Rainfall in the Moist Tropical Caribbean Region (MTCR) in Costa Rica occurs practically throughout the year, with the quarters June–August (JJA) and December–February (DJF) concentrating over 70% of annual rainfall. Contrarily, in March–April and September–October, it rains below 100 mm per month. This seasonal rainfall behavior makes the region ideal for producing bananas (Musa spp.) and pineapple (Ananas comosus) for export (10% and 8% of total exports in 2021, respectively). A national-scale study determined that agriculture in the MTCR is one of the most vulnerable sectors to climate changes. However, the climate in this region has been poorly studied so far. This research analyzed the spatial and temporal variability of annual, monthly, and seasonal (DJF, JJA, SO) rainfall in the MTCR and how they change in the study period based on quality-checked series of daily rainfall from 28 weather stations in two periods: 1985–2009 and 1997–2019. The results show that rainfall regimes in the region are variable in space and throughout the year, with peaks occurring close to the mountain range and minimum values close to the coast. Trends were statistically significant in the period 1985–2009 with a predominance of significant positive trends in DJF and significant negative trends in SO. No significant trends (positive or negative) were observed in the period 1997–2019. JJA rainfall has uneven regional distribution and presents a positive and significant trend in the mountain region. This paper contributes to filling the knowledge gap in rainfall seasonality, variability, and trends in a region where banana and pineapple commercial plantations are fundamental to the country's economy thus providing information to decision-making in the agri-food sector to reduce the negative impacts of changing rainfall regimes. The present paper aims to compute climatological zones apt for the cultivation of pitaya based on trends in the occurrence of climate change events from the IPCC (Intergovernmental Panels on Climate Change) in Brazil. We used temperature and precipitation data from 4942 cities collected on the NASA/POWER platform (National Aeronautics and Space Administration/Prediction of Worldwide Energy Resources) from 1990 to 2020 to elaborate on the current scenario. The climate change scenarios were obtained using the CHELSA platform (Climatologies at high resolution for the earth's land surface areas) and corresponded to the periods 2041–2060 and 2061–2080 associated with four IPCC climate change scenarios. The spatialization of the data occurred according to the bioclimatic classes designed to meet the thermal and water needs of the crop. In the current scenario, class B5 has a predominance of 37.07% of the country, characterizing the Midwest, Southeast, and Northeast regions, as well as the state of Paraná, as suitable for the cultivation of pitaya. Projections of temperature increase and reduction of accumulated rainfall were found throughout Brazil, but with greater impact in the North and Northeast regions, which had the greatest reduction of areas suitable for the cultivation of pitaya with a greater predominance of classes B8 and B9. In the South and Southeast regions, class B5 makes up a large part of the areas that remained suitable for the production of this fruit until 2080. The results suggest that climate change does not benefit the cultivation of pitaya in some regions of Brazil because the dimensions of the areas suitable for economic production are restricted. Early adolescence (12–13 years old) is a critical but under-researched demographic for the formation of attitudes related to climate change. We address this important area by exploring adolescent views about climate change. This paper presents opinions collected from surveys of 463 1st-year secondary school students (12–13 years old) in public secondary schools in inner-urban centres in Austria and Australia on whether climate change is (1) something about which to worry, (2) caused by humans and (3) happening now. Eligible respondents in both countries showed similar levels of agreement that climate change was probably or definitely something we should (1) worry about (84.6% Austria, 89.1% Australia), which is significantly higher than either country's adult population. Eligible respondents agreed that climate change probably or definitely is (2) caused by humans (75.6% Austria, 83.6% Australia) and that climate change is probably or definitely something that is (3) happening now (73.1% Austria, 87.5% Australia). Their response differed from the respective adult populations, but in opposite directions. Our results suggest that socio-cultural worldview may not have as much influence on this age group as it does on the respective adult populations and suggests that this age group would be receptive and ready for climate science education and engagement initiatives. The time of emergence (TOE) of climate change is defined as the time when a new climate state emerges from a prior one. TOE assessment is particularly relevant in West Africa, a region highly threatened by climate change and urgently needing trustworthy climate predictions. In this paper, the TOE of precipitation change in West Africa is assessed for the first time, by analyzing 6 precipitation metrics (cumulated precipitation, number of wet and very wet days, onset and length of the rainy season) computed from the output of 29 state-of-the-art climate models. In West Sahel, climate conditions characterized by reduced occurrence of wet days are likely to emerge before 2036, leading to the possible emergence of a dryer climate in 2028–2052. In East Sahel, a wetter precipitation regime characterized by increased occurrence of very wet days is likely to emerge before 2054. Results do not provide a clear indication about a possible climate shift in the onset and length of the rainy season. Although uncertainty in climate model future projections still limits the robust determination of TOE locally, this study provides reliable time constraints to the expected climate shift in West Africa at the sub-regional scale, supporting adaptation measures to the future change in the precipitation regime. In this paper, 16 cities representing four major architectural climate zones of China were selected, and the heating and cooling loads of office building during the period of 1961–2017 were simulated by using TRNSYS software. Daily extreme heating and cooling loads were determined by percentile methods, and the climate change impact on extreme loads was analyzed. The results showed that the days of extreme heating load of office building significantly decreased in almost all the selected cities, whereas there were no significant changes in the days of extreme cooling load. The daily extreme heating load was dominantly affected by the temperature (R2 = 0.43–0.79), but the daily extreme cooling load was related to multiple climate factors, including temperature, relative humidity, and solar radiation. Single temperature can only explain 3–37% of the changes of daily extreme cooling load, and the combination of multiple climate factors can explain 58–85%. Importantly, the effect of temperature on extreme cooling load showed decrease from the cold to hot climate zones, but the impacts of relative humidity and solar radiation gradually increased. These results suggest that the maximum design capacity of heating systems can properly decrease, and the design capacity of cooling systems may not largely increase with the climate warming. In addition, the combined effect of multiple climate factors rather than the single temperature, as well as the different responses of extreme cooling energy consumption to climate change in different climate zones, should be considered when making measures for improving operating efficiency of air-conditioning system. This paper addresses two fundamental questions on climate change and variability: to what extent has climate changed and/or varied over years in two districts of different agro-ecological regions or zones and how do any changes differ between the zones or districts? Given the rural-rural migration pattern observed between the districts, understanding climate change risk to rural livelihoods cannot be overemphasised. To assess change and variability, we utilise rainfall data-records over a 36-year period from 1980 to 2016. Results show that there are wide variations and differences within and between the districts. Evidence suggests a general reduction in both annual rainfall and wet days. There is also ground to suggest that the rainy season duration is becoming shorter, given that rainfall onset is increasingly starting late, while cessation is increasingly coming early. Dry spells frequency and duration trends within rainy season show an increase over the period examined. We conclude that local climate in both areas has changed over the period investigated. However, while Livingstone seems to have experienced more droughts and unreliable rainfall, Kabwe experienced a bigger change in both rainfall and rainy season duration. Models disagree on a significant number of responses to climate change, such as climate feedback, regional changes, or the strength of equilibrium climate sensitivity. Emergent constraints aim to reduce these uncertainties by finding links between the inter-model spread in an observable predictor and climate projections. In this paper, the concepts underlying this framework are recalled with an emphasis on the statistical inference used for narrowing uncertainties, and a review of emergent constraints found in the last two decades. Potential links between highlighted predictors are explored, especially those targeting uncertainty reductions in climate sensitivity, cloud feedback, and changes of the hydrological cycle. Yet the disagreement across emergent constraints suggests that the spread in climate sensitivity can not be significantly narrowed. This calls for weighting the realism of emergent constraints by quantifying the level of physical understanding explaining the relationship. This would also permit more efficient model evaluation and better targeted model development. In the context of the upcoming CMIP6 model intercomparison a growing number of new predictors and uncertainty reductions is expected, which call for robust statistical inferences that allow cross-validation of more likely estimates. Located in a monsoon domain, East Asia suffers devastating natural hazards induced by anomalous monsoon behaviors. East Asian monsoon (EAM) research has traditionally been a high priority for the Chinese climate community and is particularly challenging in a changing climate where the global mean temperature has been rising. Recent advances in studies of the variabilities and mechanisms of the EAM are reviewed in this paper, focusing on the interannual to interdecadal time scales. Some new results have been achieved in understanding the behaviors of the EAM, such as the evolution of the East Asian summer monsoon (EASM), including both its onset and withdrawal over the South China Sea, the changes in the northern boundary activity of the EASM, or the transitional climate zone in East Asia, and the cycle of the EASM and the East Asian winter monsoon and their linkages. In addition, understanding of the mechanism of the EAM variability has improved in several aspects, including the impacts of different types of ENSO on the EAM, the impacts from the Indian Ocean and Atlantic Ocean, and the roles of mid- to high-latitude processes. Climate change is now unequivocal; however, the type and extent of terrestrial impacts are still widely debated. Among these, the effects on slope stability are receiving a growing attention in recent years, both as terrestrial indicators of climate change and implications for hazard assessment. High-elevation areas are particularly suitable for these studies, because of the presence of the cryosphere, which is particularly sensitive to climate. In this paper, we analyze 358 slope failures which occurred in the Italian Alps in the period 2000–2016, at an elevation above 1500 m a.s.l. We use a statistical-based method to detect climate anomalies associated with the occurrence of slope failures, with the aim to catch an eventual climate signal in the preparation and/or triggering of the considered case studies. We first analyze the probability values assumed by 25 climate variables on the occasion of a slope-failure occurrence. We then perform a dimensionality reduction procedure and come out with a set of four most significant and representative climate variables, in particular heavy precipitation and short-term high temperature. Our study highlights that slope failures occur in association with one or more climate anomalies in almost 92% of our case studies. One or more temperature anomalies are detected in association with most case studies, in combination or not with precipitation (47% and 38%, respectively). Summer events prevail, and an increasing role of positive temperature anomalies from spring to winter, and with elevation and failure size, emerges. While not providing a final evidence of the role of climate warming on slope instability increase at high elevation in recent years, the results of our study strengthen this hypothesis, calling for more extensive and in-depth studies on the subject. For hundreds of years, human activity has modified the planet's surface through land-use practices. Policies and decisions on how land is managed and land-use changes due to replacement of forests by agricultural cropping and grazing lands affect greenhouse gas emissions. Agricultural management and agroforestry and the resulting changes to the land surface alter the global carbon cycle as well as the Earth's surface albedo, both of which in turn change the Earth's radiation balance. This makes land-use change the second anthropogenic source of climate change after fossil fuel burning. However, the scientific research community has so far not been able to identify the direction and magnitude of the global impact of land-use change. This paper examines the effects of net carbon flux from land-use change on temperature by applying Granger causality and error correction models. The results reveal a significant positive long-run equilibrium relationship between land-use change and the temperature series as well as an opposing short-term effect such that land-use change tends to lead to global warming; however, a rise in temperature causes a decline in land-use change. China’s FengYun 3 (FY-3) polar orbiting satellites are set to become an important source of observational data for numerical weather prediction (NWP), atmospheric reanalyses, and climate monitoring studies over the next two decades. As part of the Climate Science for Service Partnership China (CSSP China) program, FY-3B Microwave Humidity Sounder 1 (MWHS-1) and FY-3C MWHS-2 observations have been thoroughly assessed and prepared for operational assimilation. This represents the first time observations from China’s polar orbiting satellites have been used in the UK’s global NWP model. Since 2016, continuous data quality monitoring has shown occasional bias changes found to be correlated to changes in the energy supply scheme regulating the platform heating system and other transient anomalies. Nonetheless, MWHS-1 and MWHS-2 significantly contribute to the 24-h forecast error reduction by 0.3% and 0.6%, respectively, and the combination of both instruments is shown to improve the fit to the model background of independent sounders by up to 1%. The observations from the Microwave Radiation Imager (MWRI) also are a potentially significant source of benefits for NWP models, but a solar-dependent bias observed in the instrument half-orbits has prevented their assimilation. In this paper, robust statistical methods (including the climatic tendency ratio, inverse distance weight (IDW), and Mann-Kendall’s non-parametric statistical tests) were applied to analyze the annual sequences of meteorological data for the period 1960-2014. The results indicated that the mean annual air temperature in the Pan-Hexi and the surrounding regions has increased by 0.9 °C. Over the 55-year period of study, this represented a warming rate that was significantly higher than the contemporaneous warming rate in China and the rest of the world. The warming trend in northeastern Tibet was the most pronounced. Here, the mean warming rate exhibited an increasing trend from the mid-late 1980s, and the cold season-dominated warming changed to year-round warming. The rise in the amplitude of the mean minimum temperature was significant, and the variation in the amplitude of the extreme minimum temperature was greater than that of the extreme maximum temperature, exhibiting a variation period of approximately 10 years. Since 1960, the mean precipitation in the study region and the surrounding areas first increased, and then decreased, and then increased again rapidly from 2007. Precipitation and relative humidity trend showed a 13- and a 10-year variation period, respectively. Crop evapotranspiration exhibited a decreasing trend, but from 1993 onwards, there was an increasing trend and a 9-year variation period was also notable based on observed datasets. In the most recent 55 years (1960-2014), the sunshine duration and mean wind velocity in the study area first showed a decreasing trend followed by an increasing trend, and then it exhibited a decreasing trend from east to west of the study region. The temporal variations in the climatic elements were similar to those of China, suggesting that the climate change signal in the study region over the last 55 years appeared to be well correlated with the global climate change signal. Since the interaction between atmospheric synoptic eddy (SE) (2-8 days) activity and low-frequency (LF) (monthly) flow (referred to as SELF) plays an essential role in generating and maintaining dominant climate modes, an evaluation of the performance of BCC_CSM1.1(m) in simulating the SE feedback onto the LF flow is given in this paper. The model captures well the major spatial features of climatological eddy vorticity forcing, eddy-induced growth rate, and patterns of SELF feedback for the climate modes with large magnitudes in cold seasons and small magnitudes in warm seasons for both the Northern and Southern Hemisphere. As in observations, the eddy-induced growth rate and SELF feedback patterns in the model also show positive SE feedback. Overall, the relationships between SE and LF flow show that BCC_CSM1.1(m) satisfactorily captures the basic features of positive SE feedback, which demonstrates the simulation skill of the model for LF variability. Specifically, such an evaluation can help to find model biases of BCC_CSM1.1(m) in simulating SE feedback, which will provide a reference for the model's application. [ABSTRACT FROM AUTHOR]

Mitigation and adaptation represent two solutions to the issue of global warming. While mitigation aims at reducing $$\hbox {CO}_2$$ emissions and preventing climate change, adaptation encompasses a broad scope of techniques used to reduce the impacts of climate change once they have occurred. Both have direct costs on a country's gross domestic product, but costs also arise from temperature increases due to inaction. Variations in leaf area index (LAI) are critical to research on forest ecosystem structure and function, especially carbon and water cycle, and their responses to climate change. Using the ensemble empirical mode decomposition (EEMD) method and global inventory modeling and mapping studies (GIMMS) LAI3g dataset from 1982 to 2010, we analyzed the nonlinear feature and spatial difference of forest LAI variability over China for the past 29 years in this paper. Results indicated that the national-averaged forest LAI was characterized by quasi-3- and quasi-7-year oscillations, which generally exhibited a rising trend with an increasing rate. When compared with 1982, forest LAI change by 2010 was more evident than that by 1990 and 2000. The largest increment of forest LAI occurred in Central and South China, while along the southeastern coastal areas LAI increased at the fastest pace. During the study period, forest LAI experienced from decrease to increase or vice versa across much of China and varied monotonically for only a few areas. Focusing on regional-averaged trend processes, almost all eco-geographical regions showed continuously increasing trends in forest LAI with different magnitudes and speeds, other than tropical humid region and temperate humid/subhumid region, where LAI decreased initially and increased afterwards. Several studies have been devoted to dynamic and statistical downscaling for both climate variability and climate change. This paper introduces an application of temporal neural networks for downscaling global climate model output and autocorrelation functions. This method is proposed for downscaling daily precipitation time series for a region in the Amazon Basin. The downscaling models were developed and validated using IPCC AR4 model output and observed daily precipitation. In this paper, five AOGCMs for the twentieth century (20C3M; 1970–1999) and three SRES scenarios (A2, A1B, and B1) were used. The performance in downscaling of the temporal neural network was compared to that of an autocorrelation statistical downscaling model with emphasis on its ability to reproduce the observed climate variability and tendency for the period 1970–1999. The model test results indicate that the neural network model significantly outperforms the statistical models for the downscaling of daily precipitation variability. [ABSTRACT FROM AUTHOR]

As a result of climatic change associated with global warming, aridity is an increasing problem in many parts of the world, including south-eastern and southern regions of Romania. This paper clarifies the concept of aridity, and discusses related concepts including indices of aridity, and their influence on some landscape and soil features including climatic water deficit (WD) and the depth to soil carbonates (DC). As used here, WD is calculated as the difference between precipitation sum (P) and the Penman-Monteith reference evapotranspiration sum (ETo-PM) over certain periods. Another three well-known aridity indices are also considered: De Martonne’s index (Iar-DM), Thornthwaite’s index (Iar-TH), the UNESCO (1979) P/ETo-PM ratio index (Iar-P/ETo-PM). WD is as high as −450 mm during the growing season in the most arid, south-eastern and southern regions of Romania, especially in the Dobrogea and Baragan areas. In other regions of Romania, including most of the plains and plateaus where agriculture is an important branch of the economy, WD reaches −100 to −300 mm during the growing season. The above aridity indices were spatially interpolated for specific periods by kriging, to generate relatively homogeneous areas. WD can also be seen as an aridity index which has the advantage of a more accurate quantification of the water supply needed for a reference crop, e.g. grass under standardised conditions, for various geographical regions. WD is significantly correlated with the other aridity indexes and with DC. Manifold linkages exist between climate change and sustainable development. Although these are starting to receive attention in the climate exchange literature, the focus has typically been on examining sustainable development through a climate change lens, rather than vice versa. And there has been little systematic examination of how these linkages may be fostered in practice. This paper examines climate change through a sustainable development lens. To illustrate how this might change the approach to climate change issues, it reports on the findings of a panel of business, local government, and academic representatives in British Columbia, Canada, who were appointed to advise the provincial government on climate change policy. The panel found that sustainable development may offer a significantly more fruitful way to pursue climate policy goals than climate policy itself. The paper discusses subsequent climate change developments in the province and makes suggestions as how best to pursue such a sustainability approach in British Columbia and other jurisdictions. Previous studies have examined the projected climate types in China by 2100. This study identified the emergence time of climate shifts at a 1◦ scale over China from 1990 to 2100 and investigated the temporal evolution of Köppen-Geiger climate classifications computed from CMIP5 multi-model outputs. Climate shifts were detected in transition regions (7%-8% of China's land area) by 2010, including rapid replacement of mixed forest (Dwb) by deciduous forest (Dwa) over Northeast China, strong shrinkage of alpine climate type (ET) on the Tibetan Plateau, weak northward expansion of subtropical winterdry climate (Cwa) over Southeast China, and contraction of oceanic climate (Cwb) in Southwest China. Under all future RCP (Representative Concentration Pathway) scenarios, the reduction of Dwb in Northeast China and ET on the Tibetan Plateau was projected to accelerate substantially during 2010-30, and half of the total area occupied by ET in 1990 was projected to be redistributed by 2040. Under the most severe scenario (RCP8.5), sub-polar continental winter dry climate over Northeast China would disappear by 2040-50, ET on the Tibetan Plateau would disappear by 2070, and the climate types in 35.9% and 50.8% of China's land area would change by 2050 and 2100, respectively. India's position on climate change negotiations is likely to have far reaching implications for the success of global climate cooperation. Since the beginning of negotiations, the principle of equity and common but differentiated responsibilities (CBDR) remained the centerpiece of India's stand. The stand started to evolve at the 15th Conference of Parties to the United Nations Framework Convention on Climate Change at Copenhagen in 2009, when India accepted voluntary commitments to reduce emission intensity. Though India still swears by CBDR, status of the principle in the negotiations has become doubtful after the Durban Climate Conference in 2011 committed all parties to take emission targets. This paper traces major transition points in India's negotiating position over the years and provides a descriptive context of its climate-related concerns. It analyzes the interview responses of 15 top scientists, experts, and negotiators to build upon core areas of climate change issues in India, its future role, and position in negotiations. The impact of climatic changes on life cycles by re-scheduling the timing of reproduction is an important topic in studies of biodiversity. Global warming causes and will probably cause in the future not only raising temperatures but also an increasing frequency of extreme weather events. In 2013, the winter in central and north Europe ended late, with low temperatures and long-retained snow cover-this extreme weather phenomenon acted in opposition to the increasing temperature trend. In 2013, thermal conditions measured by the warmth sum in the period 15 March-15 April, a critical time for early breeding passerines, went far beyond the range of the warmth sums for at least 40 preceding years. Regardless of what was the reason for the extreme early spring 2013 and assuming that there is a potential for more atypical years because of climate change, we should look closely at every extreme phenomenon and its consequences for the phenology of organisms. In this paper, we report that the prolonged occurrence of winter conditions during the time that is crucial for Blue Tit ( Cyanistes caeruleus) and Great Tit ( Parus major) reproduction caused a substantial delay in the onset of egg laying in comparison with typical springs. The Murray dairy region produces approximately 1.85 billion litres of milk each year, representing about 20 % of Australia's total annual milk production. An ongoing production challenge in this region is the management of the impacts of heat stress during spring and summer. An increase in the frequency and severity of extreme temperature events due to climate change may result in additional heat stress and production losses. This paper assesses the changing nature of heat stress now, and into the future, using historical data and climate change projections for the region using the temperature humidity index (THI). Projected temperature and relative humidity changes from two global climate models (GCMs), CSIRO MK3.5 and CCR-MIROC-H, have been used to calculate THI values for 2025 and 2050, and summarized as mean occurrence of, and mean length of consecutive high heat stress periods. The future climate scenarios explored show that by 2025 an additional 12-15 days (compared to 1971 to 2000 baseline data) of moderate to severe heat stress are likely across much of the study region. By 2050, larger increases in severity and occurrence of heat stress are likely (i.e. an additional 31-42 moderate to severe heat stress days compared with baseline data). This increasing trend will have a negative impact on milk production among dairy cattle in the region. The results from this study provide useful insights on the trends in THI in the region. Dairy farmers and the dairy industry could use these results to devise and prioritise adaptation options to deal with projected increases in heat stress frequency and severity. Daily precipitation and temperature records at 13 stations for the period 1960-2008 were analyzed to identify climatic change and possible effects of urbanization on low-temperature precipitation [LTP, precipitation of ⩾ 0.1 mm d occurring under a daily minimum temperature (Tmin) of ⩽ 0°C] in the greater Beijing region (BJR), where a rapid process of urbanization has taken place over the last few decades. The paper provides a climatological overview of LTP in BJR. LTP contributes 61.7% to the total amount of precipitation in BJR in the cold season (November-March). There is a slight increasing trend [1.22 mm (10 yr)] in the amount of total precipitation for the cold season during 1960-2008. In contrast, the amount of LTP decreases by 0.6 mm (10 yr). The warming rate of Tmin in BJR is 0.66°C (10 yr). Correspondingly, the frequency of LTP decreases with increasing Tmin by −0.67 times per °C. The seasonal frequency and amount of LTP in southeast BJR (mostly urban sites) are 17%-20% less than those in the northwestern (rural and montane sites). The intensity of LTP for the urban sites and northeastern BJR exhibited significant enhancing trends [0.18 and 0.15 mm d (10 yr), respectively]. The frequency of slight LTP (<0.2 mm d) significantly decreased throughout BJR [by about 5.74% (10 yr) in the urban area and northeast BJR], while the contribution of the two heaviest LTP events to total LTP amount significantly increased by 3.2% (10 yr). In this paper, the effects of land cover changes on the climate of the La Plata Basin in southern South America are investigated using the Weather and Research Forecasting (WRF) Model configured on a 30/10-km two-way interactive nested grid. To assess the regional climate changes resulting from land surface changes, the standard land cover types are replaced by time-varying Ecosystem Functional Types (EFTs), which is a newly devised land-cover classification that characterizes the spatial and interannual variability of surface vegetation dynamics. These variations indicate that natural and anthropogenic activities have caused changes in the surface physical parameters of the basin, such as albedo and roughness length, that contributed to regional climate changes. EFTs are obtained from functional attributes of vegetation computed from properties of the Normalized Difference Vegetation Index (NDVI) to represent patches of the land surface with homogeneous energy and gas exchanges with the atmosphere. Four simulations are conducted, each experimental period ranging from September to November in two contrasting years, 1988 and 1998. The influence of an identical EFT change on the surface heat fluxes, 2-m temperature and humidity, 10-m winds, convective instabilities and large-scale moisture fluxes and precipitation are explored for 1988 (a dry year) and 1998 (a wet year). Results show that the surface and atmospheric climate has a larger response to the same EFT changes in a dry year for 2-m temperature and 10-m wind; the response is larger in a wet year for 2-m water vapor mixing ratio, convective available potential energy, vertically integrated moisture fluxes and surface precipitation. For EFTs with high productivity and a weak seasonal cycle, the nearsurface temperature during the spring of 1988 and 1998 increased by as much as 1°C in the central and western portions of La Plata Basin. Additionally, for higher productivity EFTs, precipitation differences were generally positive in both dry and wet years, although the patterns are not uniform and exhibit certain patchiness with drier conditions. Since several destructive floods have occurred in Germany in the last decades, it is of considerable interest and relevance ( e.g., when undertaking flood defense design) to take a closer look at the climatic factors driving the changes in flood hazard in Germany. Even if there also exist non-climatic factors controlling the flood hazard, the present paper demonstrates that climate change is one main driver responsible for the increasing number of floods. Increasing trends in temperature have been found to be ubiquitous in Germany, with impact on air humidity and changes in (intense) precipitation. Growing trends in flood prone circulation pattern and heavy precipitation are significant in many regions of Germany over a multi-decade interval and this can be translated into the rise of flood hazard and flood risk. Mountain observatories around the world are unique sites for monitoring and investigating variations, trends, forcings and feedbacks in the climate system, which are of utmost interest for understanding global climate change. From the small number of these research platforms, Sonnblick Observatory (Austrian Alps) stands out because of its long time series dating back to 1886 at an elevation of 3,100 m a.s.l. The paper describes the contribution of mountain observatories to climatology by the example of Sonnblick Observatory. The observatory's scientific evolution is summarised, starting from the original idea of upper air atmospheric measurements to its recent role as an atmospheric background station and interdisciplinary research site. At the international level, India is emerging as a key actor in climate negotiations, while at the national and sub-national levels, the climate policy landscape is becoming more active and more ambitious. It is essential to unravel this complex landscape if we are to understand why policy looks the way it does, and the extent to which India might contribute to a future international framework for tackling climate change as well as how international parties might cooperate with and support India's domestic efforts. Drawing on both primary and secondary data, this paper analyzes the material and ideational drivers that are most strongly influencing policy choices at different levels, from international negotiations down to individual states. We argue that at each level of decision making in India, climate policy is embedded in wider policy concerns. In the international realm, it is being woven into broader foreign policy strategy, while domestically, it is being shaped to serve national and sub-national development interests. While our analysis highlights some common drivers at all levels, it also finds that their influences over policy are not uniform across the different arenas, and in some cases, they work in different ways at different levels of policy. Many areas of society are susceptible to the effects of extreme temperatures. Without an adequate definition of what constitutes heat and cold waves, it is impossible to assess either their changes in the past or their possible consequences for the future. The Intergovernmental Panel on Climate Change recommended criteria for heat wave duration indexes based on two arbitrarily defined constants. The principal weakness of this approach is that it does not yield comparable results for different geographical locations. This paper remedies the current lack of a meteorologically based definition of heat and cold waves and offers a preliminary test of its performance. Having previously shown that maximum daily temperature values follow normal frequency distribution, we derive statistical thresholds (e.g., below and above normal) from that distribution. These thresholds are thus climate specific and their change can be compared across geographical locations. These criteria are then tested on the homogeneous time series of maximum daily temperature observed for the period 1961-2008 with respect to three different geographical locations. The results obtained show an increase in the frequency of heat waves for the period 1991-2008 in comparison with the normal climatological period 1961-1990. [ABSTRACT FROM AUTHOR]

Statistical analyses regarding climate studies have often used the average temperature as one of the main variables. However, the tails of the respective distributions are also crucial and have become increasingly considered in recent years. As the Intergovernmental Panel on Climate Change in its fourth assessment report (IPCC ) states, 'the type, frequency and intensity of extreme events are expected to change as Earth's climate changes'. In this paper, the focus is on the statistical behaviour of extreme (maximum and minimum) values of temperature, both in winter and summer. Under the framework of the Extreme Value Theory, the methodology of block maxima is employed. The generalised extreme value distribution, allowing for a linear trend in the location parameter, is fitted to data in order to capture the time tendency in the non-stationary processes. We are able to approximate expected values with a determined probability and to identify time trends of such events. This paper presents data on the inorganic geochemical characteristics of the sediments from Hole LZ1024 (Lake El'gygytgyn, Chukotka, 67°30′ N 172°08′ E). It is demonstrated how these data are associated with climatic variations during isotope stages 1-9. The sediments of the warm stages are characterized by elevated contents of SiO, CaO, NaO, KO, and Sr and low concentrations of TiO, AlO, MgO, and FeO. Coastal development along the Mediterranean coast needs to be tackled with an integrated approach, in order to safeguard people and properties from extreme events, maintain environmental flows and ecosystems functions, protect coastal landscapes and ensure public accessibility to the shore. The complexity of the Mediterranean countries legal and administrative framework and its morphological heterogeneity make the implementation of new the Protocol on ICZM provisions on coastal setbacks,-claiming for a 100 m wide buffer zone where construction is not allowed- a challenge for the success of the initiative. European countries and the European Commission are party to the protocol but the European legal framework lacks of specific provisions addressing the definition of coastal setbacks. Moreover, climate change, in terms of sea level rise and maritime climate, could play a major role in the future position of setback lines. While arbitrary setbacks should be put in place to halt short-term unwise coastal development, science can improve the identification of coastal setbacks by providing integrated methodologies to be implemented at the local level. The objective of this paper is to review concepts and practices in the use of coastal setbacks, in the context of the provisions of the ICZM protocol and taking into account new challenges posed by climate change. A stepwise route map is proposed as a base to identify coastal setbacks, applicable to the Mediterranean region and elsewhere, to be used as a base to improve arbitrary setback approaches. The 'Copenhagen Accord' fails to deliver the political framework for a fair, ambitious and legally-binding international climate agreement beyond 2012. The current climate policy regime dynamics are insufficient to reflect the realities of topical complexity, actor coalitions, as well as financial, legal and institutional challenges in the light of extreme time constraints to avoid 'dangerous' climate change of more than 2°C. This paper discusses patterns of annual and monthly precipitation variability at seven weather stations in east central Europe (1851–2007). Precipitation patterns were compared to three simple regional indices of atmospheric circulation, i.e., western circulation, southern circulation and the cyclonicity (C) index and a relationship between precipitation and the North Atlantic Oscillation index was identified. Correlations of the monthly records and multiple regression, using a principal components’ analysis, helped determine the statistical significance of the dependence of precipitation on the circulation indices. The Mann–Kendall test revealed no trend to change in any of the precipitation series, but a certain spatial regularity could be discerned in the phase of the annual periodic component. A common feature of the variability in central European annual precipitation is the dry period identified in the 1980s and the first half of the 1990s. In the northern part of the region, above-average precipitation was noted from the 1960s through to the mid-1970s as a result of the frequent prevalence of depressions. South of the divide, the wettest period was recorded at the turn of 1930s/1940s. After a number of very wet years in the last decade of the twentieth century and the beginning of the twenty-first century, precipitation began to fall at all of the region’s weather stations. The C index is the strongest circulation-linked factor influencing precipitation in central Europe and it accounts for more than 40% of the variance in spatially averaged wintertime precipitation. Meteorological and oceanographic data from ships of opportunity are the largest contributor to the world’s ocean surface database and thus are extensively used to estimate the change in climatic properties over the world’s oceans during the previous 150 years. The importance of these data for climate change studies underscores the need to fully understand the error associated with averages of these data. The sampling error problem is especially acute for ship data due to the fact that ships are moving platforms and, thus, report observations from constantly varying locations with time. This paper develops a theoretical framework for assessing the averaged sampling error associated with monthly, 1°×1° latitude-longitude box averaged ship data. It should be noted that the time-space distribution of ships within the averaging domain strongly affects the sampling error. This is shown in our derivation. The framework developed here can be used to improve upon existing methods for estimating the sampling error associated with three-dimensional box averages of meteorological and oceanographic data obtained from ship records. The framework is complimentary to existing methods of assessing biases and random error due to instrumentation, recording, etc. It is demonstrated mathematically that the uncertainty due to incomplete sampling is primarily a trade off between of the number of observations and their relative locations within the box as well as the inherent time-space correlation structure of the variable of interest. Abstract  Previous assessments of the impacts of climate change on heat-related mortality use the “delta method” to create temperature projection time series that are applied to temperature–mortality models to estimate future mortality impacts. The delta method means that climate model bias in the modelled present does not influence the temperature projection time series and impacts. However, the delta method assumes that climate change will result only in a change in the mean temperature but there is evidence that there will also be changes in the variability of temperature with climate change. The aim of this paper is to demonstrate the importance of considering changes in temperature variability with climate change in impacts assessments of future heat-related mortality. We investigate future heat-related mortality impacts in six cities (Boston, Budapest, Dallas, Lisbon, London and Sydney) by applying temperature projections from the UK Meteorological Office HadCM3 climate model to the temperature–mortality models constructed and validated in Part 1. We investigate the impacts for four cases based on various combinations of mean and variability changes in temperature with climate change. The results demonstrate that higher mortality is attributed to increases in the mean and variability of temperature with climate change rather than with the change in mean temperature alone. This has implications for interpreting existing impacts estimates that have used the delta method. We present a novel method for the creation of temperature projection time series that includes changes in the mean and variability of temperature with climate change and is not influenced by climate model bias in the modelled present. The method should be useful for future impacts assessments. Few studies consider the implications that the limitations of the climate model may have on the heat-related mortality impacts. Here, we demonstrate the importance of considering this by conducting an evaluation of the daily and extreme temperatures from HadCM3, which demonstrates that the estimates of future heat-related mortality for Dallas and Lisbon may be overestimated due to positive climate model bias. Likewise, estimates for Boston and London may be underestimated due to negative climate model bias. Finally, we briefly consider uncertainties in the impacts associated with greenhouse gas emissions and acclimatisation. The uncertainties in the mortality impacts due to different emissions scenarios of greenhouse gases in the future varied considerably by location. Allowing for acclimatisation to an extra 2°C in mean temperatures reduced future heat-related mortality by approximately half that of no acclimatisation in each city. [ABSTRACT FROM AUTHOR]

Significant changes in the climatic system have been observed, which may be attributed to human-enhanced greenhouse effect. Even stronger changes are projected for the future, impacting in an increasing way on human activity sectors. The present contribution, prepared in the framework of the MICE (Modelling the Impact of Climate Extremes) Project of the European Union, reviews how climate change may impact on winter tourism in the Alpine region, intense precipitation and flood potential in central Europe, forest damage in Scandinavia and beach holidays in the Mediterranean coast. Impacts are likely to be serious and largely adverse. Due to a lack of adequate information and lack of broadly accepted and reliable mathematical models describing the impact of changes in climate extremes on these activity sectors, it has been found useful to use expert judgement based impact assessment. Accordingly, regional mini-workshops were organized serving as platforms for communication between scientists and stakeholders, vehicles for dissemination of the state-of-the-art of the scientific understanding and for learning stakeholders’ view on extreme events, their impacts and the preparedness system. Stakeholders had the opportunity to react to the scientific results and to reflect on their perception of the likely impacts of projected changes in extremes on relevant activity sectors and the potential to adapt and avert adverse consequences. Abstract  This paper is a portrayal of aspects of weather and climate as front-page news in Europe’s rainiest city, Bergen, Norway. It descriptively explores the coverage and different contextualization of weather and climate. By asking the simple question of what actually constitutes a good or bad weather day in Bergen, short-lived weather descriptions in the news are compared with climatological data. The study reveals a complex picture with different annotations of good and bad weather depending on the season. It is found that, while the amount of sunshine is important for defining a good weather day during winter, it is temperature that determines a good summer day. In spring, holidays and the anticipation of the summer result in a lower sunshine threshold for what to call a good weather day. The conspicuousness of rainfall is shown by both the number of articles and the various contexts in which bad weather is presented in the newspaper. It is suggested here that it is not the amount of rainfall that creates headlines, but rather the context of the surrounding event, as well as the weather of the previous period. Human perceptions cannot be read off meteorological stations. Nevertheless, they can strengthen measurements and, therefore, have a value in themselves. As a result, perceptions of seasonal or daily weather anomalies may well play a role in how society in Bergen will think about and experience a probable climate change with a projected increase in rainfall. Abstract  In this paper we present and discuss palynological results based on a composite profile from Birkat Ram crater lake (Northern Golan, Near East) in order to reconstruct the environmental history, including human impact, of the last 6500 years. Furthermore we apply a newly-developed botanical climatological transfer function to reconstruct climate variations in the northern Golan Heights based on this pollen data-set. The Birkat Ram record is strongly influenced by anthropogenic indicators in the pollen diagram with high quantities during the Chalcolithic period/Early Bronze Age, during the Hellenistic-Roman-Byzantine periods, during the Crusader period and finally during modern times. The palaeoclimate reconstruction method used is based on a Bayesian approach and is robust in avoiding the influence of these strong anthropogenic signals on the reconstruction results. The area has always had Mediterranean climate conditions and no distinctive climate changes can be identified during the past 6500 years. Because of the orography of the Mt. Hermon region the particular geographical position of the northern Golan Heights is obviously capable of buffering large-scale fluctuations in precipitation, which have otherwise been documented for several regions in the Near East. To study Earth’s climate, scientists now use a variety of computer simulation models. These models disagree in some of their assumptions about the climate system, yet they are used together as complementary resources for investigating future climatic change. This paper examines and defends this use of incompatible models. I argue that climate model pluralism results both from uncertainty concerning how to best represent the climate system and from difficulties faced in evaluating the relative merits of complex models. I describe how incompatible climate models are used together in ‘multi-model ensembles’ and explain why this practice is reasonable, given scientists’ inability to identify a ‘best’ model for predicting future climate. Finally, I characterize climate model pluralism as involving both an ontic competitive pluralism and a pragmatic integrative pluralism. [ABSTRACT FROM AUTHOR]

It is commonly assumed that iteroparous fish, once mature, normally reproduce in all consecutive seasons. Recent work has suggested, however, that in Norwegian spring-spawning herring—a population that undertakes extensive spawning migrations—almost one in two adults may skip their second spawning migration. Why should herring not return to spawn the year after first spawning, but instead wait an extra year? For herring, participation in distant, energetically costly, and risky spawning migrations will only pay off in terms of fitness if individuals are sufficiently large, and in sufficient condition, to both successfully migrate and spawn. Changes in the environment and individual condition should therefore affect the likelihood of skipped spawning. This paper describes long-term changes in the extent to which the second reproductive season is skipped in this herring population. These are shown to be linked to the size and condition of herring as first-time spawners, and to climatic factors possibly related to food availability. In a warming climate, permafrost is likely to be significantly reduced and eventually disappear from the sub-Arctic region. This will affect people at a range of scales, from locally by slumping of buildings and roads, to globally as melting of permafrost will most likely increase the emissions of the powerful greenhouse gas methane, which will further enhance global warming. In order to predict future changes in permafrost, it is crucial to understand what determines the presence or absence of permafrost under current climate conditions, to assess where permafrost is particularly vulnerable to climate change, and to identify where changes are already occurring. The Torneträsk region of northern sub-Arctic Sweden is one area where changes in permafrost have been recorded and where permafrost could be particularly vulnerable to any future climate changes. This paper therefore reviews the various physical, biological, and anthropogenic parameters that determine the presence or absence of permafrost in the Torneträsk region under current climate conditions, so that we can gain an understanding of its current vulnerability and potential future responses to climate change. A patchy permafrost distribution as found in the Torneträsk region is not random, but a consequence of site-specific factors that control the microclimate and hence the surface and subsurface temperature. It is also a product of past as well as current processes. In sub-Arctic areas such as northern Sweden, it is mainly the physical parameters, e.g., topography, soil type, and climate (in particular snow depth), that determine permafrost distribution. Even though humans have been present in the study area for centuries, their impacts on permafrost distribution can more or less be neglected at the catchment level. Because ongoing climate warming is projected to continue and lead to an increased snow cover, the permafrost in the region will most likely disappear within decades, at least at lower elevations. Taking precautions to prevent harm. Whether principe de précaution, Vorsorgeprinzip, føre-var prinsippet, or försiktighetsprincip, etc., the precautionary principle embodies the idea that public and private interests should act to prevent harm. Furthermore, the precautionary principle suggests that action should be taken to limit, regulate, or prevent potentially dangerous undertakings even in the absence of absolute scientific proof. Such measures also naturally entail taking economic costs into account. With the environmental disasters of the 1980s, the precautionary principle established itself as an operational concept. On the eve of the 1997 Climate Summit in Kyoto, precaution, as the precautionary principle is often referred to, has now become a key legal principle in environmental law, in general, and in current international climate negotiations, in particular, attempts to understand why. It examines in turn the natural affinity between the precautionary principle and climate change, reviews a series of issues which the principle raises, and discusses avenues which it opens paper, climate change fulfills the theoretical requirements set for the application of the precautionary principle. It comes as no surprise that the actual application of the precautionary principle in the context of climate change raises high political stakes. As a result, climate change science, in particular, and science, in general, is under the fire of politically-motivated scientific skeptics. Thus, by way of the counter-measures which must be put into effect, the precautionary principle calls for a greater sense of responsibility on the part of scientists and the public at large. Specifically, from scientists, it demands perseverance in rigor, excellence in communication, and committment to education. However, even if special efforts are made to implement the precautionary principle in the context of climate change, the success of climate change mitigation will constitute no test of the validity, the usefulness, or the efficiency of the precautionary principle. Indeed, the degree to which climate change mitigation succeeds only provides a measure of our kind‘s ability to manage responsibly the global commons which we inherited from our ancestors and which our generation enjoys, the global commons which we will pass on to today‘s children and to generations to come. Current climate projections suggest that the UK will experience warmer and wetter winters and warmer and dryer summers. This change in the climate could affect the incidence or severity of microbiological attack on exposed timber and have significant impact on buildings and construction. One method of assessing the geographical climate based hazard is to use the Scheffer Climate index, which relates temperature and rain variables. There was a considerable increase in the Scheffer climate indices for various locations of the UK from 1990 to 2019. The highest index values are seen in the Northern and western areas of the United Kingdom, but increases are seen across the country. The paper also uses representative concentration pathway (RCP) scenarios to project future climate decay indices for the United Kingdom until the end of the twenty-first century. The projections show an increase in the Scheffer index even in the lowest RCP scenario, with indices in all regions of the UK increasing to indicate very high hazard of decay. The major implication is that to ensure serviceability of wood and wooden structures exposed to the environment the use of good design, durable woods and properly treated or modified woods will be paramount. This paper presents examples of environmental changes in the Canadian Rockies in the context of a 1.5 deg. C increase in mean annual temperatures over the last 100 years. During this period increases in winter temperatures have been more than twice as large as those during spring and summer. Glacier cover has decreased by at least 25% during the present century and glacier fronts have receded to positions lastoccupied ca. 3000 years ago. These two lines of evidence suggest that the climate of the late 20th century is exceptional in the context of the last 1000 to 3000 years. Detailed studies in three closely located upper treeline sites document variable responses of vegetation to climate change that reflect species differences as well as local differences in microclimate and site conditions. Treeline has advanced upslope in response to climate warming, but site and species differences control the rate and nature of the advance. Human impacts on the environment compound the changes due to climate warming. Historic photographs indicate significant changes in the type and density of forest cover due to the absence of significant forest fires within these National Parks during the last 70-80 years. The visual impact of these changes, which partially reflects a policy of fire suppression, is far greater than the impact of changes associated with more direct tourist-related impacts. It is therefore important that monitoring programs examine vegetation changes over the entire landscape rather thanfocusing exclusively on supposedly climate-sensitive sites. [ABSTRACT FROM AUTHOR]
