This paper examines the personal and professional experiences of the five arts leaders who co-wrote the foundation document for Australia's first national curriculum in the Arts. Their personal and professional backgrounds, which were explored during in depth interviews, drove the complex collaborative process that informed the first iteration of the Australian Curriculum: The Arts. Though each couched their responses in the context of their background and arts discipline, they shared an awareness of the important role of the Arts in providing the analytical tools for children and young people to identify and subsequently challenge social injustice. The findings, which are presented as a group narrative using a Narrative Inquiry approach, reveal how the five arts leaders' individual lived experience, disciplinary experience and expertise, and commitment to collaborative leadership informed their approach. This article draws upon individual narratives of young former refugee's experiences of high schools. It explores the stories told by the young people of being identified as different and of negotiating ways of belonging in schools both academically and socially. It argues that it is how the school positions the newly arrived refugee students within mainstream school culture that opens up or restricts opportunities for inclusion in all aspects of school (in culture and pedagogy). Legal attendance requirements and national declarations establish a social contract between the State and its citizens for the provision of schooling. Any shortage of teachers compromises the ability of the State to meet its contractable obligations. The sovereignty of the social contract is complex as no single body has ultimate responsibility for housing the teaching workforce, but everyone has a stake in it. Empirically focused on the largest school system in the southern hemisphere, the New South Wales public education system (Australia), this paper demonstrates that 90.8% of teaching positions, over 50,000 full-time equivalent posts, are in Local Government Areas where the median rent and house sales price are severely unaffordable on a top-of-the-scale teacher salary. With the system requiring additional teachers to meet increasing enrolments, and housing costs outstripping salaries, many schools not traditionally considered difficult to staff are becoming, if not already, inaccessible for teachers. While research into PhD programs and doctoral students' experiences has increased in recent years, fieldwork is overlooked as a source of learning and support. In education, the focus of this paper, fieldwork remains laced with notions of the anthropologist gathering data in a place that is not their own, which narrowly construct the role of the novice and their expectations around 'doing' research. To demonstrate the relevance of these issues and key ethical tensions that they underpin, we explored our recent PhD fieldwork experiences within classrooms in Australian and Zimbabwean schools. By analysing fieldnotes from our lived experiences, we identified similarities between conducting fieldwork 'out there' (in Zimbabwe) and 'at home' (in Australia). These similarities highlighted a multitude of roles and dynamics associated with the researcher presence, as well as the importance of balancing complex needs during fieldwork. Our analyses also revealed how daily in situ interactions with participants—and others—were crucial to the development of our identities and data gathering practices. We argue that ongoing efforts to demystify fieldwork experiences are critical for understanding that 'the field' is not simply 'out there' and offer practical suggestions for current and future doctoral students to consider. This paper explores young people's understandings of gender and investigates their gender-based experiences in high schools in Australia. The discussion is based on qualitative research including focus groups and interviews with 47 recent high school leavers from diverse linguistic, socioeconomic, religious, ethnic, gender and sexuality backgrounds, who attended a broad range of high school types in New South Wales (NSW). We found that young people are critically engaging in gender issues and are often challenging binary gender and associated inequitable practices in schools and beyond. They are taking a leading role in educating adults about gender—that is, they are 'teaching up', as young people conceptualised it, to their families and teachers about gender, gender-related issues and doing gender differently in contemporary times. Their views on gender are often in contrast to those institutional views that currently prevail in NSW schools, which often still reflect stereotypes that perpetuate gender inequalities. Ideas and practices associated with inclusive education have featured prominently in the policies and reforms of successive Australian federal governments since the 1990s, yet there are limited historical analyses of these developments. This paper analyses federal and national inclusive education policies in Australia spanning from 1992 to the present. Drawing upon the concept of 'political rationality', the paper examines how the modes of reason underpinning inclusive education policies have evolved over time. Three distinct phases of policy development are identified, which we suggest are characterised by three dominant rationalities: (1) standardisation, (2) the neo-social and (3) personalisation. We argue that examining these rationalities reveals fundamental shifts in ways of thinking about and reasoning inclusive education in policy. We conclude by considering the implications of the different rationalities and single out the potential tensions emerging between rationalities of standardisation and personalisation as an area for future investigation. Driven by the focus on standardised assessment and performance-driven accountability, a considerable body of literature has documented differences in students' academic achievement across school sectors, both internationally and in Australia. However, few studies have to date explored the potential mechanisms underlying such differences, particularly through the lens of school climate and student engagement. And despite extensive literature on school climate and student engagement, including their relationships with achievement, the differences in these patterns across school sectors remain under-studied. In this paper, we leverage nationally representative data from a large-scale longitudinal survey in Australia with linked administrative data on student achievement to reveal different patterns of school climate and student engagement across government, Catholic and independent sectors. Employing multivariable regression analyses, we identify unique school climate and student engagement facets that are associated with improved achievement in each of these sectors, offering important pointers for educational policies. As the university student body becomes more diversified and students' lives less linear, student retention carries increased importance for universities, including the conversion of deferrers and the re-enrolment of leave-taking students. This paper is based on a broader research project which explored national patterns of deferral and leave of absence in Australia and the policies and strategies for re-engaging the students who defer or take leave. Through a mixed research design, the study explores the extent to which students are positioned at the centre of deferral and leave of absence policy, informed by relationship marketing concepts. This study suggests that many universities have moved towards greater consideration of student perspectives and individualised approaches to building a trustworthy and supportive relationship with deferral and leave-taking students, based on data analytics of individual students' information and circumstances. Force majeure circumstances, such as those witnessed in the COVID-19 pandemic, have been used to justify new technologies of governance as policy-makers around the world began to realise the magnitude of the problem and its political implications. In Australia, the coronavirus crisis focussed attention on the vital role education plays in society and was used as an opportunity by policy-makers to reinforce an agenda that, over the past two decades, has tied education policy-making to the economy and 'national interest'. Indeed, Australia's growing federal involvement, with respect to schooling policy was continued in the pandemic as the Australian Prime Minister (PM) created a national cabinet to deal with the crisis, consisting of the PM and state and territory leaders. However, despite the ongoing ambition of a national policy agenda pursued by federal policy-makers, fault lines appeared. Informed by Foucauldian notions of discourse, governmentality and biopolitics, this paper explores how Australia's federal Coalition government endeavoured to manage the population at the outset of the pandemic and subjectified teachers as responsible in the service of the economy. While COVID-19 was a crisis in search of a narrative, federal policy-makers experienced pushback as state and territory leaders assumed control and teachers refused subject positions. Disadvantage in schooling is often constructed as a crisis in need of fixing. Global policy reforms tend to emphasise that solutions for disadvantage often lie beyond the capacity of the state, necessitating private/philanthropic intervention. This paper seeks to contribute to this line of analysis by investigating the rise of philanthropy in Australian public schooling. Our analysis focuses on the intermediary organisation, Schools Plus, which works to connect donors to disadvantaged public schools. Through qualitative content analysis and stakeholder interviews we demonstrate how philanthropy has come to be seen as a solution to the complex problem of disadvantage, or more specifically in this case, the perceived inadequacies of public education provision. The consequence of this, we suggest, is the changing of responsibility for addressing disadvantage from government to individual schools that have been able to establish an entrepreneurial culture to market their disadvantage. In an era where higher education institutions appear increasingly committed to what Sara Ahmed calls 'speech acts' whereby declared goodwill, through stated commitments to diversity, equity, and increasing Indigenous student enrolment and completion have been made; it is undeniable that Indigenous academics are in high demand. With fewer than 430 Indigenous academics currently employed here on the continent now commonly referred to as 'Australia', and 69% of that cohort identifying as female, what does it look like to experience this demand as an Indigenous academic woman? Drawing on data collected from a Nation-wide study in 2019 of 17 one-on-one, face-to-face interviews with Indigenous academic women, using Indigenous research methodologies and poetic transcription, this paper explores the experiences and relational aspects of Indigenous academic women's roles in Australian higher education. Recent reforms in Initial Teacher Education (ITE) in Australia have called for primary pre-service teachers to graduate with a specialisation in a priority learning area. This represents a significant change to the way that primary teachers are prepared. In this paper, we use Carol Bacchi's What's the Problem Represented to be? approach (WPR) to analyse the discourses present in four policy documents that have led to the introduction of primary specialisations in Australian education. The policy analysis reveals that the introduction of primary specialisations does not have a strong evidence base. Moreover, slippage in definitions causes confusion about what the role entails, with certain people marginalised by this policy direction. The prevalent knowledge economy discourse has direct implications for higher education policies and practices. It is expected that the higher education sector supports national economic competitiveness mainly through promoting scientific research, supporting technological transfer and innovation, and producing 'knowledge workers' such as higher degree by research graduates. However in the context of changing work requirements and fast paced technological progress, the 'skills gap' between the labour market needs and the actual attributes of graduates has emerged as a tangible concern. This paper explores the issue of research graduate employability in Australia. Drawing on critical frame analysis, the paper particularly problematises the way research graduate employability has been framed in relevant policy texts, and shows what issues are excluded from the policy agenda and why. By way of demonstrating exclusions from the current debate on doctoral graduates' skills and employability, we briefly report on new data on the level of industry-engagement of research students at one large Australian university to argue that assumptions about the need to 'fix' the skills deficit of graduates have excluded from view high levels of industry engagement. This paper explores teachers’ and school leaders’ perceptions of commercialisation in Australian public schools, reporting on findings from an open-ended survey question from an exploratory study that sought to investigate teacher and school leader perceptions and experiences of commercialisation. Commercialisation, for the purposes of this paper, is understood as the creation, marketing and sale of education goods and services to schools by for-profit providers and often includes (but is not limited to) the provision of curriculum content, assessment services, data infrastructures, digital learning, remedial instruction, professional development and school administration support. Our account highlights that commercialisation is prevalent in the day-to-day practice of Australian public schools. The perceptions of teachers and leaders suggest that commercialisation is complex, with both affordances and challenges. Respondents acknowledged that aspects of commercialisation are necessary for successfully running schools and classrooms in the 21st century, but also noted that there is a fine line beyond which these seemingly innocuous services become perilous. Concerns focused on how particular services are leading to the deprofessionalisation of teachers as they have less autonomy over what to teach and how to teach it. Moreover, teachers and school leaders reported being perturbed by the idea that commercial providers and services might work to replace teachers in the future. Drawing on these data we argue that growing commercialisation in Australian public schools clearly requires an ethical debate that schools, education professionals, policy makers and interested publics are yet to have. Civil unrest and forced displacement have seen historical numbers of people seeking refuge in countries, such as Australia, with many being children of school age. As schools continue to respond to students from refugee backgrounds, the role of teacher agency in such responses is an important, yet understudied area of research. In taking an ecological view of teacher agency, the ability for teachers to achieve agency in refugee education is largely the result of an interplay of conditions such as school leadership and state funding models. As such the aim of this paper is to explore the experiences of school leaders in supporting refugee education, with a view to enhance how teacher agency can be used to support refugee students and the staff who work with them. In using Biesta et al. (Teach Teach, 21(6):624-640, 2015) practical-evaluative dimension of teacher agency as a theoretical framework, this exploratory study revealed the significant role of teacher agency in providing education and support for refugee students. While school policies are not a panacea, gender and sexuality diversity-inclusive policies have the potential to relieve educators’ concerns about what they are ‘allowed’ to engage with in respect to GSD inclusivity and to guide their proactive efforts to support gender and sexuality diverse (GSD) students. Unfortunately, policies enabling educators’ proactive, positive support for GSD students are far from systematised in schools across Australia’s eight states and territories. This paper presents an audit of publicly available policy guidance for educators in Australia’s government schools, analysing these against an original evaluative set of best-practice criteria developed from research recommendations from the field of GSD-inclusivity in K-12 schools. Analyses for each state/territory are provided. Results from this audit highlight the unevenness in articulated policy support available to Australian educators and illustrate the criticality of developing Australian federal policy mandates with respect to GSD inclusivity and professional development for educators, including both articulated expectations for the creation/maintenance of a safe and affirming environment as well as pragmatic support for how to create school cultural change. It is well-established in both scholarship and policy documents that students' home language practices can be leveraged as a key resource for their learning. However, it can be challenging for teachers to embed students' language resources in class activities in ways that link to wider learning objectives. We report how the inclusion of home language literacy practices can both enhance English language learning and promote multiliteracies. Data are drawn from a design-based study on the incorporation of home languages in the teaching of English. In the article, we focus on the teaching and learning that occurred in the classroom of two English as an Additional Language (EAL) teachers. Data collected comprised lesson sequences, teacher reflection, student work samples and student reflection. It was found that teacher-initiated support for home language literacy practices led to positive student engagement. In recent times, young people from Australian Sudanese and South Sudanese communities have received considerable negative racialised public and political attention. This publicity has the potential to negatively shape the perspectives of other Australians, which in turn can have adverse consequences for these youth in terms of their social experiences. Against the backdrop of hegemonically 'white' Australian school contexts, pre-determined negative perspectives have the potential to undermine social experiences, relationships, and the overall educational inclusion of these students. This qualitative study places the voices of the participants at the centre of the research to better understand Australian Sudanese and South Sudanese youths' perspectives on their relationships with schoolteachers. A voice-centred relational methodology (VCRM) approach was used to analyse data and to present the findings of the study. The findings suggest that student/teacher relationships as experienced by Australian Sudanese/South Sudanese youth are, for the most part, negative. It was reported that these youth experience low academic expectations from their teachers and are held to disproportionately high levels of disciplinary accountability. In many instances these findings were linked by participants to forms of racial discrimination, which have the potential to impede their educational belonging. [ABSTRACT FROM AUTHOR]

The COVID-19 pandemic has put unprecedented pressure on teachers around the world, raising significant concerns about their workload and wellbeing. Our comparison of 2019 (pre-pandemic) and 2020 (first year of the pandemic) survey data (n = 362) from teachers in New South Wales, Australia, demonstrates that their morale and efficacy declined significantly during COVID-19, even with the relatively short period of school closure (8 weeks) during 2020. Interviews with teachers and school leaders (n = 18) reinforced these findings and highlighted the depth to which teachers felt dispensable and unappreciated, despite working incredibly hard for their students. The pressure to adapt to online teaching and learning, in trying circumstances, also challenged their confidence in their teaching. We argue that practical and emotional support for teachers both during periods of remote learning and upon students' return to the classroom is essential to support teacher's wellbeing and a robust teaching workforce into the future. This study examined the experiences of students from refugee backgrounds (SfRBs) as they transitioned from Intensive English Centres (IECs) based at metropolitan high schools in Western Australia (WA) into higher education. Focus group discussions revealed that SfRBs were highly motivated and held aspirations for completion of tertiary study. Enabling factors included a supportive IEC environment, social and family support and tailored university enabling courses. However, students also faced barriers such as competing priorities, learning difficulties remaining undiagnosed and standardised testing. Individual in-depth interviews with key informants provided context and policy perspectives, such as the impact of settlement service policy changes on the provision of adequate services. There is limited literature on the experiences of students transitioning from IECs through the Australian education system. The findings of this study help to critically understand the unique experiences of young people from refugee backgrounds navigating the WA education system and reiterate the need for inclusive and supportive policies. Recommendations for universities and future research include the development of culturally appropriate tools to identify learning difficulties in SfRBs, and capturing the knowledge and capacity of IEC educators. This article takes up the challenge offered to educators, researchers and policy-makers in the Ngaga-dji report, to reflect on the ways in which services and institutions need to change to better support and work with Aboriginal and Torres Strait Islander young people and their families and communities. Ngaga-dji, which means 'hear me/hear us' in the Woiwurrung language of the Wurundjeri people, was launched by the Koorie Youth Council in August 2018 and reports on the experiences of 42 Aboriginal and Torres Strait Islander young people from across Victoria who have had contact with the criminal justice system. With a focus on education, the article engages with the Ngaga-dji report to examine how educators and those involved in education might seek to change their practices. Relative age effects (RAEs), where older children within an age-based group have better academic, sporting, self-concept and mental health outcomes than their younger peers, have been demonstrated in multiple countries. Australian research has found self-concept and Attention Deficit Hyperactivity Disorder RAEs, but academic RAEs have not been explored. This cross-sectional observational study investigated RAEs among Western Australian year 3, 5, 7 and 9 government school students who took a National Assessment Program - Literacy and Numeracy (NAPLAN) test in Numeracy, Reading, Spelling, or Grammar and Punctuation in 2017. After adjusting for gender and Aboriginal and Torres Strait Islander status, we found that among the 98% of students who were in their recommended school year, younger students were on average significantly outperformed by their older classmates in all tests. RAEs were strongest in year 3, and progressively weakened through years 5, 7 and 9. These results are consistent with international research. They also support the hypothesis that age-related immaturity of relatively young children disadvantages them in academic competition, but this decreases as the age difference becomes a smaller proportion of their lived years. We also examined the performance of the 2% of children who were outside their recommended year. Accelerated students on average significantly outperformed their older classmates. Delayed progress students performed significantly worse than their younger classmates. A likely explanation for this reverse RAE is that accelerated students are often promoted because they are high academic achievers and delayed children are held back because they are performing below expectations. In the context of increasing interest in international teaching practicums, this study investigated the perceptions of Australian pre-service teachers, Chinese mentor teachers and Chinese school students vis-à-vis an international teaching practicum in Anshan, China. Utilising a case study design and thematic analysis methods, the authors critically investigate how the participants from Australia and China perceived the benefits and challenges associated with that practicum. The analysis draws on data from pre-service teachers' reflective reports, mentor teachers' interviews and local student questionnaires. The data show that this international teaching practicum was a mutually beneficial and valuable experience for all participants. However, the study revealed challenges and tensions with respect to the meeting of Australian and Chinese educational systems because of their very different social and cultural contexts. Formal primary and secondary school education for all students should provide a pathway to overcome inequality and disadvantage. Logically, attending school regularly and often during the compulsory years of school provides the best prospects to achieve educational success and enhance post-school opportunities, particularly for socioeconomically disadvantaged students. However, recent research of Indigenous students living in remote regions of Australia suggests school attendance frequency has little, or no correlation with academic success or failure. Our study of a disadvantaged urban school population also showed no attendance and achievement relationship at student-level for Indigenous students (or non-Indigenous peers). The findings of this study highlight the generally accepted relationship between attendance and achievement does not apply universally for all students. Many factors have potential to influence for Indigenous students' capacity for educational achievement. We need further research to ensure Indigenous education policy and strategies for improved student outcomes target what matters most. [ABSTRACT FROM AUTHOR]

Schools and school education systems within nations are vying to increase international student enrolments in secondary schools. This analysis of the change over a decade in the enrolment of international secondary students in Victoria, Australia, indicates how the processes of internationalisation and commercialisation of education have affected both public and private school sectors. Four factors have impacted on international senior student enrolments over a decade: global economic fluctuations; the growth of international schools globally targeting home country students; the emergence of overseas campuses for elite private schools and policies encouraging internationalisation. We propose that these forces, among others, are working in concert to reshape the nature of international student populations and international schooling in both home and host countries. These factors, together with an overarching instrumentalist policy approach underpinning the engagement of Australian schools with the international education market, provide new opportunities for less socio-economically advantaged schools to enter the international education market. It argues that the common idea of international students attending only elite schools no longer captures the phenomenon and raises questions as to how we understand what it means to be an 'international' school or student. This study uses data from the Programme for International Student Assessment, a large and nationally representative dataset, to examine how learning environments vary across metropolitan, rural and regional schools in Australia. Research has shown that school climate and learning environments are related to student academic performance, but little is known about the degree to which they differ across school communities in Australia. We examined principals' perceptions of teacher and student behaviour related to school climate and students' perceptions of teacher support, classroom disciplinary climate, and the relevance of education. The findings show that regardless of where they live, most students believe that schooling is worthwhile, and report positive relationships with their teachers. Perceptions of classroom disciplinary climate vary more across school communities, however, with students reporting less positive disciplinary climate in rural communities than in very large cities. Principals' perceptions of teacher and student behavior related to school climate varied; with urban schools having much more positive results than schools in towns and rural communities. Finally, our findings show that students' and principals' perceptions of their school climate and learning environments are more positive in urban communities than in rural communities, but that the least positive environments are generally found in country towns rather than remote communities. Our findings suggest that attention should be paid to improving learning environments not just in the most rural/remote communities, but also in largish regional towns of up to 50,000 residents.
