6. The Council of Ministers in the 1980s: Education Policy Innovator or Broken Cog?

Recent historical studies on the topic of the Council of Ministers of Education, Canada looked mostly at the era of the 1960s and the 1970s. Some work has also been completed on the institution's role in international education and its responsibilities during the economic crises of these decades. This paper proposes to take this research one step further and now look more specifically at the decade of the 1980s. This paper will argue that in this era the CMEC found its raison d'être in several fields. These included official languages, and oversight of the testing programs run by the Organization for Economic Cooperation and Development (OECD). It also found its niche, to a lesser extent, through refining its connections to international education organizations. Finally, the decade saw the CMEC experimenting with a national agenda for education in conjunction with the provincial premiers and ministries of education. [ABSTRACT FROM AUTHOR]

8. Student Satisfaction with an Objective Structured Clinical Examination in Optometry.

An objective structured clinical examination (OSCE) is a performance-based examination in which students rotate through a series of stations where they are expected to perform specified tasks to demonstrate competency. This paper reports on student satisfaction with the OSCE administered at the end of a Doctor of Optometry professional program. Students were very positive about the interactions with standardized patients and the organization of the examination. They felt the examination used realistic scenarios. They had a mixed response to the use of simulators for skills assessment and the length of time available in each station to perform those tasks. Overall, the optometry students were very positive about the opportunity to participate in the OSCE prior to sitting for the entry-to-practice Optometry Examining Board of Canada examinations, which also use OSCEs. 9. Student Perceptions of Broadband Visual Communication Technology in the Virtual Classroom: A Case Study.

Canada has a high level of broadband use (Zamaria & Fletcher, 2007). Canadian youth in particular are heavy users of information communication technology, and statistics gathered by the Media Awareness Network show that their use of communication tools is increasing (Media Awareness Network, 2005b). This paper reports on student perceptions of broadband visual communication technology in the context of two "Diet and Body Image" Virtual Classroom sessions held April and November, 2007. On each occasion these two sessions connected more than five hundred students in schools distributed across Canada through the use of videoconferencing as well as the BVCam - a video recording service based on the H.323 protocol for videoconferencing on IP networks (Authors, 2008a). While the students in this study regarded video and videoconferencing as important tools for communication and learning they also mentioned several barriers to the use of broadband visual communication in the classroom. The biggest challenge identified in this study was the students' perceptions of video and videoconferencing. Preconceived notions of broadband technology affected the way in which students envisioned and used the technology in the Virtual Classroom. 10. Core Constructs and Coherence? Whither Peace and Conflict Studies in the US and Canada?

The field of peace and conflict studies is still coalescing, despite the fact that the first undergraduate degree program in the United States was established in 1948. Almost sixty years later, the field still goes by so many names that core identity issues have not been resolved. The names of degree programs reveal various foci: peace studies; justice studies; conflict studies; conflict analysis; conflict resolution; conflict management; conflict transformation; and dispute resolution. This paper recounts the history of the field's development, and then charts and analyzes the curricular content of undergraduate degree programs in the United States and Canada. This is accomplished through analysis of the curricular requirements for those degree programs, as well as through comparative analysis of the syllabi for the required courses in those programs. 11. Immigrant Skill Recognition in Professional, Managerial, and Other Occupations of the Emerging Knowledge Economy.

Although immigrants in many countries today are recruited on the basis of education and skills intended to enable employment in occupations and professions of the emerging knowledge economy, their actual employment in such occupations often falls short of expectation. The discounting of immigrant skills has been attributed either to (a) the low quality or limited transferability of those skills, and (b) non-recognition of those skills because of employer bias or ignorance, resistance by protectionist professional groups, or various other social and bureaucratic obstacles. This paper examines variations among professional and managerial occupations in the immigrant skill validation process in Canada, based on census sample data for immigrants arriving between 1970 and 1996. Post-secondary educational credentials of immigrants are significantly discounted in competition for the pest-paid professional jobs, but the extent of discounting is greater in managerial occupations, (particularly at the BA level) and most significant outside knowledge occupations, where skill levels are lower. These findings support the hypothesis that the more professionalized the occupations, the more rigorous the institutional procedures to evaluate education-based job qualifications, and the greater the likelihood that the foreign qualifications of immigrants, particularly women and racial minorities, will be properly assessed. Over time, despite increases in professional standards, immigrant access to occupations in the knowledge class have declined, suggesting that other factors are weakening the credential assessment process. 16. Reinventing Media Literacy in Canada: Embracing and Transcending Eclecticism.

For some time, Canadian practices and experiences in the field of media literacy have been considered exemplary in comparison with developments in other national jurisdictions. At the same time, it would be a mistake to suggest that there is a single, coherent program or approach to media education in Canada. In this paper, we examine the difficulties this eclecticism has created and also note major institutional and ideological divisions which have undermined attempts to develop a coherent strategy for media education in Canada. In response to this situation, we examine how successful attempts to develop critical youth media production practices in informal, community-based learning environments offer important lessons that can inform how media literacy is developed in formal, school-based learning environments across the country. 17. The Stratification of Universities: Comparing Canada and the United States.

This paper compares the amount of stratification among American and Canadian universities and examines Canadian trends from 1971-2001. Gini coefficients and boxplots for income and expenditures are used to summarize the amount and distribution of inequality among institutions in each country and over time. We find far more inequality among American universities, and a slight trend towards greater stratification in Canada. 18. Knowledge workers in the New Economy: Skill, Flexibility and Credentials.

Manual Castells (2000b) has argued that to be successful in the new economy workers need to be "self-programmable"; that is, flexible, adaptable and quick to retrain. In this paper we explore whether information technology (IT) workers in Canada are truly "self-programmable" in this sense, and consider the role of formal education, credentials and self-learning in their skill acquisition. Utilizing both survey and interview data from a sample of over 100 Canadian IT workers, we find that while most workers possess educational credentials, they emphasize the value of self-learning, adaptability, and other informal methods of skill acquisition. This paper explores the past, present, and future directions of tourism education in Canada, from its origins in the late 1960s until today. The study reviews the development of tourism education over four decades, with a particular focus on developments in Ontario. The influence of tourism organizations, and the impact of legislation on tourism and hospitality education in developing future industry leaders capable of sustaining and growing Canada's tourism industry are discussed. The paper also reflects on the current status of tourism education in Canada, the lack of government support for tourism research initiatives, and the loss of research talent to overseas universities. The research discovered a paucity of past historical documentation of tourism education in Canada and this paper is perhaps the first concerted effort to chronicle the 40-year cumulative history Of formal tourism education in Canada. Current research on telepresence tends to engage a celebratory, taken-for-granted view of technology as a vehicle for improved communication and a mere backdrop against which communication unfolds. However, a growing body of literature interrogates the neutrality of technological environments in education. This paper considers the practice of lectures within distributed (multi-campus) medical education. Applying a sociomaterial theoretical lens, we analyze ethnographic data from a three-year study focused on the use of telepresence technology in the undergraduate medical program at Dalhousie University in Nova Scotia, Canada. Our research question was: How are material telepresence tools, processes and spaces enmeshed with student learning in the distributed lecture? We identified three sociomaterial complexities related to the practice of asking questions in this context: 1. Material presence and process of the button and screen in asking questions; 2. The ways in-class questions disrupt the flow of the distributed lecture; and 3. Tensions between ways in which questions are managed across sites. Attending to the seam between the social and material in the distributed lecture illuminates the challenges, barriers, and opportunities for student participation while unearthing innovative learning strategies. 25. Constructing nursing knowledge in the context of Canadian intensive care units, 1960-2002.

Intensive care unit (ICU) nursing education in Canada evolved from grassroots, first-hand experiences, to a formally recognized area of specialty nursing practice across the nation. In this paper, the author explores the development of nursing knowledge within the ICU setting in Canada from approximately 1960 until 2002. Initially, ICU nurses relied on each other's experiences and knowledge, no matter how limited, in order to provide care to patients and families. Of particular importance is that within this practice context, nurses' relationships with each other facilitated the development and social construction of specialized knowledge through both formal and informal educational processes and, ultimately, shaped a new practice area. The lens of social construction privileges the relationships between nurses themselves as pivotal to their transformation into ICU nurses. In this post-TRC environment, this paper explores how educators are engaging in Indigenizing, decolonizing, or reconciling pedagogical practices in post-secondary institutions that encourage or inhibit transformation. The discussion is based on a research study using talking circles to create a conversation among 34 Indigenous and settler ally educators at the Congress for Humanities and Social Sciences in 2017. We discuss the stories shared by participants within the three themes of responsibility, relationship, and reconstruction. Indigenous and settler ally instructors identify and use opportunities for change in classrooms, despite resistance from some students and administrators. This paper presents a taxonomy to facilitate 21st century learning and educational leadership in action. With reflective insight from an Indigenous educational leadership perspective, it extends the dialogue surrounding Canada's urgent need to transform its public education systems into learning communities that inspire creativity, innovation, and social responsibility. As an alternative to pedagogical concepts that focus on teaching rather than learning, 21st century learning and educational leadership is illustrated as Indigenous knowledge in response to social, environmental, economic, and technological change. The taxonomy emerged from a theoretical analysis of Canadian 21st century learning and educational leadership competencies paralleled with the Indigenous epistemology of Inuit Qaujimajatuqangit (IQ). 28. Grading Policies and Practices in Canada: A Landscape Study.

Given the longstanding role of grades in education, and their increased use for high-stakes decisions including student mobility, admission, selection, and accountability, this paper presents a systematic review of grading policies across all 10 Canadian provinces and 3 territories. In total, 23 policies were inductively analyzed for their articulation of (a) the purposes of grades, (b) the methods used for generating grades, and (c) the relationship between grading and formative assessment. Our analysis revealed significant areas of consistency across Canada while also highlighting important areas of variation. Abstract: Labour geography has yet to pay full attention to the experiences of public sector workers and their employer (the state). This article addresses this lacuna and provides some insight into the labour geographies of public sector workers through an empirical analysis of the centralization of governance, employment relations, and collective bargaining in Ontario, Canada’s publicly-funded elementary and secondary schools. This case demonstrates how one particular group of public sector workers – teachers – and their unions located and exercised agency in the arenas of politics and collective bargaining through a rescaling of their activities from the local to the provincial level. The paper also argues that the rescaling of politics and collective bargaining is problematic. Questions remain regarding whether or not Ontario’s teachers were able to increase their aggregate bargaining power through centralization or merely transferred agency and authority from one scale to another. Moreover, the paper engages with the fast-developing geographies of education literature, and is consistent with an outward-looking approach that links education to wider political and economic processes. In so doing, it extends the scope of the geographies of education to the employees of publicly-funded schools and their administrative bodies, and suggests value a theoretically- and empirically-informed dialogue between geographers interested in education and those interested in labour. This paper traces the century-long history of a library that has served teacher preparation programs in Calgary, Alberta, since 1909. It looks at how this library's role and collections adapted to shifting notions of what constituted good teacher education and changing economic circumstances. In recounting this history, the paper examines the historical circumstances that created a separate education library at the University of Calgary and how issues of group and professional identity contributed to its continuing existence. This paper explores the history and processes associated with the transformation of a northern Canadian Aboriginal school into a culture-based community school for its Metis, Inuvialuit and Gwichin citizens. In particular, the role of the principal, a local Aboriginal, as a leader in initiating and facilitating the transformative change is examined. The factors providing the impetus for change and processes fostering change are examined through the critical lens of Kaupapa Maori Theory, a guiding framework for transformative praxis in New Zealand Maori schools. Finally, the paper examines current developments in the area of science curriculum development and delivery within this school community that are consistent with culture- and place-based education practice and the aspirations of the community. In the 3 previous papers of this 4-part series, we explored the issue of debt among dental students in Canada to analyze the factors influencing levels of debt. The information was obtained from a national survey of all dental students enrolled in Canadian dental schools during the 2003-2004 academic year. The aims of this fourth paper were to investigate the influence of debt upon career decisions after graduation and to comment on future directions for research into the impact of the rising costs of dental education and dental students' increasing debt levels. The results show that almost half of respondents found the costs of dental programs significantly higher than they anticipated. One-third of the respondents indicated that their anticipated debt level upon graduation had influenced their choice of career path within dentistry. Although this study provides baseline information about the degree of and influences on the indebtedness of students currently enrolled in dental programs across Canada, much remains to be learned about the impact of the higher costs of dental education on potential applicants to dental school and the effect of increased educational debt on practising dentists. This study examines how staff working for one Ontario school board perceive two distinct approaches to school discipline policy: the Safe Schools Act (Bill 81) and Progressive Discipline and School Safety (Bill 212). The more centrally controlled and rigid Safe Schools Act was criticized by interviewees and cited for human rights violations. However, the inherent flexibility and vagueness of the Progressive Discipline policy that replaced it was seen to lead to inconsistent policy implementation and unequal outcomes for students. This paper considers the broader implications of policies that are "tightly coupled" or "loosely coupled" in terms of teachers' professional discretion, accountability, and student outcomes. This paper presents a discussion around the question of data protection, privacy, liability and the resultant policy that has developed both in public K-12 education and post secondary education in Canada. With no central regulation of online protection in Canada educators in some provinces face a digital divide caused by more restrictive policy of one province in contrast to another. To set the stage for the discussion I address the nature of social media and it's use, institutional response to social media in schools with specific reference to the Canadian context. I then propose a potential solution in the form of a social media field trip and analyze three different types field trips I have conducted with graduate students against Moor's (1999) just consequence theoretical framework. Finally, I present implications for practice and possibilities this model could offer K-12 educators to work within current policy, stay safe but still open the doors to social networking and the world. Canada's important areas of expertise in open educational resources (OER) are beginning to be built upon or replicated more broadly in all education and training sectors. This paper provides an overview of the state of the art in OER initiatives and open higher education in general in Canada, providing insights into what is happening nationally and provincially. There are growing examples of OER initiatives from several Canadian institutions offering free courses to Canadians and international learners. National open education initiatives include the federal government's Open Data pilot project and the Council of Ministers of Education of Canada (CMEC) support for the Open Educational Resource Paris Declaration, as well as Creative Commons Canada.
