Increasing the numbers of Indigenous people enrolled in research higher degrees in Australia is important for building the Indigenous academic workforce, broadening the scope of knowledge production in academic institutions and ensuring effective research outcomes for Indigenous Australians. While the numbers of Indigenous research higher degree students are increasing, universities still have a lot to do to bring that number up to parity. In this paper, we explore the value of a pre-doctoral program developed for Indigenous people interested in doing a PhD that provides them the information they need to inform their choices about undertaking a doctoral project. As the only program of this kind in Australia, this research contributes to the emerging literature on the factors that have an influence on why Indigenous people choose to undertake PhD programs and the effectiveness of initiatives to support their pathway to higher degree research. The research outcomes build on the evidence base for improving initiatives across the university sector, highlighting the need for tailored, Indigenous-led pre-doctoral support programs for Indigenous students, the value of cohort experiences and the importance of universities that value Indigenous people and their knowledge systems. This paper provides a snapshot of Indigenous Early Career Researchers in Australia derived from demographic information collected in the first stage of the 'Developing Indigenous Early Career Researchers' project. Analysis of the data to date has evidenced much diversity across this cohort. However, one commonality across all Indigenous Early Career Researchers was a commitment to the value and validity of Indigenous Ways of Knowing in the higher education sector. With the use of Tribal Critical Race Theory this paper explores the ways in which Indigenous Early Career Researchers disrupt Western-based academies and schools of thought and proposes that Indigenous Early Carer Researchers grow 'pearls' of experience and knowledge within the higher education sector that are essential to the development of a richer academy and stronger Indigenous communities. Students from regional and remote areas remain significantly under-represented in higher education despite decades of equity policy designed to encourage participation. One explanation is that policy initiatives often overlook the realities in local rural contexts that can make higher education less desirable. Applying the theoretical lens of 'doxic' and 'habituated' aspirations, this paper analyzes interviews with 13 students, 10 parents/carers, and 4 teachers from one regional and one remote community in NSW, Australia. We document the emotional and material realities shaping young people's imagined futures in these communities, highlighting the commitment to a rural lifestyle in one, and the desire to escape the other community in decline. We argue that developing successful initiatives to address equitable participation in higher education requires a departure from hegemonic discourses of 'rurality' and greater recognition of and respect for the diverse needs and desires of regional and remote students. In an era where higher education institutions appear increasingly committed to what Sara Ahmed calls 'speech acts' whereby declared goodwill, through stated commitments to diversity, equity, and increasing Indigenous student enrolment and completion have been made; it is undeniable that Indigenous academics are in high demand. With fewer than 430 Indigenous academics currently employed here on the continent now commonly referred to as 'Australia', and 69% of that cohort identifying as female, what does it look like to experience this demand as an Indigenous academic woman? Drawing on data collected from a Nation-wide study in 2019 of 17 one-on-one, face-to-face interviews with Indigenous academic women, using Indigenous research methodologies and poetic transcription, this paper explores the experiences and relational aspects of Indigenous academic women's roles in Australian higher education. The introduction of spaces that encouraged the participation of Aboriginal and Torres Strait Islander peoples in higher education became a reality in the early 1980s. Since then, Aboriginal and Torres Strait Islander educators and leaders have worked tirelessly to find their ‘fit’ within the Western academy, which continues to impose a colonial, Western educative framework onto Aboriginal and Torres Strait Islander peoples. More recently, universities are attempting to move towards a ‘whole of university’ approach to Aboriginal and Torres Strait Islander higher education. To achieve such a major shift across the academy, Indigenous values, perspectives and knowledges need to be acknowledged as a strong contributor to the environments of universities in all core areas: student engagement, learning and teaching, research and workforce. In a move to achieving a ‘whole of university’ approach which revolves around Aboriginal culture and knowledges, the Wollotuka Institute at the University of Newcastle developed a set of cultural standards, as part of an international accreditation process, to guide a culturally affirming environment for Aboriginal and Torres Strait Islander students and staff. This environment acknowledges the unique cultural values and perspectives of Aboriginal and Torres Strait Islander peoples. In this paper, the authors explore, from an Indigenous Standpoint, the creation of a university environment that privileges Aboriginal values, principles, knowledges and perspectives. The paper exposes how traditional Aboriginal Songlines, particularly in Aboriginal education, were disrupted, and how the creation and emergence of a contemporary environment of Aboriginal educational and cultural affirmation works towards the re-emergence of Songlines within higher education. Despite numerous equity initiatives aimed at increasing participation in higher education, students from regional and remote communities continue to be underrepresented in Australia. This paper presents a scoping review of empirical studies, published between 1991 and 2016, that examined aspirations for higher education of students from regional and remote areas. Analysis of the 65 articles revealed an emphasis on enablers and barriers to participation in higher education including: cost and distance, supportive environments, attachment to home, schooling and academic achievement, knowledge of pathways, and individual characteristics. However, much of the research offers a homogeneous view of regional and remote communities which elides location-specific characteristics that are powerful in shaping educational aspirations. We argue that there is a critical need for greater understanding of the diversity of experiences, influences, and aspirations among students within rural and remote communities to underpin the provision of appropriate infrastructure and support for their higher education aspirations. We identify some key avenues for further research into the aspirations of students in rural and remote communities and the ways in which this research can inform and improve outreach activities. Since 2008, all Australian students in Years 3, 5, 7 and 9 have been assessed in literacy and numeracy through an annual National Assessment Program—Literacy and Numeracy (NAPLAN) test. In 2015, a team of mathematics education researchers across Australia conducted a nationwide research project to identify school practices and policies that were consistent between schools that showed growth and/or improvement in their NAPLAN numeracy results. This paper reports findings from three case study schools, using a school improvement framework to interpret evidence gathered from the schools’ principals and school leaders. This paper reviews the nature and implementation of the Australian VET FEE-HELP (VFH) policy initiative: a scheme introduced in 2008 to extend income-contingent loans to the vocational education and training (VET) sector in Australia. We argue that the implementation of the scheme has been seriously flawed, leading to a range of counter-educational and unethical practices on the part of some VET providers. An ongoing research project into the impact of the changing contemporary cultural context of VET on the creation of moral dilemmas facing VET teachers in their work has identified four dilemmas that were seen by teachers to be significantly driven by the VFH scheme. Those dilemmas arose from (1) unethical student recruitment and enrolment practices, (2) overlooking traditional educational standards, (3) constraining teacher responsiveness and (4) manipulating learning assessment. The identifying teachers saw themselves as being professionally unprepared to handle such moral dilemmas, leading to discomfort and inappropriate handling of the dilemmas. [ABSTRACT FROM AUTHOR]

Social inclusion in Australian higher education was high on the agenda of the recent Rudd/Gillard Australian Government. This paper offers an assessment of that agenda, particularly the extent to which it worked in favour of under-represented groups. It argues that the Government's widening and expansion policies and its equity and aspiration strategies lacked sociological imagination, projecting deficits onto individuals who refused to be taken in by its ambitions for higher education participation. The paper concludes that in the absence of a sociological imagination in government policy, the freedoms of disadvantaged groups continued to be curtailed: not just to choose futures in keeping with their goals but also the freedom to formulate choices. The prevalent knowledge economy discourse has direct implications for higher education policies and practices. It is expected that the higher education sector supports national economic competitiveness mainly through promoting scientific research, supporting technological transfer and innovation, and producing 'knowledge workers' such as higher degree by research graduates. However in the context of changing work requirements and fast paced technological progress, the 'skills gap' between the labour market needs and the actual attributes of graduates has emerged as a tangible concern. This paper explores the issue of research graduate employability in Australia. Drawing on critical frame analysis, the paper particularly problematises the way research graduate employability has been framed in relevant policy texts, and shows what issues are excluded from the policy agenda and why. By way of demonstrating exclusions from the current debate on doctoral graduates' skills and employability, we briefly report on new data on the level of industry-engagement of research students at one large Australian university to argue that assumptions about the need to 'fix' the skills deficit of graduates have excluded from view high levels of industry engagement. Adolescent aspirations have been extensively researched, particularly in the contexts of higher education and the workforce. This paper extends research by exploring how the educational and career aspirations of rural adolescent girls relate to their other future goals. It demonstrates how exploring aspirations, both within and outside of the contexts of higher education and the workforce, enables a deeper understanding of various adolescent aspirations and the interconnections between them. This paper draws on a qualitative study with adolescent girls living in the Cradle Coast region of Tasmania-a rural and remote region where access to a wide range of educational resources and experiences is limited in comparison to those available in metropolitan centres. The paper responds to recent participation policy in Australia that implies young people from rural locations are lacking in aspiration. The article demonstrates that despite rurality, the girls in this study have many aspirations, including those for higher education. It discusses how having many and quite varied aspirations influences the girls' decision making and planning around their futures. While access to higher education has increased for Indigenous Australians, participation and completion rates remain lower than those of non-Indigenous Australians. A sound evidence base is needed to ground equity initiatives if they are to address the specific needs of Indigenous students. This paper presents the results of a scoping review of empirical research focusing on the participation of Indigenous students in higher education. The purpose of the scoping review was to synthesise empirical research on aspirations for, and barriers and enablers to, higher education that were published between 2000 and 2016 ( n = 57), and identify areas where further research is needed. Despite a recent increase in research on this topic, relatively little attention has been paid to Indigenous students' aspirations while they are at school. We argue that future research should take account of school students' aspirations for higher education, including primary school students; the similitude of barriers and enablers across the student life cycle; differences within Indigenous community and among Indigenous students; and, the insights emerging from Indigenous methodologies and scholarship. In 2014, the Australian Federal Government attempted to de-regulate higher education fees so as to allow universities to set their own tuition fees. The associated public debate offer critical insights into how the identity of a student as a 'customer' of higher education is understood and deployed when developing higher education policy. This paper uses the 2014 Australian higher education reforms as a lens through which to further scholarly research into the student-as-customer metaphor and to see how it is influenced by the perceptions and understandings of policy actors external to the higher education sector. These include politicians, special interest groups, the students and their parents and prospective employers. This study reveals that the public/private nexus-both of funding and benefit-problematizes traditional conceptualisations of students and others as higher education customers. In turn, this restricts the ability or desire of policy actors to describe how the student functions as a customer as a consequence of market reform. The proportion of students enrolled at university from the lowest quartile of socio-economic position has remained static at around 15% for at least the past 15 years (DEEWR, Transforming Australia's higher education system, ). This paper argues that the apparent lack of progress towards equity of access has been exacerbated due to how socio-economic position (SEP) is measured within higher education. Three major methodological issues are identified: (a) the use of socio-economic indicator for areas (SEIFA) at an inappropriate unit of geographic area (postcode), (b) an inappropriate choice of index (education and occupation), and (c) using the index of education and occupation as the sole indicator of SEP thereby increasing the risk of misclassification of individuals through the operation of ecological fallacy. This paper argues that to address these methodological deficiencies, alternative methods of determining SEP are required at both the aggregate and individual level. Possible options are proposed for use as replacements for the geographic area (postcode) and index (education and occupation) as well as additional measures at the individual or household level. The field of Australian higher education has changed, is changing and is about to change, repositioned in relation to other 'fields of power'. It is a sector now well defined by its institutional groupings and by their relative claims to selectivity and exclusivity, with every suggestion of their differentiation growing. The potential of a 'joined-up' tertiary education system, of vocational education and training (VET) and universities, has the potential to further rework these relations within Australian higher education, as will lifting the volume caps on university student enrolments. Moreover, Australian universities now compete within an international higher education marketplace, ranked by THES and Shanghai Jiao Tiong league tables. 'Catchment areas' and knowledge production have become global. In sum, Australian universities (and agents within them) are positioned differently in the field. And being so variously and variably placed, institutions and agents have different stances available to them, including the positions they can take on student equity. In this paper I begin from the premise that our current stance on equity has been out-positioned, as much by a changing higher education field as by entrenched representations of social groups across regions, institutions, disciplines and degrees. In taking a new stance on equity, the paper is also concerned with the positioning in the field of a new national research centre with a focus on student equity in higher education. In particular, the paper asks what stance this new centre can take on student equity that will resonate on a national and even international scale. Recent Australian government targets for higher education participation have produced a flurry of activity focused on raising the aspirations of students from low socioeconomic status (SES) backgrounds. In this paper we test two key assumptions underpinning much of this activity: that students from low-SES backgrounds hold lower career aspirations; and that outreach activities appropriately target secondary school students, given that younger students' aspirations are relatively under-developed. Drawing on a sample of 3,504 students, we map the intersection of the career aspirations of students in Years 4, 6, 8, and 10 with SES and other demographic variables in order to contribute to the evidence base for academic, educational, and political work on access to higher education and the policies, practices, and outcomes that might ensue. Aspirations are assessed in terms of occupational certainty, occupational choice, occupational prestige, and occupational justification. We found fewer differences by year level and by SES than expected. Our analyses demonstrate both the complexity of students' career aspirations and some of the challenges associated with undertaking this kind of research, thus signalling the need for caution in the development of policy and interventions in this field. In the context of increased demands for excellence in all areas, academic promotion and tenure is now directly linked to achievement of measurable outputs in all areas of performance. In a work environment characterised by high workloads, competing expectations and reduced resources, academics must increasingly demonstrate active engagement with the scholarship of teaching and learning (SoTL). For many, this may mean adopting new cultures, methodologies, theories, languages and modes of enquiry outside their home or cognate discipline. In the context of performance management, academics must reconceptualise and articulate notions of 'good academic practice', often in parallel with the practical requirement to continue to teach in the culture and practices of their cognate discipline. We need to better understand the implications, for institutions and individuals, of approaching SoTL through the lens of performance evaluation. This paper reports the key themes from a pilot study examining how academics at an Australian university are responding to the emergence of SoTL in the performance management context. This paper reports on a qualitative study exploring the role and functionality of emotions in feedback. In-depth interview data from students and lecturers at an Australian university are analysed using cognitive appraisal and prototype theory. Results suggest that students experience a range of positive and negative emotions in feedback contexts which function to address both achievement and relational concerns. Educational research has long been the subject of lively and agitated debate, not least because of its diversity. Ranging in scope from academic development and broad-scale policy research through to student engagement and discipline-specific research, it includes methods of traditional academic inquiry and investigations and also less traditional modes of research. However, the topography of Australian educational research and the characteristics of the people who undertake this complex body of work are currently unclear. This paper explores some of the complexities of the Australian research community, drawing on the findings of a national online survey of academics who identified as researching in the field of education from within and outside education schools and faculties. The survey attracted 504 responses from 38 of Australia's 39 universities, and just over two-thirds of respondents were located in a school or faculty of education. We draw on the results to answer the questions of who is undertaking educational research and who how they might be supported. We utilise a conceptual model that 'segments' the educational research workforce represented by the survey respondents, and we conclude by indicating strategies that might be utilised to address research barriers indicated by educational researchers. This paper considers the rate at which students are crossing the boundaries between Australian vocational and higher education. It finds that public universities admit a higher proportion of students on the basis of a vocational education qualification than do private colleges and that private colleges broadly do not admit a higher proportion of students from a low socioeconomic status background than public universities do. Vocational education transfers are most important in the higher education fields of nursing (22 % of commencing students), education (13 %) and information technology (12 %). Upward transfers are least important in the natural and physical sciences (3.5 %) and engineering and related technologies (6 %). Some 17 % of commencing students are from a low socioeconomic status background, but nursing (24 %) and education (22 %) provide more opportunities for students from a low socioeconomic status background. Conversely, fewer opportunities are provided in architecture and building (12 %) and the creative arts (14 %). There is considerable variation in the proportion of students that higher education institutions admit on the basis of vocational qualifications, even in a relatively homogeneous field such as nursing. In 2007 the Rudd Labor government in Australia introduced significant changes to education policy for the nation. The Skilling Australia's Future (Rudd et al. Skilling Australia for the future. Election policy document, 2007) policy was meant to redress a perceived failure by the previous Howard federal Liberal-National Coalition governments to fund and manage vocational skills training adequately. The Skilling Australia's Future policy established a number of areas for immediate action. This paper looks at one of these areas from the policy document, namely, the Rudd government's plan for addressing skills shortages (Rudd et al. , pp. 4-9) through the establishment of Trade Training Centres in schools. The policy is analysed using Critical Discourse Analysis, featuring the semiotic concept of intertextuality. Findings from the application of this method suggest that Skilling Australia's Future (2007) belongs within a history of like-minded policy and, although a new direction is provided by the allocation of Trade Training Centres to selected high schools, the policy is not clearly separable from the market-driven discourse that has pervaded education policy since the 1990s.
