfamily formation. An inquiry into child welfare protective services workers’ perceptions and experiences in the United States was conducted in order to examine their perceptions of crisis and crisis intervention, and the emotional impact of working with children who endured significant maltreatment. As there is presently little research that has explored these issues specifically from the point of view of the workers, a qualitative grounded theory approach was utilized. Four themes emerged from the data: workers perceived crisis as a result of biopsychosocial breakdown; workers routinely triage when faced with crises; workers are subject to vicarious traumatization; and workers’ personal lives are affected by their work. The findings add to an existing body of knowledge about secondary trauma in child welfare by providing information about the investigative workers’ subjective experience of it. This research adds a unique contribution to understanding workers’ subjective experience of crisis on the job, how it manifests, and whether they feel knowledgeable in the area of crisis intervention. For youth involved with the child welfare system, accurate assessment of mental-health functioning is a critical factor in case planning. To assess correspondence among multiple reporters of child welfare youths' mental-health difficulties, this study, using data drawn from the National Survey of Child and Adolescent Well-being dataset, examined the caregiver, teacher and youth (aged 11-16 years) reports on the Child Behavior Checklist ( n = 464). Perceptions about symptomatology on a variety of externalizing and internalizing behaviour problem scales were measured with a correlation analysis. Subsequently, logistic regression models were created, which explored how each reporter category matched a fourth reporter category: the child welfare investigation caseworkers' identification of youths' mental-health needs. Results show that in several models, the odds of matching caseworkers' determination of youths' mental-health needs significantly increased as youths' perceptions of psychopathology increased. A similar pattern was found for caregivers' perceptions in some of the models, across both internalizing and externalizing domains.
