The purpose of this paper is to provide new ideas and methods for the sustainable use of groundwater in areas with serious groundwater overexploitation and serious groundwater pollution. Geographic information systems (GIS) were combined with machine learning algorithms, water resources optimization technology, and groundwater numerical simulation to optimize the regulation of the groundwater table and quality beneath the Daxing District in the southern plain of Beijing. By collecting local consumption and supply data and observations of the groundwater table and quality in the connected aquifer beneath Daxing for the years 2006–2020, the corresponding water demands and groundwater impact were extrapolated for the years 2021–2025 based on the basis of the existing development model. Through the combination of GIS and machine learning algorithms, the NO3-N concentration of local groundwater monitoring points in wet years, normal years, and dry years were predicted. With respect to NO3-N pollution, three new groundwater exploitation regimes were devised, which we numbered 1 to 3. The optimal allocation of water resources was then calculated for wet year, typical year, and dry year scenarios for the year 2025. By comparing the water shortage, groundwater utilization rate, and NO3-N pollution under the new groundwater exploitation regimes, the optimal groundwater exploitation mode for the three different types of hydrological year was determined. The results indicate that NO3-N pollution was greatly reduced after the adoption of the optimal regimes and that the groundwater table demonstrated rapid recovery. This paper reveals the contemporary Chinese state's active role in shaping the country's religion-related intangible cultural heritage (ICH) safeguarding, through a systematic review of China's official inventories of national representative ICH projects and extensive investigations of relevant local practices and initiatives. Although China is ruled by a political party officially embracing an atheist ideology, various elements of the contemporary Chinese state have been proactively involved in safeguarding religion-related ICH. The Chinese state's involvement in de facto religion-related ICH safeguarding predates its adoption of explicit ICH safeguarding narratives. Still, the Chinese state's practices and initiatives in safeguarding religion-related ICH flourished after ratifying the UNESCO Convention for the Safeguarding of the Intangible Cultural Heritage in 2004. Since then, China's central government has established a nationwide framework to recognise representative ICH items, including religion-related ones. Beyond Beijing, various local state agencies have also developed noticeable enthusiasm for supporting the safeguarding of religion-related ICH. In addition to engaging directly with ICH safeguarding, the contemporary Chinese state has also shaped China's religion-related ICH by working closely with some academics and religious groups. Transitioning towards community‐based alternatives for service provision, health geographers have turned their gaze towards the changing meanings of place across dynamic landscapes for older people. Yet, little is known about how such a transition has manifested as a new phenomenon in a non‐western country, within a variegated geo‐historical context. Using a relational approach, this paper examines what it means to embed care services in a community for supporting aging‐in‐place through a new model, community‐based care centre (CBCC) in Beijing, China. Interview data were obtained from 47 participants (including administrative staff, service providers, and older people) to understand how stakeholders envision the transition towards the CBCC model. Our findings show that embedding CBCCs into communities is a three‐dimensional process: 1) the dynamics of locating services and socio‐relational distance in shaping a sense of place; 2) the blurring of formal and informal care relations in creating care spaces; and 3) the interweaving of collectivism and individualism in a transition from "work‐unit" to community. These interactions indicate that community‐embedded care is geographically, socially, politically, and culturally constructed and needs to be understood as dynamic and relational. Our findings suggest that the theoretical underpinnings of aging‐in‐place need to broaden to include non‐western perspectives. The People’s Republic of China has consolidated its status as a great power and strengthened its presence in different regions of the planet. In accordance with its economic development strategy, Beijing’s growing bond with Latin America is part of China’s need to guarantee access to raw materials and energy resources. In this framework and through economic diplomacy, China has strengthened its trade relations, as well as loans and investments in most of the region’s countries. Brazil is an example of this relationship pattern, as one of China’s most important partners and top investment destination in Latin America. It became Beijing’s top commercial partner in 2012. This paper will analyse the composition and evolution of Chinese foreign direct investment (FDI) in Brazil between the years of 2004 and 2020. In order to do so, we will study the main projects carried out by the country, as well as the characteristics of the Chinese companies (state or non-state) that participated in the process, in order to understand their most important features. Likewise, we will analyse the articulation of the Chinese FDI with its trade flows. We will start from the premise that Chinese investments in Brazil are directly linked to Beijing’s strategic interests, while at the same time guided by market logics that try to maximise profits. China has entered the new millennium with the goal of returning to the club of the great world powers and is running as the clearest candidate to dispute the hegemonic power of the United States. The "Chinese dream of revitalization of the great Chinese nation" and the "community of destiny" have become two of the main foreign policy purposes of the current president, Xi Jinping. In both concepts, the economic arena occupies a priority place. In this context, the economic statecraft, understood as the manipulation of international economic activities by a State to achieve strategic objectives (Norris, 2010) becomes a fundamental tool for Beijing in the framework of consolidation of its global power. It has also become an effective means to attract Latin American countries, rich in the natural resources that China needs to sustain its economic growth rates. In this regard, the Asian giant has established strategic partnerships aimed at strengthening ties with Beijing, which focus on trade, investment and finance (priority areas of action in the economic statecraft). This paper intends to analyze the economic statecraft that China deploys in Latin America and its link with the establishment of strategic associations in the region, in order to understand if they contribute to give an institutional framework to the economic policy of power that China deploys in the region. For this, we will take the case of the Argentina-China relationship at the beginning of the 21st century, analyzing its process of approach and evolution of bilateral political-diplomatic relations until the signing of the 2014 Comprehensive Strategic Partnership. From 1990 to 2017, the number of vehicles in China increased sharply from 5 million to 310 million, and vehicle emissions became one of the major sources of air pollution. Among the main sources of PM 2.5 in Beijing, the contributions from vehicle sources increased from 5.6% (2000) to 31.1% (2012) to 45% (2017). In 2010, the CO, hydrocarbon (HC), NO x , and particulate matter (PM) emissions of yellow-label vehicles (YLVs) accounted for 46.1%, 47.9%, 63.1% and 86.1% of the total emissions from on-road vehicles. In recent years, China has been implementing a YLV scrappage subsidy policy to control air pollution, and this policy has cost several hundred billion yuan nationwide. However, China has not evaluated the costs and benefits of the policy. Many people question whether the YLV scrappage subsidy policy is worthwhile, but all the stakeholders involved complicate the process of accurately evaluating the true value of the policy. In this study, we evaluated and compared the costs and benefits of the policy in the Beijing-Tianjin-Hebei (BTH) region based on 1.362 million YLVs from 2008 to 2015. Because of the implementation of the policy, the PM 2.5 , PM 10 , NO x , CO and HC emissions in the BTH region decreased by 16.46, 18.12, 174.44, 669.11, and 91.64 kt, respectively, in 2008–2015. The results show that the policy played an important role in reducing pollutant emissions and improving environmental quality in the BTH region. The costs, benefits, and net benefits of the policy were 13.69, 34.03, and 20.34 billion yuan , respectively. The cost-benefit ratio in the BTH region was 1:2.49; at the city scale, Beijing ranked first (1:7.27), and the cost-benefit ratios of Tianjin and Hebei Province were 1:2.06 and 1:1.14, respectively. Of the 13 cities in the BTH region, Beijing had the highest net benefits, amounting to 16.43 billion yuan , while Handan City has the lowest net benefits, amounting to −0.58 billion yuan. The results may provide scientific support for the promotion of older vehicle and diesel vehicle scrappage subsidy policies, the development of cost-benefit analysis (CBA), and effective environmental decision-making in China. • Based on net number of scrappage YLVs, net benefits of the policy are calculated. • This paper estimates costs and benefits of the policy based on 1.27 million YLVs. • The costs, benefits, and net benefits are 13.69, 34.03, and 20.34 billion yuan. • The results help China promote vehicle scrappage subsidy policy on a large scale. • The results promote the development of the cost-benefit analysis in China. China has begun a rapid move towards Sponge City implementation, which will include widespread installation of various Low Impact Development (LID) stormwater infrastructure. Ambitious goals have been set for all Sponge Cities, including a target capture rate of 80–85% of annual precipitation in Beijing. However, there has so far been limited investigation into whether these goals are obtainable at the catchment scale given the physical restrictions of the existing urban landscape. This paper demonstrates the use of long-term continuous hydrologic modelling to evaluate the potential of meeting rainfall capture goals over a long time period for a case study area in Beijing. Detailed land cover classification derived from satellite imagery aided in the parameterization of a SWMM (Stormwater Management Model) model representing a 133 km2 urban study area. The calibrated and validated model demonstrated satisfactory agreement between computed and observed runoff for a variety of precipitation events ranging from 10 to 207 mm. A synthetic high resolution rainfall time series was generated from historic daily observations then used as input to run the model continuously for a 35 year period. Feasible LID model scenarios based on varying degrees of implementation of rain gardens, permeable pavements and green roofs were compared in terms of their potential volume capture of annual rainfall. Modelling results demonstrated that the conversion of 30% of roof area to green roof, 10% of green areas to rain gardens and 35% of paved areas to permeable pavement could increase the baseline volume capture ratio from 59.9% to 82.2%, indicating that Sponge City goals can be met within the case study area with realistic levels of LID implementation. Unit pricing for domestic waste, or pay-as-you-throw (PAYT), affords a promising policy option for waste classification and reduction at source. As an emerging economy, China intends to adopt the sophisticated instrument of unit pricing. The public attitude to this policy is of high relevance for its actual implementation. For the first time in China, this paper quantitatively examined the acceptability of the policy among urban residents by randomly delivering 632 questionnaires by taking Beijing, a megacity expected to introduce the practice, as an example. Based on the ordered logit model, determinants of acceptability were empirically tested including intrinsic, external and demographic factors. The results show that the acceptability rate of PAYT in Beijing is less than half, with the proportion of firm support reaching only 42.6%. The respectively low acceptability rate indicates substantial compliance costs, due to intensive resistance to policy implementation and more resources to be invested to promote acceptability. Empirical analysis further indicates that (1) regarding demographic features, aged or less educated residents tend to accept unit pricing, (2) as for intrinsic factors, a friendly environmental attitude, deeper understanding of charging policy and better social perception can significantly improve the public acceptability of the policy, and (3) in terms of external factors, better property services and transparent funding mechanisms play significant roles in enhancing public acceptability. These findings are further confirmed by replacing the dependent variable with either the willingness to pay for household waste disposal or the acceptability of the operated sewage treatment fee. The status of residents' preference for specific pricing methods is further investigated with underlying reasons being revealed. For developing regions with an urgent demand for waste reduction, it is proposed to install unit pricing in time to avoid possible growing social acceptability costs. Specific measures are proposed including changes in intrinsic factors, paying attention to focus groups, and building social consensus for unit pricing. A comprehensive GHG inventory provides an overview and the information of sources of emissions, and can serve as a sound scientific basis for mitigation actions. This study was the first initiative to develop a complete and transparent GHG inventory of Beijing, to document the current situation and to help governmental officials to clarify their priorities for reducing GHG emissions. The authors investigated and calculated the emission sources defined by the GPC, and assessed data accuracy. The contents of the detailed inventory were documented and are open for research verification and for methodological references for other cities. The results showed that three emission sources, i.e. CO 2 emissions from fossil fuel consumption, CO 2 emissions from industrial production and CH 4 emissions from landfills, contributed 97% of Beijing's GHGs. Considering the problem of missing data and low data quality, the authors suggested that instead of seeking to compile a complete inventory, Chinese cities should first report their GHG emissions from these sources, while improving the data quality for the long run. This paper studies rural land value appreciation and the wealth redistribution effects of China's dual land system, taking Beijing as a case study. We propose a robust method to estimate the land value gap between the land granting price paid by the developer and the rural resident's compensation for the expropriated land. The study shows that the land value gap manifests dramatic variability. While, on average, expropriation charges amount to 15 per cent of the estimated market value of land, this share is under 5 per cent in about a quarter of all rural expropriation cases. The land value gap shows significant and positive correlation with market prices and the intended use for the land, and significant evidence of spatial dependence and heterogeneity. The effectiveness of rapid rail transit system is analyzed using tools of complex network for the first time. We evaluated the effectiveness of the system in Beijing quantitatively from different perspectives, including descriptive statistics analysis, bridging property, centrality property, ability of connecting different part of the system and ability of disease spreading. The results showed that the public transport of Beijing does benefit from the rapid rail transit lines, and the benefit of different regions from RRTS is gradually decreased from the north to the south. The paper concluded with some policy suggestions regarding how to promote the system. This study offered significant insight that can help understand the public transportation better. Abstract: This paper is the second in a series of three papers aimed at understanding the emissions of vehicles in China by conducting on-board emission measurements. This paper focuses on light-duty gasoline vehicles. In this study, we measured 57 light-duty gasoline vehicles (LDGVs) in three Chinese mega-cites (Beijing, Guangzhou, and Shenzhen), covering Euro 0 through Euro IV technologies, and generated CO, HC, and NOx emission factors and deterioration rates for each vehicle technology. The results show that the vehicle emission standards have played a significant role in reducing vehicle emission levels in China. The vehicle emission factors are reduced by 47–81%, 53–64%, 46–71%, and 78–82% for each phase from Euro I to Euro IV. Euro 0 vehicles have a considerably high emission level, which is hundreds of times larger than that of Euro IV vehicles. Three old taxis and four other Euro I and Euro II LDGVs are also identified as super emitters with equivalent emission levels to Euro 0 vehicles. Of the measured fleet, 23% super emitters were estimated to contribute 50–80% to total emissions. Besides vehicle emission standards, measures for restricting super emitters are equally important to reduce vehicle emissions. This study is intended to improve the understanding of the vehicle emission levels in China, but some key issues such as emission deterioration rates are yet to be addressed with the presence of a sufficient amount of vehicle emission measurements. Much has been written about the general ability (or lack thereof) of international development organizations to effectively monitor and evaluate the impact of their Rule of Law projects on the ground. However, less research has focused on particular development organizations'methods of project evaluation, the politics behind them and their strengths and weaknesses. This paper offers such an analysis of the evaluation methods of GTZ Legal Advisory in Beijing. After describing the work of GTZ in general and its Legal Advisory in particular, the paper offers a detailed evaluation of the tools that it uses to gauge the impact of its projects on the ground. What is gained from such a particularized analysis is a deeper understanding of both the donor politics and organizational tradeoffs inherent in monitoring and evaluation decisions, two factors often given insufficient attention in more theoretical discussions. As a basic structural unit of the city, the community plays a crucial role in decreasing carbon emissions and creating a low carbon city. This paper selects a classic and official low carbon community named Min'an Community in Beijing as a case to illustrate the governance mechanism of the low carbon community in China from the perspective of polycentric governance. The paper summarizes the government mechanism, market mechanism, and public participation mechanism in Min'an Community and analyzes the provision, monitoring, and enforcement of each mechanism. We find that unlike the low carbon governance at the city or industry park levels, China's low carbon governance at the community level lacks a dominant mechanism. Even though it involves community-wide governance, the public participation mechanism is also inadequate. For improving low carbon governance at the community level, the government should broaden finance channels to strengthen the incentive mechanisms, make active use of new technologies, such as mobile Internet, encourage innovation of public participation mechanism, and employ various publicity and education measures to cultivate the low carbon culture. The education of the disadvantaged population has been a long-standing challenge to education systems in both developed and developing countries. Although computer-assisted learning (CAL) has been considered one alternative to improve learning outcomes in a cost-effective way, the empirical evidence of its impacts on improving learning outcomes is mixed. This paper uses a randomized field experiment to explore the effects of CAL on student academic and non-academic outcomes for students in migrant schools in Beijing. Our results show that a remedial CAL program held out of regular school hours improved the student standardized math scores by 0.15 standard deviations and most of the program effect took place within 2 months after the start of the program. Students with less-educated parents benefited more from the program. Moreover, CAL also significantly increased the students’ interest in learning. [ABSTRACT FROM AUTHOR]

The agricultural sector is extremely vulnerable to climate change and also plays a very important role in the operation of the entire economic system, leading many studies to evaluate the possible agricultural direct economic damage (ADED) of climate change. However, this damage may have an amplification impact through the intricate industrial linkages that exist among sectors, and this impact may be even greater than the original damage. Therefore, to elucidate the economic cascading effect (ECE) in China caused by ADED and industrial linkage, this paper used the ARIO model to evaluate the total ECE and analyse the differences in the 19 sectors by taking the ADED under future annual mean temperature (AMT) increases of 1–5 °C as the input condition and adjusting the exogenous parameters to enhance the adaptability of the model; the goal was to assess the economic impact of climate change in China. The results show that (i) there is a significant amplifying impact of ECE due to industrial linkage under the influence of warming, ECE will be 4.24–5.25 times that of ADED, and the total economic impact (ADED + ECE) will exceed the GDP of the Chinese capital of Beijing in 2012 when the AMT increases by 1.5 °C, while it will exceed one tenth of China's GDP when it increases by 4 °C. (ii) Manufacturing will be the sector most affected by the industrial linkage under ADED, which accounts for 26.58% of total ECE, followed by agriculture (10.39%) and construction (8.5%). (iii) The decrease in cultivated land area will have a significant impact on the economy; when it is reduced to the minimum demand (1.41% less than 2012), ADED increases by 1.65 times and ECE increases by 2.35 times. Abstract: In order to analyze the dynamic evolutionary process of Chinese emerging housing market, the paper defines the behavioral functions of household agents in terms of demand generation, information search and price negotiation, and incorporates multi-agent technique and geographic information system to conduct a series of simulation studies on Beijing housing market. By setting different market scenarios, the impacts of new housing supply and information level on Beijing housing market are addressed. The findings show that, Beijing housing market is characterized by the prominent urban expansion with the formation of consolidated residential zones outside the 5th ring road; the growth in new housing supply can reduce the buyer search duration significantly, and lead the buyer search flow to the new housing market; higher information level can increase the sales of resale housing market, but inhibit the sales and time on market for new-built houses to some extent. Abstract: The use of groundwater for cooling and heating purposes is of interest from both the economical and the ecological perspective. The groundwater heat pump (GWHP) system utilizes groundwater as alternative renewable and clean energy source for space heating and/or cooling, withdraws water from a production well, passes it through a heat exchanger and discharges the water into an injection well. By utilizing the relatively stable temperature of groundwater, GWHP system can achieve a higher coefficient of performance. Due to the utilization of groundwater stored in the aquifer, the assessment of the hydraulic capacity of the aquifer based on numerical groundwater models is always needed for the optimum design and the efficient performance of GWHP. In this paper, numerical methods of underground heat-water transfer, energy balance method and thermal storage method were presented to calculate the capacity of unit area of shallow groundwater aquifer. The model results indicate that the numerical method, which is based on performance efficiency of GWHP, represents the behaviour of groundwater pumping/recharging processes, and serves better than energy balance method and thermal storage method, in addition it has been proven itself that this method has the advantages of energy saving and environmental protection. The calculated capacity is positively related to aquifer thickness. It is found that it is easy for ground water recharge in alluvial and pluvial fan located at the piedmont, while the calculated capacity is relatively smaller compared with that of south-east plain where it is not easy for groundwater recharge. This paper provides a review of a recently published series of studies that give a detailed and comprehensive documentation of the severe acute respiratory syndrome (SARS) epidemic in mainland China, which severely struck the country in the spring of 2003. The epidemic spanned a large geographical extent but clustered in two areas: first in Guangdong Province, and about 3 months later in Beijing with its surrounding areas. Reanalysis of all available epidemiological data resulted in a total of 5327 probable cases of SARS, of whom 343 died. The resulting case fatality ratio (CFR) of 6.4% was less than half of that in other SARS-affected countries or areas, and this difference could only partly be explained by younger age of patients and higher number of community acquired infections. Analysis of the impact of interventions demonstrated that strong political commitment and a centrally coordinated response was the most important factor to control SARS in mainland China, whereas the most stringent control measures were all initiated when the epidemic was already dying down. The long-term economic consequence of the epidemic was limited, much consumption was merely postponed, but for Beijing irrecoverable losses to the tourist sector were considerable. An important finding from a cohort study was that many former SARS patients currently suffer from avascular osteo - necrosis, as a consequence of the treatment with corticosteroids during their infection. The SARS epidemic provided valuable information and lessons relevant in controlling outbreaks of newly emerging infectious diseases, and has led to fundamental reforms of the Chinese health system. Abstract: Since the open door policy in 1978 China has undergone enormous economic and social changes making China to be one of the largest economies and consumers of resources in the world. The pronounced differences in income and lifestyles especially between urban and rural China were also part of China''s economic rebirth. This paper explores current trajectories and scenarios for urbanization and lifestyle changes and other important socio-economic trends in China. The implications of these changes are analysed for Beijing in particular and then compared to China for the year 2020. This paper presents a novel method for quantification of the total emission of gases from area sources using the mobile mini-DOAS (Differential Optical Absorption Spectroscopy) instrument, a ground based optical remote sensing technique. The presented method has been applied to measure the emission of SO2 and NO2 from the city of Beijing, P.R. China, on a time scale of approximately 2h. The measurements have been performed during two field campaigns, in April and in August 2005. The estimated emission of NO2 is roughly the same during the two field campaigns with an average emission of 189tonsd−1 during April and 174tonsd−1 during August. The estimated emission of SO2 varies greatly between the two periods, with an average emission of 293tonsd−1 during April and 52tonsd−1 during August. [Copyright &y& Elsevier]

The characteristics of information flow, as represented by the Baidu index, reflect the pattern of tourism flows between different cities. This paper is based on the Baidu index and applies the seasonal concentration index and social network analysis (SNA) methods to study the spatial structure characteristics of tourism flows in China. The results reveal that: (1) both the search volume of the Baidu index in different cities and the online attention to different scenic areas exhibit obvious spatial heterogeneity and seasonal differences; (2) regions with strong tourism flow connections mainly occur in the areas between metropolises or among the inner cities of urban agglomerations, which are largely distributed on the southeast side of the Heihe–Tengchong Line; (3) the development of the whole tourism flow network in China is low, with an unbalanced development between tourism supply and demand, indicating that tourism resources are concentrated in a few cities and that most of the information interaction among cities occurs in core areas, while a weak interaction is observed in peripheral areas; (4) cities like Beijing and Wuhan attain obvious advantages in regard to their tourism resources, whereas other cities, including Beijing, Shanghai, Shenzhen and Guangzhou, exhibit a high demand for tourism. Moreover, tourism information flow networks are concentrated in several cities with an important role in the Chinese urban system, such as Beijing, Wuhan, and Chengdu, because they contain abundant tourism resources, well-developed transportation systems and advanced economic and societal development levels. To our knowledge, the previous studies did not answer the following questions: how much does window analysis differ from the original Data Envelopment Analysis (DEA) approaches and how to develop DEA window analysis? To address these questions, we propose three intermediate approaches (cross-sectional approach, window efficiency analysis and window index approach) and statistically compare their performances. The underlying concern is that we need to examine whether a metrological bias exists in our study. The concern is important in guiding policy issues such as energy policy and climate change. Empirically, the proposed approaches are applied to measure the unified efficiency of fossil fuel power plants at a provincial level in China from 2007 to 2017, since these plants are important energy consumers and CO 2 emitters. We obtain two important implications. First, considerable differences were confirmed among the three approaches, thus implying an existence of the methodological bias. Second, Beijing (the capital of China) outperformed the other provinces in terms of their measures, since the government has paid serious attention to air pollution emitted from fossil fuel power plants. The governmental regulation in Beijing is a good example of pollution prevention in China. It is expected that the success on Beijing will be disseminated to the other provinces. This paper proposed three approach, i.e. one conventional approach (cross-sectional approach) and two new approaches (window efficiency analysis and window index approach). The two new approaches were capable of measuring efficiency shifts or technology shifts over time.
