Transferring income to families with children has long been a basic Canadian social policy. Though motivated by a range of goals, a central expectation has been that higher family income will lead to better child outcomes, especially in low-income families. This paper presents a synthesis of Canadian research estimating the effect of household income on measures of child development and well-being. While child outcomes and socioeconomic status (SES) are highly correlated, the effect of income on child outcomes, controlling for other SES factors, is found to be statistically significant but of much smaller magnitude than correlation alone indicates. The paper also discusses key theoretical and methodological issues in this area of research, identifies areas for future research, and draws implications for public policy design. This paper examines the implication of the decision to give 2006 Census respondents the option of letting Statistics Canada access their income tax files rather than answering income-related questions directly. We find that giving respondents the option to share their income tax files (or not) adds a confounding factor when it comes to measuring family-income inequality, particularly for the bottom tail of the distribution. This paper uses longitudinal microdata from the Statistics Canada National Longitudinal Survey of Children and Youth (NLSCY) to study the family income dynamics of Canadian children from the time they are 4 or 5 until they are 14 or 15. Dynamics of family income have been studied less often than dynamics of child poverty. Yet we argue that from the perspective of equity, it is important to know the extent to which some children are always affluent while other children are always poor. Also, since our social safety net is designed to shelter Canadians, including children, from both economic hardship and economic loss, it is also important, from the perspective of policy, to assess risk factors for persistent low income as well as correlates of major economic loss. A variety of policies fall under the banner of 'school choice,' each aiming to facilitate educational options beyond a standard public school. This paper pursues three empirical questions. First, at what rates do Canadian parents choose various school options and engage in different forms of choosing? Second, what demographics predict these choices? Third, what educational attitudes and behaviours predict choosing? Data come from a 2005 national survey of Canadian parents that contains comprehensive measures of school options and forms of choosing. Three sets of findings are reported. First, the prevalence of choosing is substantial, with one-third of families opting for a school other than a 'standard' public school, and two-thirds exercising some form of school choosing. Second, many of these choices are shaped by parental income and education, though interesting exceptions emerge. Third, school choosing appears to be an extension of parents' participation in their children's education. Policy implications of these findings are discussed. [ABSTRACT FROM AUTHOR]

Self-reported life satisfaction is increasingly measured in government and private surveys around the world. In Canada, life satisfaction questions have not been asked in a consistent manner over time, but the accumulated set of data since 1985, along with recent surveys with repeated structure, now facilitates an analysis of regional changes. Those two and a half decades reveal a significant increase in life satisfaction in the province of Quebec as compared with the rest of Canada. The scale of this increase in well-being is comparable to the imputed effect of more than a trebling of mean household income. [ABSTRACT FROM AUTHOR]

This paper looks at changes in hourly wages and hours worked per week of prime-age males in different skill groups (measured by earnings quintile) in the United States and Canada from 1981 to 1997. The analysis reveals that increases in hourly wage inequality are primarily responsible for increases in weekly earnings inequality in both countries. Increases in the dispersion of hours worked per week play a more important part in explaining the increase in earnings inequality in Canada than in the United States. High-skill workers experienced increases in earnings growth due to increases in hours and, at least for the US, increases in wages. In contrast, low-skill workers experienced declines in earnings growth due to decreases in wages and hours. This evidence is consistent with a skill-biased demand shock. In Canada a larger percentage of the reduction in earnings of low-skill workers is accounted for by declining hours. While there is a general consensus that income inequality has increased in most developed countries over the last two decades, the analytical focus has been on the national scale. However, these increases in inequality have not been uniform across different segments of society, either in terms of social groups or geographic region. In particular, the high levels of immigration to metropolitan Canada have contributed to growing inequality. Using individual household income data from the 1981, 1986, 1991, and 1996 censuses, this paper identifies the role of immigration and its differential impact on metropolitan and non-metropolitan areas. The impacts became more prominent during the first half of the 1990s when immigration remained high yet the economy slowed. The evidence suggests that the overall impact of immigration is a relatively short-run phenomenon as recent immigrants take time to adjust to the labour market. If recent immigrants are excluded, inequality is still increasing, but at a slower rate, especially in the largest metropolitan areas. [ABSTRACT FROM AUTHOR]

I investigate the trends and sources of the Aboriginal/non-Aboriginal annual earnings gap and the on-reserve annual earnings penalty. Three sources of these gaps are considered: differences in weeks worked, weekly earnings due to characteristics, and returns. I find that earnings differences between non-Aboriginals and Métis have declined due to convergence in the number of weeks worked. The on-reserve weekly earnings penalty has increased, possibly due to the changing proportion off-reserve. My study also examines the importance of taxes and transfers in reducing the earnings gap. While they do not eliminate most inequities, measured taxes and transfers eliminate the on-reserve earnings penalty for women. [ABSTRACT FROM AUTHOR]
