This paper considers the possible impact of market forces on educational attainment in secondary schools in England and Wales. One of the main arguments made by market advocates in favour of extending programmes of school choice was that this would drive up standards. However, despite 12 years of relevant experience in the UK, it remains very difficult to test this claim. This paper examines some practical difficulties before presenting three possible models for considering changes in educational standards over time. The results are inconclusive, possibly even contradictory. The measures, such as GCSE and A levels, extending back to 1988 and beyond, have clearly increased in prevalence. In terms of these measures, students from state-funded education have also reduced the 'gap' relative to those from fee-paying institutions. However, it is not clear that either of these developments is market related. In addition, there is no evidence yet that these improvements indicate any breakage in the strong link between the socio-economic background of students and their school outcomes. This paper argues that in making sense of events leading up to and following the Taylor Report which recommended changes in school management in England and Wales, a number of principles should be borne in mind First, that instances of policy-change such as this can not be fully understood except in the context of contemporary economic events and social circumstances. Despite the considerable media time devoted to the teachers' industrial dispute in England and Wales during 1985-86 little or no effort was made to represent the conduct of the dispute in particular school or through the experiences of individual teachers. The impression conveyed was of a uniform type of 'action' and similar effects in different schools, although some were reported as being 'harder hit' than others, that is more days on strike. In reality, although related to a set of general conditions affecting teachers' work, the dispute was enacted and experienced very differently in different schools and localities. The conduct of the dispute in particular school emerged from and was related to a variety of 'local' factors. In this paper some of these institutional variations are examined. The paper consists of two sections. The first attempts to describe and analyse recent structural changes affecting the conditions of work of teaching and thus provide a context for the 1985-86 industrial action in schools. The second section explores teachers' interpretations of and involvements in the industrial action in particular schools. This paper challenges the overly positive image of the contribution made by religious education in England and Wales to the attainment of liberal educational aims that was recently presented in this journal, in the context of a review symposium on a festschrift celebrating the work and achievements of the influential British religious educator, Professor John Hull. An alternative reading is pursued that provides a more accurate and fair interpretation of the evidence. There is a discussion of the ideological character of British religious education and a consideration of the reasons why assertions of its 'success' by religious educators are currently so vocal. Critical attention is focused on two particular issues over which the influence of Hull on contemporary policy and practice is acknowledged: that of his dismissal of the accusation that multi-faith religious education confuses pupils, and that of current strategies in religious education to promote inter-religious and intercultural understanding. The collection of ethnic and racial statistics has become common in a growing number of institutional settings. Yet contemporary approaches to race and ethnicity suggest that the very process of compelling people to assign themselves to one of a small number of racial or ethnic 'boxes' is, at best, essentialist and, at worst, racist. This article will explore this problematic terrain, and venture a pathway through it, with the aid of findings from a study of ethnic minority English and Welsh student teachers' attitudes to ethnic classification. The discussion comprises three parts. The first sets out to provide a brief theoretical analysis of the genesis of ethnic monitoring within the modern state. It is concluded that ethnic monitoring may usefully be regarded as a problematic necessity, a process that itself needs constant monitoring. With this agenda in place, we move on to assess the implications of our findings on student teachers' attitudes to ethnic monitoring. Their pointers for reform are discussed in the third and final section of the paper, where the policy implications of research are outlined. [ABSTRACT FROM AUTHOR]

The field of education management has grown rapidly in the past 30 years with members positioning themselves in all parts of the education system. The main claim for distinctiveness is working with and on behalf of the practitioner, and intellectual positioning is based on the nature of intervention with the practitioner such as empirical research, course provision, and consultancy. In undertaking an intellectual analysis of the field, Bourdieu's theory of practice, developed through and with Habitus and Field, is used to think with and to develop an understanding of the 'possibilities' and 'traps' for the professional practice of field members. Technology is changing not only our material reality, but also our social roles and power positions within the social structure. Whilst its increasingly widespread applications in industry, on the one hand, facilitate production processes they also contribute to the marginalisation and displacement of particular groups of people within the labour force (Swanandan, 1989; Pollert, 1988). Thus, technology can "embody specific forms of power and authority" (Winner, 1986, p. 19). This article considers the view that Technology as a reconstituted subject in the National Curriculum in England and Wales functions to a large extent as a means of naturalising evolving work practices and specific worker awarenesses required within the technological production process. It also serves to legitimate real and symbolic differences created between the new 'technical' knowledge elites and the functionaries within the production process. The accommodation in the technology curriculum of new structural changes occurring within society can then be regarded as an attempt by the state to rationalise, in pupils' consciousness, the basis of a reformulated capitalist economic order. This article describes the ethnic and gender make up of a substantial (60%+) sample of the staff and pupil population of schools and units for pupils with emotional and behavioural difficulties in England and Wales. The data presented is taken from a questionnaire survey. This is the first large sample study of this topic to be conducted in educational establishments of this type in England and Wales. Notable finding are: (1) the imbalance in gender distribution in these facilities, with the boys far outweighing the number of girls; (2) the over representation of pupils of Afro-Caribbean origin, particularly among the boys; and (3) the under representation of teachers from ethnic minorities among the teaching staff in these schools. These findings are shown to be generally consistent with the findings of related studies, and are discussed in terms of social and educational issues. [ABSTRACT FROM AUTHOR]
