The paper explores the long-term trajectory and the recent acceleration of the conflict over the rule of law in the EU. It focusses on the motivation of the two governments in Hungary and Poland to challenge European core values increasingly aggressively even directly at EU level despite the threat of significant material costs to both countries. Putting forward a Gramscian understanding, we argue that this radicalization is the result of a counter-hegemonic strategy that aims at replacing the liberal order with a new, nationalist, ultraconservative, Christian order on domestic and European levels. The paper traces core elements of this strategy which are either disputed or underestimated in existing literature, most importantly the pursuit of a core ideology and the massive and long-term investment into winning moral and cultural leadership through the penetration of civil society which precedes and complements electoral strategies and autocratic institution building. The EU has set the ambitious target of raising the share of EU energy consumption produced from renewable resources to 32% by 2030, with a target of climate neutrality by 2050. The aim of this paper is to assess the role of biomass usage in the context of these targets. The paper identifies the progress made between 2013 and 2022 by focusing on a selection of EU countries. The largest bioenergy increments of 130, 77, and 60 PJ were reported for Poland, Sweden, and the Netherlands. This study evaluates the crucial role of co-generation and heat in EU regions, with biomass usage between 55 and 80% of the combined heat and power (CHP) energy in Nordic countries. The future perspectives for bioenergy based on EU policies, biomass resources, and technical issues were addressed. The EU possesses around 9% of the global biomass supply, ensuring a certain level of biomass resource dependence. Thus, the biomass usage demand in energy production, non-energy sectors, and transport is expected to rise, leading to increments of 13–76% on biomass imports. It appears that bioenergy development is mostly limited by economic issues and uneven support for bioenergy in different EU countries as well as environmental issues. The study shows a promising and sustainable potential of bioenergy in the EU as a renewable energy source while minimizing negative impacts on the environment and the economy. By 2050, liquid biofuels are likely to be increasingly used in the transport sector. Non-energy sector usage of biomass is still in an early stage of development, except for the pulp and paper industry, and significant use of biomass in non-energy sectors seems unlikely in the near future. This paper presents a thorough examination of methane capture from Polish coal mines, contextualized within the framework of the European Union's (EU) climate policy objectives. Through a strategic analysis encompassing the interior of coal mines, the surrounding environment, and the macro environment, this study elucidates the complex dynamics involved in methane emissions and capture initiatives. The key findings include a declining trend in absolute methane emissions since 2008, despite fluctuations in coal extraction volumes, and a relatively stable level of methane capture exceeding 300 million m3/year since 2014. The analysis underscores the critical role of government support, both in terms of financial incentives and streamlined regulatory processes, to facilitate the integration of methane capture technologies into coal mining operations. Collaboration through partnerships and stakeholder engagement emerges as essential for overcoming resource competition and ensuring the long-term success of methane capture projects. This paper also highlights the economic and environmental opportunities presented by methane reserves, emphasizing the importance of investment in efficient extraction technologies. Despite these advancements, challenges persist, particularly regarding the low efficiency of current de-methanation technologies. In the European Union, increasing attention is already being paid not only to the development of renewable energy sources, but also to the establishment of solutions to achieve local energy self-sufficiency while increasing the role of citizens in managing the energy they generate. This approach is expected both to have a positive impact on the environment and the reduction of greenhouse gas emissions, and to enhance energy security—both in economic and civic terms by, i.a., combating energy poverty. The development of local energy communities promoted in the EU is supported i.a. by energy cooperatives. These contribute to the efficient harnessing of renewable energy potential in rural and urban-rural areas, and have been developing in Poland for several years now. In their previous studies, the authors of this research paper attempted to verify the generation (number, type and capacity of installed sources) and consumption (energy demand) configurations in which an energy cooperative would be a viable solution for prosumers who might establish it. However, over the past few years, the conditions for prosumers and the method of their accounting with the electricity seller have changed radically in Poland (shift from net metering to net billing). This situation has opened up space for further research and encouraged the authors to revisit the problem of analyzing the viability of establishing energy cooperatives in relation to the rules of operation of individual prosumers. This research was carried out for three scenarios, and the horizon of the analyses conducted and described extends to 2045. The comparative analysis included energy consumers without their own generation sources, prosumers with a photovoltaic generation installation covered by the net billing model, as well as a scenario involving prosumers' cooperation within an energy cooperative, which by law is settled in the net metering model. Conclusions from the research and simulations made it possible to confirm the claim that, despite changes in the rules of prosumer billing, developing energy independence in the energy community formula results in a significant reduction in the cost of purchasing electricity (even several times lower purchase costs in the timeframe analyzed) and can lead to a reduction in the payback time of investments in generation sources even by a factor of two. The results presented in this research paper open up space for further research. The outcomes allow us to assume that energy cooperatives—in the organizational and institutional model in Poland—are a good tool for reducing the phenomenon of energy poverty on a local scale. The literature on cross-border cooperation in Europe is predominated by the analysis of the European Union (EU) INTERREG Programmes' results, while other support funds are often neglected. To fill this research gap, the authors undertook the research on cross-border cooperation of the area-based partnerships (Local Action Groups – LAGs) from Poland and the Czech Republic, financed by the Rural Development Programmes (RDPs) 2014–2020. The main purpose of our paper is to identify the rationales for cooperation, strategies to find partners, the scope of activities and obstacles in implementing the joint projects. The qualitative research involved a content analysis of LAG documents and interviews with LAG managers. The actions in twelve identified cooperation projects were mainly related to local traditions, inventory and the promotion of local products and services, the development of tourism and environmental issues. The respondents have emphasised that these actions required separate financing by national RDPs following different administrative rules, even though when constituting the components of a single project. The bureaucratic restrictions resulted in a clear asymmetry of LAGs activities, manifested in a lower involvement of the Czech LAGs. As a result, many projects can be considered as highly unilateral, solely national rather than genuinely international, which has not been the intention of the LAG managers, however. Although the generational experiences of young adults are believed to have an enduring impact on their attitudes throughout the life course, it remains unclear whether periods of stability versus different types of radical social change lead to substantive generational differences. In this paper, we examine attitudes toward meritocracy of four generations in Poland whose young adulthood was spent in (a) the "Little Stabilization" period of the 1960s and early 1970s; (b) the economic and political crisis of the late 1970s and 1980s; (c) the turbulence of the political and economic transformation of the 1990s; and (d) the relative stability of the first decade of the 21st century after Poland's accession to the European Union. Our data come from surveys dating back to 1988, before the regime change in Poland, and until 2020. The results show changing attitudes toward the value of education, innate abilities, talent, and hard work in Poland. There is a generational effect on perceived meritocracy. The generation of people born in 1956–1959, who entered adult life during the deep crisis of the socialist state, expresses the greatest distrust in meritocracy. Findings suggest that the experience of spending one's youth and young adulthood in a relatively stable political and economic system, either socialist or capitalist, has a positive influence on meritocratic attitudes. Autism is a spectrum disorder (abbreviated ASD – autism spectrum disorder), which encompasses a variety of developmental challenges in communication, thinking, cognitive skills, interests, and forms of activity, as well as motor skills. Ensuring that people with autism spectrum disorder realise their right to work seems to be a problem in Poland, contributing to their discrimination. The aim of the paper is to present the issue of employment of adults on the autism spectrum in Poland as a member state of the European Union in the light of the international standard. The article discusses the objective and subjective approach to adults with ASD in Poland, the legal conditions of their employment (including international law), as well as the results of empirical research and conclusions in this respect. The green transition is a challenge for the Polish economy and energy sector. In this paper, the expert method of analysis was applied and findings revealed that the challenges and prerequisites for an effective transformation of the power sector mainly include technical, technological and organizational issues of energy production and use. The provision of electricity at competitive prices and with a low carbon footprint, for individual consumers and industry, is a prerequisite for maintaining the well-being of the population and ensuring the competitiveness of domestically produced goods. The ambitious climate policy goals of the European Union require immediate action and call for radical changes in the Polish energy sector; in the coming years, it must drastically reduce the amount of energy produced from fossil fuels and replace it with so-called green energy from renewable sources. The main purpose of this article was to highlight the need to modify Poland's energy policy until 2040 in order to make it more consistent with the ambitious climate goals of the European Union. This article also shows that Poland's energy transition must include a shift from fossil fuels to renewables, while ensuring that energy security is stabilized by the current energy and generation resources. Sustainable development and the creation of smart, green cities requires cooperation in many scientific fields, including those related to ecology, mobility, or sustainable management, among others. Environmental protection is a particularly important element here. Atmospheric pollution, due to air movements, spreads over very large areas; therefore, air quality monitoring is crucial to ensure protection from harmful substances. One of the most severe sources of air pollution, accounting for as much as approximately 25% of total annual emissions within the EU, is road transport. Therefore, the European Union has set an ambitious target to reduce total emissions to 55% for cars and 50% for vans by 2030. In recent years, unmanned aerial vehicles (UAVs) have become increasingly popular in many scientific fields, including environmental protection and photogrammetry. The use of UAVs to identify harmful pollutants allows them to gain an advantage over conventional detection methods, due to the possibility of remote (therefore safe for humans), faster, and area-based measurements. Given the ever-expanding scale of the use of this technology, this paper presents the possibilities of using UAVs to identify and visualize (map) pollution. The examples presented in the foreign literature, as well as our own research, in imaging the altitude distribution of air pollutants; gaseous pollutants: C6H6, HCHO, SO2; and particulate matter: PM1, PM2.5, PM10 demonstrate the validity of such measures. This research was carried out in the area of one of Poland's key A4 highways. The maps obtained allow for an area-wise and altitude-wise presentation of one of the significant air pollutants in the EU. In addition, they can be a valuable source of information for the implementation of future projects and the improvement of road infrastructure, thus contributing to the reduction of air pollution and the creation of so-called "green cities". This article presents the Motor Transport Institute's research to set out road safety indicators of behaviors and opinions on one of the increasingly important road traffic problems. Two types of studies on the unsafe use of mobile phones and others on board devices (distraction) by road users in Poland between 2014 and 2023 are presented. Safety Performance Indicators (SPI) on handheld mobile phone use from roadside observations and declared opinions on talking, reading messages, checking social media/news, and listening to headphones while driving, cycling, and walking are presented. Overall, 306,240 passenger car drivers observed on all road types all week long in Poland showed a dropping trend (1.8%) between before the study in 2014 SPI 4.1% distracted drivers to SPI 2.3% after the study in 2022. More drivers used mobile phones on single carriageways both in built-up and outside built-up areas. On motorways outside built-up areas, where vehicles are speeding, drivers of passenger cars rarely talk on their handheld mobiles. Results from the first European Union (EU) Baseline project to collect road indicators produced a Key Performance Indicator of 3.8% distracted passenger car (all types of roads, all weekdays and weekend) from 44,011 observed in Poland in 2021. Results from the EU project E-Survey on Road Users' Attitude, third edition (ESRA3), showed declared opinions of mobile use while driving, cycling, and walking down the street in Poland in 2023 compared to 2018 (ESRA2). A positive trend is seen among car drivers who declared lower use of handheld mobile phones than in 2018 (a drop of 11.2%). The survey showed Polish cyclist used more often headphones to listen to music, checked news and messages than cyclists in Europe in 2023. More by 10.1% pedestrians in Europe than in Poland declared checking social media/news, reading messages/emailing while walking down the street in 2023. This lower rate in Poland can be explained by pedestrian's legal prohibition of mobile phone use while crossing the street since 2021. There is strong support for policy measures forbidding all drivers of motorized vehicles to use handheld mobile phone use while driving in all of Europe. Enforcement measures are twice as strong in Europe than in Poland. As the number of accidents and fatalities on distraction is unknown, calculating SPI during roadside observations and questionnaire surveys gives in-depth knowledge of the problem. The European Union's climate policy aims to reduce greenhouse gas emissions by 55% by 2030 and to achieve climate neutrality by 2050. One of the instruments for achieving these climate goals is the development of offshore wind energy. Unfortunately, Poland, as one of the few European Union countries with access to the sea, does not have offshore wind farms yet. The purpose of this article is to determine the importance of offshore wind energy for the development of Poland based on the example of two sea regions: the West Pomeranian and Pomeranian Voivodeships. This article uses the input–output method to determine the economic effects of offshore wind power. The region's share in the supply chain was determined based on the location of the offshore wind energy sector. A comparative analysis with the Saint-Brieuc offshore wind farm in France made it possible to show the differences between the studied locations. The supply chain share of the regions surveyed was 2.28% and 6.00% in the CAPEX phase and 5.98% and 8.23% in the OPEX phase. The annual average global value in the CAPEX phase at the country level was EUR 2793 million, and at the regional level, EUR 243 million and EUR 663 million. In the OPEX phase, the corresponding values are EUR 2106 million, EUR 223 million and EUR 663 million. The average annual employment in the CAPEX phase at the national level amounted to 26,323 jobs and at the regional level, 1953 and 5804. In the OPEX phase, employment amounted to 4790, 558 and 751 jobs, respectively. On the other hand, the average annual value added in the CAPEX phase at the national level was EUR 1221 million, and at the regional level, it was EUR 106 million and EUR 290 million. In the OPEX phase, it was EUR 920 million, EUR 97 million and EUR 239 million, respectively. While not all of the findings are conclusive, in general, the domestic offshore wind industry has weaker economic linkages and lower wage levels than the location adopted for comparison. It uses more labour-intensive economic sectors with lower OPEX value added. The results of the analyses presented in this paper are of crucial importance not only for Poland, as their advantage is the possibility to present, from an economic point of view, the profitability of this type of investment in general. Along the internal EU border between Germany and Poland, border discourse has increasingly turned to issues of crime and insecurity, with voices speaking up for more controls and border closures. This paper analyses the way in which such border-related statements show features of populist communication by contextualizing this example within a wider discussion on the issues of populism in relation to emotions and space. The argumentation supports the use of concepts of populism in political geography as it has a high potential of analysing discourses of othering, reordering and re-bordering and of highlighting the emotions within these processes. Poland is an important producer of rapeseed used in the biofuel industry. The rate of production of the biofuel industry increased after Poland's accession to the European Union (EU). The reasons for these changes are numerous, of which the European Union's energy policy is the most important. This paper aims to analyze the performance of the biofuel industry in Poland in view of changes in the market. Moreover, I evaluated changes in the biofuel industry after Poland's accession to the EU. In addition, I analyzed the fixed and current assets of the Polish biofuel. The hypothesis that the price of rapeseed oil is the key determinant of profitability in the biodiesel industry was formulated. A statistical analysis proved the second hypothesis stating that the net profit of biodiesel companies depends on biodiesel production to the greatest extent. The time range of the analysis was 2005–2021. To analyze the economic performance of the biofuel industry in Poland, these changes were used. A regression analysis to find factors influencing the economic performance of the biofuel industry was used. More and more oils are used for the production of first-generation biofuels. Refined rapeseed oil also increased from 386.5 thousand tons to 780.6 thousand tons. Such numbers demonstrate the development of biofuel markets. [ABSTRACT FROM AUTHOR]

This study considers the current state of hydropower in Poland and the legal and environmental conditions for its development. The research objective was to provide insights into the future of hydropower in Poland. An attempt was made to determine the direction of hydropower development in Poland by 2050, taking into account the requirements of the European Green Deal. The basic method used is logical argumentation, which is in turn based on a critical analysis of planning documents and scientific papers. Statistical data on the production and consumption of hydropower were also analysed. Currently, Poland's potential for hydropower production is not being fully exploited. The main reasons for this are a lack of political support and socio-ecological issues associated with the need to take over inhabited areas or areas of high natural value. The analysis of the state of hydropower in Poland indicates that urgent intervention is required in many areas. This applies, especially, to issues of the control, modernisation and technical condition of hydropower plants and damming facilities. The potential for the development of hydropower in Poland is assessed to be very small. Environmental, socio-economic and legal conditions are unfavourable to the construction of new, large hydropower plants. The exception is pumped-storage power plants, which, acting as energy storage facilities, should in the future constitute an important element of the Polish energy system. The possibility of using defunct lignite mining pits for this purpose is indicated. It is shown that some of Poland's former lignite mines are also conveniently located. The possible beneficial impact of building pumped-storage power plants into the water ecosystem of central Poland is emphasised. [ABSTRACT FROM AUTHOR]

This article shows how the hierarchised nature of the EU mobility regime is underpinned by member states' policies in a major country of emigration such as Poland. Drawing on historical institutionalism, this paper documents the path-dependent approach regarding policies that have contributed to the outflow of Polish workers and simultaneously to meet the demand for labour at home. While concerns about the consequences of emigration were raised already in 2005, Polish governments have kept defending the EU policies that underpin this outflow and its hierarchised nature. Rather than to improve the rights of Polish mobile workers, Polish governments have defended companies' rights to use 'wage competitiveness' as a method of increasing mobility. In response to the increasing demand in the domestic labour market, governments first tried return campaigns, but they have since turned to importing labour, especially from Ukraine. In this way, the policies of the Polish state have helped reaffirm the hierarchised nature of the EU mobility regime by exporting workers to be subjected to poor conditions abroad while importing Ukrainian workers to experience poor conditions at home. Thus, Poland occupies an unusual place in the 'migration chain', being, simultaneously, a source of as well as a destination for migrant workers. [ABSTRACT FROM AUTHOR]

In the face of ongoing climate changes and the current geopolitical situation, Renewable Energy Sources (RES) are continuously gaining popularity in many countries. Objectives related to environmental protection and the use of RES set by different countries all over the world, as well as by the European Union (EU), are becoming priorities for many. The increase in the installed capacity of photovoltaic systems has been growing steadily for several years, leading to the creation of new systems accompanying PV installations; this phenomenon has also been observed in Poland. This paper presents a photovoltaic system in the form of a bicycle shed next to a school building as an example of building-integrated photovoltaics (BIPV) without connection to the power grid. It was shown that the energy consumption profile should be properly correlated with the production profile, otherwise significant losses occur. Alternative methods to improve the correlation of production and energy consumption by using SCADA systems or building automation to properly manage the electricity generation and consumption installation were also proposed. Furthermore, it was shown that adopting a fixed discount rate in financial analyses can distort the picture of real profits. An analysis of the changes in the NPV ratio using variable discount rates was carried out when analyzing the entire life of the solar plant. [ABSTRACT FROM AUTHOR]

Energy is a key driver of all modern economies. Sustainable development is playing an increasingly important role both at regional and local levels. It is a compromise between social and economic needs and the preservation of nature. In the policy of the European Union, the idea of sustainable development and environmental protection is of decisive importance for the implemented programs and economic activities. Contemporary challenges require the transformation of the energy market towards greater use of renewable sources. According to Directive 2009/28/EC of the European Parliament and European Council on promoting energy from renewable sources, Poland has committed itself to achieving a 23% share of renewable energy in gross final energy consumption by 2030. This goal considers total energy consumption in terms of power, engineering, heating, refrigeration, and transport. The aim of this paper was, firstly, an analysis of the share of renewable energy in the European Union over an 18-year period (2004–2021), with particular emphasis on the position of Poland. The second objective was the analysis of renewable energy at the local level in Poland, i.e., at the local government unit (LAU) level. Changes in the share of renewable energy in Poland compared to other European countries were also examined. The study utilized functional analysis of principal components and cluster analysis based on the data from the Central Statistical Office and EUROSTAT. The study found that while Poland does not differ significantly from other countries in using renewable energy, it does fall below the European average. Principal component analysis suggests that Poland responds adequately to European changes in the share of renewable energy in total energy consumption. This dynamic is stable (over 95% explained by the first component) and applies to most countries surveyed. In addition, the authors sought to answer questions relating to the current status of renewable energy sources in Poland, the barriers and challenges facing the introduction of renewable energy in the country, a comparative analysis of Poland's progress in renewable energy with other global counterparts, and an exploration of the future prospects and potential for the development of renewable energy in Poland. The study found that the potential for renewable energy is greatest in the northern areas of Poland, with photovoltaics and wind power plants providing the greatest capacity. The aim of this paper is to discuss the management aspect of artificial intelligence development policy by the national regulators of the 27 European Union (EU) member states. The solutions formulated by three of them—Germany, France (as a pioneers), and Poland—are analyzed in depth. The obtained results allow us to conclude that out of 27 EU countries, only one has not yet prepared its strategic project on artificial intelligence (AI) development, while among the existing policies one can find significant differences in the approach to the matter of strategic management. The research methods used are content analysis and comparative analysis of selected source documents. In the course of the deliberations presented, key legal acts concerning the areas of AI and modern technologies are cited. The presented work formulates a starting point for further research and directions of changes in the management of AI development policy. The attention of subsequent researchers should focus on the possibility of a detailed analysis of other documents published by EU member states, a comparison of policies of other countries across the world, and even an attempt to examine the global dimension of AI strategies. The article addresses the problem of creating law only following, rather than preceding, the emergence of technological changes, the lack of systemic regulation of AI tools and mechanisms, as well as the absence of integrated forms of international cooperation with a strategic and long-term dimension. The present paper aimed to analyze utilized agricultural area (UAA), number of agricultural holdings (NAH), average holding size (AHS), standard output per holding (SOH) in Romania and other EU countries with large UAA in the period 2005-2020 using the data from Eurostat and National Institute of Statistics in order to identify the trends and actual situation. Fixed basis indices, regression equations, R square, Herfindahl-Hirschman Index (HHI), Gini Struck Coefficient(GSC), structural indices, comparisons with the EU average and among the selected EU countries: Romania, Poland, Italy, Spain, France, Germany, United Kingdom were used as processing methods for reflecting the changes farmland and farm structures. In 2020, Romania had 12,763 thousand ha UAA, representing 7.6% of the EU's UAA and coming on the 6th position, after France, Spain, Germany, Poland and Italy. In 2020, Romania had 2.88 million AH and together with Poland, Italy, Spain, France and Germany, had 6.89 million AH (75.7% of the EU's 9.1 million NAH). The farms smaller than 5 ha represent: 90.3% in Romania, 64.1% in Italy, 52.3% in Poland, 51.6% in Spain, 19.6% in France and 8.2% in Germany, while the farms with 50 ha and over account for 7.5% at the EU level, 1% in Romania, 3.1% in Poland, 4.5% in Italy, 11.6% in Spain, 31.5% in Germany and 45.9% in France. To the EU's SO, all these six countries contribute by 71% to the EU's SO. In the EU, less than Euro 2,000 SO was produced by 35.7% farms, while Euro 50,000 and over was achieved by 12.9% farms. In Romania, 71.5% farms produce less than Euro2,000, while 0.9% achieve Euro 50,000 and over. Regarding the concentration of farms by SO size class, HHI and GSC reflected a high concentration in Romania, relatively moderate at the EU level, moderate in Poland and Italy, and a lack of concentration in Spain, France and Germany. The SO/AH in Romania was Euro 4,029, compared to Euro 38,703 at the EU level, Euro 19,680 in Poland, Euro 57,681 in Italy, Euro 44,124 in Spain, Euro 158,430 in France and Euro 167,631 in Germany. As a final conclusion, the gaps among these countries are caused by the unbalanced farm structure with the highest share belonging to the farms with less than 2 ha. Farms with 50 ha and over could assure a higher SO/farm. To diminish NAH and grow AHS has to continue for increasing the economic power in terms of standard output. Small and medium-sized farms have to be sustained to join their efforts for a higher concentration of land, production and economic efficiency. [ABSTRACT FROM AUTHOR]

The conceptualization of the EU as a normative power has become a central theoretical framework in the field of European studies. This concept highlights the EU’s role in the promotion of normative principles, particularly those concerning its core values as laid out in article 2 of the Lisbon Treaty: human dignity, freedom, democracy, equality, the rule of law and respect for human rights. While the majority of academic works on NPE have mostly focused on the EU’s external action, there is a growing trend to apply this concept to the study of member States that challenge the core values of the EU. This paper takes a step further in that endeavor through the analysis of Spanish media discourses on the EU, and their role in the discursive construction of the EU as a normative power, both internally and externally. Specifically, our research focuses on how the EU’s commitment to human rights norms and the rule of law are reflected in dominant media discourses on the EU in Spanish media. To conduct our study, six national Spanish media outlets were selected based on the following criteria: Ownership; ideology; consumption; and impact. A final sample of 540 news items published between July 2021 and March 2022 were selected for analysis. Using a qualitative methodological approach that includes content analysis and critical discourse analysis, we analyzed the major discourses identified in relation to the EU, focusing on those in which the construction (or deconstruction) of the EU as a normative power is more prevalent. The paper focuses first on the concept of "rule of law" and its requirements. The legislative framework of the European Union on the conditionality mechanism on the rule of law is analyzed in detail. The last part of the exposition concerns the effective application of the legislation ensuring the protection of the European budget in case of violation of the principles of the rule of law by a Member State. In this regard, some judgments of the Court of Justice of the European Union are commented on, given by it in a few cases involving Hungary and Poland, on the one hand, and the European Parliament and the Council of the European Union, on the other part. The purpose of this article is to highlight the complexity and the very special importance of the concept of the rule of law, essential value expressis verb is consecrated, to analyze the specific legislation in the field existing at the level of the European Union. Finally, the shortcomings of the Member States in respecting the principle examined are highlighted; in this respect, several judgments of the Court of Justice concerning systematic infringements of the rule of law by some Member States of the European Union are analyzed. The historical and the comparative methods are used in this presentation. The article is of particular importance to the European Union, to the experts in the field, but especially to the Member States of the European Union, which have undertaken to take over and give priority to its specific legislation by joining this regional organization. This paper addresses the conditions behind energy-related carbon dioxide (CO2) emissions in Poland following its accession to the European Union. The study analyzed some energy, fossil fuel, economic, and environmental indicators, such as energy use, CO2 emissions, driving factors, decoupling elasticity status, and decoupling effort status. It relied on the Kaya identity and Logarithmic Mean Divisia Index (LMDI) in determining the drivers of CO2 emissions. As shown by the results, between 2004 and 2020, energy consumption in Poland grew at an average annual rate of 0.8%, while fossil fuel carbon emissions declined at 0.7% per year. Energy intensity was found to be the key force behind the reduction in CO2 emissions, whereas rapid economic growth was the main driver of CO2 emissions. While other factors, i.e., carbon intensity, energy mix, and population, also contributed to reducing the emissions, they had a much smaller—if not marginal—effect. In turn, the decoupling elasticity analysis showed that Poland mostly witnessed strong decoupling states, which means a strong decoupling of CO2 emissions from economic growth. Furthermore, it follows from the decoupling effort analysis that strong decoupling effort statuses prevailed throughout the study period, suggesting that the changes in the considered factors significantly contributed to reducing CO2 emissions. However, both the decoupling elasticity indices and the decoupling effort indices revealed the presence of an adverse trend. The above means that Poland witnessed a decline both in the strength of decoupling CO2 emissions from economic growth and in the efficiency of policies and measures designed to reduce CO2 emissions. This paper describes examples of energy crops that are profitable to burn, and whose cultivation is not complicated or expensive. Rapid growth of biomass, especially the green mass of energy crops, is indicated, which means that, in relation to fossil fuels, energy crops are considered renewable raw materials. An assessment of Polish non-food energy agriculture was conducted in the context of the prospects of a renewable energy source, namely, biomass. Recommendations for crop cultivation, the size of possible yields and the most important parameters of the obtained biomass, which have the greatest impact on the suitability of energy use, are presented. Materials of biological origin for combustion are divided into three groups: wood waste, by-products and plant products for the energy industry. It is indicated that 2 tons (Mg) of dry wood or straw is energetically equivalent to 1 Mg of coal, and 1 m3 of biogas is energetically equivalent to 1 kg of Polish coal. A novelty of this article is the interpretation of obtaining primary energy, including energy from renewable sources, in the European Union and Poland, taking into account the production of wood waste, straw, cereals and energy crops. The mechanism of the impact of the production parameters of energy crops was revealed during the prepared analysis of the prospects of Polish energy agriculture. Additionally, we conducted an analysis of the potential of biomass as a source of energy in the context of: obtaining primary energy, including energy from renewable sources, in the European Union and Poland; the number of biogas plants in Poland; and the area of agricultural land that is potentially useful for the cultivation of energy crops. Introduction: On 24 February 2022, the Russia–Ukraine military conflict unfolded just across the eastern border of the European Union. It made everyone realize how important it is to secure blood supplies to health-care units in the event of an armed conflict. This paper presents the principles of functioning of the Military Blood Donation Service and the Military Center for Blood Donation and Hemotherapy in Poland. Methods: The study used data collected in the "Military Blood Bank" information processing system and data from annual reports (2010– 2021) sent to the Minister of Health of the Republic of Poland. The reports concerned, among others: demographic data on donors, reasons of permanent disqualifications, numbers of complete and incomplete donations, etc. Results: Since 2005, the number of donors registered in military blood donation centers ranged between 15 and 35 thousand/year. The most dramatic declines in donors were observed in 2010 and 2020. Successful donations accounted for more than 98% of all donations/year (except 2015), and their number varied between 20 and 32 thousand/year. Among the blood donors, men always predominated and the dominant age group (except for 2010) was 25– 44 years. The reasons for permanent disqualification have varied over time: their proportions decreased for viral hepatitis and cardiovascular disease, and increased for respiratory and endocrine/metabolic diseases. Due to the COVID-19 pandemic in 2020/2021, these proportions have sometimes been reversed. Discussion: The Military Blood Donation Service has been functioning in Poland for several decades. It is specialized in supplying blood and blood products to the Armed Forces. Unfortunately, it was not possible to refer to the functioning of similar institutions in other countries. Therefore, when evaluating the functioning of Polish military blood donation, we had to rely on numerical values (eg, number of donors/year, donor profile, etc.), which prove a very good organization of blood donation centers. However, it should be noted that, as in other countries, a more active promotion of blood donation in the media is advisable in order to encourage as many young people as possible to donate blood. The European Union obliged the member states to introduce monitoring and control tools in order to improve the quality of provided transmission services and to guarantee the contracted amount of energy to end users. However, the EU has left the member states the freedom to create and implement compensation tools, enabling customers to claim their rights arising from non-compliance by transmission companies with the provisions of distribution agreements. The introduction of quantitative energy monitoring and an appropriate compensation mechanism is of great importance not only for end users but also for distribution companies. For end users, this would be a tool to enforce their rights against transmission companies, while transmission companies would gain a tool to control and manage both legal and financial risks. The aim of this study is to analyze discount as an example of a guarantee instrument in the field of the consumer's right to energy of an adequate quality based on the Polish example supported by a systematic legal review. In the EU, discount is not regulated directly at the EU level; hence, it is impossible to base it on acquis and analyze it through the prism of EU regulation. In Poland, the possibility for recipients to apply for a discount for poor-quality electricity was introduced into the first version of the Energy Law in 1998, long before the adoption of Directive 2019/944 by the EU. The fundamental issues that were addressed and discussed in this paper were as follows: (1) Is the discount compensatory in nature? (2) Should it be included in the compensation due to the consumer? The European Union and the whole world are facing the problem of increasing income and wealth inequalities at the country and regional levels. Inequalities are a severe obstacle to sustainable and balanced growth. Politicians perceive this problem by trying to implement different types of development models. The cohesion policy is the European Union's response to the development differences between countries and regions. It is clearly defined that development has to be sustainable and inclusive, which is reflected in the objectives of all leading EU development strategies. The aim of this paper is (1) to examine how effective the EU cohesion policy is in reducing regional disparities (2) to assess that the main cause of regional disparities is the misallocation of human capital. The authors base their study on the regions of Poland, estimating the state of their human capital and innovation between 2004 and 2018. We examine the effectiveness of cohesion policy using functional data analysis—the Wilcoxon test, which was used for the first time for this type of issue. The current question is whether to help metropolises and large cities, which will entail the development of smaller units, or whether to try to increase the rate of development of smaller and economically weaker territorial units in the first place. Renewable Energy Sources (RES) have been gaining popularity on a continuous basis and the current global political situation is only accelerating energy transformation in many countries. Objectives related to environmental protection and use of RES set by different countries all over the world as well as the European Union (EU) are becoming priorities. In Poland, after years of a boom in photovoltaic (PV) installations, the Renewable Energy Sources Act has been amended, resulting in a change to the billing system for electricity produced by individual prosumers. The change in the billing method, also in pursuance to the provisions of EU laws, has contributed to the inhibition of the PV installation market for fear of energy prices and investment payback time. In this paper, by using the Net Present Value (NPV) method, three mechanisms of billing of electricity from prosumer micro-installations—based on the net-metering principle and net-billing principle (using monthly and hourly prices)—have been analysed. Particular attention has also been paid to the aspects of electricity self-consumption and energy storages, which play a significant role in the economy of PV installations in the net-billing system. Poland is a big user of fossil fuels for electricity and heat production. The most important fossil fuel is hard, brown coal and the Polish energy system is based on this source. However, the world has begun to decarbonize the climate and reduce the carbon dioxide and methane which are the main gasses impacting climate change. The main aim of this paper was to recognize changes in Polish coal sector. We focused our attention to the economic situation and employment in coal sector in Poland. The time rage included 1989–2020 and the prognosis 2021–2025. The Polish coal sector faced dramatic changes. The number of hard coal mines decreased from 70 in 1990 to 21 in 2020. In the same timeframe, the prices for hard coal increased from 12.37 PLN/dt to 313.27 PLN/dt. The employment decreased from more than 350 thousand to less than 100 thousand people in hard coal mines. The decrease changes are the effect of strict policies of the European Union. The economic situation of Polish hard coal mines is rather poor. Polish mines achieved negative economic results due to the effect of poor management. We used advanced statistics, including the Augmented Dickey–Fuller test (ADF), to measure the stationarity of analyzed time series. We also used Generalized AutoRegressive Conditional Heteroskedasticity (GARCH) models and conducted a prognosis. Our research proved that the time series describing the hard coal economic situation were not stationary. The Generalized AutoRegressive Conditional Heteroskedasticity (GARCH) models confirmed big changes in Polish coal sector economic results. The elaborated prognosis of variables proved that the price of hard coal will increase in 2021–2025. Moreover, the economic situation will be worse. Our analysis confirmed that global trends of the hard coal sector were influenced by the European Union (EU) energy policy and closing down the mines. There is some indication that discrimination as well as low levels of life satisfaction render young people at risk of cyberhate victimization. Adopting a socio-ecological perspective, this paper examines whether supportive family, peer and school environments may buffer against the effects of perceived discrimination and low life satisfaction on cyberhate victimization. Data from four countries (N = 3396) of the EU Kids Online IV survey on children aged 11–17 (51% girls) revealed a positive association between perceived discrimination and cyberhate victimization, but this impact was moderated by supportive family and peer environments. A negative association between life satisfaction and cyberhate victimization was mitigated by peer support. However, no associations with the school context were found. The current study provides new insights on how social support on different levels of the social environment may buffer against potential risk factors for cyberhate victimization and can inform decision-makers towards intervention and prevention strategies. European Union support is often very important at the beginning of an investment, especially when own resources are insufficient. EU funds provide Poland with a range of development opportunities, and whether they are used appropriately depends mainly on their proper management. Lipnica Wielka is an example of the use of such funds, especially in the period 2007-2013, when the funds were primarily intended to improve the quality of life of residents. The investments in infrastructure should have a positive impact on tourism in the area. The municipality's main assets are its clean air and attractive location. Advanced organic farming together with a well-developed recreational and agrotourism base have been adopted as the main target of the Municipality's Local Development Plan. The material benefits of the development of tourism and agrotourism are expected to improve the standard of living of the municipality's residents. The aim of the paper is to analyse the use of grants received from the EU funds and to determine their impact on the development of the municipality. The largest investment included the extension of the sewerage system and the sewage treatment plant. Only 3% of the total funds were allocated to the development of tourism and agrotourism. The aim of the study was to identify the state of residential buildings in terms of energy consumption and modernisation in Poland against the background of the EU, and to determine factors and activities increasing households′ interest in net-zero energy buildings. In the European Union, we are observing a tendency to increase the energy efficiency of buildings, including residential, and decarbonise building stock by 2050. The objective of the undertaken activities is to reduce energy use and the negative impacts of the use of buildings on the environment. Attaining this objective requires modernising many buildings. This dissertation includes an investigation into the condition of buildings in Poland from the aspect of energy use and the kind of carriers of this energy, and also into another issue: what factors and activities may increase society′s interest in net-zero energy buildings, and in the use of energy from renewable sources in residential buildings. The studies were conducted with the use of the data provided by the Central Statistical Office and EUROSTAT, and also of the reports of the European Commission, the data of the Central Emission Register of Buildings (CERB) and the Odysse–Mure database. An important source of information was also surveys conducted with the application of CAWI (Computer-Assisted Web Interview), and also of PAPI (Paper and Pencil Interview), among 387 households in Poland. For the purpose of analysing the results of the studies, the methods of descriptive statistics, the chi-square test of independence, the ANOVA test of Kruskal–Wallis and the Mann–Whitney U-test were used. The analysis gives rise to the conclusion that, in residential buildings, household′s annual primary energy demand is dependent on the year in which a building was commissioned. Newer buildings can boast smaller heat energy use. Simultaneously, ever more households are undertaking activities that will result in the thermal modernisation of residential buildings. The studies have shown that the development of net-zero energy buildings requires undertaking activities in the scope of introducing allowances and subsidies, and also increasing social awareness in the scope of this kind of building. Research background: The development policy currently promoted by the European Union is focused on the use of the territory's internal resources. Among the factors affecting regional development, by building its potential, infrastructure, being a basic necessity for developing activity in a given area, is of significant importance. Hence, investment in infrastructure is critical to stimulating economic dynamism, as it is the basis for supporting a variety of measures aimed at economic growth. Purpose of the article: This paper aims to evaluate the level of development of technical infrastructure and changes taking place in this field in Polish voivodeships in 2008 and 2020. Methods: The study was carried out using the Hellwig development pattern method and a comparative analysis of the technical infrastructure of Polish regions. The above approach makes it possible to measure the diversity of the state and availability of infrastructure for the communities of the regions. Findings & value added: While implementing the study aim, particular attention was paid to the spatial differences in the level of development of the technical infrastructure of Polish voivodeships. The analysis enabled to distinguish groups of voivodeships with the highest, high, low, and very low level of technical infrastructure development. From a long-term perspective, the conducted research can be seen as a contribution to existing research and serve to further compare the impact of technical infrastructure on the economic development of countries. The strength of the study is the adequately long time span of the analysis (2008 -- the period of the financial crisis and 2020 -- the COVID 2019 pandemic), which provides a basis for the formation of the infrastructure in question. The added value of the article is also a regional perspective on the level of development of technical infrastructure using multidimensional methods of statistical analysis. The results of the study can be used to make decisions at the national level regarding the retrofitting of infrastructure in regions with a low level of infrastructure development. The aim of this article is to analyze the effectiveness of the Extended Producer Responsibility (EPR) concept for packaging in the context of the transition to a Circular Economy (CE) and the corresponding transformation of the energy sector. The functioning of today's packaging industry is becoming more and more linked to the assumptions of the CE due to the use and recycling of raw materials. The basic research method used in this work is an analysis of the literature on the links between the concept of the EPR and the CE. The authors limited their research to the selected legal, economic and social aspects of packaging production and management in the European Union (EU). The situation in Poland is discussed in particular and the legal, economic and social specificity of the implementation of the EPR in this country is presented. This paper emphasizes the dependance between the implementation of the EPR concept and the effectiveness of the transformation toward a CE, which is achieved by increasing the circularity in the energy sector. Although Romania was the third apple grower in the European Union in 2018, after Poland and Italy, the country's apple production accounted for only 4.6% of total European production. The paper presents the evolution of the production of apples and the number of apples grown in the Macroregions of Romania, during the period 2010- 2018, emphasizing the values registered in the Macroregion Four. Establishing the restrictions and recommendations for the improvement of the land and of the apple orchards was the main purpose of this paper. The paper presents the results of research into toxic metal concentrations in the surface layer of bottom sediments in Lake Gopło. The research objectives were to identify the levels and spatial variability of Cu, Pb, Cd, Zn, Ni, Cr, As and Hg concentrations, their potential sources and the determinants of pollution levels. Metal contamination of the sediments was assessed using the geoaccumulation index (Igeo), pollution load index (PLI) and ecological risk index (RI). Chemometric methods (Pearson correlation, principal component analysis (PCA) and cluster analysis (CA) were used to determine the relationship between sampling sites and concentrations of toxic metals, thereby identifying the sources of contamination. The research found that grain-size composition, carbonate content and organic matter content in the bottom surface sediments of Lake Gopło are all characterised by low diversity. Therefore, the lithological features of the sediments are not a major factor in the concentrations and spatial variability of the metals. It was found that the metal concentrations in the great majority of samples were above regional geochemical background levels. The geochemical indices (Igeo, PLI, RI) indicate that the degree of toxic metal pollution in the sediments is slight in the central and southern parts of the lake and high in the northern part. The chemical analysis results showed that the samples in the central and southern parts of the lake differ little in their shares and concentrations of individual metals. This provides evidence that, as well as geogenic sources, their presence in sediments can be associated with non-point sources related to agricultural activities and with atmospheric sources (mainly the products of fossil fuel combustion). The higher concentrations of metals (especially Ni, Cd, Cr and Hg) in the northern part of the lake are influenced by the supply of industrial and communal pollutants from the lakeside town of Kruszwica. A factor limiting the migration of pollutants from the northern part of the lake towards the south is the lake's morphology of the lake, which hinders water exchange between the northern part and the rest of the lake. This paper presents the state and spatial distribution of surface sediment contamination of 77 lakes in Poland by Cr, Ni, Cd, Pb, Zn, and Cu. The analyzed lakes were located within a network of nature protection areas in the territory of the European Union (EU). Spatial distribution of the heavy metals (HMs), factors favoring the delivery/accumulation of HMs in surface sediments, and pollution sources were analyzed. The results indicate the contamination of lake sediments by HMs, but the potentially toxic effects of HMs are only found in single lakes. The spatial distribution of Cr indicates predominant impacts of point sources, while for Pb, Ni, and Zn, the impact of non-point sources. The analysis showed the presence of areas with very high values of particular HMs (hot spots) in the western part of Poland, while a group of 5 lakes with very low values of Ni, Pb, and Zn (cold spots) was identified in the central part of Poland. Principal component analysis showed that presence of wetlands is a factor limiting HMs inflow to lakes. Also, lower HMs concentrations were found in lake surface sediments located in catchments with a higher proportion of national parks and nature reserves. Higher HMs concentrations were found in lakes with a high proportion of Special Protection Areas designated under the EU Birds Directive. The positive matrix factorization analysis identified four sources of HMs. High values of HMs concentrations indicate their delivery from industrial, urbanized, and agricultural areas. There is a necessity to combine the development of the European Union with a model of a sustainable economy, which is important to stimulate eco-innovation. The government of each member state is obliged to create support mechanisms that will encourage entrepreneurs to implement pro-environmental solutions. This requires the identification of determinants for eco-innovation. This paper identifies and compares conditions of eco-innovation in two sectors in Poland: ICT (information and communication technologies) and industry. Putting together many different types of conditions into one model (including government, science, industry, and ICT) allows us to explain what is more important when making a decision about implementing new eco-solutions. The study covered over 3000 enterprises. Stepwise logit regression was used to examine all relationships of interest. We discovered two separate (independent) paths of approach to eco-innovation for ICT and industry. This means that another condition should be fulfilled to reach any eco-innovation in each of the sectors. There are just a few factors supporting new environmental solutions in ICT with strong impact—cooperation with suppliers, journals as a source of new knowledge, or financial support by credit institutions with high materials and energy efficiency at the end of the process. Industry could be described more like a horizontal approach—a wide number of conditions with low impact on eco-innovation. Therefore, innovation policies in the catching-up country should be more sophisticated and take care of more relevant tools for both sectors. [ABSTRACT FROM AUTHOR]

The Common Agricultural Policy of the European Union remains at the top tier of the union's legacies with the aim of bequeathing a sustainable future for all. Series of actions geared towards reforming the environmental and climate goals of the CAP are constantly being taken. The objective of this paper is to verify if the environmental and climatic CAP measures proposed in Poland's Strategic Development Plan for Agriculture, for the years 2023–2027, reflect farmers' preferences regarding the structure of the CAP support. To achieve this goal, we model a hypothetical strategic game involving farmers from different regions. The outcomes of the game were derived from the ex-post analysis of EU funds, in the application for environmental and climatic CAP measures, in addition to the results of simulations of the partial equilibrium model for the agricultural sector (CAPRI). It was found out that farmers from regions with disadvantaged agrarian structures would find it more difficult to cope with new eco-schemes due to the fact that good agricultural practices are rather low in such regions. For the long-term development of Polish agriculture, the agrarian structures need to be improved, as this affects the emission of greenhouse gases. The varying preferences of farmers from different Polish regions in implementing eco-schemes can be balanced by increasing redistributive payments. [ABSTRACT FROM AUTHOR]

Biofuels are becoming more important in the renewable energy sources mix. Liquid biofuels are products of agriculture. Bioethanol can be prepared from corn, beetroot and other plants. Biodiesel is mainly made from rapeseed. This paper presents information about biodiesel development in Poland, as well as some background information about its development in the European Union (EU). We analyzed the data about biofuels in the literature, and provide statistical data about liquid biofuel in Poland and other countries of the EU. The aim of the study is to assess the viability of liquid biofuel development in Poland. The base for biodiesel production in Poland and the EU is rapeseed. The production yields and sown area of rapeseed increased in Poland from 2005–2020. This was due to integration and European Union policies which aim to supply clean energy. The energy mix in Poland differs from that of the EU. Solid biofuels have made up the biggest share of renewable energy sources in Poland (73.4%) and the EU (40.1%). Poland has smaller share of wind energy, biogas, heat pump, water energy, solar anergy, municipal waste and geothermal energy in its renewable energy sources compared to the rest of the EU. Only with solid and liquid biofuels is the share of renewable energy sources larger in Poland compared to the EU averages. Poland has decreased its share of solid biofuels and water energy among its renewable energy sources, while other sources have increased. Poland is investing to increase its renewable energy sources. To analyze the opportunities for biodiesel production in Poland, we used the scenario method of analysis. We outlined three scenarios. The first is increasing the production of biodiesel by 3% each year for the next three years. The second is production remains unchanged, i.e., at the 2020 level. The last scenario is decreasing production by 3% each year. According to the first scenario, the total demand for rapeseed for energy and food purposes will be 375 thousand tons in 2025. Such a scenario is very likely to occur because of the growing demand for biodiesel and edible oil. The current situation with Ukraine and the Russian Federation will create an increase in demand for rapeseed, leading to higher prices. [ABSTRACT FROM AUTHOR]

Rural areas are experiencing a dynamic, multidirectional change. It is the result of impact of many processes, including rapid, often spontaneous urbanisation and structural transformation in the agricultural sector and temporary and permanent movements of the population. Changes in the spatial structures of the countryside, on the one hand, influenced by European programmes and measures, linked to the processes of modernisation and organisation of rural settlements and economic systems. On the other hand, rapid economic development and spontaneous investment are resulting in the expansion of the urban forms of land use – not only in the immediate surroundings of the cities and towns, but also in remote, peripheral areas dominated until recently by farming. The paper presents the genesis of contemporary land use in rural areas in Poland, linking the countryside structures with the intensity and forms of residency and user economies in the rural areas. The main drivers of change, significantly affecting the emerging forms of farming villages, are processes of intensive suburbanisation and semi-urbanisation, the phenomenon of progressive peripherisation of large areas in different parts of the country, the depopulation of the countryside and profound changes in the demographic structure of the population, improvement of infrastructure and transport accessibility and economic revival of villages. There are also important issues related to advantages such as natural and cultural values of the village. The aim of the article is to present the main directions of functional and spatial transformations of rural areas in Poland from the beginning of the 21st century. The main hypothesis is that the development of rural areas in Poland proceeds in two directions: Urban "colonization", which involves the invasion of both single- and multi-family housing in the surroundings of traditional villages and in areas previously used for agricultural purposes, is becoming increasingly widespread; this follows restructuring and diversification (spatial and functional) in urbanized rural areas. This paper deals with the projects in the field of urban public transport, which were implemented in Poland after its entrance to the European Union with financial support from the European Regional Development Fund, European Cohesion Fund, and Connecting Europe Facility instrument. These projects were classified by type of activities and main transport mode, and their geography across the country was considered. Urban public transport projects supported by the EU, no doubt, changed the face of a lot of Polish cities and towns in recent years. In the first part of the paper the author gives an overview of the terminology, definition and theory of hybrid warfare, a concept simultaneously disputed in the academic community and firmly established among the decision-making elites of NATO and the EU. The second part is dedicated to a specific aspect or tool of hybrid warfare – coercive engineered migrations. Through a binary comparison of different cases with a similar outcome on the EU’s external border – Greece-Turkey in 2020 and Poland-Belarus in 2021 – the author determines the internal and external requirements for a successful defense against migrations weaponized by a hostile neighboring state. Purpose: Since Poland's accession to the European Union in 2004, migration from Poland to the UK has increased substantially. These migrants are generally young and highly educated, and are migrating for reasons of economic improvement and self-fulfilment. Many are women migrating independently, an emerging trend in migration in general. Information behaviour research around migration has tended to focus on populations such as refugees; less research has been done on the information behaviour of economic migrants. This paper, therefore, investigates the role of information in the migration experience of young Polish women in the UK. Design/methodology/approach: This study takes an interpretivist, constructionist perspective. An exploratory study was conducted, involving expert and pilot interviews and analysis of secondary data. In the main study, 21 participants were interviewed using a semi-structured technique. Data were analysed thematically. Findings: The paper provides insights into the information behaviour and experience of this migrant group. They were found to be confident and successful information users, partly because their migration was planned, their language skills were high and cultural differences from their host country were not substantial. Weak ties were an important source of information. The paper contextualises these findings against previous research on migration in information science, and presents a model of the underlying factors shaping the relationship between migration and information behaviour. Originality/value: The paper examines the migration experience of a relatively understudied group, drawing attention to a broader range of experience and demonstrating that a wider conceptualisation of migration is required in information behaviour. It presents a model of key factors shaping information behaviour around migration, which is relevant not only to the information field, but also to a wider range of areas. This article aims to advance the literature on policy mobility by decentring the primacy of mobility itself and focusing on understanding what cities do in order to 'arrive at' localized versions of urban policy in relation to globally circulating ideas around creativity. The paper explores the performance of a particular local 'creative economy' in terms of institutional and strategic adjustments, key drivers and individuals and events, and the role of long-term local, national and international influences on 'creative cityness'. It does this through an analysis of cultural and creativity policy and local stakeholders in the cultural policy scene in Gdańsk, Poland, focusing on the local performative aspects of mobile policies and arguing the need to understand the formation of a 'common local project' as a form of intra-urban connectedness alongside inter-urban connectedness. The paper extends the range of contexts in which the 'creative city' has been analysed to include post-socialist, post-European Union accession Central and Eastern Europe, thus making an original contribution by studying these issues in the context of the complex multi-scalar relations between the city, national government and the supranational European Union and the ideological conflict between national authoritarian neoliberalism and urban and supranational scale (neo-)liberalism. This paper examines the European Union (EU)'s actions regarding the rule of law (RoL) crisis in Hungary and Poland. As alignment among three EU institutions – European Parliament, European Commission and European Council – is required for the enforcement of the punitive measures under Article 7 of the Treaty on EU, existing studies, to a great extent, rely on the conflict between the intergovernmental and supranational levels to account for the EU's failure to sanction the RoL offenders. This article argues that EU's failure to implement Article 7 cannot be explained by only one dimension of the internal power struggle in the EU. By exploring the complex politics underlying the RoL crisis, this article reveals four competing – Thin, Thick, Parochial and Global – visions of Europe supported by various EU institutions, member states, and extra-EU actors. Based on the EU's official documents and media reports from the member states (more notable from Hungary since 2010 and Poland after 2015), the article suggests that cooperation and conflict between Thin, Thick, Parochial and Global Europe can better explain the 'EU's actions without sanctions' approach towards the RoL crisis which has paradoxically provoked further public support for the RoL offenders instead of weakening them. In this paper, we reflect on the evolution of place-based governance from a long-term (15 year) study of rural development initiatives undertaken in a region of Poland as part of its accession to the European Union. We decompose the recursive process of institutional learning arising from initiatives for heritage preservation and rural economic development. In our analysis, we elaborate a typology of unavoidable development dilemmas that must be explicitly managed in order to allow place-based governance to effectively harness the cultural value, social context, and developmental needs of certain locales or landscapes. Although creating and sustaining local value remain contingent on broader realities of governance, proactive management of these dilemmas can help prevent many of the usual contestations around goals and identity from becoming intractable in later periods. Our proposed approach to enabling place-based governance emphasizes conflict recognition and engagement as important complements to more common prescriptive models of governance. Since 2013, power plants in the EU have been obliged to buy carbon permits instead of receiving them for free. However, in order to ease their energy transition, some Member States that meet certain conditions (mainly a high share of fossil fuels and low income) are allowed to continue to receive free allowances for existing power plants (Article 10c of the EU ETS Directive). In exchange, they must invest in modernizing their electricity sector and diversifying their energy supply. However, up to 70% of the conditional investments have been made in upgrading coal-fired units, which casts doubt on the effectiveness of the measure to increase energy diversification. This paper evaluates the effect that the so-called rule 10c has had on energy diversification. A synthetic control method is applied to aggregate data from Poland, one of the countries eligible for free allowances, to investigate how the lignite and wind share in electricity generation would have evolved had Poland not used the rule 10c derogation. Our results indicate that Poland's energy diversification would have been the same if allowances had been auctioned instead of allocated for free. Therefore, the policy is only relevant in political terms and involves unjustified revenue loss for affected governments in favour of installations, i.e. subsidies. Our results suggest that rule 10c, as defined, does not incentivize investment in low carbon alternatives. The use of this transitional free allocation will continue to be available in phase IV (2021–2030) of the EU Emission Trading System (EU ETS). Key policy insights Application of the rule 10c derogation under the EU ETS, granting emission allowances for free to fossil fuel-reliant member states, has not achieved the intended goal of energy mix diversification in Poland. Using a synthetic control method, we show that the lignite and wind share of electricity production in Poland would have followed the same trajectory if full auctioning, instead of free allocation, had been applied. Because most conditional investments were used to retrofit coal-fired plants, the policy's main contribution was to subsidize continued use of coal power. The paper deals with the problem of rail noise pollution in cities in the context of legal amendments. This aspect is often neglected in the process of spatial planning. The authors were motivated to undertake this analysis both by legal changes permitting higher levels of acceptable noise thresholds, which were introduced and legalised in October 2012, and by the intensified levels of investment in areas neighbouring railways. On selected examples of residential areas in Warsaw, Poland (the city districts of Ursus, Białołęka and Ursynów), relevant land development sites were analysed against the course of isophones showing permissible noise levels. The analysis was based on data taken from acoustic maps for Warsaw from 2012 and 2017, planning studies, the Topographic Objects Database (BDOT10k) and the current state of land development. Using ArcGis software, 22 features, three study areas, and corresponding quantitative indicators were assessed. The authors presented the level of railway noise pollution set against the general spatial development. The analysis demonstrated that the changes in legislation have resulted in the "acoustic release" of land near railways; i.e., in these areas new, less-restrictive regulations on noise pollution have become permissible. In turn, the number of buildings that were considered at risk of noise pollution before 2012 has fallen. The aforementioned regulatory changes may unfavourably impact residential areas neighbouring railways and this has even provoked a wider discussion at the European Union level. [ABSTRACT FROM AUTHOR]
