The recent years have witnessed a significant change in China–EUrope relations, with the EU's strategic positioning of China undergoing a fundamental shift from a "partner" to a "systemic rival." By applying a theoretical framework based on neoclassical realism, the present paper examines the determinant factors leading to such a shift. This study highlights three factors: first, a change in the US's strategy and governance capability; second, the power symmetries between China and EUrope, including salient changes in material strength and marked differences in norms; third, an emergent change in strategic culture, encompassing a striving China vis-à-vis a strategically autonomous EUrope. By following Götz's (2021) insights on neoclassical realist approaches that employ intervening variables as complementary factors, we identify the US factor as the most important international factor in structural terms, while the power symmetries and strategic culture act as complementary factors. The GECEM Project Database stands out as a new Digital Humanities solution to accurately order and analyse the new historical Big Data gathered in Chinese and European historical archives. Traditional challenges such as capture, storage, analysis, data curation, searching, sharing, transfer, visualization, querying, updating, and information privacy are being tackled and solved within the design of this new multi-relational database. The implementation of this database has as its main innovative elements the capability of coding and cross-referring historical data in Chinese and Western languages. Thus, we present a new database as a digital solution to solve the long-lasting problem in historical research: the maximization and optimization of data collection when analysing historical sources and how to make use of a large amount of registers and information when developing case studies and work hypotheses for historical research. In this paper, we present a solution for data collection and analysis of probate inventories and trade records which is a relevant source when determining changes in patterns of consumption and global trade through the introduction of Chinese goods into Europe and vice versa during the early modern period. Background: The Lidcombe Program is a stuttering treatment approach for children between the ages of 3 and 6 years. Most papers about the Lidcombe Program, however, are based on studies conducted in native English-speaking countries. The aim of this paper is to systematically review the delivery and implementation of the Lidcombe Program in non-native English-speaking countries. Summary: A resource search was conducted between October and November 2019. Scopus, PubMed, ASHA, Cochrane Library, ERIC, Google Scholar, and SpeechBITE databases and reference lists of relevant papers were searched for the identification process. Joanna Briggs Institute tools were used for the appraisal of the studies. The search yielded 8 studies conducted in non-native English-speaking countries. The Lidcombe Program is efficacious in non-native English-speaking countries when delivered to both preschool and young school age children who stutter. It is reported to be delivered with minor changes and challenges. The number of weekly clinic visits and the total time needed to reach zero or near-zero stuttering levels with the Lidcombe Program can be up to 3 times greater in non-native English-speaking countries than in native English-speaking countries, mostly due to the increased time needed to introduce the parental verbal contingencies. Key Messages: Speech and language therapists practicing in non-native English-speaking countries are encouraged to use the Lidcombe Program for both preschool and young school age children who stutter, although this can take more time than that reported in native English-speaking countries. Historically, the long wavelength side (6–7.5 μm) of the mid‐infrared water vapor absorption band has been used for imaging from the geostationary perspective. This began with the 6.4 μm band on Europe's Meteosat‐1. While geostationary sounders for moisture profiling, including China's hyperspectral resolution infrared sounder and a planned sounder from Europe, are or will be measuring the short wavelength side of the water vapor band, this is not the case for geostationary imagers. Shorter wavelength (5–6 μm) spectral bands for imaging applications should be considered for observing moisture in the mid and lower troposphere because of several potential advantages offered by this spectral range. The short wavelength side of the water vapor band contains fewer additional absorbing gases that overlap the water vapor absorption lines. In addition, the shorter wavelengths would show less diffraction blurring which could enable finer spatial resolution for turbulence detection. This study considers some of the differences and potential advantages of the spectral information in the short wavelength side of the water vapor absorption band from the perspective of geostationary imaging. For dry conditions land heating could impact the qualitative use of observed brightness temperatures at 5.1 μm, while the solar reflection component over most clear‐sky scenes is small for a 5.1 μm band and essentially zero for a 5.6 μm band. Plain Language Summary: Long before images are sent back to Earth from satellites, the needed spectral bands have to be specified. The band specification includes attributes such as the wavelength centers, widths, and signal‐to‐noise ratio. This paper investigates the rationale for including data from a region of the electromagnetic spectrum that has not been used for imaging from geostationary orbit. If implemented, these short wavelength water vapor bands would provide unique information regarding low‐level moisture and mid‐level turbulence. This paper quantifies the expected reflected component from the sun and the influence of land heating on observations, both of which are relatively larger at shorter wavelengths. This paper investigates different uses of the Journal Impact Factor (JIF) in national journal rankings and discusses the merits of supplementing metrics with expert assessment. Our focus is national journal rankings used as evidence to support decisions about the distribution of institutional funding or career advancement. The seven countries under comparison are China, Denmark, Finland, Italy, Norway, Poland, and Turkey—and the region of Flanders in Belgium. With the exception of Italy, top‐tier journals used in national rankings include those classified at the highest level, or according to tier, or points implemented. A total of 3,565 (75.8%) out of 4,701 unique top‐tier journals were identified as having a JIF, with 55.7% belonging to the first Journal Impact Factor quartile. Journal rankings in China, Flanders, Poland, and Turkey classify journals with a JIF as being top‐tier, but only when they are in the first quartile of the Average Journal Impact Factor Percentile. Journal rankings that result from expert assessment in Denmark, Finland, and Norway regularly classify journals as top‐tier outside the first quartile, particularly in the social sciences and humanities. Shore power not only reduces ship emissions and noise in berthing but also has shown practical implications for maritime competitiveness. However, the existing literature and industry reports reveal that a limited number of ships have access to shore power. This highlights the need for research into the constraints faced by the sector and the development of solutions to enhance its adoption. Addressing these issues will enable the port and shipping industries to enjoy the associated benefits. Currently, existing research on shore power remains dispersed, yet it fully addresses such questions and lacks an integrated framework, making it challenging to extract pivotal insights. This paper aims to conduct a state-of-the-art review of shore power by the Web of Science Core Collection and Scopus databases as a pivotal solution to shipping emissions reduction in ports and advancing the maritime sector towards carbon neutrality. This analysis is grounded in a bibliometric analysis of existing literature on this topic, with a focus on the need to devise robust strategies to fully harness the potential of shore power for carbon neutrality. The valuable findings are revealed, including (i) The adoption of shore power by ports is predominantly propelled by regulatory mandates and incentives, inclusive of government subsidies in leading regions such as China, the U.S., and Europe; (ii) Due to the implementation of Emission Control Areas and carbon neutrality regulations, an increasing number of port operators in Europe are turning to shore power to fulfil both the governmental or industrial requirements, especially regarding cruise ships; (iii) The literature on shore power primarily delves into four main research areas: the inherent features of shore power, emission inventory assessments, practical applications of shore power, and energy management strategies; and (iv) Emerging directions in shore power research include cooperative optimisation among stakeholders, integration of new technologies into shore power, a holistic evaluation of the multifaceted advantages of diverse emission reduction strategies, and critical examinations of any unintended consequences stemming from shore power adoption. Since 2008, a negative image of China has prevailed in Europe, leading to the country's image crisis in the region. The state has implemented several policies to improve such a perception. This paper aims to examine the major tools of China's attempts at influence in Europe, targeting the media and public opinion. Applying the concept of soft power and public diplomacy, we analyse the tools China uses to modify and shape public opinion about itself in Europe. The research framework comprises secondary resources on China's foreign policy, soft power, public diplomacy and media strategy in Europe. We distinguish four primary influence tools: China buys European media outlets to prevent negative information about itself; it pays for inserts in leading European newspapers; it signs cooperation agreements with media organisations and holds media forums; and it limits access to its market to affect media, film and academic content. In the COVID-19 pandemic, whistleblowers have become the essential watchdogs disrupting suppression and control of information. Many governments have intentionally not disclosed information or failed to do so in a timely manner, misled the public or even promoted false beliefs. Fierce public interest defenders are pushing back against this censorship. Dr Fen and Dr Wenliang were the first whistleblowers in China to report that a new pandemic was possibly underway, and ever since, numerous other whistleblowers around the world have been reporting on the spread of the virus, the lack of medical equipment and other information of public interest. This paper maps the relevant whistleblowing cases in China, the USA and Europe and shows that many whistleblowers are initially censored and face disciplinary measures or even dismissals. At the same time, whistleblowing during the COVID-19 pandemic has drawn public attention to the shortcomings of institutional reporting systems and a wider appreciation of whistleblowers as uniquely placed to expose risk at early stages. Air pollution in the form of particulate matter (PM) is becoming one of the greatest current threats to human health on a global scale. This paper firstly presents a Bayesian space–time hierarch piecewise regression model (BSTHPRM) which can self-adaptively detect the transitions of local trends, accounting for spatial correlations. The spatiotemporal trends of the approximately anthropogenic PM 2.5 removed natural dust (PM 2.5_No Dust) concentrations and the corresponding population's PM 2.5_No Dust exposure (PPM 2.5 E) in the global continent from 1998 to 2016 were investigated by the presented BSTHPRM. The total areas of the high and higher PM 2.5_No Dust -polluted regions, whose spatial relative magnitude of PM 2.5_NoDust pollution to the global continental overall level was between 1.89 and 14.68, accounted for about 13.4% of the global land area, and the corresponding exposed populations accounted for 56.0% of the global total population. The spatial heterogeneity of the global PM 2.5_NoDust pollution increased generally from 1998 to 2016. The areas of hot, warm, and cold spots with increasing trends of PM 2.5_NoDust concentration initially contracted and then later expanded. The local trends of the global continental PM 2.5_NoDust concentrations and PPM 2.5 E can be parted into three changing stages, early, medium, and later stages, using the BSTHPRM. The area proportions of the regions experiencing a decreasing trend of PM 2.5_NoDust concentrations and PPM 2.5 E were greater in the medium stage than in the early and later stages. The local trends of PM 2.5_NoDust concentration and PPM 2.5 E in the two higher PM 2.5_NoDust polluted areas, northern India and eastern and southern China, increased in the early stage and then decreased in the medium stage. In the later stage (recent years), northern India displayed a stronger increasing trend; nevertheless, the follow-up decreasing trend still occurred in eastern and southern China. In the first two stages, more than half of the areas in Europe experienced a decreasing trend of PM 2.5_NoDust concentration and PPM 2.5 E; later, more than half of areas in Europe exhibited increasing trends in the later stage. North America and South America experienced a similar local trend of PPM 2.5 E to Europe. The US and Europe have long experienced the expansion of low-cost carriers (LCCs) in the aftermath of extensive aviation liberalisation offering free access to the market for US and European airlines, respectively. More recently, following the opening of the progressive aviation market, China has also emerged as a country that welcomed LCCs to some extent, but has not subscribed to full liberalisation. In this context, our paper compares China's largest LCC, Spring Airlines, to the largest European (Ryanair and EasyJet) and US (Southwest and JetBlue) low-cost airlines. Comparisons in this context include volumes supplied, spatial coverage, network geography and financial results. This comparative study found that Spring Airlines is still a small/emerging LCC compared to the European and US giants and in terms of China's potential market. This is notably due to the lack of whole free access to the market and trunk routes that are still protected to some extent in favour of the Big Three in China. However, Spring uses its production means in an efficient way and generates good financial results, especially compared to those of China's Big Three airlines. An operational multimodel forecasting system for air quality has been developed to provide air quality services for urban areas of China. The initial forecasting system included seven state-of-the-art computational models developed and executed in Europe and China (CHIMERE, IFS, EMEP MSC-W, WRF-Chem-MPIM, WRF-Chem-SMS, LOTOS-EUROS, and SILAMtest). Several other models joined the prediction system recently, but are not considered in the present analysis. In addition to the individual models, a simple multimodel ensemble was constructed by deriving statistical quantities such as the median and the mean of the predicted concentrations. The prediction system provides daily forecasts and observational data of surface ozone, nitrogen dioxides, and particulate matter for the 37 largest urban agglomerations in China (population higher than 3 million in 2010). These individual forecasts as well as the multimodel ensemble predictions for the next 72 h are displayed as hourly outputs on a publicly accessible web site (http://www.marcopolo-panda.eu , last access: 27 March 2019). In this paper, the performance of the prediction system (individual models and the multimodel ensemble) for the first operational year (April 2016 until June 2017) has been analyzed through statistical indicators using the surface observational data reported at Chinese national monitoring stations. This evaluation aims to investigate (a) the seasonal behavior, (b) the geographical distribution, and (c) diurnal variations of the ensemble and model skills. Statistical indicators show that the ensemble product usually provides the best performance compared to the individual model forecasts. The ensemble product is robust even if occasionally some individual model results are missing. Overall, and in spite of some discrepancies, the air quality forecasting system is well suited for the prediction of air pollution events and has the ability to provide warning alerts (binary prediction) of air pollution events if bias corrections are applied to improve the ozone predictions. Ecosystem services of urban green spaces play an important role in the sustainable development of the urban ecosystem. How to quantify the ecological benefits of urban green spaces and evaluate their ecological services is a hot topic in related fields. Currently, with the advancement of science and technology, the assessment method has been developed from the traditional ones such as the Council of Tree and Landscape Appraisers (CTLA) method, afforestation cost method, and carbon tax method to CITYgreen and i-Tree. The latter two models have been widely used in countries of Europe and America, while the use of i-Tree has not been promoted in China. In this paper, i-Tree Eco (UFORE) was selected for research, and its application in the assessment of the ecosystem services of urban green spaces, including energy saving, air quality improvement, interception of rainwater, and aesthetic benefits, were analyzed. This study aims to provide a theoretical and scientific basis for the introduction and localization of i-Tree, as well as its generalization in the assessment of forest ecosystem services domestically. The research of Eurasian regionalism mostly focuses on the Eurasian core, for example, Russia, Belarus, Kazakhstan, which have been pursuing a more exclusive and closer form of integration – Customs Union/Eurasian Economic Union. Other countries of the post-Soviet space are often described as post-Soviet ‘escapists’ or ‘isolationists’ and mostly discounted in the analyses of the Eurasian regionalism. The paper looks at six post-Soviet states, who opted out from the Eurasian Economic Union, and analyse their interaction with the EEU. The paper argues that despite tensions in relations with Russia, most of these countries are reluctant to entirely disrupt their economic relations with the post-Soviet Eurasia. The paper argues that six countries of the post-Soviet Eurasian periphery effectively pursue policies of a looser form association with the Eurasian core. This finding allows to argue that Eurasian regionalism, similarly to its European model, consists of the core and outer circle. The outer circle is featured by overlapping regional arrangements and growing presence of external powers and growing number of transit and trade flows linking this Eurasian periphery with the West and Asia. • Collected and consolidated a comprehensive set of supply and demand data from multiple data repositories, government agencies, freight carriers, research papers and reports, and text and oral communications with industry professionals for China-Europe containerized freight flows; • Constructed a multimodal freight transportation supernetwork for China-Europe containerized freight flows, including a liner shipping network run by all major liner shipping alliances, a freight rail network exclusively managed by the China Railway Express, and a domestic highway network in China and a multinational highway network in Europe; • Proposed and analyzed a multimodal multicommodity freight transportation network flow model with bottleneck congestion functions and service capacity constraints, in which the individual mode-route choice behavior is regulated by stochastic user equilibrium; • Developed, tested and analyzed a Lagrangian relaxation framework embedding a disaggregate simplicial decomposition algorithm for the developed multimodal multicommodity freight transportation network problem. As a traditional way for transporting containerized cargoes, international liner shipping has long played a dominant role in the China-Europe freight transportation market. In recent years, China Railway Express has offered a new and competitive freight transportation option, contributing to a significant increase in the trade volume by rail between China and Europe. With the goal of providing a holistic computational tool that can predict and analyze the spatial distribution of containerized freight flows and suggest strategic transportation infrastructure and service expansion options, this paper develops and implements a multimodal multicommodity freight transportation network equilibrium model, based on a newly constructed supernetwork integrating international liner shipping lines, international freight rail services, and international and domestic highway networks in relevant countries. The combined transportation mode-route choice behavior of individual shippers is characterized by the widely used multinomial logit model, where the values of time of different commodity categories are included in its utility functions. The congestion effects arising from bottleneck facilities along liner shipping and freight rail lines (i.e., seaports, water channels, and break-of-gauge stations) are first captured by queueing models and then approximated by polynomial delay functions, while the accommodation capacity of individual service lines is explicitly embedded into the model as hard constraints. This supernetwork equilibrium model is tackled by a subgradient algorithm in the Lagrangian relaxation framework embedding a disaggregate simplicial decomposition algorithm. Computational experiments are conducted with a multi-layer, hetero-structure set of supply and demand data collected from multiple data repositories, government agencies, freight carriers, and research papers and reports. The preliminary results exhibit the computational performance of the solution procedure and reveal the variation of congestion levels of bottleneck facilities, capacity usage profiles of service lines, and competitiveness conditions between liner shipping and freight rail services under different monthly demand patterns. Tibetan medicines are key material objects for medical treatment and have become part of a global trend of 'pharmaceuticalisation', playing increasingly important political and socio-economic roles in an 'alternative modernity'. As I argue in this paper, they also have become key 'sites of contestation' between different epistemic values and styles of practice related to efficacy and safety that are reproduced in and through specific formulation regimes. Based on my multisited ethnography of production, prescription, and use practices of Tibetan medicines in China and Europe, this paper conceptualises three distinct formulation regimes, offering a heuristic model for transnational comparison—a classical, an industrialised or reformulated, and a polyherbal regime. The first two are the major orientations while the polyherbal is a conjoint hybrid with either the classical or the industrialised formulation regime. Globalised national drug safety regulations legalise and confer legitimacy to industrialised Tibetan formulas that follow biomedically defined efficacy, safety, and disease categories, while classical formulas produced by private physicians or small-scale cottage pharmacies are increasingly marginalised as producing 'unsafe' and at times illegal medicines, and need to find new ways for adapting and circulating their formulas. China Railway Express (CR Express) has been fast developed, offering an alternative to transportation of the containerized cargo between China and Europe. This paper examines CO 2 emissions and social welfare implications of the intermodal competition between the emerging CR Express and incumbent maritime shipping. An analytical model is developed, which shows that the implications depend in general on the relative emission intensities of the two transport modes on a per-trip basis. The entry of CR Express and the resultant intermodal competition, while likely improving welfare, will increase emissions unless CR Express is sufficiently emission efficient. Such impacts on emissions and welfare are enhanced when there are more CR Express operators, or when there are fewer shipping carriers. The competition among Chinese local governments in supporting their own CR Express services also strengthens the impacts. The analytical model is further calibrated with real market and operational data on the route between China's Yangtze River Delta and Central Europe. Our numerical simulations show that intermodal competition leads to more emissions unless CR Express can achieve an approximately 90% reduction in emission intensity and that overall welfare is nonetheless improved. The Belt and Road Initiative (BRI) entails investments to improve overland (rail) transport between Europe and China. This paper introduces a microscopic Multi-Commodity Flow Service Selection Problem for freight transport under the BRI and provides a decision tool for shippers to make door-to-door service plans. The minimizing objective function considers transportation costs, in-transit inventory costs, and carbon emissions. A series of sampled data of each provincial region of China are collected from Chinese multimodal transport operators. Results show that inland regions are strongly attracted to the rail mode for shipments to Europe. However, the "last mile" (including "first mile") transport from the shipper to the long-haul transport terminal strongly influences this choice, and carbon emissions are strongly influenced by the available last mile transport links. This paper takes an innovation system approach to analysing the development of wind energy in three jurisdictions: the EU, USA and China. The paper builds on and extends previous innovation system studies on wind in two ways. First, it focuses on the interactions over time between policy and innovation system dynamics, in order to highlight lessons for low-carbon policymaking. Second, it extends the analysis from the formative and growth phases of the innovation system to the globalisation and transfer phase, in which mature technologies are transferred to new markets. The conclusions are: first, policies should go beyond ‘market pull’ and ‘technology push’ and should take into account the institutional frameworks through which they are delivered; second, policies have been more successful where they prioritised long-term learning-oriented deployment rather than short-term efficiency; third, system failures exist at the transfer stage of development as well as during formative and growth phases. This new global financial crisis has required us to recognize how closely and deeply different regions and countries around the world are connected and how they interact with each other. In this interconnected context, planning theory and experiences also become fluid rather than being confined within certain boundaries. This paper explores the links between Chinese planning and European (or “Western”-oriented) spatial planning by critically analysing the development of Chinese planning. In China, modern European planning theories have been under discussion and partly in practice for years. Indeed, they have been playing an important role over the past 30 years in, for example, urban growth management, land-use regulation and environmental protection, and also in helping achieve sustainable development. However, the evolution of Chinese planning, now in a highly dynamic phase, has distinguished itself from that of European planning by adopting a highly rational, coordinated and top-down approach. This paper argues that there are several reasons for this. However, beyond this mere observation, there are a wide range of possibilities to be considered and reflected on with respect to these two different trajectories of planning development, which could enhance planning theory and practice. Abstract: This paper aims to consider the total cost, including polluting environmental emissions, of imports from China to Europe of five valve components in aluminium, steel and iron. These are compared with locally produced alternatives to investigate whether internalising such external costs affects their price competitiveness. Seaborne trade represents 90% of international trade and is growing faster than the world’s economy, but marine pollution emissions are not reflected in market prices. Chinese aluminium, iron and steel production are about 2.5 times more polluting than their European counterparts, but this is also not reflected in prices. In this paper both types of extra emissions are calculated, valued and added to the cost of the components analysed, for comparison with locally produced alternatives. The locally produced components generally remain uncompetitive with Chinese imports for all likely values of external cost, except for heavy aluminium components under high external cost assumptions. The Chinese iron components analysed are simply too low in cost for European (in this case Spanish) equivalents to be competitive even allowing for environmental costs; while the stainless steel ones are so small and light that transport cost, even including externalities, is not significant. While these specific results are of limited generalizability, they provide insight into an issue of considerable and growing importance. Some suggestions are offered for further research. Environmental Law has an important international side, although it has been frequently analyzed from the Public International Law point of view. This paper focuses on the increasingly relevant approach to the Environment according not to the Public, but to the Private International Law. To that aim, two different scopes of this branch will be considered here: international jurisdiction and the conflict of laws. Besides, as it will be shown along this paper, the study of international environmental torts composes the leading problem in this area. The common approach to these cases in Private International Law follows the Latin sentence locus delicti commissi (the place of the harmful event). Therefore, this paper deals with the evolution and present application of that principle, also present in Chinese Law, as it will be shown, in those two mentioned main branches of interest (international jurisdiction and the conflict of laws) basically through its interpretation by the European Court of Justice. The co-occurrence of mental illness and substance abuse is among the most prevalent mental disorders worldwide. It has become more significant in the United States, Europe, and Hong Kong, and it presents complex issues for both mental health and substance abuse practitioners. This paper explores the historical and conceptual issues on dual diagnosis. In addition, different perspectives on dual diagnosis are crucial for developing public policies and programs to address client needs on the road to recovery. The dominant view on dual diagnosis has been the medical perspective. This paper describes three more perspectives: moralistic, psychosocial risk, and phenomenological. The Middle Kingdom, as a relatively unknown advanced civilisation, held a unique position in Enlightenment thought, as Europeans tried to understand a widening world and their own place in it. European views of China in the early modern period have been widely studied. While the predominant paradigm has been to analyse a shift from sinophilia to sinophobia, disagreements over the extent, nature and timing of this shift suggest that the rigid juxtaposition may not always be useful. In order to highlight the importance of the particular topic to the constructions of China in eighteenth-century European thought, this paper examines the way primary sources and scholars viewed one particular aspect of China: Its system of government. This paper will consider views of China related to Adam Smith's main duties of government (the art and science of war, the administration of justice and public institutions) and how these duties were to be paid for (the public revenue). Discussions of China's government married interest in the advanced civilisation of China with that characteristic Enlightenment project to define, explain and reflect on the meaning of civilisation and progress. A surprising degree of consensus is found, calling into question the conventional juxtaposition of sinophilia and sinophobia. Moreover, eighteenth-century European observers did not approach China with assumptions of superiority; on the contrary, there was a degree of civilisational relativism in their outlook, and at times China was seen as offering useful lessons. This approach also allows us to consider those questions with which Enlightenment thinkers did not turn towards China for answers, and ask the reasons for such omissions. China was dismissed as a useful model because it was deemed in many ways to be a unique case that could not be worked into the universal models that characterised the European Enlightenment. Current approaches to science-technology-society (STS) education focus primarily on the controversial socio-scientific issues that arise from the application of science in modern technology. This paper argues for an interdisciplinary approach to STS education that embraces science, technology, history, and social and cultural studies. By employing a case study of traditional papermaking technology, it investigates how the interactions between technology and science can be explored in an authentic societal and cultural context across a historical time span. The term technology-society-science (TSS) is used to represent an alternative approach to linking technology, society, and science that aims to redress the imbalance between science and technology, and to resolve the tension between two diverging goals of STS education. In recent years an increasing number of works on EU international actorness have begun to focus on notions of “normative, value-driven external policy”. However, the majority of these works tend to uncritically analyse EU foreign policy without considering its internal complexity and the existing national, supranational and intergovernmental dynamics. This paper first sheds light on these issues by proposing an original theoretical and analytical framework to study European, rather than merely EU, normative foreign policy. Secondly, this paper attempts to empirically apply such a framework in the specific case of European human rights promotion in China. What emerges is that in the case of China, and Asia more broadly, Europe appears more as a normative trap, where the interaction of EU institutions and member states originate policies not in line with the EU human rights normative basis. The rapid growth and new development of internet technologies have provided many significant opportunities for cost reduction and service improvement for the supply chain. However, the adoption of the interact technologies in agribusiness supply chains (SC), especially the flesh produce supply chain, is still slow and far behind other sectors. This paper is about the EU funded project VEGNET (Enhancing Vegetable Supply Chain Management with internet Technologies) which aims to accelerate the speed of internet adoption among fresh produce supply chains involving small- and medium-sized enterprises (SMEs). The paper first introduces the project's objectives and approaches. It then presents some key findings from a survey conducted with United Kingdom SMEs in fresh produce supply chains. These findings provide actual insights into the current internet and software usage of the United Kingdom SMEs and help to reveal gaps between Europe and China. This paper summarizes the phenomenon of offshore outsourcing and relates it to the history and current state of engineering education and the engineering profession in Europe and the USA. In order to assess the climate affecting employment decisions by and about engineers we have used as sources mostly the serious press, with an emphasis on material dating from 2004 forward. The authors conclude that despite anxiety about the out-migration of engineering and technical jobs to places such as India and China, there is reason to see offshoring as the result of Western investment in capacity building in developing countries and to believe that the creation of new jobs will outpace the rate of job loss in Europe and the USA. The paper should serve as a prod to policy-makers and educators to set about creating an environment in which highly educated engineers and technical employees can continue a pattern of economic revitalization. Abstract: Visions about the establishment of a lunar base and development of the Moon for scientific, technical and commercial ends have been on the political agenda since the beginning of the Space Age. In the past few years a number of spacefaring nations, including the USA, European states through ESA, Japan, India, China and Russia have proposed missions directed at the robotic and human exploration and development of the Moon. This paper argues that an important factor in advancing these missions lies in a partnership between the pubic, governmental sector and the private sector. The paper analyzes the dynamics of this partnership as applied to the case of the US Vision for Space Exploration. The results of the analysis suggest that public–private partnerships directed at lunar development and commerce depend on how government reduces risks for the private sector. Simple Summary: In order to ensure we do not speak at cross-purposes, common understandings and definitions are useful. However, there is no universal definition of animal welfare. Structured interviews with a sample of European and Chinese zoo staff aimed to explore their perceptions and understanding of the term 'animal welfare', and the use of animal welfare frameworks in a zoological context. Thematic analysis demonstrated that all interviewees used similar descriptors when discussing animal welfare including describing animal feelings and emotions. Animal welfare frameworks were considered useful across both regions. However, different frameworks were suggested by interviewees in Europe to those in China. Chinese zoo staff expressed the importance of leadership in animal welfare in Chinese zoos. These findings suggest a common understanding of the concept of animal welfare, and the usefulness of animal welfare frameworks across geographically and culturally diverse regions. Universal frameworks for zoo animal welfare have been suggested. However, there is little evidence of a cross-cultural understanding of zoo animal welfare. This paper reports themes emerging from a qualitative study of international (European and Chinese) zoo professionals on zoo animal welfare issues. Structured telephone interviews were conducted with eight Chinese and eight European zoo staff, covering aspects of zoological animal welfare, conservation and zoological husbandry practices. These qualitative data were thematically analysed, and key themes generated. This paper describes three themes relating to 'What is animal welfare' 'Animal welfare frameworks' and 'The human element in animal welfare'. This analysis indicates that the concept of animal welfare has cultural equivalence across Europe and between Europe and China, and that zoo staff are familiar with welfare frameworks. About two thousand species of plants are known in the world to yield natural fibers, but just a few are commercially important, providing nearly 90% of the global production of natural fibers. Since ancient times, humans required fiber to produce cordage, tools, clothes, nets, etc., in order to provide food and shelter. Among the most productive fiber plants, the bast fiber crops are undoubtedly considered as major contributors. The bast fibers are sclerenchyma fibers associated with the phloem of crops such as flax, hemp, kenaf, ramie, nettle, jute, etc. Currently, in both Europe and China, bast fibers are used for industrial applications in textile, construction, automotive, and other industries. Recently, bast fibers gained importance also as a renewable feedstock for the production of strong, lightweight, composite materials. However, there are factors in agro-industrial chain that limit the broad commercialization of these crops and their products. From an agronomical point of view, a part of the problems are associated with technological gaps in harvesting technologies, which impede the full exploitation of some crops. For instance, the production of high-quality fibers for textile firstly depends on the quality of the raw material, which in turn is linked, among the others, with the efficiency of the harvesting system adopted. In most cases, these systems were developed locally, based on available solutions in connection with specific local agricultural practice. The aim of this paper is to present a review of the existing mechanical harvesting systems for bast fiber crops in Europe and China, with special reference to hemp, flax, and kenaf. In addition, the work will furnish a description of the innovations that have been adopted in recent years to improve the harvesting processes in order to increase the value of these crops and their products. What Western academic literature described as ethnic or cultural Tibet in fact implies something composite and processually constructed: Tibet then often appears as a typical example for explanations of collective identity (and ethnicity). Such approaches increasingly are applied in present-day anthropology and historical studies, highlighting the historical conditions and the politically, socially and ideationally constructed features of identity. In Tibet, identity-building was strongly related to the spread of Buddhism. The new religion was introduced in the time of the Tibetan Empire (seventh to ninth century), but it was only its later spread (from the eleventh century) that led to the effective, all-embracing establishment of Buddhism in the Highlands. It was interlinked with regionally different forms of political manifestations—the founding of Buddhist kingdoms at the periphery and the emergence of monastic hegemonies in the central regions. These developments correlated with processes of conversion, which in its narrative model is described as an act of conquest, taming and civilizing the physical universe and which in theory actually never ends. Apart from considering current anthropological discussions of the phenomenon of religious conversion, this paper will include a comparative view of the history of Christianization in early medieval Europe (especially in Western Europe—the Frankish kingdom and the barbarian zones North of the Rhine and the Danube, fifth to tenth century). Inter alia this also raises questions about the initial social forces and interests promoting the new religion's adoption, and to what extent formal similarities with the Tibetan case are ascertainable in Europe. Catchment/floodplain sediment geochemical datasets from three continental-scale geochemical projects in Australia (AU), China (CH) and Europe (EU) were studied by comparing sample media, sample preparation, elements determined, analytical methods, detection limits and proportions of reportable values, and certified reference materials used. Twenty six elements (Ba, Ce, Co, Cr, Cu, Mo, Nb, Ni, Pb, Rb, Sr, Th, V, Y, Zn, Zr, Al 2 O 3 , CaO, K 2 O, MgO, MnO, Na 2 O, P 2 O 5 , SiO 2 , Fe 2 O 3 (total), TiO 2 ) were considered comparable among the 35 determined by all three projects, according to the criteria for global comparability of elements proposed in this paper. The median concentrations of all elements (except Co, Y, Zr, SiO 2 and TiO 2 ) in the three datasets increase in the following order: AU < EU ≤ CH, and the median CH/EU ratios for all elements range from 0.98 to 1.94, while the median CH/AU and EU/AU ratios for elements, such as CaO, Na 2 O, MgO and Zn are generally greater than 2 (and up to 7), which could be explained partly by protracted weathering in Australia, and partly by the smaller grain size fraction analysed of the CH dataset (< 1 mm) compared to AU and EU (< 2 mm). In conclusion, a unified sample medium should be collected and unified sample preparation techniques should be followed. Key elements related to mineral resources and the environment should be determined and international or exchanged internal standard materials inserted in new national or global geochemical mapping projects in order to generate globally comparable datasets for establishing global geochemical baselines. In modern contract law, freedom of contract is of an underlying principle that people have struggled for centuries. Both China and Europe fully realized its value, although in distinct ways that are deeply rooted in the two regions' historical and cultural backgrounds. In Europe, freedom of contract is restricted by principles of good faith, fair dealing, social justice and fundamental rights, whereas in China, except for those limitations set by the Europe, the traditional notion of contract voluntariness is rather limited by the collective interests and interests of the state. The "images" which have commonly distinguished Brussels' relations with Beijing (starting from the 1990s) and Tokyo (since the Cold War years) appear to actually be the result of the concurrence of events and of structuring factors that denoted trade problems on the surface, or dysfunctions generated by the systemic variable. Nonetheless, in this paper I try to explain that these problems are fundamentally based on a much more complex and inherent divergence of two universes of values and different political cultures. Zhao Tingyang's theory on "relation rationality" and the Japanese ethical notion of "relational coexistence" (linked to Watsuji Tetsuro) may help to inscribe and construct modern historical relations between China and Japan towards Europe into a narrative by bringing - in Carol Gluck's words - "the outside in". Finally, I analyze the relationship between the three actors in the light of the systemic changes occurred after the end of the bipolar system and especially following the 9/11 terrorist attacks, trying to highlight the potential of their political dialogue. Abstract: This paper focuses on the application of various biomonitoring techniques in China. We report a study in the Pearl River Basin (Guangzhou) based on the application of diatom indices as well as a study on the waterways in Wuhan based on evaluation of toxicity (using phytotoxicity, Daphnia magna and Microtox™ tests) and the Extended Biotic Index (EBI). Regarding the diatom indices, acceptable results were obtained based on comparison of the chemical water quality level and the European and Japanese indices, despite a lack of taxonomic information. The toxicity tests applied to the Wuhan waterways (Yangtze and Han Rivers) produced interesting results and can be considered to represent a useful tool for water pollution control in this area. Application of the EBI in Wuhan produced results that were contradictory to the toxicological analyses, as there were no indications of toxicity, whereas EBI indicated poor water quality. It can be concluded that in principle, certain European biological indicators can be considered to represent feasible tools to be applied in China. However, further studies will have to be carried out to develop bioindices based on Chinese data sets. The use of bioindices based on macroinvertebrates is limited to less polluted and smaller rivers with a lithic river substratum, whereas diatom indices are also applicable under extreme conditions (e.g., under high pollution loads or in large river streams with sandy riverbed sediments through installing artificial substrates). The leading international standards for information security management, ISO/IEC 27001 and ISO/IEC 27002 originate from the UK, but are applied worldwide. This paper explores whether the processes of selection, implementation and use of these interrelated standards differ between China and Europe by studying cases of Chinese and European companies. Chinese companies face some additional problems with the standards but manage to get them successfully implemented in a short period of time. Main differences relate to governance and management of standard adoption. This study is innovative in the method used for standardisation research (comparative multi-case study), and the topic: implementation and impact of information security management standards. Abstract: The algorithms used in Arabic and medieval European mathematics for extracting cube roots are studied with respect to algebraic structure and use of external memory (dust board, table, paper). They can be separated into two distinct groups. One contains methods used in the eastern regions from the 11th century, closely connected to Chinese techniques, and very uniform in structure. The other group, showing much wider variation, contains early Indian methods and techniques developed in central and western parts of the Arabic areas and in Europe. Building platforms are described, and their purposes are explained. Historically, construction standards for engineered fill were not good, but following development of new specifications in the UK, and after major failures in Hong Kong, good practices were established to improve the construction of building platforms. In the UK this work was strengthened by the Building Research Establishment, with valuable contributions from individual authors. The paper summarises the advice in the literature in the context of almost 50 years' experience in the UK, central Europe and China, and sets out recommended procedures for constructing filled building platforms. Site practices in the UK and elsewhere do not always follow the established guidelines. Several examples of good practice and departures from best practice are provided, with some photographs. Abstract: This paper investigates the connectivity of the airport networks in China, Europe and US. Our aim is to analyze which network is most beneficial to final passengers in terms of travel time and which of the network features lead to such a result. A time-dependent minimum path approach is employed to calculate the minimum travel time between each pair of airports in the three networks, inclusive of flight times and waiting times in intermediate airports. We evaluate each fastest indirect connection in terms of waiting times and routing factors to consider the effect of the hubs’ coordination and locations. The Chinese network provides the quickest travels for passengers, but this performance is explained by a small number of airports per inhabitant. The US network is the most coordinated when considering indirect connections. The EU network provides the most homogeneous level of service when comparing airports of different sizes. Abstract: Russia is a strategic partner for Europe, in particular in its space endeavour. However, in the past decade the Russian partner has significantly changed. Strengthened by a better economic situation, Russia is now reasserting strong ambitions, and its leadership aims to reaffirm the country''s position on the international scene. As a result, Russia''s international partnerships in the space field have evolved and the country has recently intensified relationships with China and India. This development has the potential to strongly impact Europe, its space activities and the relations between all those actors. This paper investigates the relations between Russia, India and China, their possible evolution and the consequences for Europe. It evaluates the potential impact on Europe''s space activities and on its cooperation with the Russian partner. It concludes with recommended actions to be taken by European decision-makers in order to maximise opportunities and minimise risks in this changing environment. [Copyright &y& Elsevier]

This paper addresses some of the challenges confronting the EU and China as they build their knowledge economies. We argue that there is an urgent need to develop a new outward-looking Lisbon strategy, preparing the EU for globalization. The strategy would focus on: international trade in services, internationalization of research networking, and access to brains and talent. The success of the Chinese economy over the past three decades can be partly attributed to its ability to absorb globally advanced technology and huge flows of foreign investment, and its policy of providing incentives to domestic and foreign firms to innovate, a strategy very reminiscent of Europe's Lisbon agenda. To move further, China needs to overcome the obstacles of regional disparities, transform its industry and deepen industry-academy linkages. This paper examines US, Japanese, and European political economy approaches to China, and their effect on US-Japan and US-EU relationships. Great powers with a greater security concern in dealing with another major country care more about power while those with less of a concern are preoccupied with calculations for wealth. China's rise and its actions have posed a far greater security challenge to the United States and Japan and are driving the two countries closer together. The political economy game involving China reveals a dominant welfare motive among the advanced market economies. The ambition to transform China politically has diminished. China's integration into the global market makes a relative gains approach difficult to implement. Globalization simply limits the ability of a state to follow a politics-in-command approach in the absence of actual military conflict, which explains why the political economy approaches of the United States, Europe, and Japan are not that different in the scheme of things. China's own grand strategy to reach out to the world to outflank the US-Japan alliance has also contributed to a divergent European policy toward China although there are severe limitations to Beijing's ability to drive a wedge between the United States and Europe. This paper re-evaluates a persistent but controversial claim in studies of China—to wit, that Chinese thought exhibited a different logical structure than that found in Europe. By situating what is now largely regarded as a Sinological problem within the broader context of the debate between Edward B. Tylor (1832-1917) and Lucien Lévy-Bruhl (1857-1939) about primitive thought, it argues that this line of inquiry about cultural difference, as exemplified by the work of its earliest exponents, Marcel Granet (1884-1940), Joseph Needham (1900-1995), and Angus Charles Graham (1919-1991), is still significant. The significance of these works lies not so much in their specific arguments about China as in the general approach they suggest for explaining cultural difference, an approach that can steer clear of the dangers in evolutionary and essentializing approaches to the study of human mentality. The paper applies Wagner's Law of increasing state activity to illustrate the changing function of the state in China as a consequence of economic liberalization. Wagner's Law describes the association between increasing national wealth in progressive states and the rise in state activity and expenditure. This indicates that the causes of bureaucratic expansion are to be sought, not just in terms of political pressures, but the interplay between political considerations and the economic necessities, resulting from the emergence of new property rights. A simple illustrative model is developed to measure the effects of increasing national wealth and the growth of the public sector. Aiming at promoting a new bilateral legal framework for China-EU economic relations without political interference, this paper first surveys the developments of China-Europe economic relations and the relevant legal arrangements since 1949; second, it deals with political issues affecting China-EU economic relations; and third, it discusses basic legal considerations in signing China-EC economic treaties for the Chinese side. The author points out that the China-EC Economic Cooperation Agreement in 1985 has proved insufficient for practical needs and a substitutive agreement should be promoted in the new era. In order to promote China's biogas industry development, this paper comprehensively compared the biogas status and related policies between China and Europe and tried to find the shortage and potential implications. China has access to abundant biomass resources, with considerable biogas potential and an annual theoretical output of 73.6 billion m3. Household-based biogas digesters coexist with medium and large-scale biogas plants (MLBPs) in China. Although the number of MLBPs in China was almost two times higher than Europe, the annul biogas production yield was only half of those in Europe. In China, biogas is mainly used for heating and cooking, and its power generation capacity is far lower than that in Europe. Overall, biogas industry is more commercialized in Europe than China. In terms of biogas related policies, China has an advantage in quantity, but is weak in their implementation. Biogas related policies in China mainly focus on agricultural and rural development, while in Europe, they are aimed at increasing the utilization of renewable energy and reducing greenhouse gas emissions. In addition, policies in China are mostly filled with encouragement, lacking detailed subsidy schemes and modes, whereas in European countries are more targeted and scientific. Based on the dissimilarity of current status and the disparity in policies, a series of countermeasures and suggestions for the development of the Chinese biogas industry are presented. • China's biomass sources have lower utilization rate compared to Europe. • Biogas industry in Europe is more industrialized and commercialized than in China. • The related-biogas policy framework of Europe is more mature and perfect. • European biogas policy provide valuable reference for China's biogas development. • China's biogas industry has great potential for development.
