In the second half of the 19th century, the federal government pursued a policy of confining Indian tribes to reservations. The federal statutes and treaties reserving such land for Indian reservations typically did not address the water needs of these reservations, a fact that has given rise to questions and disputes regarding Indian reserved water rights. Dating to a 1908 Supreme Court ruling, courts generally have held that many tribes have a reserved right to water sufficient to fulfill the purpose of their reservations and that this right took effect on the date the reservations were established. This means that, in the context of a state water law system of prior appropriations, which is common in many U.S. western states, many tribes have water rights senior to those of non-Indian users with water rights and access established subsequent to the Indian reservations' creation. Although many Indian tribes hold senior water rights through their reservations, the quantification of these rights is undetermined in many cases. Since 1990, the Department of the Interior's policy has been that Indian water rights should be resolved through negotiated settlements rather than litigation. These agreements allow tribes to quantify their water rights on paper, while also procuring access to water through infrastructure and other related expenses. In addition to tribes and federal government representatives, settlement negotiations may involve states, water districts, and private water users, among others. After congressional approval, federal projects associated with approved Indian water rights settlements generally have been implemented by the Bureau of Reclamation (Reclamation) or the Bureau of Indian Affairs (BIA), pursuant to congressional directions. Approval and implementation of Indian water rights settlements typically requires federal action-often in the form of congressional approval. As of October 2023, 39 Indian water rights settlements had been federally approved, with total estimated costs in excess of $8.5 billion (nominal dollars). Of these, 35 settlements were approved and enacted by Congress and 4 were administratively approved by the U.S. Departments of Justice and the Interior. One new settlement was approved in the 117th Congress, and another existing settlement was amended. Additional new and amended settlements have been proposed in the 118th Congress. Historically, federal funding for settlements generally has been provided through discretionary appropriations; Congress also has approved mandatory funding for some settlements. The Reclamation Water Settlements Fund was created in 2009 under P.L. 111-11 as a source of additional funding for existing and future settlements. It is scheduled to provide $120 million per year in mandatory funding for settlements through FY2029, with the availability of these funds set to expire in FY2034. In 2021, Congress approved and appropriated $2.5 billion for another Indian water rights fund, the Indian Water Rights Settlement Completion Fund, in the Infrastructure Investment and Jobs Act (P.L. 117-58). Primary issues for Congress may include the cost, contents, and sufficiency of federally authorized efforts to settle tribal water rights claims, as well as the circumstances under which these settlements are considered, approved, and funded. Many have noted that the resolution of Indian water rights settlements is a mutually beneficial means of resolving long-standing legal issues. Although there is little opposition to the generally stated principle that negotiated settlements are preferable to litigation, in some cases the executive branch and/or other water users oppose individual settlements (or elements thereof). Other questions include how to manage cost overruns associated with these settlements and what entity should have primary responsibility for settlement implementation and oversight. In the absence of adequate social security for migrant workers, the recession induced by the COVID-19 pandemic forced the mass return of millions of circular migrants who were supported by their rural households of largely left-behind women. In addition, the recession rendered destitute small traders and operators of microenterprises, and reduced the incomes of small-scale farmers. Based on a study of food supply chains, this paper concludes that gendered rural households functioned as safety nets during the severe recession in the Indian economy, which highlights the weakness in state policy and the lack of resources in the wake of the COVID-19 pandemic. India witnessed high levels of growth in the last decade but national levels of poverty and inequality remain high. Infrastructure provision is seen as a particularly important instrument for helping in regional development where government can play a significant role due to the public goods nature of infrastructure facilities. Literature confirms the positive association between infrastructure and growth. However, it is not necessary that economic growth attributable to infrastructure development will consequently lead to a reduction in inequality. This paper analyses the links between physical infrastructure and inequality and determines the nature of this relation and focuses on 17 major Indian states. Gini coefficient (for rural and urban sectors combined) was used as the dependent variable and it was computed data on Monthly Per Capita Consumption Expenditure (MPCE), which was estimated from Unit level records of the periodical Household Consumer Expenditure surveys of National Sample Survey Organisation for the years 1983, 1987-88, 1993-94, 2004-05, and 2009-10 (Rounds 38th, 43rd, 50th, 61st and 66th round respectively). By evaluating Indian states with different levels of development (measured in terms of per capita net state domestic product (NSDP)) the paper shows that the impact of infrastructure on consumption inequality across states differs not just for the type of infrastructure under consideration but also for the income category the state belongs to. The results have shown that some components of infrastructure, mainly power and roads, tend to increase interpersonal inequality at the regional level and the paper provides some explanations for this result. The initially rich states were also the ones with a better endowment for infrastructure facilities and these states continued to remain in the rich income category with an average PCNSDP much above India's, and they managed to grow in terms of their infrastructure endowments. They, however, also showed higher levels of inequality. The results of this study do not prescribe abandoning transportation projects or infrastructure development but instead recommend that the government should emphasize also on investments in complementary policies. We evaluate high-frequency bill of lading data for its suitability in international trade research. These data offer many advantages over both other publicly accessible official trade data and confidential datasets, but they also have clear drawbacks. We provide a comprehensive overview for potential researchers to understand these strengths and weaknesses as these data become more widely available. Drawing on the strengths of the data, we analyze three aspects of trade during the COVID-19 pandemic. First, we show how the high-frequency data capture features of the within-month collapse of trade between the United States and India that are not observable in official monthly data. Second, we demonstrate how U.S. buyers shifted their purchases across suppliers over time during the recovery. Dharavi in the heart of Mumbai is home to an estimated 1 million people and of the biggest slum economies in the world. With 86% of India's total workforce working in the informal sector, this papers sheds light on the working and living conditions of a section of this invisible workforce as well as their collective struggles and organizing strategies for a more decent life. The empirical findings suggest that despite massive barriers to organising, informal garment workers develop innovative strategies to gain victories both vis-à-vis employers and the state by organising collectively. The entry point are worker's identities as women and citizens and their struggles around domestic violence, harassment housing and public services. For many workers the trade union membership card gains importance as the first written proof of identity and the support of the collective serves as a protection against violence at home and in the community. In the absence of legal protection, this paper finds that trade union organizing is indispensable for combating rights violations and building bargaining power for increasing income. It also shows that social protection schemes, where they cover informal garment workers, are only effective if workers organize collectively and pressure the state for effective access. The paper shows how trade unions as collective organizations of informal economy workers can be key agents to support the effective delivery of state services and contribute to the transitioning of workers from informal to more protected employment. This paper quantifies the size of internal versus external trade barriers and assesses the impact on trade and welfare. I develop a quantitative multi-sector international trade model featuring nonhomothetic preferences in which states trade both domestically and internationally. I discipline the model using rich micro data on price dispersion as well as foreign and domestic trade flows at the Indian state level. I find that (1) state-based price data predict internal trade flows well; (2) internal trade barriers make up 40% of the total trade cost on average, but vary substantially by state depending on the distance to the closest port; and (3) the welfare impacts of domestic integration are substantial: reducing trade barriers across states to the U.S. level increases welfare by more (13%) than fully eliminating international import barriers (7%). This paper examines the impact of labour market and sectoral policies in India on employment creation and decent work objectives. In spite of high levels of economic growth, India has not undergone structural transformation and more than half the work force remains concentrated in agriculture, where productivity is low. Other noteworthy trends are the declining workforce participation rate of women, along with significant youth unemployment and underemployment. The paper assesses the effectiveness of two employment strategies: (i) the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) public works programme and (ii) the "Make in India" sectoral policy. It also discusses issues arising from the persistence of the informal economy, and challenges the prevailing views about the nature of the labour market and skills mismatch problems in India. It concludes with policy recommendations to address the decent work deficit, notably by (i) tackling informal working conditions; (ii) adopting active labour market policies; (iii) strengthening social protection floors; and (iv) providing financial inclusion for small producers. This paper highlights the inequality in financial penetration and usage in India, based on macro level data, and shows how certain regions, such as the Northeastern or Eastern of the country need special attention by the policy makers. Credit schemes need to be formalized so that the weaker regions and socially disadvantaged sections, especially in the lower income categories, receive better access to formal credit. Based on the analysis of unit record (household level) data from the National Sample Survey Organisation (NSSO), the gender-wise inequality is also considered persistent, particularly regarding access to credit. This paper argues that some of these selected groups need special attention by the formal credit institutions. The mere opening of a bank account in the name of financial inclusion for these sections is not sufficient.
