Assuming responsibility for emission reduction is an important part of participating in the global governance of climate change. Countries with a carbon neutrality target now cover about 75% of global greenhouse gas emissions. Carrying out fairness evaluations of their carbon neutrality targets provide a strong basis for the global carbon inventory. In this paper, the target years of carbon neutrality for major countries and regions under the global target of 2 °C and 1.5 °C are studied using the burden sharing model. On this basis, this paper simulates the possible pathways of carbon neutrality and evaluates the ambition of emission reduction targets in terms of annual emission reduction, per capita emission, and cumulative per capita emission. The results show that, from the perspective of equity, most of the developing countries cannot meet the global goal of 1.5 °C. The United States and the European Union nations could achieve carbon neutrality by 2050 by continuing their annual emission reductions under their existing NDC targets. However, to achieve carbon neutrality by 2060, China's annual emission reduction rate from 2030 to 2050 will be 6.7%, and the annual amount of emission reduction accounts for 51% of the global amount under the 1.5 °C target. Meanwhile, China would become the main force behind global cumulative emissions in the following decades. Thus, the emission reduction pathways China chooses will have an important impact on global climate mitigation progress. Based on the above research conclusions, this paper proposes that developed countries and developing countries should explore bilateral or multilateral cooperation in technology and finance in the field of climate change. As a raw material for clean energy supply for the new generation, the soybean is conducive to the realization of global energy transition and sustainable development in the context of "carbon neutrality". However, global warming has been affecting soybean yields in recent years. How to clarify the correlation between meteorological factors and soybean yields, so as to ensure the security of soybean growth and development and the stability of renewable energy development, is a key concern of the government and academia. Based on the data of temperature, precipitation, sunshine duration and active accumulated temperature during the soybean growing season in Hulunbuir, Inner Mongolia Autonomous Region from 1951 to 2019, and soybean yield data of the city from 1985 to 2019, this paper adopted statistical methods such as the Trend Analysis Method, the Rescaled Range Analysis Method and so on to analyze the trends of yield changes, characteristics of abrupt changes and periodic patterns of climate factors and soybean yields in Hulunbuir. A Pearson Correlation Analysis and a Grey Relation Analysis were used to explore the correlation between climatic factors and soybean yields, followed by a comprehensive impact model of the combined effect of temperature and precipitation on soybean yields established by the Method of Integral Regression. The results showed that temperature and active accumulated temperature are the dominant factors affecting soybean yields in Hulunbuir, while the decrease in precipitation is unfavorable to the improvement of soybean yields. Meanwhile, temperature and precipitation have different effects on the growth and development of the soybean at different stages. Climate change has become a critical issue for ensuring the sustainable development of human society. In the future, countries with greater potential for carbon reduction and advanced carbon technologies will enjoy a more favorable position in global development. The struggle for leadership and influence in the global climate change arena will intensify between developed countries such as the United States and those in Europe, the main promoter of climate change policies, and developing countries such as China. The Chinese government' s climate strategies, including goals of reaching peak carbon emissions and achieving carbon neutrality, are currently focused on finding ways to break the impasse in this climate game between major powers. Carbon tariff policies promoted by Europe and the United States have emerged as a powerful tool in this game. This paper employs a global multi-regional computable general equilibrium model to assess the economic and ecological impacts of the post-carbon tariff era on China. We consider eight possible scenarios based on the assumption that the European Union and the United States will impose carbon tariffs on imported products to meet global carbon reduction targets. The study finds that: ① The carbon tariff policies implemented by the United States and Europe have significant adverse effects on China' s GDP and welfare. Furthermore, these policies have a considerable detrimental impact on exports that are highly carbon-intensive, while their overall effectiveness in reducing carbon emissions remains limited. ② The carbon border tax policy, as applied by developed economies such as the United States and the European Union, does not have a clear effect on reducing carbon emissions and is a typical example of a 'harmful to others, unhelpful to oneself' behavior. ③ The Export Tax Rebate policy of China can to some extent alleviate the adverse impacts of the European and the United States Carbon Border Tax policies on the Chinese economy, while also potentially reducing China' s carbon emissions. ④ The Chinese government needs to be cautious in responding to the retaliatory measures of imposing carbon border taxes on Chinese imports, as they could cause more severe economic losses to China. The article proposes that China should take proactive measures to mitigate the negative impacts of carbon tariffs by implementing an export tax rebate policy. It also suggests guiding carbon-intensive export-oriented enterprises to proactively develop emission reduction plans and carbon footprint inventories, as well as enhancing clean energy technologies. In addition, China should actively achieve its 'dual carbon' goals, thereby avoiding economic suppression by developed economies such as Europe and the United States, who may use carbon tariffs as an excuse. The Chinese government's use of fiscal policy, which includes fiscal income and spending, is crucial in its fight against environmental pollution and climate change. Innovation‐driven has arisen as a new alternative to reconcile economic success with environmental conservation in light of tighter resource restrictions and the suggestion of the Chinese High‐quality Development policy. The paper uses an econometric model to examine the connection between institutional resource consumption efficiency and carbon neutrality, using a data set consisting of Chinese inter‐provincial panel data from 2007 to 2020 as a research sample; fiscal decentralization is also discussed as a potential moderating factor. Collaborative innovation positively boosts ecological efficiency and produces geographical spillovers, and the findings suggest so long as the economic distance is considered. When it comes to increasing ecological efficiency, collaborative innovation plays a more important role than financial decentralization alone. Among these is the improvement of carbon neutrality, which is best achieved via the joint promotion of ecological efficiency and industrial organizations. By reducing the intensity of the positive effect of innovative cooperation on ecological efficiency, the moderating effect suggests that fiscal decentralization is a critical factor in this relationship. Promoting China's ecological efficiency necessitates a fair distribution of local budgetary spending. The United States (U.S.) and China are key to meeting the goals of the Paris Agreement and reaching carbon neutrality by around mid-century. Despite differences, carbon neutrality will be met more rapidly if the two countries coordinate and facilitate synergies in carbon-neutral technologies and policy development and implementation. Building on long-term pathway models in the U.S. and China, current emissions trends and sources, and a policy analysis, this paper puts forward a novel framework for U.S.-China coordination on carbon neutrality. The analysis reveals similar technology and policy pathways, policy gaps, and shared milestones for decarbonization in 2030, 2040, and 2050-2060. The main technological pathways focus on reductions in energy demand and non-energy-related CO2 emissions, decarbonization of electricity and fuels, and increases in electrification rates and CO2 sequestration. Given existing domestic policies and opportunities for further action, areas for coordination on carbon neutrality include common policy milestones; dialogue and technical exchange; research, development, and demonstration (RD&D); and international climate leadership. Despite escalated tensions between the U.S. and China, and challenges for climate cooperation, coordination between both countries on carbon neutrality is both possible and necessary. Carbon neutrality will be met more swiftly if the U.S. and China coordinate and facilitate synergies in carbon-neutral technologies and policy. Climate change is currently the biggest environmental challenge facing sustainable development in human society, and it is an inherent requirement for achieving sustainable development by actively addressing climate change. Under the increasingly strict constraints of climate governance, developed countries such as the United States, European Union countries, and Japan have responded and actively formulated low-carbon development goals and policy measures that are in line with their national conditions. To achieve carbon peak targets, realize carbon neutrality vision, and tackle global climate change, China must improve the carbon emission performance at the city level. Based on the carbon emission performance of 191 prefecture-level cities in China from 1997 to 2017, this paper analyses the evolution characteristics of urban carbon emission performance from three aspects: the overall spatial and temporal evolution, the differences according to both region and city size, and the differences among clusters categorized by carbon emission performance at the city level. This paper also reveals the impact of the social and economic transition on China's carbon emission performance. The results show that: (1) The overall level of carbon emission performance of Chinese cities is low, and there is a downward trend during the study period. The differences in carbon emission performance among cities are convergent, but there is a wide gap between high and low values. (2) The carbon emission performance of cities in eastern coastal areas is higher than that in non-coastal areas cities. Large urban agglomerations and economically developed regions, such as provincial capitals, are the agglomeration areas of high urban carbon emission performance values. (3) The carbon emission performance level of cities with similar sizes will converge. At the same time, such changes will enhance the differences among carbon emission performances at the city level within the same region. (4) Cities that belong to high urban carbon emission performance clusters are mainly distributed in the eastern region. Such cities are classified into large cities, supercities, and megacities. Compared with low urban carbon emission performance clusters, cities in high urban carbon emission performance clusters show a higher proportion in the medium-high level and high level of carbon emission performance. Moreover, cities in high urban carbon emission performance clusters are more likely to improve theirurban carbon emission performance. (5) The economic agglomeration effect, industrial structure adjustment and carbon intensity reduction have a significant impact on improving urban carbon emission performance. Population agglomeration has an incremental effect, and the anticipated benefits of environmental regulation have yet to be fully realized. China has made remarkable achievements in reducing carbon emissions in recent years. However, there is still much reduction room before achieving carbon neutrality. In Beijing, the capital of China, it is a strategic choice to respond to global climate change by promoting green and low-carbon development. This paper calculates the carbon dioxide emissions of key industries in Beijing and analyzes the temporal evolution trend of carbon emissions. Carbon dioxide emissions in Beijing before 2030 are predicted based on the grey prediction GM (1,1) and BP neural network model. The effects of factors of carbon dioxide emissions are discussed using the threshold regression model under different economic conditions. The results show that energy consumption intensity, GDP per capita, and the ownership of civil cars have a positive impact on carbon dioxide emissions, while the number of permanent residents and urban green space areas have a negative impact on carbon dioxide emissions. These findings of carbon emission prediction and influencing factors contribute to carbon reduction path design. Related policy implications on carbon emission reduction are put forward from the aspects of promoting industrial upgrading, accelerating the construction of advanced economic structures, optimizing transportation structures, and strengthening green building development. Carbon neutrality is an important policy in the current global response to climate change and has been widely recognized by various industries. In the process of promoting carbon neutrality, new energy plays a pivotal role. In this study, the definition and connotation of new energy and its role and specific operation in the energy transition of carbon neutrality are firstly explained. Promoting new energy development requires significant green and low-carbon investments. Taking China as an example, this paper analyzes the opportunities brought by the carbon neutral process to the field of green finance and analyzes the main features and development trends of green finance in China at present. Then this paper proposes policy recommendations to strengthen the development of green finance in China in terms of improving the green financial policy system, enhancing the supply capacity of green financial services, and optimizing the supporting environment for green financial development. Finally, this paper analyzes the measures and experiences of the United States in promoting low-carbon development and proposes countermeasures for China's low-carbon development on the basis of the five major relationships that need attention in China's carbon-neutral process. That is, strengthen the top-level design and improve the regulatory policy system; optimize the energy structure and increase the proportion of clean energy; optimize the industrial structure and reduce energy consumption in key industries; build a complete low-carbon technology system and promote low-carbon technology research and development and demonstration applications, and encourage local conditions to explore low-carbon development paths. To achieve the goal of 'Net-zero Europe' by 2050, the European Union (EU) has set up detailed policies in the fields of energy and climate. This paper summarizes the main characteristics of relevant policies in the EU and UK and their implications for China by reviewing these policies in the achievement of the carbon neutrality goal and other goals in the energy and climate fields. The characteristics of these energy and climate policies include: ① Top-down and bottom-up approaches are adopted to distribute the EU' s overall emission reduction targets to member states in accordance with the principle of fairness, and each member state formulates and adjusts its own goals to ensure the realization of the overall goals. ② Detailed transition plans are formulated for the power, industry, transportation, and building sectors; importance is attached to the application of new and renewable energy technologies such as solar, wind, and hydrogen energy; specific goals are set concerning coal power transition, nuclear energy development, energy efficiency improvement, carbon capture and storage, electrification, and building renovations; and the importance of energy security in transition planning is stressed. ③ A sound and mature emissions trading system and a fair transition mechanism are established to support the realization of the transition goals, and developing countries are helped to reduce emissions through technical dialogues and climate financing. To reach peak carbon emissions and achieve carbon neutrality, China should develop relevant roadmaps at national, sectoral, and provincial levels and strengthen R&D of key decarbonization technologies. In the global context, countries must reduce carbon dioxide emissions to "net zero" by 2050 to limit global warming to 1.5 °C above pre-industrial levels. China's Nationally Determined Contributions (NDCs) are to peak carbon dioxide emissions by 2030 and achieve the carbon neutrality target by 2060. To monitor the achievements of the NDCs, establishing an annual-based accounting mechanism is necessary to record the carbon stocks in China, especially for Blue Carbon. The paper aims to present China's first national-scale systematic Blue Carbon accounting for mangroves, salt marshes, and seagrasses, covering the accounting subjects of physical and monetary assets, as well as relevant indicators for investors. It focuses on the design of the accounting method and system, the selection of data categories applied to this system, and the application of China's Blue Carbon accounting based on this accounting system. Taking Blue Carbon accounting as a starting point, this paper analyses the restoration prospects of these ecosystems and their application potential for NDCs in China compared with the terrestrial ecosystems. The results indicate that mangroves are the most cost-effective type of ecosystem, even compared to terrestrial forests. Thus, the paper provides policymakers with a new perspective on the decision-making of carbon sequestration relevant decisions, aiming to promote the monitoring, restoration, and expansion of China's coastal blue carbon ecosystem through the establishment of a sound Blue Carbon accounting system, and to help achieve the carbon neutrality goal in China's NDCs through regular and systematic monitoring of its national Blue Carbon inventories. • China's coastal blue carbon ecosystems are carbon sources rather than carbon sinks. • Mangroves are the most cost-effective coastal blue carbon ecosystem compared to salt marshes and seagrass beds. • The Blue Carbon of mangroves is more cost-effective than the Green Carbon of terrestrial forests when meeting China's Nationally Determined Contributions target of increasing forest stocks. • Establishing guidelines for Blue Carbon data requirements will lay a scientific foundation for formulating strategies and policies to cope with global climate change. Regional processes on land-water-air interface carbon (C) budget and balance that interconnect the land and sea are in fact C neutrality critical processes within the earth system. It is therefore essential to quantitatively analyze synergistic land-water-air interface C transport and C exchange processes to gain a deep understanding of the important role that terrestrial ecosystems play in "missing C sink". This paper systematically analyzes global land-water-air interface C migration processes as well as C budget changes and associated impact mechanisms. It also investigates the important role that these C budgets and C cycling processes play in inland water bodies, respective to C budgets at the land-water-air interface. Moreover, this study reveals the regulatory mechanisms of land-water-air interface C budgets and balances under a background of global climate change. It also quantitatively evaluates the status of China's regional land-sea-air interface C budgets as well as the C sequestration potential of its lake systems. Finally, this study concludes that the explicit quantification of anthropogenic activity impacts on land-water-air interface C transport and exchange processes is of great significance to global C balances and C neutrality. The intensification of global climate change has led to a widespread consensus on carbon reduction, with the power industry being the principal contributor to carbon emissions necessitating an inevitable transition of its energy structure. Concomitantly, the escalating frequency of natural disasters caused by extreme weather presents formidable challenges to both secure power supply and the low-carbon transition of the power system. To fulfill the developmental requirements of a low-carbon power system and address the carbon emission risks imposed by natural disasters, this paper proposes a bi-level model for generation expansion planning (GEP) that incorporates constraints on the carbon emission trajectory and the influence of natural disasters. The planning-level model optimizes investment costs of various generation technologies and energy storage (ES), as well as the overall operational expenses over the planning period, with an objective to minimize them. It incorporates carbon emission trajectory constraints and policy constraints, such as carbon peaking, carbon neutrality and renewable energy (RE) penetration rates, in order to optimize the planning installed capacity of power sources. The operational-level model aims to minimize typical daily operating costs while also simulating power unit outputs in routine and disaster scenarios. A case study is conducted in a disaster-prone province in southern China to analyze the power generation expansion planning and the trajectory of carbon emissions from 2020 to 2060 under different scenarios. The simulation results show that compared to thermal power, the planning scheme mainly focused on RE with ES is better suited to achieve the goal of a low-carbon transition of the power grid. Facing the challenges of climate deterioration, environmental pollution, and energy shortages, China has put forward the goals of "carbon dioxide peaking and carbon neutrality", and the electricity sector will be the key area and the main direction of carbon emissions reduction. To prospect China's power system and explore the potential for establishing China's zero-coal power system in the future, this paper proposes a forecasting-test framework for long-term power system planning. We predict, evaluate, and analyze China's power system from 2025 to 2060 using the proposed forecasting-test framework. During this process, the power capacity mix and the electricity generation mix of China's power system will gradually transition from coal-fired generators dominated to wind and solar generators dominated. Moreover, the roles of different generators and energy storages are illustrated through the seasonal comparison and sensitivity analysis of the installed capacity of generators. The results indicate that coal-fired generators can be completely withdrawn from the power system, confirming the feasibility and possibility of achieving China's zero-coal power system by 2060. Although the timing may be advanced or delayed in different scenarios, achieving China's zero-coal power system will require exercising nationwide planning and making joint efforts of various sectors from now on. This study explores the impact of political uncertainty on sustainable urban development by examining carbon emission trading systems (ETS) in four major markets in China (Beijing, Shanghai, Guangdong, and Hubei) from 2014 to 2022. As an alternative to carbon taxes, carbon ETS markets have become increasingly popular due to their success in reducing greenhouse gas emissions. However, their effectiveness is often hindered by political instability and uncertainty. Utilising logistic regression and AR(1)-GARCH estimations, we identify a negative relationship between political uncertainty and carbon trading volume. Our study also reveals significant variations in the responses of these markets to political uncertainty. The paper contributes to the understanding of how ETS markets operate in a complex and constantly changing political environment. We suggest that policymakers need to consider the impact of political uncertainty on carbon trading when designing and implementing urban policies that promote sustainable development. How to achieve the "double carbon" goal in energy systems has been the concern of governments. Integrated energy system (IES) is affected by climate change during his operation, in order to study the impact of climate change on IES and achieve the "double carbon" goal in energy systems, this paper proposes an integrated machine learning(IML) to forecast the long-term load, then investigates IES costs and carbon emissions in relation to climate, followed by the establishment of carbon peak energy system(CPES) and carbon neutral energy system(CNES), finally the honey badger algorithm is used to optimize the configuration of CPES and CNES. The results show that: IML can accurately make load forecasts. Under climate change, changes in load reduce the cost and carbon emissions of IES, and changes in equipment efficiency increase the cost and carbon emissions of IES. When both are considered, the cost and carbon emissions of IES increase by 1.18% and 0.92% per decade respectively. The costs of CPES and CNES increase by 0.93% and 1% respectively for every 10 years earlier than the year of achievement. The allowance mechanism is one of the core and sensitive aspects in the design of a carbon emissions trading scheme and affects the compliance cost for each entity covered under the scheme. By examining China’s allowance mechanism from two aspects-allowance allocation and allowance distribution, this paper compares China’s carbon trading pilots with the EU Emissions Trading Scheme and California Cap-and-Trade Program. The comparison identifies the unique features in allowance mechanism and particular issues that affect the efficiency of the pilots. The paper also recommends courses of action to strengthen China’s existing pilots and to build valuable experiences for the establishment of the national cap-and-trade system in China. Under the background of the gradual scarcity of terrestrial resources and the increasingly fierce competition for global marine resources, the task of green development of marine economy and green transformation of marine industry is imminent. Carbon finance is a product of low-carbon economic development and a derivative of green finance. It is an effective way to alleviate the global climate crisis and promote the transformation of the global economy to a low-carbon economy to achieve sustainable development. Studying the mechanism of carbon finance on the development of marine economy will help to grasp the influencing factors of the green transformation of the marine industry in an all-round way, better promote the sustainable development of China's marine economy, and realize the strategy of marine power at an early date. Based on this, this paper selects China's data from 2006 to 2020, and uses the AHP-entropy method to select 26 indicators from five levels: economic growth, energy conservation and emission reduction, marine ecology, structural adjustment and scientific and technological innovation to construct a comprehensive evaluation index system for the green transformation of China's marine industry. Based on the PLSR model, the impact of carbon finance on the green transformation of China's marine industry is empirically analyzed, and the results show that: (1) The comprehensive score of China's marine industry green transformation from 2006 to 2020 fluctuates and rises: from 2006 to 2009, the comprehensive score of China's marine industry green transformation is low, and the transformation effect is not obvious. From 2009 to 2012, the comprehensive score of green transformation of the marine industry improved significantly. From 2012 to 2018, the comprehensive score of China's marine industry green transformation fluctuated little and showed a slow growth trend, while China's marine economic transformation grew steadily at a low speed. In 2019–2020, due to the impact of the epidemic, the speed of transformation has decreased again. (2) The carbon ratio and the green credit balance of commercial banks have a role in promoting the green transformation of China's marine industry, while the carbon trading volume and carbon intensity have a restraining effect on the green transformation of China's marine industry. From the perspective of effect, carbon intensity has the strongest effect, followed by carbon ratio, carbon trading volume is slightly weaker, and the role of green credit balance of commercial banks is the weakest. Because China has emerged as the largest greenhouse gas (GHG) emitter in total annual emissions, to accelerate the pace of GHG emission reduction in China is important to the success of global efforts in addressing climate change. Carbon trading is a market mechanism and key instrument in the mitigation of climate change. This paper explores the policy process and development state to date of China׳s carbon-trade market to understand the emergence and development of that market and to understand what barriers are hampering China׳s carbon-trade market development. To achieve this goal, this paper introduces and analyzes China׳s status in the international market, examines the factors driving carbon-market launching by the Chinese government, and traces the development of mandatory carbon-emission trading and voluntary emission trading. It is argued that China׳s carbon-trading market is confronted with challenges such as the absence of a functional carbon-trading market, inaccuracy of the quota allocation, an imperfect trading mechanism, and lagging legislation. At the present stage, shortcomings such as having no real-time carbon price and dominated spot transactions differentiate China׳s trade market substantially from a functional system. A quick market integration of China׳s carbon market appears remote. It is suggested that specific measures be taken to promote the development of the Chinese carbon-trading market. This paper investigates how piloting programmes in China can promote local policy innovations. By using one of the piloting emission trading schemes (ETS) in Guangdong province as a case study, it is argued that the main features of the piloting experiments, particularly in the climate change domain, are largely different from previous local marketization experiments that dominate the reform period of China. Whereas previous experiments are often characterized as bottom-up or indigenous initiatives with strong patronage relations to the pro-reform politicians at central level, the current piloting programmes are often crafted in a top-down fashion that is often misaligned with local market or corporate interests. Hence, local policy innovations are designed, developed and brokered by the local state officers, in order to bridge this central–local interest gap. As a result, successful implementation of these policy innovations largely depends on local political traditions, bureaucratic culture and perceptions of distinctive development needs. This paper systematically presents a survey of the empirical literature studying the embodied CO 2 emissions in China’s foreign trade (ECCT). Based on the bibliometric method and the online version of Science Citation Index-Expanded (SCI-E) and Social Sciences Citation Index (SSCI), this study summarizes the latest publications regarding ECCT in peer-reviewed journals in terms of quantities, most productive countries, institutions, authors, citations, and disciplines. By using synthetic analysis of keyword frequency, this study reveals the most popular methodologies applied in measuring ECCT, discusses the variation of numerical results in the literature, and reasons and countermeasures for the results uncertainties. Continuous investigation of the literature releases the methodology employed for measuring ECCT becoming more reasonable and the results more critical. However, the numerical results of ECCT are of great discrepancies within given year by different considerations on methodology specification, accounting principles, and data sources and processing. For instance, the estimates of CO 2 embodied in China’s exports changed from 478 Mt to over 3000 Mt and those of in China’s imports ranged from 140 Mt to over 1700 Mt in 2007. Therefore, overcoming data inherent limitations and reducing discrepancies among available databases should be urgently considered. The results imply that the prospective research tendencies on ECCT are to (1) improve China’s regional input-output data and energy intensity data to more precise estimates under global perspective; (2) estimate China’s carbon emission at firm level by different firm ownerships in production and consumption worldwide; (3) assess China’s carbon emission from processing or non-processing trade by compiling more detailed multi-regional input-output table; (4) evaluate city level carbon mitigation capacity in China under global MRIO model; (5) explore new carbon management experience in China’s carbon trading market and new trade expansion policy of ‘ one belt and one road’ in her new growth era. As the climate is warming up and climate disasters occur more frequently, China's carbon peak and carbon neutrality targets are gaining attention, with provinces starting to set carbon peak targets and constantly exploring low carbon economic development opportunities. However, the existing evaluation index system mainly focuses on low carbon cities and green cities, and there is no evaluation index system for carbon peak and carbon neutrality. This study adopts a combination of theoretical and empirical research and draws on domestic and international research results to construct the first index system for evaluating China's provincial carbon peak and carbon neutrality. The evaluation index system includes 18 indicators from three dimensions: climate ambition, low carbon status, and emissions trends. Using this index system, we calculated the carbon peak and carbon neutrality indices of 30 Chinese provinces. Further, the 30 provinces were classified into six categories, and corresponding policy recommendations for achieving the "Dual carbon" targets were put forward. The evaluation index system constructed in this paper can provide a reference for future carbon peak and carbon neutrality assessments. By disclosing the integrated index of each province, we hope to effectively curb the increasing local carbon emissions; avert inaction in areas with good natural endowments; and motivate the advancement of the latter, to boost the implementation of the "Dual carbon" targets coherently for the whole country. With the increasing climate warming, reducing carbon emissions has gradually become a consensus around the world. However, the process of carbon emission reduction will inevitably lead to the transformation of economic structure, industrial structure and energy structure, which will bring huge changes in economic output, employment and other aspects, thus affecting the overall social welfare and equity. Therefore, it is particularly important for each country to determine a scientific and effective carbon emission pathway which take into account both social development and climate targets. As the largest carbon emitter, China has put forward the targets of carbon peak and carbon neutrality. In this regard, the corresponding carbon emission reduction scenarios are designed according to the new situation of China's emission reduction in this paper, firstly. Furthermore, under the premise of maximizing social welfare, an optimization model which integrating economic growth-equity-environment is developed to determine China's emission pathways under different scenarios from 2020 to 2050. Besides quantitatively showing the future total amount and peak value of carbon emissions under different scenarios, the results can also identify its evolution pathway over time. Therein, the peak under most scenarios will concentrate in 2025–2030, which is about 10.7 to 11.8 billion tons. With the increasingly stringent constraints on carbon emission reduction, the cost of emission reduction will increase correspondingly, but the overall social welfare will increase slightly. As a major carbon dioxide-emitting country, China set carbon trading market to reduce enterprise carbon emissions through the rational allocation of carbon quotas among different enterprises and regions. The market has also conducted a preliminary exploration for the country to achieve carbon dioxide emissions peak in 2030 and carbon neutrality in 2060 while actively addressing the challenges of global climate change. This study analysed the emission reduction effect of China's carbon trading pilot policy, especially the role of carbon quota and carbon trading price. The analysis used county-level panel data from 1997 to 2017, regarded the implementation of the carbon trading pilot policy as a quasi-natural experiment, and used the difference-in-differences method. The results showed that, first, the policy implementation not only reduced regional carbon emissions but also inhibited carbon dioxide emissions per capita, with long-term effects. Second, the carbon emission reduction effect brought by the carbon pilot policy showed significant heterogeneous results with the different degrees of regional carbon emissions and environmental supervision. The effect was greater in areas with higher carbon emission density and stronger legal supervision. Third, the difference in carbon quota allocations resulted in different emission reduction effects, among which the historical method had the strongest effect. Climate change is one of the defining challenges facing the planet. Voluntary forest carbon offset project which has the potential to boost forest carbon storage and mitigate global warming has aroused the global concern. The objective of this paper is to model the game situation and analyze the game behaviors of stakeholders of voluntary forest carbon offset projects in China. A stakeholder model and a Power-Benefit Matrix are constructed to analyze the roles, behaviors, and conflicts of stakeholders including farmers, planting entities, communities, government, and China Green Carbon Foundation. The empirical analysis results show that although the stakeholders have diverse interests and different goals, a win-win solution is still possible through their joint participation and compromise in the voluntary forest carbon offset project. A wide governance structure laying emphasis on benefit balance, equality, and information exchanges and being regulated by all stakeholders has been constructed. It facilitates the agreement among the stakeholders with conflicting or different interests. The joint participation of stakeholders in voluntary forest carbon offset projects might change the government-dominated afforestation/reforestation into a market, where all participators including government are encouraged to cooperate with each other to improve the condition of fund shortage and low efficiency. We investigated how ozone pollution and climate change/variability have interactively affected net primary productivity (NPP) and net carbon exchange (NCE) across China's forest ecosystem in the past half century. Continental China. Using the dynamic land ecosystem model (DLEM) in conjunction with 10-km-resolution gridded historical data sets (tropospheric O concentrations, climate variability/change, and other environmental factors such as land-cover/land-use change (LCLUC), increasing CO and nitrogen deposition), we conducted nine simulation experiments to: (1) investigate the temporo-spatial patterns of NPP and NCE in China's forest ecosystems from 1961-2005; and (2) quantify the effects of tropospheric O pollution alone or in combination with climate variability and other environmental stresses on forests' NPP and NCE. China's forests acted as a carbon sink during 1961-2005 as a result of the combined effects of O, climate, CO, nitrogen deposition and LCLUC. However, simulated results indicated that elevated O caused a 7.7% decrease in national carbon storage, with O-induced reductions in NCE (Pg C year) ranging from 0.4-43.1% among different forest types. Sensitivity experiments showed that climate change was the dominant factor in controlling changes in temporo-spatial patterns of annual NPP. The combined negative effects of O pollution and climate change on NPP and NCE could be largely offset by the positive fertilization effects of nitrogen deposition and CO. In the future, tropospheric O should be taken into account in order to fully understand the variations of carbon sequestration capacity of forests and assess the vulnerability of forest ecosystems to climate change and air pollution. Reducing air pollution in China is likely to increase the resilience of forests to climate change. Green bonds have increasingly been utilized around the world as a source of financing for renewable energy development, designed with compliance requirements and measurable economic returns to investors, while mitigating climate change. However, the efficacy of green bond arranged in the emerging economies for financing renewable energy assets and how the underlying risks are managed have remained to be explored. The paper aims to examine the evolving green financial system sponsored by both public and private institutions in managing such risks within China's emerging economy. A case study of green financing for a bundle of wind power assets led by a state-owned enterprise (SOE) reveals an alternative approach by structuring public–private collaboration while stipulating market-based financial incentives to institutional stakeholders under a political economy. This institutional consortium is composed of a state development bank, a commercial bank, credit rating agencies, institutional and private investors, regional power purchasers, and carbon trading entities. Financial stakeholders' risk in such emerging sustainable investment is moderated by these participating institutions and structured "upsides" from carbon trading aligned with the framework of green finance and standards for green bond development. The results reveal the potentials of scaling up the development of renewable energy by adequately managing and sharing key risks, while allocating substantial funding into renewable energy projects under such a green financial system that is to be complementary with a scalable post COVID-19 economic recovery. As an economic means to cope with climate change, carbon trading has become an important measure to reduce carbon emissions in China. It has been over seven years since the initiation of seven pilot carbon markets, but has the implementation achieved the goal of controlling carbon emissions in the region? Are the effects really resulted from the carbon market other than other energy-saving and emission reduction policies? Based on the provincial panel data of China from 2005 to 2016 this paper conducts an empirical study on the emission reduction effects of pilot projects using the Difference-in-differences model (DID). The results show that: (1) The implementation of carbon markets in Beijing, Shanghai and Hubei exhibited a significant inhibitory effect on local carbon emissions, but a promoting effect in Guangdong, and no significant effect was found in Tianjin; (2) In terms of time lag effect, no significant inhibiting effect on the local carbon emissions is found during the first year of opening of Shanghai carbon market but the effect grew significantly from 2015 to 2016; while for Hubei and Beijing, significant effect was shown from the first year of running. Being an experimental program to see whether the carbon trading policy would work in China or not and if it does, under what conditions and settings the policy becomes effective, the 7 pilot markets provide important experiences and lessons to the upcoming nationwide market in China. Based on the empirical result that the carbon trading system in Beijing, Shanghai and Hubei effectively reduced carbon emissions, it is suggested that the national carbon market should actively learn from the experiences of these three pilot markets particularly. The escalation of risks associated with environmental and climatic aspects has accelerated the introduction of voluntary personal carbon trading (PCT), a policy instrument for promotion and facilitation of low-carbon behavior in the domestic sector. This paper examines participants' motivation in the Guangdong pilot project, which aims to develop the first voluntary PCT scheme (Carbon Generalized System of Preferences, CGSP) in China to reduce the domestic sector's emissions and increase the liquidity of the Guangdong pilot emission trading scheme. The CGSP acceptance model is based on the technology acceptance model and explores the drivers of the public's participation willingness (PW) in the CGSP scheme. Further, the structural equation model has been adopted to explore the influence paths of each driver by using survey data (N = 1190) collected from Guangzhou, Guangdong Province, China. The empirical results demonstrated that the strong and direct drivers are associated with the institutional technical environment, perceived usefulness and participation risk. However, other drivers affect PW through the mediation effect of perceived usefulness.
