This article deconstructs the language of the 2010 UK Coalition Government's White Paper, "The Importance of Teaching". It uses analytical frameworks related to rhetoric established by Aristotle and Cicero. It explores the mechanisms of language using both critical discourse analysis and content analysis, offering quantitative data on the content of the paper and qualitative data on the literary strategies employed. It is concerned not only with how what is communicated persuades but also the ethics of persuasion; what is suggested and to what end. The article suggests a mutually reinforcing relationship between poverty of language and poverty of thought. The Coalition Government asserts an heroic stance to act radically to free victimised teachers from the burdens of bureaucracy imposed by the previous government. However, rather than radical action to make change, the findings suggest that the White Paper presents an illusory carapace of change that conceals fundamental continuity. It reassures all of the commitment of government and audiences to change while sustaining education as fundamentally unchanged.

The content of 'O' and 'A' level papers on modern British and European History set by two GCE Examination Boards was analysed to find out what particular aspects of the past were emphasised and thus to throw light on the experience of history as a subject which was gained by the candidates. These papers, which are taken by the great majority of the candidates, were found to be dominated by political history, up to 77% of the questions being devoted to the affairs of governments and political leaders. Foreign politics was especially important in papers on European history reaching as high as 44% of the questions set and domestic politics was central to papers on British history attaining means in different groups of papers between 40 and 50%. Many English Examination Boards will make some use of the differentiated paper method of assessment in the new scheme of 16+ examining, but it is not clear whether problems of comparability have been adequately solved. This article presents an analysis based on well-defined assumptions incorporated into a measurement model and utilising regression. Marks on the paper not taken by a group are estimated from their joint marks on the common paper and the paper specific to their group. The marks are then weighted using the measurement model and combined to produce a rank order over both the groups. This article presents findings on students' views and experiences of tiering in Northern Ireland and Wales from a children's rights perspective. It considers the extent to which tiering fulfils the rights to education, best interests, non‐discrimination, and participation under the Convention on the Rights of the Child. It emphasises that while the majority of students were supportive of tiering, their responses highlighted a range of negative effects of tiering on students taking foundation tier. Students described the impact of being placed in the foundation tier on their self‐esteem and relationship with their peers, indicating that being allocated to foundation tier can have a labelling effect. Students who were taking foundation papers, or a mixture of foundation and higher‐tier papers, were more likely than those taking higher‐tier papers to report that they wanted to change tier and to raise issues overall regarding tiering. Furthermore, students who were faced with these difficult choices often had a poor understanding of several aspects of tiers. The article argues that alternative forms of differentiation should be considered, and presents students' perspectives on some of these. It argues that we must ensure that young people have a good understanding of tiering and that their views and experiences of tiering are taken into account when considering further reforms to GCSEs. This paper considers queer feminist interruptions as a way to halt, reverse and rethink internationalisation in UK higher education (HE). These points of intervention are situated within the queer development studies literature, which provides a framework for understanding internationalisation practices alongside other strategies of Western extraction, critical of claims that internationalisation is important for enhancing diversity. Throughout, the paper confronts the problematic, colonial narratives of global LGBTQ (lesbian, gay, bisexual, transgender and queer) human rights progress as framed by the global north, and how UK internationalisation strategy often reproduces or doubles‐down on these narratives. The central questions addressed are: (1) how does queer liberation help academics think differently about promoting, participating in and developing UK HE internationally? (2) What can academics learn from those working to centre queer feminist practices in their transnational research and teaching? In conversation with critical internationalisation studies scholarship, this paper contributes to ongoing research about internalisation with a queer sensitivity. As such, the paper highlights the limiting binary logics and heteronormativity in internationalisation, as well as new directions for collaboration across communities working for radical liberation on campus beyond agendas of inclusion. Following lockdowns in 2020 owing to Covid‐19, schools needed to find a way to ensure the education of their pupils. In order to do this, they engaged in digital learning, to varying extents. Innovations emanated from all school staff including, for example, teachers, leaders and teaching assistants. Some were already innovating in this area and brought forward and implemented digital strategies, while others engaged with digital learning for the first time. While research is emerging about the effects of the pandemic restrictions on pupils and staff in relation to key issues such as mental health and educational attainment, very little is known about the impact on school leaders' strategic planning processes. To address this gap, this paper draws on a UK Research and Innovation funded study adopting a strategy as learning approach to report on 50 qualitative interviews with school leaders to examine digital strategy in English secondary schools, before, during and after July 2021, when restrictions were lifted in England. It draws on strategy as learning literature to evaluate if schools have changed their strategic planning for digital learning, as a direct response to having learned and innovated during the pandemic. The paper concludes that there is evidence that digital innovations during the pandemic have changed the ways in which leaders think about their digital strategy, thus supporting a strategy as learning approach. However it also concludes that although there is ample evidence that the pandemic has changed the way many schools view digital learning, for some schools, there remain persistent barriers to digital integration and planning. This paper reflects on the importance of 'time spent' in understanding the international student experience. Short‐term mobility programmes (involving stays of between 1 week and 2 months) attracting less privileged students, such as the relatively new Turing Scheme in the United Kingdom, have been hailed as a potential 'solution' to the fact that, traditionally, wealthier individuals have been far more likely to engage in study abroad. However, we do not yet know how short‐term and longer duration programmes compare in terms of the value they confer to students (in relation to their experiences and outcomes). How likely is it that short‐term mobility at undergraduate level is as valuable, according to different measures, as mobility lasting 6 months to several years (as with degree mobility)? This paper reviews some of the evidence to date on shorter duration mobility, addressing how value in international study is constructed and conferred and how this relates to 'time spent'. The paper concludes by arguing that the picture is mixed: although short‐term mobility will be beneficial to students, those engaging in longer term exchanges (usually more privileged students) are likely to derive greater benefits. The period when the British Educational Research Association (BERA) was founded was one in which there was an increasing recognition amongst the research community that a wind of change had stirred up the settled traditions of educational research. It was a time which celebrated the promise of alternative paradigms for research. Ten or so years on we are entering another era where the emphasis is not on the reconceptualisation of what research is but on how it is organised. I think one can discern at least two factors, not wholly separate from each other, that will increasingly influence how a substantial part of research will be organised. These two factors are the changes which have taken place in the composition of the research community and the direction of current Government policy concerning the school system. I aim to show how these are leading to a fruitful form of collaborative research at local level which should be encouraged and supported—not least by BERA. [ABSTRACT FROM AUTHOR]

International student mobility contributes to a knowledge‐based economy and forms an important component of a highly educated migration. This paper aims to identify how far political factors—including political discrimination, restrictions, freedom, UK migration policies and social cultural norms and policies—enhance or inhibit individuals' capabilities to become mobile. It offers a novel conceptualisation of mobility, drawing on structuration theory and the capability approach, to reveal the link between structure, capability and agency in the mobility process. Semi‐structured in‐depth interviews were conducted with 40 PhD students, two professors from Turkey in the United Kingdom and three international education experts. A capability list established shows how mobility occurs when students' capabilities (freedoms) fail to flourish and they lose their power (capacity) to influence society due to the political environment in the home country. 'Impo‐mobility', derived from the word 'imposed', is proposed to refer to highly educated people having to become mobile as a result of impositions placed upon them by home and host‐government political practices. An appealing political environment is necessary if Turkey is not to lose highly educated individuals and the United Kingdom is to remain a global player in international higher education. This paper critically examines the tensions arising between Reception teachers' professional beliefs and knowledge, and the school readiness agenda in England. It scrutinises how the increasing academic expectations placed on children to ensure they are 'ready for school' may conflict with teachers' understanding of how young children learn, their pedagogical philosophies and classroom practices. In this paper, cultural-historical activity theory (CHAT) is utilised as a methodological and analytical framework, specifically harnessing Engeström and Sannino's work on 'manifestations of contradictions'. This theoretical lens is applied to elucidate the specific contradictions that surface at the policy-practice interface and to explore how teachers navigate these conflicts and tensions. Data were gathered through interviews with two Reception teachers and analysed to identify four distinct contradiction categories: dilemmas, double binds, critical conflicts and conflicts. The findings make a critical contribution to ongoing debates about the implications of the school readiness agenda on teacher beliefs, professional knowledge and the impact on children. Furthermore, this paper extends an original contribution to the practical application of CHAT in Early Childhood Education (ECE) research and emphasises the utility of identifying linguistic cues as an effective strategy to reveal contradictions in textual data, thereby furthering understanding of policy--practice tensions in ECE.

This commentary is offered in response to the British Educational Research Association (BERA)'s commissioned report on close‐to‐practice research. In conducting a rapid evidence assessment coupled with a small number of qualitative interviews, the report represents an overly dichotomised and partial approach to understanding the relationships between research and practice, and the nature of knowledge generated within such relationships. Specifically, the report fails to adequately address the central importance of collaboration to the generation of knowledge and assumes that knowledge is either academic research or practitioner enquiry, without considering a more integrated, co‐constructed 'third space'. I argue that practice‐focused research should be fundamentally concerned with making an impact on practice and, therefore, effective collaboration between research and practice necessarily entails grappling with issues of power and democratisation. These are values that underpin and shape research in important ways that must be considered in conceptualisations of methodological quality. I also raise questions about the transparency and quality of decision‐making in the close‐to‐practice BERA report, including whether the six papers identified as 'high quality' by the authors would meet their own definition. Their report is not definitive, but rather a catalyst for further discussion. I offer suggestions for some practical steps for how BERA could work to provide a more holistic framing for this vital field of inquiry. [ABSTRACT FROM AUTHOR]

In this paper, we present the findings from our critical analysis of the health discourses evident with physical education (PE) curricula in each UK home nation—England, Northern Ireland, Scotland and Wales. We carried out a critical discourse analysis of those curriculum documents that talk directly to PE teachers about how to organise, enact and assess PE curricula in schools. The results from our analysis uncovered that, with the exception of the curriculum in England, all PE curricula conceptualise health and wellbeing holistically. However, our analysis also uncovered complex health landscapes within curricula, where discourses move from notions of supporting and enabling pupil health and wellbeing towards a more concrete (and measurable) concept of health‐related learning, often associated with public health goals of promoting physical activity. Furthermore, although the public health discourses are presented in a way that suggests that young people will develop knowledge and skills to support their health, closer scrutiny reveals that they may be more associated with discourses of risk, promoting 'healthy' behaviours to avoid 'ill health'. We conclude by suggesting that PE teachers need to develop a critical understanding of the health discourses within their PE curriculum. This will help them to navigate, interpret and enact curricula in an informed way, enabling them to challenge discourses that are deficit in nature, where pupils are taught how to be healthy, rather than having the freedom to learn about themselves and their health. This paper is set against a backdrop of contemporary concerns about Britishness. It explores the dominant view that unprecedented levels of cultural diversity within western contexts such as the UK are undermining social cohesion and are attributable to minority groups' failure to connect or assimilate with mainstream 'British' (read White Anglo) culture. The paper focuses on how these issues play out for several of the key teachers at 'Hamilton Court', a large English comprehensive multicultural school. Despite the school being a socially cohesive space, these teachers were concerned with students' lack of affiliation with 'British' culture. The paper examines these concerns through critical lenses that problematise reductionist and racialised understandings of Britishness and assumptions that associate an affiliation with Britishness with generating social cohesion. Against this backdrop, the paper provides further warrant for continued critical discussion about issues of Britishness, multiculturalism and schooling. [ABSTRACT FROM AUTHOR]

University Technical Colleges (UTCs) are newly established (since 2010–11) technical and vocational secondary schools in England, catering for young people aged 14–19. The schools focus strongly on delivering vocational, alongside Science, Technology, Engineering and Mathematics (STEM)‐focused academic, qualifications. The colleges have been introduced as a new means of improving technical and vocational education and training—a sector which in England has faced problems of low quality and low esteem—and in a wider international context of STEM‐trained worker shortages. University Technical Colleges have been advertised as offering state‐of‐the‐art vocational learning, involving access for students to the latest equipment and technologies in key industrial sectors, alongside extensive project‐based learning in partnership with employers. However, how have UTC students fared in these respects since the beginning of the coronavirus pandemic and associated lockdowns in 2020? In this paper we report on results from a survey of 252 students across two UTCs in England, exploring the technical and vocational learning experiences of these students during the exceptional 2019–20 academic year. Findings from the survey reveal lost learning and training opportunities during the pandemic, particularly where courses with practical elements relied on specific equipment and facilities that became inaccessible during lockdown. The survey also highlights disruptions to apprenticeship arrangements, work experience plans and other engagement with employers. Students in some instances have been effectively forced to stay on in education owing to reduced apprenticeship and employment opportunities for school‐leavers. We find evidence of students adapting their aspirations and career goals to the new economic circumstances. [ABSTRACT FROM AUTHOR]

Topics discussed include the British Research Excellence Framework (REF) as an influence that has highlighted the nature of CtP education research, the academic discipline of education, and claims about the importance of collaboration and participatory research.

Opportunities for students to speak and to be heard are important elements of democratic schooling processes but research into student voice has shown that a culture of silence is a more common feature of schooling. Efforts to re-engage young people in learning often recognise the importance of schooling processes that provide them with opportunities to participate meaningfully in schooling dialogues. This paper describes attempts to provide such opportunities for young people in an alternative school, who had been marginalised in mainstream schooling. Research was conducted over a period of 18 months, utilising a range of data collection methods, including interviews, observations, photography and the collection of artefacts, such as school documents. Drawing particularly on data related to a daily community forum, the paper explores how this routine afforded opportunities for student voice. The three-part structure of the forum produced a range of effects, including: a discussion of issues related to local and wider community news as well as college announcements; a check-in where each member of the community voiced their readiness (or otherwise) for the day's learning; and a sign-up process that incorporated informed decision making about the day's learning sessions. It is argued that the intentions that underpin the community forum are important and relevant in all forms of schooling, not just alternative programmes, but these intentions can produce unintended effects. The term 'boundary-work' is used to refer to the constant effort to draw and re-draw the boundary of science; it has long been portrayed as constructed by the stakeholders of science to demarcate science from non-science to establish the authority of science. Twenty-nine semi-structured interviews were carried out with students from one university in England, originally to explore their views about genetically modified ( GM) food. However, the distinctive repertoires adopted by students of natural science as opposed to humanities and social sciences were striking. As a result, the focus of this study shifted to examine the discourse students adopted to talk about a controversial scientific topic, using GM food as a case study. This paper shows that the boundary between scientific and non-scientific academic disciplines is heavily ingrained in university students' discourse and it is collectively constructed by both actors that are included in, and excluded from, the institution of science. The innate authority assigned to the institution of science is found to have deepened the gap between scientific and non-scientific disciplines. In this study, science disciplines were portrayed as coherent and consistent, following similar scientific methods and philosophy whereas humanities and social sciences disciplines were merely considered as 'non-science' disciplines. Hence, this paper suggests the wide scope of science should be better recognised and acknowledged in the education system. Finally, this paper demonstrates that people's role in relation to the institution of science has an impact on their discourse about and, perhaps subsequently, their views towards, science and technology. This paper presents results of an analysis of primary-aged pupils' educational experiences over a 35 year period. Data drawn from a set of large-scale systematic observation studies, conducted in the UK between 1976 and 2012, are used to describe pupils' average classroom experiences at six points in time over this period. These data are then used as markers for comparing the experiences of a subset of pupils--those with special educational needs (SEN)--over the same period. Results for the average pupil show an increase over time in the proportion of time spent interacting with teachers and peers. In contrast, relative to these non-SEN pupils, those with SEN have experienced a more moderate increase in the proportion of time spent interacting with the teacher, and almost no change in the amount of time spent interacting with peers and in whole class teaching contexts. The increase in the number of teaching assistants in mainstream primary settings, employed and deployed to assist the learning and inclusion of pupils with SEN, is identified as a key observable influence on the difference between the classroom experiences of pupils with and without SEN over time. This paper additionally defends the use of systematic observation methods, and concludes that the broad, but stable, measures of activity and behaviour, plus the rigorous approach to data collection it provides, are necessary for painting objective, descriptive and retrospective pictures of classroom life that can elude other research techniques. This paper explores religious adolescents' reported experiences of secondary schools. Fifty-four qualitative interviews were conducted in places of worship in three cities in England with Christians (n=46), Jews (n=38) and Muslims (n=15). Secondary schools of a religious and non-religious character were reported as not providing a suitable environment for religious observances, nor as a place to act and behave according to participants' religious principles. Religious adolescents reported prejudice and criticism of their beliefs or religious affiliations from their peers and sometimes from teachers. They also perceived their religious traditions to be distorted, inaccurately or unfairly represented in some lessons. The focus of this paper is the identity choices religious adolescents reported in response to these challenges. Three groups of identity choices are theorised and explored: religious identity seeking, religious identity declaration and religious identity masking. The findings are discussed in view of religious identity construction theory, good practice for teachers and also the potential concerns of faith communities. [ABSTRACT FROM AUTHOR]

This paper presents a research-based, theoretically-informed contribution to the debate on 'impact' in educational research, and specifically a response to Gardner's 2011 presidential address to the British Educational Research Association. It begins by discussing the development of the research 'impact' agenda as a global phenomenon, and reviews the current state of debate about 'impact' in the UK's Research Excellence Framework. It goes on to argue that a radical alternative perspective on this agenda is needed, and outlines Bourdieu's sociology-including his much-neglected concept of illusio-as offering potential for generating critical insights into demands for 'impact'. The term illusio in particular calls us to examine the 'stakes' that matter in the field of educational research: the objects of value that elicit commitment from players and are 'worth the candle'. This framework is then applied first to analyse an account of how an ESRC-funded project that I led was received by different research 'users' as we sought to generate impact for our findings. Second, it is used to show that the field of educational research has changed; that it has bifurcated between the field of research production and that of research reception; and that the former is being subordinated to the latter. The paper concludes by arguing that, despite many educational researchers' commitments to 'make a difference' in wider society, the research 'impact' imperative is one that encroaches on academic freedom; and that academics need to find collective ways in which to resist it. ‘Setting’ is a widespread practice in the UK, despite little evidence of its efficacy and substantial evidence of its detrimental impact on those allocated to the lowest sets. Taking a Bourdieusian approach, we propose that setting can be understood as a practice through which the social and cultural reproduction of dominant power relations is enacted within schools. Drawing on survey data from 12,178 Year 7 (age 11/12) students and discussion groups and individual interviews with 33 students, conducted as part of a wider project on secondary school grouping practices, we examine the views of students who experience setting, exploring the extent to which the legitimacy of the practice is accepted or challenged, focusing on students’ negative views about setting. Analyses show that privileged students (White, middle class) were most likely to be in top sets whereas working‐class and Black students were more likely to be in bottom sets. Students in the lowest sets (and boys, Black students and those in receipt of free school meals) were the most likely to express negative views of setting and to question the legitimacy and ‘fairness’ of setting as a practice, whereas top‐set students defended the legitimacy of setting and set allocations as ‘natural’ and ‘deserved’. This paper argues that setting is incompatible with social justice approaches to education and calls for the foregrounding of the views of those who are disadvantaged by the practice as a tool for challenging the doxa of setting. This paper discusses the conceptual and methodological challenges facing two researchers investigating the development of interdisciplinary curricula in two new secondary schools, one in the UK and one in New Zealand. It is a discussion of research in progress that will be of interest to readers because of both the methodological challenges discussed and the research area itself. The key issue we identify is one for both researchers and teachers: how might the concepts and perspective of one discipline be brought into a relationship with another to enable deep learning? This question in turn highlights a key methodological challenge: developing the means to describe and evaluate new forms of curricular design and implementation where a traditional discipline-based curriculum has been rejected in favour of interdisciplinary ones. The integrative aims of interdisciplinarity are also examined. We employ Bernstein's (2000) concept of knowledge structures and languages of description to theorise a continuum of approaches to curriculum integration, from functional to principled. This methodological manoeuvre is made possible by the development of a translation device. This procedural mechanism makes accessible to analysis the organising principles that are in play in the interdisciplinary curriculum design practices we have observed. The paper commences with a theoretical exposition of the current UK government's policy commitment to the idealised notion of the Big Society and the social capital currency underpinning its formation. The paper positions this debate in relation to the rural and adopts an ethnographically-informed methodological approach to provide an in-depth look at two contrasting English rural primary schools and their relationship with their village communities. The empirical investigation seeks to explore the extent to which the potential for building social capital is evidenced in current rural school-community relations within these two locales. The findings reveal a highly differentiated countryside in which any attempt to essentialise the abilities of rural schools to generate social capital in order to build the Big Society should be avoided. By seeking the views of the gifted and talented co-ordinators (For ease of reference, the term gifted and talented (G&T) co-ordinator is used throughout the paper as a generic shorthand for the research participants who were either designated school gifted and talented co-ordinators or teachers or head teachers with responsibility for policy implementation) with responsibility for addressing the requirements of the policy, the study reported in this paper explored how primary schools in England responded to the policy. Drawing on data gathered using questionnaires with a national sample of primary schools as well as follow-up in-depth interviews with a sample of G&T co-ordinators, the authors report their findings. The study found that there was considerable unease about the concept of identifying and 'labelling' a group of pupils as 'gifted and talented'. G&T co-ordinators found it difficult to interpret the policy requirements and were responding pragmatically to what they considered to be required by the government. Curriculum provision for the selected group of gifted and talented pupils was patchy. The paper concludes by identifying a need for further professional development for teachers and by challenging the policy's over-emphasis on identifying and labelling gifted and talented pupils. We posit whether the gifted and talented education policy would have been better introduced and enjoyed greater success by leaving the identification of pupils to one side and by placing greater emphasis on developing effective learning and teaching strategies instead. This paper explores the relationship between education, parenting and family through the prism and particularities of family learning. Family learning is an example of an educational initiative, primarily aimed at parents and linked to wider policy concerns, which can be explored through a mapping of its social geographies; family learning is played out across and productive of different sites, spaces and identities. Based on qualitative research undertaken in West London, this paper draws on individual and group interviews with mothers participating in family learning classes and interviews with family learning providers. The key argument we extend is that focusing on the social geographies of family learning - of home, school, work, community and nation - allows us to see how educational initiatives extend the state's reach in family life, producing particular normative versions of family and 'good' parenting operating at a range of interconnecting scales. Education remains a cornerstone of family policy in the UK and detailed analyses of specific initiatives at the point of implementation - how they are practiced and received - is vital for better understanding their diverse and varied effects in contemporary society. Schools in England and Wales since the late 1980s have been compared in terms of their performances in public examinations and standardised test scores in the form of 'school league tables', with Wales ceasing to produce these after 2001. One of the factors related to performance in examinations is the choice of the examination board, with five main boards currently active in England and Wales. In this paper, we study differences in student uptake and performance among boards and how this has changed over time. By contrasting the experiences of England and Wales the results of our analyses provide a commentary on recent attempts to understand the effects of league tables on school performance. There is an established literature that suggests teacher perceptions of pupils affect how they interact with them, how they teach them and how they rate their ability and behaviour. Evidence also indicates that a teacher's perception of a child is often based on ascriptive characteristics such as gender, ethnicity and socio-economic background independent of a child's ability. This paper builds on the literature by examining whether teacher ratings of a child's ability and behaviour are associated with their perception of a particular ascriptive characteristic of the children they teach - their attractiveness. Using data from the National Child Development Study (NCDS) results show that not only do teachers rate the academic ability of students they perceive to be attractive more highly than less attractive students both in terms of their performance across different areas of learning (general knowledge, numbers, books and oral ability) and whether they show any outstanding potential, but they are also more likely to overrate and less likely to underrate their ability than other students. This is true even after controlling for a wide range of other factors related to the child, their family, their teacher and their school that could influence the relationship, many of which are shown to be independently related to teacher ratings. Higher education institutions (HEIs) in the UK and elsewhere are having a hard time, pushed into the marketplace with the turn to ‘academic capitalism’ and now suffering the effects of the economic downturn. Increasingly, the discourse of ‘excellence’ is being invoked as HEIs are held to account and public funding for research is predicated on the basis of ‘impact’. What effect is this having on the long‐established ideals appealed to in the idea of a university (if such an idea can be said to exist)? This paper adopts an autoethnographic approach in order to examine the ways in which dominant discourses are operationalised in the university through everyday communications and how, in turn, this impacts on the development of academic identities. The aim of this paper then is to examine the often uncomfortable point of insertion between the personal and the institutional in and through which subjectivities and identities are constituted as a means to understand the state we’re in. This paper addresses the nature of governors in the governance of further education colleges in an English context. It explores the complex relationship between governors (people/agency), government (policy/structure) and governance (practice), in a college environment. While recent research has focused on the governance of schooling and higher education there has been little attention paid to the role of governors in the lifelong learning sector. The objective of the paper is to contribute to the debate about the purpose of college governance at a time when the Learning and Skills Council commissioning era ends and new government bodies responsible for further education and training, including local authorities, arrive. The paper analyses the nature of FE governance through the perspectives and experiences of governors, as colleges respond to calls from government for greater improvement and accountability in the sector. What constitutes creative governance is complex and controversial in the wider framework of regulation and public policy reform. As with other tricky concepts such as leadership, professionalism and learning, college governance is best defined in the contexts, cultures and situations in which it is located. College governance does not operate in a vacuum. It involves governors, chairs, principals, professionals, senior managers, clerks, community, business and wider agencies, including external audit and inspection regimes. Governance also acts as a prism through which national education and training reforms are mediated, at local level. While governing bodies are traditionally associated with the business of FE—steering, setting the tone and style, dealing with finance, funding, audit and procedural matters—they are increasingly being challenged to be more creative and responsive to the wider society. A significant volume of research demonstrates that out-of-school learning activities enhance student development in terms of cognitive, affective and social outcomes. However, there is also evidence that the opportunity to engage in these activities has been severely reduced in recent years. This paper explores the extent to which the provision of such opportunities is unevenly distributed-spatially and institutionally. The paper draws on research from two recently completed projects: one charting the distribution, attributes and vulnerability of local authority outdoor education centres across England and the other exploring variations in provision and participation in out-of-school learning within secondary schools throughout the UK. The paper highlights the uneven, precarious and uncertain nature of such activities and demonstrates that important regional and structural variations in the support and provision of opportunities for such activities by local authorities appear to have an important role in determining the provision of activities at the level of the schools. Generational differences are seen as the cause of wide shifts in our ability to engage with technologies and the concept of the digital native has gained popularity in certain areas of policy and practice. This paper provides evidence, through the analysis of a nationally representative survey in the UK, that generation is only one of the predictors of advanced interaction with the Internet. Breadth of use, experience, gender and educational levels are also important, indeed in some cases more important than generational differences, in explaining the extent to which people can be defined as a digital native. The evidence provided suggests that it is possible for adults to become digital natives, especially in the area of learning, by acquiring skills and experience in interacting with information and communication technologies. In this paper we describe a UK-based participatory action research project that looks beyond the discourse of tolerance to investigate and challenge heteronormative processes in primary schools through reflective action research. This 28-month ESRC-funded project supports 15 primary teachers working in schools in three regions of the UK to develop action research projects that address lesbian, gay, bisexual and transgender equality in their own schools and classrooms. In this paper we will examine how the original principles on which the project design was based have manifested themselves throughout the course of the project, drawing upon examples of classroom practice and reflective discussions among project team members. We will explore how designing intentionally for collective participation has produced spaces for people to do and think in ways that have not only gone beyond what we imagined but have also challenged and sometimes contradicted our own ways of thinking. The paper argues that: (1) the demise of 'occupational' and 'internal' and the spread of 'external' labour markets in growth areas of UK economy such as the creative and cultural sector, coupled with the massification of higher education which has created a new type of post-degree 'vocational need', means that the transition from education to work should be re-thought as the development of vocational practice rather than the acquisition of qualifications; and (2) in order to re-think transition as the development of vocational practice it is necessary to eviscerate the legacy of the 'traditional' conception of practice in UK educational policy. The paper reviews a number of alternative social scientific conceptions of practice, formulates more multi-faceted conceptions of vocational practice, and discusses their implications for UK and EU educational policy. This paper examines Fresh Start, a New Labour flagship initiative to raise education 'standards' in a radical and innovative way. Drawing on a qualitative study of a comprehensive school in England, I argue that the initiative added to the problems faced by the 'failing school' and promoted rather traditional ways of raising 'standards' due to the close surveillance that Fresh Start schools were subjected to. In the case studied, the needs of the pupils that the initiative was meant to address were being sacrificed in the school's construction of a 'successful' identity. While the initiative has now lost momentum, some lessons can still be learnt. This paper illustrates the complexity of creating a new school, as well as the need to attend to the specificities of the local context and experiences in raising 'standards for all' pupils. The relationship between research and policy and practice in education is a long-standing issue in many countries. Focusing on the UK Government, which is responsible for education in England, this paper looks at the criticisms of education research that have been made in recent years by government and related non-departmental public bodies and stakeholders. It then looks in more detail at specific examples of the use that has—and has not—been made of research in developing policy. But rather than produce a balance sheet of pluses and minuses in policy makers' use of evidence, the paper emphasises the realities of the policy making process and the difficulties in establishing consistently and exclusively evidence-based policy. At the same time, it argues that researchers should beware of allowing their work to be shaped entirely by the Government's call for research that is directly useful to policy by always prioritising applied or practice-based approaches. The paper concludes by highlighting the need for BERA to promote all types of education research—regardless of its utility for policy makers—and, as part of this, for the education research community to ensure that appropriate quality criteria are available for all approaches. Stenhouse's original vision of teacher research incorporated a strong emphasis on curriculum construction, interpretation and evaluation. This curricular emphasis is less prevalent in the present in the dominant 'professional development' and 'what works' traditions of teacher research. It is shown here, however, that this curricular focus has been maintained in the published discourse of history teachers in England. Using a citation analysis to illuminate the growth of professional knowledge, this paper shows how curricular issues drove history-teacher published discourse between 2004 and 2013, and how this discourse drew upon a highly subject-specific knowledge base in this period. Research by teachers in a tradition of 'curriculum theorising', it is argued here, could prove to be a powerful component in establishing a more systematic knowledge base for the profession. This paper considers the role of schools, place and national identity in shaping the ways in which young people make sense of the geography of higher education choice in the Welsh context. Drawing on two qualitative studies, it illustrates how attachment to nationhood and localities, as well as the internal processes of schools, bear upon the geographical mobility of young people living in Wales. The analyses suggest that this choice-making process, and the ways in which young people rationalised these decisions about where to study, varies according to where they lived and which school they attended. The paper illustrates the importance of moving beyond exclusively social-class based analyses of university choice making and embracing the significance of school and place in young people's geographical mobility. This paper examines how the quality of early childhood education and care accessed by 3- and 4-year-olds in England varies by children's background. Focusing on the free entitlement to early education, the analysis combines information from three administrative datasets for 2010-2011, the Early Years Census, the Schools Census and the Ofsted inspections dataset, to obtain two main indicators of quality: staff qualification levels and Ofsted ratings. These data are combined with child-level indicators of area deprivation ( IDACI scores) as a proxy measure of children's background.The paper finds that children from more disadvantaged areas have access to better qualified staff, largely because they are more likely than children from richer areas to attend maintained nursery classes staffed by teachers, and less likely to attend services in the private, voluntary and independent ( PVI) sectors. However, within both maintained and PVI sectors, services catering for more disadvantaged children receive poorer quality ratings from Ofsted, with a higher concentration of children from disadvantaged areas itself appearing to reduce the likelihood of top Ofsted grades. This may be in part because Ofsted ratings reflect levels of child development, and therefore reward settings where children enter at a more advanced starting point, but it may also be that it is genuinely harder to deliver an outstanding service to a more disadvantaged intake. This paper is based on one of the first completed studies funded by the Educational Endowment Foundation ( EEF). EEF was set up in response to repeated demands for clearer evidence on school improvement. The paper presents the results of an intensive 10-week literacy intervention called Switch-on Reading. This was trialled in England as part of a government initiative to assist children below Level 4 literacy while at age 10 to catch up with their peers on transfer to secondary school. Switch-on took place in 19 Nottinghamshire schools, with 314 year 7 pupils individually randomised to treatment in the first or second term of school year 2012/13. This is the largest trial so far conducted of this kind of 10-week reading intervention. It was delivered on a one-to-one basis by trained school staff, mostly teaching assistants. The independent evaluation was based on pre and post administration of the New Group Reading Test, and on observations and interviews in schools. The overall result was an effect size of +0.24, based on the pooled standard deviation of the post-test score (and the gain score) for both groups, meaning that the programme made a noticeable positive impact. This effect can be envisaged as suggesting that on average a pupil receiving the intervention would make approximately three additional months' progress over the course of a year compared with similar pupils who did not, at a cost of around £600. The evaluation identified positive results for all groups of pupils (defined by sex, first language, ethnicity, special educational needs, free school meal eligibility and measured attainment at the outset). This paper explores inspection, performativity and fabrication within the context of two English schools. Case studies are employed to compare and contrast the inspection experiences of two teachers at different points in their career trajectories. The paper focuses on comments made by Sir Michael Wilshaw, the head of the Office for Standards in Education (Of STED), that schools were 'putting on a show' during inspections. Empirical evidence is presented which suggests that the key informants invested emotional, physical and intellectual capital into the perpetual readiness incumbent in high-stakes inspection process-an investment which was anything other than putting on a show. The paper proposes that, in the cases in point, the changing nature of school inspections led to 'post-fabrication', that is, inspection readiness was omnipresent to such an extent that it was not a fabricated version of events. Findings from the Deployment and Impact of Support Staff ( DISS) project showed that support from teaching assistants ( TAs) had a strong negative impact on the academic progress of pupils, and this applied particularly to pupils with a statement of special educational needs ( SEN). Although the DISS project found that such pupils experienced less contact with teachers, little is known about school- and classroom-level decision-making relating to provision. This paper addresses the nature and quality of the educational experiences of pupils with statements, and who has responsibility for putting in place and delivering provision for these pupils within schools. Results come from the Making a Statement ( MAST) project, which tracked the educational experiences of 48 9- and 10-year-old pupils with the highest level of SEN, attending mainstream primary schools in England. The study involved the thematic analysis of 48 detailed pupil case studies, drawing on interview, documentation and field note data. Results are presented in terms of four key themes: (1) the explicit and subtle forms of separation these pupils experience daily; (2) the high level of pedagogical decision-making TAs have for pupils with statements; (3) the impoverished pedagogical diet pupils with statements receive, compared to their peers; and (4) the gaps in teachers' and TAs' knowledge concerning meeting the needs of pupils with statements. The findings have particular implications for the deployment of TAs and for provision for pupils with SEN, with and without statements. [ABSTRACT FROM AUTHOR]

Increasing post-compulsory participation in science and science-related subjects is seen as a key education policy priority in England and more widely. This paper uses descriptive analysis of national data to investigate the effects of science attainment at 16, gender, socio-economic status, and school science pathway on progression into post-16 traditional and vocational science courses in state-funded schools in England. Comparisons are also made with progression into non-science subjects (history, mathematics and psychology). Multi-level statistical modelling is employed to provide independent estimates for all these effects, whilst also taking into account mathematics attainment at 16, and whether or not the 14-16 school also teaches to 18. The key findings of the descriptive analysis are that progression rates vary widely across post-16 sciences in terms of both gender and socio-economic status, but that other subjects too vary in these regards. Once prior attainment is accounted for, the gender differences across science and some other subjects largely remain but those due to socio-economic status are to some extent ameliorated. In terms of school science pathways, those students doing 'more' science at 14-16 are found to be more likely to progress to traditional science post-16. The statistical modelling further quantifies the relative importance of each of these effects in determining progression and shows how, in comparison to other courses, there is more variation at the school level in progression to vocational sciences. This paper uses data from the Millennium Cohort Study ( MCS) to examine house moves that take place in the pre-school years, focusing on families who move for the education of their children. We present results showing that education- related house moves do indeed occur in the pre-school years with particular types of parents making these education-related moves to ensure their children attend a good primary school. We then examine whether this demand for high quality schooling is associated with a house price premia by linking the MCS data to Land Registry data and show that parents are prepared to pay significantly more to buy a house located near to better performing primary schools, even before their children reach school starting age. We interpret this as evidence of demand for school quality in the early years as parents (especially more educated and advantaged parents) 'gear up' their quest for what they perceive to be better schooling for their children before they start school. In the context of the international problem of 'early school leaving', this paper explores the issue of sustained participation in upper secondary education in England. It focuses in particular on the position of middle attainers, who constitute a large proportion of the cohort and whose progress will be vital in realising the government's goal of 'Raising the Participation Age' to 18 by 2015. The paper draws on evidence from national research undertaken as part of the Nuffield Review of 14-19 Education and Training in England and Wales and analysis of New Labour and Coalition policy between 2000-2012. It uses a three-year local study of 2400 14- and 16-year-olds in an established school/college consortium to illustrate the effects of policy and practice on middle attainers. We argue that this important group of young people was 'half-served' by New Labour, because of its incomplete and contradictory 14-19 reforms, and is now being 'overlooked' by Coalition policy because of its emphasis on high attainers. We conclude by suggesting a range of measures to support the 14+ participation, progression and transition of middle attainers in the English education and training system. [ABSTRACT FROM AUTHOR]

This paper argues that direct control of the early years literacy curriculum recently exercised by politicians in England has made the boundaries between research, policy and practice increasingly fragile. It describes how policy came to focus most effort on the use of synthetic phonics programmes in the early years. It examines why the Clackmannanshire phonics intervention became the study most frequently cited to justify government policy and suggests a phonics research agenda that could more usefully inform teaching. It argues that, whilst academics cannot control how their research is eventually used by policy-makers, learned societies can strengthen their ethics policies to set out clearer ground rules for academic researchers working across knowledge domains and with policy-makers. A stronger framework to guide the ethical interpretation of research evidence in complex education investigations would allow more meaningful conversations to take place within and across research communities, and with research users. Managing the demand for higher education has been a major concern of successive UK governments over the last 30 years. While initially they sought to increase demand, latterly the emphasis has been on widening participation to include demographic groups among which it has traditionally been low. There had long been an academic and policy interest in the drivers of demand, but an appreciation of the contrasting patterns between different geographical areas was relatively late to emerge. Little research has thus far focused on the extent to which demand within an area is a function of background factors with a spatial dimension. For example, while it is known that demand tends to be lower in deprived areas, it is not well understood what specific features of deprivation cause this. This paper reports the findings of a quantitative study using linear regression modelling to determine which localised factors played a significant role in the demand for higher education between 2004 and 2009 in English local authority areas. It concludes that attainment at 16, the proportion of working-age graduates and the ethnic profile are major explanatory variables, but that the nature of the local employment market also plays a role in explaining changes over time. Coinciding with other significant changes in the education sector, the abolition of the Aimhigher initiative in July 2011 marked the return of demand management back to individual universities, so the importance of spatial patterns in higher education demand are likely to be of renewed importance in coming years.
