What counts as knowledge and whose knowledge counts? When does going away help shape a clearer sense of home, and when does it not? How does living abroad change our perspectives as teachers and learners? The educators who have contributed to this Occasional Paper share a formidable combination of purpose, curiosity, courage, and self-awareness. Reflecting on their choices to live and work in other parts of the world, they offer a provocative range of personal and professional explanations for seeking our the strange and unknown. Their letters from abroad reveal a genuine interest in what matters to others, a capacity to describe people and environments with intriguing detail, and a willingness to reveal themselves as inexpert newcomers. As these essays make clear, no preparation is ever sufficient because what happens always diverges from and exceeds our expectations. Risk-taking and error are inevitable, as integral to each story as the exhilarating discoveries that travel affords. Most important, we learn how these educators came to value the experience of "otherness" in themselves as well as in those they met. Today, we are more mindful than ever of the need for global awareness, understanding, and engagement. "Letters from Abroad" is designed to highlight what some Bank Street colleagues have sought, found, and questioned while working far from home. The editors of the Occasional Papers Series hope these missives from foreign shores will inspire others to set out on explorations of their own, explorations in which they resist the temptation to make the strange familiar and enjoy, if only for a short while, the way that the familiar itself may become strange. This book contains a collection of papers written by students involved in the Educational Management Project for South Africa. The project was established to introduce selected South Africans to theories and practices in educational management in an international comparative context. The papers focus on priorities for educational change and restructuring in South Africa. In particular, the themes include issues in the management of education, policy formation, and educational improvement. This collection of papers was presented at a South African national music educators conference. The conference set forth educators' concern about the current crisis in music education in South Africa. The critical state is summarized under two headings: (1) the law and abating status accorded to music education within general education; (2) the lack of coherence in music education owing to ongoing fragmentation. It is suggested that insofar as music is a universal manifestation of human sentience and is an essential feature of the culture of all peoples of all times, every individual deserves to be educated musically, and therefore music education must be an integral part of the education of all South Africans. Seven mandatory conditions are listed to insure that end. Presentations were grouped under the general headings: (1) "Overseas Presenters"; (2) "Papers Delivered to Specific Music Societies"; (3) "Panel Discussion: Perspectives on Multicultural Music Education"; (4) "Music Education in the Primary School"; (5) "Research"; (6) "Subject Music"; and (7) "General." There is increasing recognition of the important role culture plays in the framing and delivery of education and development in the South. Whether this is in the reciprocal and synergistic relationship between theory and practice or the links between research and policy, it is clear that at the heart of successful educational development is a recognition of the importance of culture. This book critically reviews the relationships of culture, education and development both from a theoretical and methodological perspective and also from the perspective of the teacher, researcher and policy maker on the ground. The importance of context is stressed throughout with a series of case studies of educational developments drawn from a range of national settings. Issues such as education and poverty elimination, local and global knowledge transfers, and the role and discourse of development assistance to education are examined from the perspective of culture and context. Of particular value to the education researcher and policy maker, whether working in the North or South, this book provides a timely reminder of the importance of culture in the development of education. This document contains three papers on global knowledge transfer issues and human resource development (HRD). "Indigenizing Knowledge Transfer" (Gary N. McLean) explores examples of HRD in which ethnocentric perspectives predominate and argues that, unless a HRD develops a global perspective, efforts to transfer knowledge within academia and corporate HRD settings are nearly certain to fail. "How to Develop Human Resources: Technical Rationality or Social Moral Responsibility? A Comparison of Western and Chinese Human Resource Theory and Practice" (Baiyin Yang, De Zhang) proposes a theoretical framework for cross-cultural study in organizational behavior and uses the framework to compare U.S. and Chinese human resource theory and practice. The study demonstrates that Chinese managerial philosophy is centered on social morality whereas U.S. managerial philosophy is characterized as technical rationality. "Enhancing Commitment and Overcoming the Knowing-Doing Gap: A Case Study at the Technikon Northern Gauteng (TNG) in South Africa" (Hilda Martens, Jan Verhagen) reports on a case study during which a social constructionist framework was used to examine the problem of overcoming the knowing-doing gap and increasing commitment in an action research at a South African tertiary educational institution. This working paper presents an analysis that seeks to refocus thinking about the question of educational resources needed for transformation in schools. Both the context of science education and the teaching practices of science teachers as potential resources that can be marshaled to facilitate the transformation of science education in schools are presented. Context resources and practice resources are identified as crucial to the success of educational transformation, and this study is concerned with a microanalysis of these resources. The results of the research suggest that a great deal of potential for school change exists in teachers' knowledge, time available, human and textual resources, and various teaching practices that feature a transformative engagement. The question of the provision of libraries to support primary and secondary education in South Africa has been overlooked by most education departments and educators and is not a focal point of current education planning. The present provision of library services by the different education authorities is generally poor; school libraries have long been at the bottom of the list of education priorities and receive little funding in comparison to libraries at tertiary education institutions. Some form of school library system providing both pupils and educators with easy access to information sources will be essential for the rejuvenation of the South African education system. However, recent policy changes do not bode well for the future development of school libraries, as the responsibility for financing schools falls increasingly on parents. This paper provides a description of the current state of school libraries in South Africa, focusing on schools falling under the KwaZulu Department of Education and Culture (KDEC) and the Department of Education and Training (DET) in Natal. A brief overview is provided on the trends in the international literature on school libraries in developing and developed countries. Also presented is a review of the trends in South African literature on school libraries and recent policy developments. (AEF)

This book examines student politics in South Africa during the period 1968 to 1990, and specifically at two black higher education organizations: the South African National Students' Congress (SANSCO) and the South African Students' Organization (SASO), focusing on their ideological and political orientations, internal organizational structure, intellectual, political, and social determinants, and their contributions to the struggle against apartheid. The book's essential argument is that both were revolutionary national student political organizations that operated as organized social forces within the national liberation movement, that they functioned as catalysts of collective action, and contributed to the erosion of the apartheid social order. The book finds that black students were not just victims of apartheid but were also thinkers, conscious actors, and historical agents in the face of an authoritarian political order. Chapter 1, an introduction, examines the character, role, and significance of the two organizations. Chapters 2-5 examine SASO's role from 1960 to 1976-77; and chapters 6-10 examine SANSCO's activities from 1976-77 to 1990. The phenomenon of street children is a growing concern in South Africa. The Human Sciences Research Council and the South African Department of Health and Population Development organized a networking conference in November 1993 as a step toward developing, on a partnership basis, guidelines for policy and strategies in the best interests of street children. Experts on various aspects of the problem presented short papers that became the basis of the small group discussions that were the core of the conference proceedings. This document contains summaries of the six conference papers, the feedback from the different groups, and the resolutions of the working conference. Working groups discussed the following topics: (1) the needs and rights of street children; (2) coordination of services; (3) policy guidelines and existing legislation; (4) public and private partnerships for street children; (5) outreach programs and the role of the outreach worker; (6) assessment of street children; (7) preparing street children for employment through education and training; (8) aftercare; and (9) community awareness and participation, including prevention strategies. Conference participants agreed that a multifaceted approach to the problems of street children is required. The paper explores practical strategies for using classical studies to enhance the education of adolescent students, especially those who are gifted. It reviews progress, since 1900, in Latin teaching methods in Great Britain and the Netherlands and describes more recent work in South Africa, including the development of new curricula for teaching Latin as well as the annual reading competitions, linguistic and historical quizzes, and art competitions sponsored by the Classical Association of South Africa. A project is described in which 20 gifted students (aged 13-17) were asked to review new juvenile classical books and teaching packets. It spawned a range of other projects which are summarized. The students produced a slide-tape show, the full script of which is appended to the paper. The book and teaching packet reviews were edited by a student and reworked by the teacher in a review article which is also appended. Conclusions drawn from the project confirm that the classics have much to offer the gifted and that they also offer a new awareness that even random dipping into the classical world is a rewarding experience for both average and gifted pupils. In June 2001, the International Institute for Educational Planning convened a policy forum on the organization, functioning, and effectiveness of national ministries of education. This book presents eight key papers from that forum. The forum discussed how differences in organizational structures and mechanisms affect adjustability and effectiveness of educational policies and their implementation process. The forum also attempted to compare and draw lessons from a selected number of experiences in which the absence or presence of sound political leadership and adequate links with stakeholders at all levels of the system have played a major role in the success or failure of educational reform. These 15 papers share a common theme: seeking to promote literacy as a powerful tool for challenging existing inequalities and dependencies. "Dyslexia and Adult Literacy" (Hugo Kerr) addresses the power of labeling and its consequences in a critique of the literature on developmental dyslexia. "Form-Filling as a Social Practice" (Marcia Fawns, Roz Ivanic) raises the issue of disempowerment and surveillance through a consideration of the politics of official forms. "Literacy, Literacies, and Adult Basic Education and Training in South Africa" (Catherine Kell) sketches an overview of the key developments in policy and provision in adult literacy.""Democracy as a Way of Life" (Jim Crowther, Lyn Tett) argues that literacy can contribute to democracy as a way of life. Section 3 discusses how learners and teachers can be repositioned as active subjects and citizens rather than passive objects. "The Politics of Really Useful Literacy" (Ian Martin, Habibur Rahman) positions adult literacy in the process of collective struggles against inequality and injustice in Bangladesh. "Empowering Literacy Learners and Teachers" (Fiona Frank) discusses the right of access to knowledge, including the infrastructure and use of communication technology. "Using Scots Literacy in Family Literacy Work" (Alan F.P. Addison) situates literacy in a discourse of cultural politics and how adult learners are positioned negatively by this. "Challenges to Sharing Power in Adult Literacy Programs" (Mary Norton) addresses developing more democratic interpersonal encounters. "Multiple Literacies in Practice" (Sue Gardener, Ann Janssen) shows how bilingual communities in east London are positioned in public policy as having language problems rather than being language resources.
