Despite extensive research on attainment grouping, the impact of attainment grouping on pupil attainment remains poorly understood and contested. This paper presents evidence from a study conducted with 2944 12–13 year olds, from 76 schools in England, who were allocated to between‐class attainment groups ('setting') in English and mathematics over the first 2 years of secondary schooling. After controlling for prior attainment, pupils in the top set performed significantly better than pupils in the middle and bottom sets in both English and mathematics. The findings indicate a widening gap in attainment, especially in the case of English. Findings, especially in the case of mathematics, provide more evidence of a relative benefit for pupils placed in top sets than a relative detriment for those in bottom sets. [ABSTRACT FROM AUTHOR]

This paper presents a description of the background characteristics and attainment profile of pupils eligible for free school meals (FSM) in England, and of those missing a value for this variable. Free school meal eligibility is a measure of low parental income, widely used in social policy research as an individual indicator of potential disadvantage. It is routinely treated as context for judging both individual and school‐level attainment, as an indicator of school composition, and has been proposed as the basis for the pupil premium funding policy for schools. Knowledge of the quality, reach and limitations of FSM as an indicator is therefore fundamental to accurate decision‐making in a number of important areas. This paper uses a national dataset of all pupils (PLASC) for 2007. It looks at the relationship between different indicators of pupil background and attainment to help decide how useful FSM remains in relation to its suggested alternatives, and how to handle the crucial question of missing data and to describe more fully than previously the national picture of who is eligible for free school meals. The results show that, while the distinction between take‐up and eligibility has been eroded, FSM remains a useful and clear stratifying variable for pupil attainment patterns in school, linked to type of school attended, school mobility, living in care, special needs, first language and minority ethnic group. The pupils missing FSM values fall into two groups, based largely on their type of school and how long they have been there. One group attends fee‐paying schools and is most similar to non‐FSM pupils elsewhere and could be aggregated with them in future analyses that do not want to omit them. The remaining missing FSM pupils form a deprived and perhaps super‐deprived group. These should not be omitted, nor assumed to be like non‐FSM pupils, as currently happens in official school performance figures in England in a way that disadvantages schools with very deprived intakes. The proposal here is that missing FSM pupils in state‐funded institutions should be treated in future as a third distinct group. If these issues about missing data are resolved, and other limitations accepted, FSM remains a better indicator of low socioeconomic status than the current alternatives discussed in the paper. In the context of the international problem of 'early school leaving', this paper explores the issue of sustained participation in upper secondary education in England. It focuses in particular on the position of middle attainers, who constitute a large proportion of the cohort and whose progress will be vital in realising the government's goal of 'Raising the Participation Age' to 18 by 2015. The paper draws on evidence from national research undertaken as part of the Nuffield Review of 14-19 Education and Training in England and Wales and analysis of New Labour and Coalition policy between 2000-2012. It uses a three-year local study of 2400 14- and 16-year-olds in an established school/college consortium to illustrate the effects of policy and practice on middle attainers. We argue that this important group of young people was 'half-served' by New Labour, because of its incomplete and contradictory 14-19 reforms, and is now being 'overlooked' by Coalition policy because of its emphasis on high attainers. We conclude by suggesting a range of measures to support the 14+ participation, progression and transition of middle attainers in the English education and training system. [ABSTRACT FROM AUTHOR]

This paper introduces a Gini-type index for measuring ‘attainment equity’ in schools; that is to say, how far a school (or group of schools) is from having a ‘fair’ proportion of its examination success attributable to a fair proportion of its student population. Using data from the National Pupil Database, the Index is applied to more than 20,000 students with matched attainment records at KS2 and KS4 in two ‘statistical-neighbour’ local authorities in England, capturing the extent to which they are meeting a public policy notion of equity. This paper reports research into the relationship between the apparent variety of standards applied to different GCE Ordindary level subjects and school- children's avowed preferences for subjects. The ordering of subjects by grades awarded agrees closely with those derived in similar research in England and elsewhere and is shown to be comparatively stable across time. This ranking is also shown to agree closely with expressed preferences of subjects by 14-year-olds, and reasonably closely with those of 16-year-olds. [ABSTRACT FROM AUTHOR]

Moving school is a major event for students, with potential impacts on both student and school performance. Students can experience a diversity of move types, including variation in timing, origin and destination, though this complexity is not always acknowledged in studies or educational policies, which tend towards binary distinctions of movers versus non‐movers. However, it is crucial to understand the vulnerabilities and outcomes associated with different mobility types, including to inform more effective and efficient targeting of support. We therefore study the extent, impacts and predictors of a diverse range of school moves during secondary schooling for a cohort of students completing their end‐of‐school examinations in 2018/2019 in England. We highlight a negative association between mobility and achievement for all movement types, however, we find substantial heterogeneity in the strength of their association with student performance and highlight the likelihood of making different types of school moves vary by student characteristics. Therefore, we recommend the wider consideration and examination of diverse mobility features by research and in educational accountability systems. [ABSTRACT FROM AUTHOR]

This article reports a 3‐year case study of a primary school in England, in which a recently appointed principal attempted to build 'collegial professional autonomy' (Nordic Journal of Studies in Educational Policy, 2, 2015, 20) within a push to improve students' progress and attainment. The research examined the tensions between staff who embraced the principal's agenda for collegially agreed change, and whose students' academic progress and performance improved over a 3‐year consecutive period when measured in terms of students' entry‐level attainment and socio‐economic factors, and staff who asserted their right to 'individual professional autonomy' and whose students' academic progress and attainment declined. The research: (i) challenges claims that reform necessarily results in school cultures of compliancy, de‐professionalisation and the technicisation of teaching; (ii) raises issues concerning the pedagogical leadership of principals in a devolved, 'self‐governing' school system; and (iii) questions teachers' entitlements to individual professional autonomy where this is associated with students' continuing academic underperformance. Between 2004 and 2012, there had been a significant rise in so‐called 'equivalent' qualifications taken by young people in England in the final years of their compulsory schooling. These were qualifications other than GCSEs that were approved for young people under the age of 16 under Section 96 of the Learning and Skills Act 2000. This rise was checked by the Wolf review of vocational education, which led to wholesale changes in the set of qualifications that schools offered to pupils, and which primarily affected lower‐attaining students. We quantify the impact of this reform on these pupils with respect to the qualifications they entered and what they achieved. We do so by comparison to previous national cohorts of pupils unaffected by the reform, including the estimation of counterfactual outcomes for the group of pupils most likely to be affected. These pupils tended to enter fewer qualifications overall after the reform than their predecessors, but with a higher fraction of GCSEs. Age‐16 attainment fell, with a lower percentage achieving level 2 of the National Qualifications Framework (NQF). This finding is repeated in the post‐16 outcome measures, which were stable throughout this period. There is no evidence from the attainment data that these reforms helped low‐attaining pupils. In the UK, USA and elsewhere, school accountability systems increasingly compare schools using value‐added measures of school performance derived from pupil scores in high‐stakes standardised tests. Rather than naïvely comparing school average scores, which largely reflect school intake differences in prior attainment, these measures attempt to compare the average progress or improvement pupils make during a year or phase of schooling. Schools, however, also differ in terms of their pupil demographic and socioeconomic characteristics and these factors also predict why some schools subsequently score higher than others. Many therefore argue that value‐added measures unadjusted for pupil background are biased in favour of schools with more 'educationally advantaged' intakes. But others worry that adjusting for pupil background entrenches socioeconomic inequities and excuses low‐performing schools. In this article we explore these theoretical arguments and their practical importance in the context of the 'Progress 8' secondary school accountability system in England, which has chosen to ignore pupil background. We reveal how the reported low or high performance of many schools changes dramatically once adjustments are made for pupil background, and these changes also affect the reported differential performances of regions and of different school types. We conclude that accountability systems which choose to ignore pupil background are likely to reward and punish the wrong schools and this will likely have detrimental effects on pupil learning. These findings, especially when coupled with more general concerns surrounding high‐stakes testing and school value‐added models, raise serious doubts about their use in school accountability systems. In recent years there has been an unprecedented increase in support staff in schools in England and Wales. There were widespread expectations that this will be of benefit to teachers and pupils but there has been little systematic research to address the impact of support staff. This study used a naturalistic longitudinal design to investigate the relationship between the amount of support (measured by teacher estimates and systematic observation) and pupils' 'Positive Approaches to Learning' (PAL) and academic progress. There were over 8000 pupils across two cohorts and seven age groups. Results on PAL were not straightforward by there was a consistent trend for those with most support to make less academic progress than similar pupils with less support, and this was not explained by characteristics of the pupils such as piror attainment or level of special educational need. Family income is an important factor associated with children's educational achievement. However, key areas of UK research (for example, on socially segregated schooling) and policy (for example, the allocation of funding to schools) rely on children's free school meal (FSM) 'eligibility' to proxy family income. This article examines the relationship between children's FSM 'eligibility' and equivalent net household income in a nationally representative survey of England (the Family Resources Survey). It finds that children 'eligible' for FSM are much more likely than other children to be in the lowest income households. However, only around one-quarter to one-half of them were in the lowest income households in 2004/5. This is principally because the receipt of means-tested benefits (and tax credits) pushes children eligible for FSM up the household income distribution. This article focuses on the lived experience of practising academics as part of an inquiry into the vexed question of 'academic identities'. Identity is understood not as a fixed property, but as part of the lived complexity of a person's project. The article reports on data from a small study in one university. The data suggest that academic identity is complex and that, moreover, it cannot be read off from descriptions of teaching, research, or management roles. Respondents in all roles were able to maintain highly distinctive, strongly framed academic identities. Experiences of class, gender and the significance of family are reported as having continued salience in respondents' lives. Moreover, despite all the pressure of performativity, individuals created spaces for the exercise of principled personal autonomy and agency. This article revisits the important issue raised by Peter Tymms where he challenges the official government reports of an impressive rise in standards in mathematics and English in primary schools in England since 1995, suggesting that the rise in scores, particularly since 2000, does not indicate rising standards. In order to substantiate its claim the Government has repeatedly referred to the results of an international study which put England in the top three of the 35 participating countries for achievement in reading, the Progress in International Reading Literacy Study (2001). Firstly, the nature of an international comparison which uses a single indicator of achievement is critically examined in terms of the fair comparison and resulting commensurability of very different national school populations. Here issues of cultural bias are raised in relation to the unidimensionality of the reading test items and the contrasting wealth, representational sizes, and varied geographic dispersals of the target populations. Secondly, the PIRLS study is analysed for its potential for linguistic bias. Finally, the PIRLS data for England are examined, where it is shown, in comparison with other countries, the sampling and the test itself to have been advantageously organised. Heavily influenced by Putnam's particular variant of social capital theory, the New Labour government in the UK has introduced several initiatives designed to raise educational achievement by building the social capital of families identified as socially excluded. One such initiative was the Education Action Zones (EAZ) policy. Whilst this policy has recently been eclipsed by other initiatives designed to enhance education in areas of disadvantage, many of the social capital–building components of EAZs have now become relatively widespread in schools in disadvantaged areas. In this article the authors use qualitative data from a study of EAZs to explore how parents experience initiatives designed to build their social capital and to examine the interactions between parents' values and the values implicit in these initiatives. In doing so, they identify and elucidate some key limitations of current attempts to operationalise social capital theory. The analysis offered in the article thus has significant implications for policy and policy scholarship. In particular, it draws attention to the need for policy makers and practitioners concerned with challenging social exclusion to pay closer attention to the real, as opposed to imagined, local sociocultural environments within which policies are implemented and to the voices, choices and values of the people these policies are designed to help. The use of ability grouping is frequently justified on the grounds that it is an effective means of raising attainment. Little large-scale quantitative research has been undertaken since the introduction of the National Curriculum in England and Wales. The aim of this article is to examine the effects of setting on students' achievement in English, mathematics and science General Certificate of Secondary Education (GCSE) examinations. Data were collected from a cohort of over 6000 Year 9 students in 45 mixed secondary comprehensive schools who were followed up in Year 11 when they sat GCSE examinations. Multilevel modelling was used to estimate the effect of setting on GCSE attainment, taking account of prior attainment, social disadvantage, gender and attendance. There were no significant effects of setting in English, mathematics or science. Effects on higher and lower attaining students were not consistent in the three subjects. Socially disadvantaged students achieved significantly lower grades and girls achieved higher grades than boys, especially in English. In all three subjects, students of similar ability achieved higher GCSE grades when they were placed in higher sets. Theoretical and practical implications are discussed. [ABSTRACT FROM AUTHOR]

The article discusses findings of the study "Primary Schools in England," relating to mixed age classes of primary school students. When school grouping practices were related to achievement and a rating of the match between tasks set and the capacities of students to undertake them, the findings lent little support to mixed age classes. Nine and 11-year-old children in single age classes achieved higher scores than those in mixed age classes on standardized tests. The assessments of match in single age classes showed a definite superiority in relating the difficulty of the work to children's capabilities at all ability levels.

A recent re-analysis of a large data base relating to 'O' level achievement in England is revealing significant school effects which could not have been disclosed by the more conventional procedure of multiple regression analysis. These effects are due to strong interaction between variables and they present schools characteristics not so much as factors which elevate or depress achievement but as agents which aggregate or disperse achievement scores about the group mean. This implies that school process is uniquely and strongly associated with enhanced achievement among certain well-defined subsets of pupils but that grouping within schools is such as to nullify any overall effect.
