Purpose: This paper aims to make the case for early action approaches with migrant families, introducing a set of principles for practice, mapped against the Professional Capabilities Framework for social work and the Social Work England professional standards. Design/methodology/approach: The paper first explores the context of social work with migrant families, outlining the challenges and gaps in our conceptual understanding of this work. The paper then introduces a conceptual model of work with migrant families which draws on the literature from social work and allied professions, and informed by social work values and ethics. Findings: Current social work practice with migrant children has been criticised as defensive, procedural and lacking a coherent conceptual basis, particularly for those who are subject to the no recourse to public funds (NRPF) rule. This field of social work practice would benefit from an evidence-informed model of practice, anchored in human rights approaches and focused on early action. Eight principles, drawn from existing good practice in other social work and social care contexts, are outlined as the basis for a new model of practice in social work with migrant families. Originality/value: The NRPF rule is a provision in the immigration rules that prevents people who are subject to immigration control from claiming most social security benefits in the UK. In recent years, there has been an increased interest in research about the NRPF rule and its negative impact on children. Purpose: Serious case reviews remind us that there is much to learn about inter-agency activity. Professional identity is a key phenomenon influencing work behaviour, especially during inter-agency activity. Yet, this link is complex and not well understood within the context of UK children's services. With an agenda of improving outcomes for children and their families, The purpose of this research paper is to conduct a systematic literature review on this topic to develop a conceptual model aimed at informing how practitioners mobilise their professional identity during inter-agency activity. Design/methodology/approach: This paper used meta-ethnography to synthesise the available research. This method is suitable for researchers who are interested in conceptual or theoretical understandings of a particular phenomenon as opposed to describing individual accounts or experiences. Findings: The findings support postmodern accounts of identity and show the construct as fluid, contingent and constituted within interaction. Professional identities are mobilised through the sharing of professional knowledge, which is underpinned by the performative nature of language. Mobilisations can lead to both positive and negative consequences, which can act as a barrier to and facilitator of inter-agency activity. Originality/value: Inter-agency working is integral to the function of children's services but remains an undertheorised concept, and this had led to a dearth of guiding theory on inter-agency practice. By drawing on relevant psychological theory, the proposed model provides a unique psycho-social perspective that articulates the important role of identity during inter-agency activity, which would be of interest to professionals working in children's services. Purpose: The purpose of this paper is to critically examine the current state of literature on peer parental advocacy, offering practical insights and ideas for researchers and practitioners interested in this evolving field. Design/methodology/approach: This narrative review is a comprehensive, critical and objective analysis of the current knowledge on peer parental advocacy. Findings: Parental peer advocacy (PPA) has seen growing interest, with increasing research detailing the benefits and challenges. It is now being considered within children's services across the UK, drawing upon the success of similar initiatives, especially in the USA. There is a compelling case for PPA, not least as it may contribute to resolving the longstanding challenges within children services of families having the opportunity to meaningfully participate in decision-making (Corby et al., 1996; Muench et al., 2017; Bekaert et al., 2021). Research limitations/implications: Parental advocacy (PA) continues to be an evolving area of academic research and policy development both in the United Kingdom and internationally. Emerging research suggests a compelling case for an expansion in PPA within child welfare and protection systems, specifically in case, program and policy advocacy. Purpose: This paper aims to argue that contextual safeguarding complements existing theoretical models and approaches. Its successful integration with dominant thinking and practice in safeguarding potentially offers new insights to improve system-wide practice. Design/methodology/approach: A theory synthesis design was used to purposively identify, summarise and compare selected safeguarding theoretical models and approaches to establish both convergence and divergence. Findings: The arguments provided in this paper suggest that synthesising theory offers a confluence of perspectives that promise to develop a more eclectic and holistic approach to safeguarding practice. The paper demonstrates how contextual safeguarding can be integrated with existing theoretical models and approaches. Research limitations/implications: This is a conceptual paper and therefore is not based on empirical data. Practical implications: This paper's conceptual insights include that integrating contextual safeguarding with existing theoretical models and approaches can broaden the knowledge base to whole system-wide safeguarding practice in the UK. The paper also confirms that the methodology used is feasible, although more work is required to test its efficacy on a larger scale. The conceptual paper argues for synthesis of contextual safeguarding and commonly used child safeguarding theoretical models and approaches to deal with both intra and extra familial forms of risk of harm to children effectively. Purpose: Recently, there have been renewed calls to place social workers in schools. Although these are not unchartered waters, contextual understandings of safeguarding have reaffirmed the centrality of schools in the lives of young people and keeping them safe. Yet, schools can only do so much to support young people. Safeguarding practice reviews continue to highlight the shortcomings of contextless assessment. This paper aims to make the case for a broader approach to safeguarding practice by placing social workers in schools. Design/methodology/approach: A scoping review was undertaken to elicit social workers in schools (SWIS) literature from the UK, as well as international examples. Keyword searches revealed a lack of consensus on shared/agreement terminology for SWIS. The literature was organised thematically, as a mechanism to open up the extent, range and nature of research activity in relation to SWIS. Findings: Findings are presented in three themes: misunderstandings of SWIS – what do they actually do?; micro versus macro interventions; and the concept of reach. Research limitations/implications: The main implications of this study are to sharpen the focus on the centrality of schools in the lives of children and young people; to expand school-based initiatives as a way to reach young people at risk; to re-centre practice to local, community orientation with an emphasis on early help; and to bring together pockets of good practice and learn from successful partnership models. Originality/value: Little attempt has been made to contemplate the past and present and rethread school-based initiatives. There is an absence of attention afforded to the theoretical foundations of SWIS. This paper identifies a gap in interest from the early iterations of SWIS, with a recent upsurgence in attention. Purpose: Care leavers are identified as a vulnerable group within UK society and, unsurprisingly, are more susceptible to mental health problems. Research highlights inadequacies among UK Government provisions combined with poorer outcomes for care leavers. This paper aims to measure the effectiveness of provisions on mental health when transitioning from the care system to adulthood. Design/methodology/approach: A systematic review was conducted to identify and highlight the inadequacies of provisions in place to aid a care leaver's transition and the effects on their mental health. Of the 211 studies identified from the search, six studies met the eligibility criteria and were deemed eligible by the researcher for further exploration of themes. Findings: The findings identified feeling isolated, training given to care professionals and caregivers, collaboration, lack of preparation and support and access and gaps in provisions as the five key themes. The overarching theme of interconnectedness and interplay between subthemes, mental health and a care leaver's transition, is strongly presented throughout. Many participants within the individual studies reported negative findings illustrating the weaknesses of provisions and the negative effect on their mental health. Furthermore, the findings emphasise the unique nature of everyone's experience transitioning out of the care system. Research limitations/implications: A limitation of the review is the selection of key words, which may have restricted the results produced during the main search, subsequently affecting the amount of relevant data extracted and synthesised. Finally, less emphasis on grey literature and more on empirical studies reduces the probability of discovering null or negative findings, therefore increasing the chances of publication bias (Paez, 2017). A small number of eligible studies increase the risk of not making important comparisons, prompting a wider search to be conducted in the future. An unequal ratio between national and international research in the systematic review restricts fresh perspectives and strategies concerning the mental health of care leavers. Practical implications: Care leavers are identified as a vulnerable group within society and, unsurprisingly, are more susceptible to mental health problems. The UK Government enforces national and local policies to support young adults leaving the care system and transitioning to independence. However, previous research highlights inadequacies among provisions, combined with poorer mental health outcomes for care leavers. Social implications: Following on from gaps in the current findings, an investigation into regional disparities across provisions aimed at assisting care leavers transitioning to independence would produce useful information for the field and policymakers. Although current research addresses the essence of interplay between mental health and transitioning, further research is required to help build a supporting argument for adaptations and improvements in policies and practice. Originality/value: This study supports the argument for an increase in attention from the UK Government and policymakers to improve the quality and quantity of support for a population often underserved and marginalised, especially in terms of reducing poorer mental health outcomes. Purpose: The purpose of this paper is to describe a youth work model of participatory research practice which utilises a range of methods within non-traditional research settings, highlighting the importance of trust, risk-taking and the creation of mutually respectful and non-hierarchical relationships. The paper suggests that such methods enable the development of new insights into previously intractable challenges when working with adolescents needing a safeguarding response from professionals. Design/methodology/approach: The paper reflects on the challenges and successes of a project which brought police officers and young people together to develop solutions to improving safeguarding responses to young people affected by sexual violence and related forms of harm in adolescence. In particular, this paper focuses on a residential held in October 2016 in the Lake District involving 7 officers and 15 young people. Findings: Despite a number of ethical challenges throughout the project, this paper makes the case that potentially high-risk participatory research projects can be supported and managed by university research centres. However, for these to be successful, staff need to work in trauma-informed ways, and possess high-level expertise in group work facilitation. Transparency, honesty, constancy and a range of different and creative activities, including mental and physical challenges, all contributed to the success of the project. Originality/value: By detailing the empirical steps taken to develop, support and realise this project, this paper advances a youth work model of participatory research practice, filling an important gap within the methodological literature on participatory work with young people affected by sexual violence. Purpose: Young people who are looked after by the state face challenges as they make the transition from care to adulthood, with variation in support available. In the past decade, funding has been directed towards organisations to pilot innovations to support transition, with accompanying evaluations often conducted with a single disciplinary focus, in a context of short timescales and small budgets. Recognising the value and weight of the challenge involved in evaluation of innovations that aim to support the transitions of young people leaving care, this paper aims to provide a review of evaluation approaches and suggestions regarding how these might be developed. Design/methodology/approach: As part of a wider research programme to improve understanding of the innovation process for young people leaving care, the authors conducted a scoping review of grey literature (publications which are not peer reviewed) focusing on evaluation of innovations in the UK over the past 10 years. The authors critiqued the evaluation approaches in each of the 22 reports they identified with an inter-disciplinary perspective, representing social care, public health and organisation science. Findings: The authors identified challenges and opportunities for the development of evaluation approaches in three areas. Firstly, informed by social care, the authors suggest increased priority should be granted to participatory approaches to evaluation, within which involvement of young people leaving care should be central. Secondly, drawing on public health, there is potential for developing a common outcomes' framework, including methods of data collection, analysis and reporting, which aid comparative analysis. Thirdly, application of theoretical frameworks from organisation science regarding the process of innovation can drive transferable lessons from local innovations to aid its spread. Originality/value: By adopting the unique perspective of their multiple positions, the authors' goal is to contribute to the development of evaluation approaches. Further, the authors hope to help identify innovations that work, enhance their spread, leverage resources and influence policy to support care leavers in their transitions to adulthood. Purpose: The purpose of this paper was to determine the attachment strategies of prospective adoptive parents and any correlation between attachment and the defensive strategies they used when talking about loss of fertility. The study also examined whether attachment strategy of the applicants had a bearing on the decision by the local authority to place a child. Design/methodology/approach: The sample was comprised of 48 respondents (21 couples) representing 84 per cent of all people who applied to one UK Social Services Department in a 12-month period. Placement of a child was reviewed two years following the assessment. The study used the dynamic maturational model version of the adult attachment interview (DMM-AAI), together with added questions on loss of fertility to assess the applicants' attachment strategies together with unresolved loss and trauma and the DMM modifiers. Findings: Unlike adoption studies using the Main and Goldwyn system, this study rated very few of the applicants' AAIs as secure (13 per cent), 48 per cent were in the normative low-risk range and 52 per cent of the AAIs were coded in the more complex DMM insecure strategies. There was a significant bias towards marriages where the partners deployed opposite low-risk/DMM strategies (13 (62 per cent) of couples). Compared with data on non-clinical populations the AAIs showed a high level of unresolved loss or trauma (58 per cent). Using a six-way distribution (A1-2, C1-2, B, A3-4, C3-6 and A/C) there was an 87 per cent correspondence between discourse about loss of fertility and that about attachment, thereby supporting the established proposition that reproduction is part of the attachment system. Twenty one per cent of the AAIs were coded as "disorientated" and this is discussed in terms of conflict for adoptive of parents concerning the raising of a child who carries their own genes or those of strangers. A case is made to conceptualise negative impact of infertility in terms of unresolved trauma rather than loss. Research - limitations/implications: This study adds to research showing that the DMM approach is more finely calibrated than the ABC+disorganised model with the latter likely over coding for security. The results emphasise that fertility and reproduction are legitimate subjects for attachment studies and that AAI discourse analysis is a valid methodology for future research. However coder agreement as to whether or not loss of fertility was resolved was only fair (64 per cent) κ. 0.25 (po0.33). More work is required in order to determine what constitutes unresolved loss of fertility and what impact, if any, this has on parenting an adopted child. Practical implications: The practice implications are considered in a separate paper. Social implications: The findings are contentious in that they suggest a significant number (48 per cent) of adoptive parents have needs not dissimilar to other clients of psychological services. Originality/value: This is the first DMM-AAI study with prospective adoptive parents and the findings show significant differences when compared with previous studies using the Main and Goldwyn AAI. Purpose: There is growing evidence of the efficacy and effectiveness of targeted parenting programmes but the evidence for universal parenting programmes is much less developed. The purpose of this paper is to evaluate the effectiveness of Parent Gym, a parenting programme delivered in schools. Design/methodology/approach: In this paper a quasi-experimental design was utilised. Parents were recruited to the Parent Gym programme comprising six two-hour weekly sessions. Parents completed measures of their parenting efficacy, parenting satisfaction, interest in parenting and mental well-being at pre- and post-course. Comparative data were derived from a retrospectively-defined randomly selected group of non-participant parents at two time points, equivalent to the length of the Parent Gym course. Findings: Changes in the Parent Gym group were compared with the comparison group using repeated measures mixed 2×2 ANOVAs, which accounted for the potential effect of demographic characteristics (parent gender, ethnicity, parent age, parent education level and single parent status), and their potential interaction with group membership. Parenting satisfaction showed a significantly greater increase for the Parent Gym group with a large effect size (d=0.80). Regarding parenting efficacy, there was a significant time × group interaction indicating efficacy scores increased in the Parent Gym group but decreased in the comparison group (d=1.93). Mental well-being also improved for the Parent Gym group from below the national norm before the course (d=−0.26) to significantly greater than the national norm at post-course (d=0.29). Research limitations/implications: A limitation of the present study is the absence of data on outcomes for children. Second, the administration of the research at local level, primarily the distribution and collection of the measures and return to the research team for analysis, is a potential source of data loss: both pre- and post-programme data were available on 55 per cent of Parent Gym parents, similar to other community studies. Third, the present study did not include a longer term follow-up after the programme ended. Future research is required to examine the sustainability of effects produced from community implemented programmes. Practical implications: Findings from the present study indicate that a universal programme, Parent Gym, was effective in aiding the positive development of aspects of parenting behaviour, namely parents' self-efficacy, parenting satisfaction and mental well-being, when delivered in community settings. This demonstrates its potential as part of a regular service delivery option of evidence-based support for parents. Social implications: Successful parenting requires both the development of parenting skills and a positive relationship between parent and child. Parents vary in the resources (e.g. family) available to develop positively. Evidence-based parenting programmes have an important role in aiding parenting development, both those targeted at parents with most challenges and those (universal) aimed across the population. This study demonstrated that the universal Parent Gym programme is effective across a wide range of parents and has the potential to be a positive social resource for community delivery. Originality/value: This is the first rigorous study of Parent Gym. It adds to the limited evidence about parenting programmes delivered outside of trials, as part of normal service delivery. Purpose: Considerable attention has been given to the vulnerability of young people leaving care in the UK in their transition to adulthood. To date, however, there has been limited focus on the perceptions of care leavers about what factors enable and inhibit effective practice. The paper aims to discuss these issues. Design/methodology/approach: This systematic literature review sought to elicit the views of UK care leavers in identifying barriers and facilitators to the process of transition to adulthood. Qualitative studies in the care-leaving field were identified, of which seven met inclusion criteria and were included in the final synthesis. Findings: The findings yielded a range of facilitators, including authentic and consistent relationships with those acting in the role of corporate parent; and flexible systems, which accommodated personal readiness for leaving care. Barriers included insufficient recognition of, and a lack of support for, the psychological dimensions of transition, exacerbated by insufficient support networks. Research limitations/implications: This literature search yielded seven qualitative papers, some with small sample sizes, meaning that the findings may not be representative of a wider population or directly relevant to international contexts. Practical implications: Suggestions for enhancing the transition process are posited. In particular, the potential usefulness of an "interdependence" transition approach for UK care leavers is proposed. Purpose The purpose of this paper is to examine the experiences that people with HIV faced as they navigated through the intricate processes of trying to access adoption services in the south of England. It proposes the need to pay more attention to people living with HIV (PLWHIV) able to adopt children. The study aims to develop an increased focus on PLWHIV able to adopt.Design/methodology/approach The paper is an exploratory study using an interpretative phenomenological analysis (IPA) approach. Open-ended interviews were conducted with seven participants including individuals and couples. Interviews were transcribed and analysed using IPA’s cross-case and ideographic analysis.Findings The paper provides empirical insights about the challenges that PLWHIV experienced with social workers. Positive experiences were in the minority. Lack of information, inadequate support, stigma and discrimination, cultural insensitivity and disempowerment were frequently reported. The paper suggests that greater understanding and better education for social workers would improve access to adoption by people with HIV.Research limitations/implications Given the chosen approach and small sample size, results may not be generalisable.Practical implications This study increases knowledge, promotes positive attitudes and improved support for PLWHIV who are stable and able to offer permanency to adoptive children.Originality/value This paper provides new ideas in an area that is scarcely researched. Purpose There are often calls for more focus on outcomes in Children’s Social Care yet there is little consensus on what these outcomes should be. Key challenges include who should decide what outcomes should be measured and the sheer range of issues that social workers deal with. The purpose of this paper is to provide a reflective account of approaches to measuring outcomes that the author has used in recent studies in order to illustrate the complexity involved in understanding what the purpose of Children’s Social Care is and therefore how outcomes might be measured.Design/methodology/approach A review of and reflection on lessons from recent research studies carried out by the author and colleagues.Findings The results are used to illustrate and support an argument that Children’s Social Care performs multiple functions and that this has implications for thinking about outcomes. Helping children and parents is one element of the work, but assessing risk across large numbers of referrals and identifying those that require involvement is equally important. Furthermore, the social work role requires complex considerations around liberty and the rights of parents and children. One consequence of this is that the quality of the service provided is important in its own right.Research limitations/implications It is suggested that the evaluation of Children’s Social Care involves four types of outcomes: measures of the quality of the service provided; assessment of whether the “right” families are being worked with; client-defined measures of change; and the development of appropriate standardised instruments. Examples of approaches in each area are discussed.Practical implications The theoretical considerations suggest that we need to have a multi-dimensional approach to evaluating, inspecting and leading Children’s Social Care services. Purpose The purpose of this paper is to expose and dispel some outdated dilemmas and straw men that have drawn attention away from debates of substance in social work. Purpose – The purpose of this paper is to report on how early years practitioners worked with the ORIM Framework to support work with parents to promote early literacy experiences. Design/methodology/approach – Co-produced Knowledge Exchange (KE) was used to develop and evaluate work with parents to facilitate their young children’s literacy. Information was gathered in discussion groups, interviews with parents and practitioners and feedback from all the parties involved. Findings – Practitioners and families engaged with each other in the further development of an established literacy programme, and families demonstrated “ownership” of the co-produced knowledge after the end of the project. Research limitations/implications – Project design in co-produced research and KE is necessarily flexible. The focus is on practitioners’ knowledge and ownership of the process, sharing knowledge with parents and enhancing children’s experiences. Practical implications – Practices that can enhance parental engagement in their children’s early literacy are varied and multiple and ORIM can be used flexibly to plan, develop and evaluate innovative and community – (and family –) specific practices. Social implications – Where parents have more knowledge of children’s early literacy development they are in a better position to support them; for learning communities there are implications in terms of future development of work with families to support early literacy development. Originality/value – This paper contributes an original approach to the co-production of research with early years practitioners. Purpose – The purpose of this paper is to contribute to understanding of different ways that parents and schools develop and maintain working partnerships to improve outcomes for children by focusing on quantitative evidence about parental involvement (PI). The key questions for this synthesis are: what is the evidence about the extent of impact of PI on cognitive or academic outcomes for children, and how consistent and reliable is this evidence? Design/methodology/approach – This is an “umbrella” review comparing and contrasting findings from 13 meta-analyses across three areas of PI and home/school partnerships: first, general approaches; second, home and family literacy programmes; and finally, targeted interventions focused on individual or specific family need. Findings – There is consistent evidence about the extent of impact from general approaches (three to six months average additional gain for children’s educational outcomes) and for targeted intervention (four to six months), but with a wider range of estimates for family literacy (two to eight months average gain). Variation in approaches and evaluation quality make specific recommendations for practice challenging, though some consistent patterns of findings indicate strategies that are likely to be “good bets” to explore and evaluate. Research limitations/implications – The quality of the underlying studies makes drawing secure implications for practice difficult. The nature of the review means that it does not capture the most recent studies. Originality/value – The paper provides a synthesis of quantitative evidence from 13 meta-analyses to identify where there is consistency in estimates of impact and what is associated with systematic variation in this impact. Purpose – The purpose of this paper is to explore the utility of an evidence-based suite of programmes, The Incredible Years (IY), to enhance outcomes for children using a parent-teacher partnership model. Design/methodology/approach – A review of the broad evidence base for the IY parent, teacher and child programmes, uniquely focusing on the inter-relationships between home and school contexts. Findings – Evidence suggests that it is beneficial to parents, teachers and children to deliver IY programmes applying a multi-modal approach. Originality/value – This paper, read in conjunction with other contributions in this volume, demonstrates the growing viability of partnership strategies that support children, their families and teachers to enhance school readiness, and promote positive child outcomes. Purpose -- The purpose of this paper is to provide an overview of the evidence surrounding the design and delivery of adolescent-specific health services for young people aged 14-25. This aims to make recommendations for National Health Service (NHS) senior management teams on the available literature relating to service design for children's and young people's services within the UK. Design/methodology/approach -- This paper presents a mini-review carried out in Spring 2013 using EMBASE, BNI, PSYCHinfo, MEDLINE and Google Scholar to systematically search available published and unpublished research papers. Systematic reviews, meta-analyses and evaluations of service models were included within this review. Adapted "GRADE" criteria were used to appraise the evidence. Findings -- Of 70 papers found, 22 met the inclusion criteria. There were five main service designs found within the literature: hospital-based; school-linked or school-based; community based; combination and integrative; and other methods which did not fit into the four other categories. Research limitations/implications -- This review is limited to the literature available within the inclusion criteria and search strategy used. It intends to inform management decisions in combination with other parameters and available evidence. Originality/value -- There is range of research and evidence syntheses relating to adolescent services, but none of these have been conducted with a focus on the UK NHS and the information needs of managers re-designing services in the current climate within England. Purpose The purpose of this paper is to provide a platform for young British Muslims in Tower Hamlets to share their perspectives on British values and identity, in light of the increased pressure schools are facing to actively promote “British values”.Design/methodology/approach Three focus groups were convened of 16-18 year olds, two all-male (one with five and one with six participants) and one all-female (five participants). Discussions were audio recorded with the data subjected to a form of thematic analysis that divided the raw data into three different categories: individual, group and group interaction data.Findings All but one of the participants defined themselves as British, largely due to a strong connection with British values. A minority felt this understanding was reflected back to them by society. However, the majority felt that, as ethnically Bengali and as Muslims, the opposite was the case. By judging the strength of an individual’s Britishness against the strength of their adherence to British values the government’s British values agenda is only serving to reinforce the isolation of those that feel excluded.Originality/value While the identities of young people, British people, and Muslims have been widely explored, there is little research that looks at the intersection of all three. Purpose – This paper aims to describe coal-face challenges to making services in the UK work to ensure the mental and physical health, safety and wellbeing of children. Design/methodology/approach – After briefly referring to some challenges to effective joined-up service provision, it describes examples from the first author's experience of problems, during 30+ years as an NHS clinical child psychologist, and some solutions. It then describes two challenges that underpin many of these problems: lack of understanding of, or training in, evaluating evidence for interventions and a more general lack of knowledge about effective behaviour change principles. Findings – The paper concludes with recommendations about how to achieve effective joined-up services. Common themes emerging from the research are discussed, including choosing evidence-based programmes, providing adequate training to staff, and increasing people's understanding of behavioural principles. Originality/value – Having effective joined-up services would mean better services for parents and their children, and would be more cost-effective for the NHS. Purpose – Children who enter the care system in England and Wales are among some of the most vulnerable children in society, often presenting with high levels of need. Ensuring that the children's workforce has the skills and knowledge to meet the challenges of caring for this group of children has been at the forefront of policy agendas over the past two decades. This paper aims to report on an educational initiative to develop the capacity of residential childcare staff to work therapeutically with children. Design/methodology/approach – The paper describes the origins and nature of the Foundation Degree in Therapeutic Childcare and documents the reflections of tutors responsible for delivering the programme on their experiences. Comments from a small student sample are included to highlight the student perspective in studying for the Foundation Degree. Findings – The paper concludes that while some barriers exist in delivering the Foundation Degree to residential child care workers, programmes designed to develop knowledge and understanding of working therapeutically with children should be promoted. Originality/value – The paper highlights some of the issues and challenges associated with educating the children's workforce and reports back on one of the first Foundation Degrees in the UK focusing on residential and foster care workers. Purpose – The purpose of this paper is to examine the impact of young people's participation in organised sport on their educational outcomes. Design/methodology/approach – Systematic review of the literature. A comprehensive search was used to identify all research evidence about engagement, impact and value in culture and sport. A combination of manual and automated screening was used to select studies for inclusion in this review based on pre-specified criteria. Included studies had to use a "high"-quality experimental research design, focus on children and young people and have quantitative educational outcome measures. Results from the individual studies were transformed into a standardised effect size and meta-analysis was used to combine the results from individual studies where appropriate. Findings – Young people's participation in sport may lead to improved educational outcomes. Young people's participation in organised sports activities, when compared to non-participation, improves their numeracy skills. Young people's participation in organised sport linked with extra-curricular activities, when compared to non-participation, improves a range of learning outcomes for underachieving pupils. These findings are based on six "high"-quality studies conducted in the UK and North America. Study populations included young people within the range of four to 16 years old. Originality/value – This paper builds on the existing evidence base in two main ways. First, it focuses specifically on the impacts associated with organised sport whereas previous reviews have had a broader focus. Second, it uses meta-analytic methods to synthesise study findings. Purpose – With the UK Conservative-Liberal Democrat Government reaching its mid-term point, this paper examines its austerity measures and public expenditure reductions in family support and children's services, and its revisions of family support, family intervention, child poverty, child well-being and children's services reform policies in contrast to the former Labour governments. Design/methodology/approach – The paper is informed by policy analysis and research reviews. Findings – The analysis focuses on three dimensions of policy change: first, reductions in income support for children and families and central government funding for children's services; second, refocusing child poverty, child well-being and family policies around the Conservative's "Broken Britain" campaign and the Liberal Democrats targeted social mobility initiatives; and finally, broader children's services reforms. The paper recognises some progressive developments but charts the social welfare implications of reduced welfare entitlements for families and the pressures on support services for families from children's services reforms. Originality/value – The paper combines reflections on the aims, achievements and limitations of Labour reforms to family support and children's services with a broader analysis of welfare state retrenchment and restructuring under the Coalition. It places current changes in family support and children's services within the context of the ideological influences on the Coalition's social policies and the primacy of its austerity programme and welfare state reform agendas. Purpose The purpose of this paper is to chart the history of personal social services for children and families in the UK and examine the factors that have influenced it. Special attention is given to changing perceptions of rights, the impact of scandals and the contribution of child development research.Design/methodology/approach Analysis of historical documents and research reports using four methods: a timeline of milestones, demarcation of distinct developmental periods, trends in policy and practice and comparisons of children’s needs and experiences at different times.Findings The evolution of services has not been linear. Purpose The purpose of this paper is to offer a view about the future of children’s social work from the perspective of a frontline practitioner.Design/methodology/approach Reflections of a frontline practitioner are based on his experience of practising social work with children and families.Findings The professional task of assessment and intervention in order to protect the nation’s children from significant harm is probably one of the most complex in modern society. However, a focus on gathering too much information and the need for certainty can be detrimental to analysis and judgement. Further, the most complex and challenging part of the social work task, namely, direct work in the family home, is rarely subject to formally structured analysis or feedback. There is insufficient analysis of good practice, and the organisational conditions that will promote and sustain it, but there are alternative models, including outside local government and including from other countries, that appear promising.Originality/value The study offers the perspective of a frontline children and families social worker on issues facing the profession. Purpose The purpose of this paper is to reflect on progress and lessons in improving the social work system in England in the interests of children and families.Design/methodology/approach Based on an interview with the author by Michael Little (one of the Guest Editors of this edition).Findings Social work is best placed to lead the child protection system given its ability to manage risks in a challenging social and political environment. However, there is a need to address common concerns about the system, for instance to give social workers more autonomy, and to improve the quality in the workforce, especially at the senior level. Purpose The purpose of this paper is to argue for the need to move away from a sole focus on assessing and dealing with individualised risk factors in order to more fully engage with and understand the social determinants of many of the harms that are manifest in families.Design/methodology/approach It draws from a number of research studies being conducted by the authors and a literature on psycho-social approaches to social suffering.Findings It highlights the evidence on the contribution of poverty and inequality to many of the problems encountered within families. It explores how hurt, shame and loss are experienced by those who are marginalised and struggling to live well and care safely for themselves and others.Practical implications It highlights the practice implications of adopting an approach that engages with both the social and the psychological and understands their inter-relationship. It offers some thoughts on how the social in psycho-social might receive the attention it deserves, a situation which does not pertain currently.Originality/value It offers an original contribution to thinking in the area of child protection where the focus is primarily on individualised risk factors. It highlights the importance of understanding the social determinants of many of the harms experienced in families and offers some pointers towards thinking and practising differently. Purpose - This paper seeks to consider the inter-connections between law and child development, particularly in the areas of child custody and child protection, in both the USA and the UK.Design/methodology/approach - The paper is based on analysis of US and UK legal systems and child developmental research.Findings - Although the two legal systems have much in common in their approach to safeguarding children's welfare, there are also notable differences between them in terminology and in concept. Whereas the USA places a greater emphasis on the rights, particularly autonomy rights, of both parents and children, the UK justifies its laws affecting children largely in terms of parental responsibility and child need.Originality/value - The paper argues that each of these legal regimes has something to learn from the other and a reader interested in thinking about the relationship between child welfare and law will profit from considering the distinctions, as well as the commonalities, between the two regimes. Purpose - This paper aims to critically examine the idea that devolution in Wales, compared with England, brings a decisive shift in the delivery of children's services and, by extension, challenges our assumption that the Children Act 1989 remains as a primary unifying force in child welfare legislation.Design/methodology/approach - The paper primarily addresses those matters pertaining to public law under parts III-V of the Act that give force to core functions within the personal social services in Wales and England. It looks at the Act from the viewpoint of devolution in Wales.Findings - The evolution of services, new policy frameworks and changes to the UK political architecture since the implementation of the Act have transformed the delivery of children's services. The 1989 Act remains prominent but such changes have brought a very different shape and purpose to the occupational world in which the Act was first launched in Wales and England.Originality/value - The paper shows that it is much less clear if the 1989 Act can be "read off" today - as perhaps it could when it was first enacted - as an inclusive encoding of what local authorities and their partners should and must do for children. Purpose – The purpose of this paper is to evaluate the impact of guided self-help cognitive behavioural therapy (CBT) for mothers with depression and/or anxiety undertaken in two Sure Start children's centres in the London Borough of Bexley. Design/methodology/approach – A quantitative study was carried out involving 23 participants who attended an initial appointment with a Psychological Well-being Practitioner and who were assessed and allocated to a guided self-help CBT intervention (either workbooks or computer-based). In addition, in-depth interviews were undertaken with nine participants who had completed the programme. Findings – The study finds that guided self-help CBT produced a significant clinical benefit for participants with mild to moderate depression and/or anxiety. Narratives with participants also highlighted improved confidence and self-esteem, positive thinking and better coping strategies, which may have a positive impact on their children and families. This research also demonstrated the importance of a partnership approach to providing therapeutic interventions for vulnerable groups such as those in this study. Originality/value – The findings represent a "snap-shot" of the positive effects of guided self-help CBT for those suffering maternal depression. They demonstrate the need to recognise and support the therapeutic social milieu, particularly in settings that are familiar and accessible.
