The Commonwealth Government should move to the funding of undergraduate courses for Australian students through the students rather than by way of direct grants to institutions. An independent coordinating body should be re-established to report on the higher education sector, advise the Commonwealth and administer Commonwealth higher education programs. Public funding of undergraduate education and research training should be decentralised through a system of scholarships. Undergraduate scholarship holders should pay charges determined by universities under HECS (Higher Education Contribution Scheme) arrangements. HECS arrangements also should apply to full fee paying undergraduates and PELS (Postgraduate Education Loan Scheme) arrangements to full fee paying research students. This paper identifies what can be called the 'paradox of interdisciplinarity' (Weingart ) in Australian higher education research governance and explores some of its constitutive dimensions. In the Australian context, the paradox of interdisciplinarity primarily concerns the proliferation of a programmatic discourse of interdisciplinarity in government reports and government policy and strategy documents, often tied to notions of innovation and applicability, parallel to the persistence or even reinforcement of modes of governance and associated mechanisms that almost exclusively rely on rigid discipline-based classification systems to evaluate and fund research. Two interrelated dimensions of this apparent paradox are discussed. First, the conceptions of knowledge that underpin the use of notions of disciplinarity as well as interdisciplinarity in Australian government reports and policy and strategy papers are analysed. Second, an analysis of the Australian research governance system and its underlying mechanisms is presented, as they pertain to interdisciplinary forms of research. On the basis of these analyses, it is concluded that there is a significant mismatch between the discourse of interdisciplinarity and associated conceptions of knowledge on the one hand, and current, relatively inflexible governmental research funding and evaluation practices on the other. It is finally proposed that the occurrence and perpetuation of such a mismatch in the Australian context can only be understood properly if placed in the context of a more general paradox of research governance, where a politically charged rhetoric of innovation conflicts with the actual trend toward an increasingly diminishing scope for the self-organisation of knowledge. This article questions the assumption that increasing competition among higher education institutions is the best method of achieving a strong higher education sector in developing countries. It notes that there has been increasing emphasis on the importance of higher education institutions for sustainable development, particularly because of their importance to the global knowledge economy. For the same reason, the appropriate management of the relationship between the state and higher education institutions is vital to a strong and dynamic future for these institutions. This paper proposes a menu of options for higher education governance, grouped around ‘state-centric’ and ‘neo-liberal’ models of development. The ‘state-centric’ model proposed is based on a variety of examples of high performing Asian economies, in particular, while the ‘neo-liberal’ model is based on emerging trends in higher education management in countries such as Australia, the United States and the United Kingdom. The paper suggests that despite pressure across the globe to encourage a market among universities, this may not always be the most efficient use of resources, or the best way to integrate universities in a country’s drive for economic growth. The paper explores the dynamics of competition in higher education. National competition and global competition are distinct, but feed into each other. Higher education produces ‘positional goods’ (Hirsch 1976) that provide access to social prestige and income-earning. Research universities aim to maximise their status as producers of positional goods. This status is a function of student selectivity plus research performance. At system-level competition bifurcates between exclusivist elite institutions that produce highly value positional goods, where demand always exceeds supply and expansion is constrained to maximise status; and mass institutions (profit and non-profit) characterised by place-filling and expansion. Intermediate universities are differentiated between these poles. In global competition, the networked open information environment has facilitated (1) the emergence of a world-wide positional market of elite US/UK universities; and (2) the rapid development of a commercial mass market led by UK and Australian universities. Global competition is vectored by research capacity. This is dominated by English language, especially US universities, contributing to the pattern of asymmetrical resources and one-way global flows. Universities are at a pivotal point in their history and are undergoing dramatic changes. One of the more significant of these changes is the move towards instrumental programmes of learning, as manifest for instance in workplace and work-based learning. This paper argues that this trend threatens the existence of the liberal university, where knowledge is pursued predominantly for its own sake. The paper identifies four dominant discourses in higher education and suggests that these discourses co-exist with one another, and are sometimes dominant, at other times recessive. It argues that the trend to a post-industrialised labour market has seen the emergence of a vocationalised discourse in higher education, which stresses the instrumental at the expense of the liberal. Over the last three decades there have been numerous surveys in Australian universities which have attempted to describe the perceptions of academic staff to various aspects of their roles. Each of these surveys appears to have been inspired by changes resulting from contemporaneous government policies and/or community expectations. Calls for ’’Efficiency and Effectiveness‘‘, ’’Accountability‘‘, and ’’Quality and Diversity‘‘ have coincided with massive expansion in the higher education system, the change from a binary system to the Unified National System, and consequent changes to student profiles, funding arrangements, and academic workloads. Academic culture, with its tradition of freedom and autonomy, has been besieged by the alien culture of managerialism with its own vocabulary of ’’client‘‘, ’’quality assurance‘‘, and ’’product‘‘: but has this assault made any difference to how academics perceive their work and their perceptions of quality in university teaching ? This paper reports on an analysis of data (relating to academics‘ perceptions of their work) from surveys conducted in universities from the late 70s and throughout the 80s and 90s. This paper examines perceptions by academics of their work in the Australian state of Victoria, and places such perceptions within the context of international and Australian debates on the academic profession. A 2010 survey conducted by the National Tertiary Education Union in Victoria was analysed in light of the literature on academic work satisfaction and on corporatised managerial practice ('managerialism'). The analysis is also placed in the context of neo-liberalism, defined as a more marketised provision combined with increased pro-market state regulation. Factor analysis was used to reduce 18 items we hypothesised as drivers of work satisfaction to four factors: managerial culture, workloads, work status and self-perceived productivity. Regression models show the relative effects of these factors on two items measuring work satisfaction. This analysis is complemented by discursive analysis of open-ended responses. We found that satisfaction among academics was low and decreasing compared to a previous survey, and that management culture was the most important driver. Concern with workloads also drove dissatisfaction, although academics seem happy to be more productive if they have control over their work and develop in their jobs. Work status had little effect. In the open-ended responses the more dissatisfied academics tended to contrast a marketised present to a collegial past. While respondents seem to conflate all recent managerial change with marketisation, we pose a crucial question: whether the need for more professional management needs to be congruent with marketising policy directions. This paper builds on earlier work by the author to explore the international dimensions of a study of the changing roles and identities of professional staff in higher education (Whitchurch , ). It further develops the concept of the blended professional, characterising individuals with identities drawn from both professional and academic domains, and examines the institutional spaces, knowledges, relationships and legitimacies that they construct. Comparisons between the United Kingdom, Australia and the United States are used to provide indicators of possible futures for this group of staff, including their positioning in the university community, the challenges they face, and the potentials that they offer to their institutions. There has been considerable interest in generic attributes in higher education for over a decade and yet while generic skills or attributes are an important aspect of policy, there is often a lack of consistency between beliefs about the importance of these skills and attributes and the degree to which exist in teaching practice. There has been an assumption that these attributes exist outside of the disciplinary context, yet the findings of this study suggest that they are strongly influenced by the disciplinary culture in which they are taught. The study reported in this paper examines the apparent gap between ideal notions of generic attributes and their enactment in teaching practice. This qualitative study examined the teaching of generic attributes in five disciplines (physics, history, economics, medicine and law) in two Australian universities. It found that the notion of generic attributes is highly complex and while attributes such as critical thinking, problem solving and communication are valued by teaching staff they are often implicit in teaching. This gap between what is valued and what is actually taught is a result of variation in interpretation of generic attributes, the difficulties of reducing complex attributes to definable learning outcomes and practical constraints on teaching caused by factors such as large classes. Furthermore, it can be explained by the finding that generic attributes are part of the epistemic culture of the disciplines and often remain tacit. This paper outlines the findings of a study employing a partial least squares (PLS) structural equation methodology to test a customer satisfaction model of the drivers of student satisfaction and loyalty in higher education settings. Drawing upon a moderately large sample of students enrolled in four ‘types’ of Australian universities, the findings suggest that student loyalty is predicted by student satisfaction, which is in turn predicted by the perceived image of the host university. While the perceived quality of “humanware” (e.g., people and process) and “hardware” (e.g., infrastructure and tangible service elements) has an impact on perceived value, this was found to be weak and indeterminate. Of most importance was the impact of the institution’s institutional image, which strongly predicted perceived value, and to a lesser extent student satisfaction. This paper presents a contingency theory of approaches to teaching in Higher Education adopted by university academics who teach heterogeneous student cohorts within a changing university context. The study is located within the substantive context of academics within Australian universities who teach within the broad field of management studies. Orthodox grounded theory is employed to generate a contingency typology comprised of four separate teaching approaches: Distancing, Adapting, Clarifying, and Relating. The model demonstrates how academics utilise a variety of teaching approaches to address their ‘main concern’, namely maintaining their professional competence within the context of a rapidly changing university landscape and significantly heterogeneous groups of students. We have labelled this process ‘Maintaining Competence’. This model stresses the importance of the twin forces of structure and individual agency in determining teaching approaches. It emphasises the value of analysing what academics actually do in the classroom situation, rather than concentrating on normative assumptions of what they should do in terms of best practice. Coursework masters degrees in Australia have experienced rapid, decentralised growth since deregulation at the end of the 1980s. The result is an extraordinarily high level of diversity and some confusion as to standards, strategic positioning, purpose and educational approaches. Throughout this period of growth, a sense that large-scale (often distance-education based) collaboration between universities and with industry would be beneficial has not always led to successful outcomes. Using a new collaborative, industry-funded postgraduate coursework program as a case study, this paper describes the issues that decision-makers need to address and evaluates the challenges and benefits of the coursework masters in higher education. The outcomes of industry surveys, student interviews and action research suggest that postgraduate coursework can facilitate technology transfer and aid capacity building, through mechanisms similar to ‘mode 2’ research. With some additional systems to ensure sustainability and standards, this could position coursework masters to be uniquely valuable nationally. [ABSTRACT FROM AUTHOR]

In this paper we examine variations in Honours programs in Australian universities and the consequences that this has for students who wish to undertake higher degrees by research after their undergraduate programs have been successfully completed. Our review of universities’ Honours programs across rural, regional, and urban Australia has indicated that there is a degree of variation that is localised as far as each university is concerned, and that there is a lack of consistency in various universities’ application of policies or procedures in the implementation of their Honours programs. We conclude by calling for greater consistency across universities in Australia in the awarding of Honours, certainly, but also suggesting that a review needs to be undertaken as part of national, systematic and orchestrated project. At the core of higher education is the experience of students whose focus for learning is often directed towards their future employability. In this paper, we explore the intersections between two large international research projects involving over 500 students. Interviews with students yielded their conceptions of learning and work in specific discipline and professional areas. Analysis of the Swedish and Australian data sets showed the important interplay between students’ individual ideas about learning and future work with their workplace. A meta-analysis of the two projects highlights the utility of higher education for students’ future working life and suggests ways in which institutions and policy makers can critique current practice in a way that will incline curriculum and teaching development towards professional formation. Changed funding arrangements and views of education have resulted in a re-prioritization of activities and practices in Australian universities. While considerable research attention has been given to the consequences of these changes for university policies and the activities of academic staff, less attention has been given to how students perceive these changes. Globalisation has meant an increased demand from students, employers, and academics for indicators of the international academic standing of universities. In this paper we examine the broad methodological issues involved in measuring international academic standing and apply our conclusions to data for 38 Australian universities. Determinants of the international academic standing of universities are grouped into six broad categories: standing of academic staff, quality of undergraduate intake, quality of undergraduate programs, quality of graduate programs, resources, and peer opinion. The relative importance of each of these attributes is ascertained though a worldwide survey of university presidents, rectors and vice-chancellors plus Australian deans, thus reducing the need for subjective weighting by the researchers. The empirical findings are used to weight quantitative performance data for Australian universities and the results compared with two other recent worldwide rankings of universities. One way in which universities have sought to articulate the outcomes of a university education is through a description of the attributes of their graduates. Recent calls for universities to demonstrate the quality of their outcomes and processes have prompted a re-examination of the generic graduate attribute outcomes many Australian universities have espoused for the past decade. As university communities struggle to identify what combination of skills, attributes and knowledge to include in these statements of graduate outcomes, and begin to come to terms with how to develop curricula to effectively achieve such outcomes, the fundamental nature of these is a vital preliminary question to address. What are these things that universities call generic graduate attributes? This is a more fundamental question than what combination of skills, attributes and knowledge should be included on the graduate ‘shopping-list’, it is about the nature of the things on the list, and the nature of the list itself. In seeking to further our understanding of the meaning of generic graduate attributes, the research described in this paper used phenomenographic analysis to explore academics’ conceptions of generic graduate attributes in the context of contemporary teaching and learning practices at one Australian university. A way of describing the key aspects of the variation in academics’ understandings of the concept of graduate attributes is presented. The contribution of discipline background to conceptions of generic attributes is considered and the implications of the observed variation for universities’ current curriculum reform initiatives discussed. In this paper we describe a study of learning outcomes at a research-intensive Australian university. Three graduate outcome variables (discipline knowledge and skills, communication and problem solving, and ethical and social sensitivity) are analysed separately using OLS regression and comparisons are made of the patterns of unique contributions from four independent variables (the CEQ Good Teaching and Learning Communities Scales, and two new, independent, scales for measuring Teaching and Program Quality). Further comparisons of these patterns are made across the Schools of the university. Results support the view that teaching and program quality are not the only important determinants of students’ learning outcomes. It is concluded that, whilst it continues to be appropriate for universities to be concerned with the quality of their teaching and programs, the interactive, social and collaborative aspects of students’ learning experiences, captured in the notion of the Learning Community, are also very important determinants of graduate outcomes, and so should be included in the focus of attempts at enhancing the quality of student learning. The higher education sector is increasingly reliant upon casual (‘sessional’) staff for teaching and marking purposes. While this practice has been little examined in the past, over the last few years increasing attention has been paid to the quality of marking, mainly because students and academic staff alike are becoming increasingly likely to question examples of poor practice. Hence, many universities in Australia are now attempting to introduce stricter procedures relating to marking. Despite current concerns, there is little published research on marking practices in Australian universities. This paper adds to the body of knowledge by reporting on two pieces of empirical research into the use of casual markers. A project at Charles Sturt University comprised focus groups of, respectively, students, lecturers and markers, and a survey of distance education students. Research at the University of South Australia focused on pedagogical issues relating to marking, comparing the approaches of permanent lecturing staff with those of sessional markers. The global expansion of access to higher education has increased demand for information on academic quality and has led to the development of university ranking systems or league tables in many countries of the world. A recent UNESCO/CEPES conference on higher education indicators concluded that cross-national research on these ranking systems could make an important contribution to improving the international market for higher education. The comparison and analysis of national university ranking systems can help address a number of important policy questions. First, is there an emerging international consensus on the measurement of academic quality as reflected in these ranking systems? Second, what impact are the different ranking systems having on university and academic behavior in their respective countries? Finally, are there important public interests that are thus far not reflected in these rankings? If so, is there a needed and appropriate role for public policy in the development and distribution of university ranking systems and what might that role be? During 2002, the Australian Education Minister conducted a year-long review of tertiary education under the title Higher Education at the Crossroads . The policy statement arising from that review was released on 13 May 2003. It incorporates a combination of new financial incentives on students and universities, potential expansion of full-fee places, and increased intrusion into university priority setting. The policy statement promised a $A1.5b expansion in funding over four years, with more fully-funded university places, and an emphasis on improving the quality of teaching and learning. The strategy is market-driven and could create a `fee-culture' in Australian universities. Implementation of the new policy is not assured as it has to pass a hostile Senate. Since the late 1980s, Australian higher education has undergone significant reforms and policy changes based on economic rationalism and modernisation of management. This paper examines the outcomes of the reform processes based on the career attributes, status and perceptions of work environment of academic accountants in Australian universities. Similarities and differences between academic accountants are explored from cross-institutional and gender perspectives. The data provide insight into a number of systemic inequalities between the older and more established universities and the newer universities. In specific, a cross-institutional analysis based on four university types: Sandstones/Redbricks, Gumtrees, Unitechs and New (Marginson 1999) indicates that academic accountants in New universities employ a much lower proportion of staff with PhD qualification, a weaker publication profile, and perceive greater barriers for conducting research in terms of a shortage of research mentors, colleagues with research experience, and post-graduate students. Further, the commitment to flexible learning and delivery strategies is comparatively stronger in Unitechs, and poses additional demands on accounting academics' overall workload. Perceptions of gender-based discrimination by female academic accountants are generally stronger than their male counterparts, particularly, in New universities. These results raise several issues for academic accountants at both the institutional and individual level in terms of equal employment opportunities, management of research programmes, development of teaching strategies and individual time management. This paper describes the results of a study that re-examined the relatively low higher education participation rate of people living in rural or isolated Australia. The focus of the study was the goals and plans of Australian school students in their senior school years and the underlying attitudes towards education. The study suggests higher education participation for people in rural and isolated areas may be affected less by distance from university campuses than by socioeconomic circumstances and the influences of rural social and cultural contexts. Socioeconomic effects are generally more pronounced and pervasive than any effects of location identified by this study. The implications of the findings for equity policy and programs are discussed. The probability of completing and the time to complete an undergraduate course are likely to vary by the age and sex of the student, and the field of study undertaken. In this paper a Markov chain is used to model the movement of undergraduates through the higher education system in Australia. Given the age of the student when they commence a course, this model provides estimates of the probability of them completing the course. In this paper the extent and change of the gender segregation of course completions across fields of study in higher education over the period 1978–94 in Australia is measured. It is argued that similar forms of measurement are appropriate in documenting changing patterns of attainment in higher education by gender, as those which are used for measuring occupational gender segregation. The issues relating to the measurement of gender segregation are briefly explored. Over the period 1978–86, women and men exhibited a more integrated distribution of course completions, as measured by the Karmel and Maclachlan index of (occupational) segregation. Although women continued to raise their share of completions over the period 1987–94, there was little change in the extent of gender segregation in aggregate, and segregation increased in Masters and Bachelors courses. Reference is also made to the impact of changes in the Higher Education Contributory Scheme in 1996 on the gender composition of undergraduate course completions.
