Thisbook is distinctive because it will be a political science oriented introduction to The Federalist Papers. As most of the editions have introductions by historians, and some of them quite good, there is no readily available edition with a political science focus. Such a focus would not ignore the historical dimensions of the founding and that particular era, but would supplement this historical background with a concentration on the key questions political scientists tend to ask when reading and teaching The Federalist Papers. Questions of power, separation, blending, federalism, and structural design and how they impact the practice of government, questions we political scientists ask, will be the central feature of this edition. The primary audience for this edition would be courses in American Political Thought, American Government (most of which include components of the Federalist Papers) plus courses on the Presidency, Congress, The Judiciary, and Federalism.

This book reconnects The Federalist Papers to the study of American politics and political development, arguing that the papers contain previously unrecognized theory of institutional power, a theory that enlarges and refines the contribution of the papers to political theory, but also reconnects the papers to the study of American politics.

Political elites in liberal democracies are showing heightened concern about threats to national security from the overseas political activities of the People's Republic of China (PRC) and its supporters. This Whitehall Paper argues that an effective liberal democratic policy response requires careful disaggregation of distinct sets of risks: to national security; civil liberties; and academic freedom. Although widely cited as a model to follow, Australia's response to these issues illustrates how aggregation of these diverse risks into a singular national security threat – commonly labelled ‘Chinese influence'– can produce alarmist public policy discourse, legislative overreach and mismatched institutional responsibilities. The Paper suggests a set of measures for liberal democracies to manage their engagement with China's powerful and increasingly authoritarian party-state.

This book examines some of the important linguistic changes that have taken place in Eastern Europe since 1991. Most of the papers deal with Russia, which has undergone a particularly complex process of re-adjustment. Though it is early to draw definitive conclusions, the contributions provide a preliminary understanding of the new language situation of post-Soviet Russia. Of the remaining papers one compares Russian, Ukrainian, one examines Komi-Permiak, while one looks more generally at language and society.

This book analyses the coverage of elections that occurred between September 2015 and February 2016 in six European countries (Greece, Portugal, Poland, Croatia, Spain and Ireland). The sample examined includes all news stories published during the official electoral campaign in different types of media outlets: three newspapers per country covering centre-left and centre-right wing political leaning, as well as reference and tabloid papers; three main television news broadcasts covering commercial/private and public broadcast television channels; and three papers that are published only online, taking into account their levels of audience and importance within each national media and political system. The book also examines different connections to the EU and to the Euro Crisis. Questions such as the following guide the overall analysis: In what ways is news election coverage similar and different in these countries? Which issues are mostly covered by the news media and how? Airpower remains the cornerstone of NATO's military advantage, so maintaining the ability to win air superiority over peer opponents in a conflict is key to long-term deterrence stability in both Europe and the Pacific. This Whitehall Paper examines the various modernisation and future capability development efforts being undertaken within NATO, and analyses the major threat systems and overall modernisation trends of the West's main peer-competitors – Russia and China.US airpower capability development efforts are increasingly focused on countering the growing challenge from the Chinese military in the Pacific. To meet this challenge, the Pentagon is planning to transform the way it operates across all domains over the next 15 years. New platforms, weapons systems and increasing automation of command and control threaten to leave NATO allies behind.Current acquisition and modernisation plans of European air forces may eventually close the capability gap with current US theatre entry standard capabilities, but by then the US will have leapt ahead once more. Furthermore, many of the airpower capabilities which the US is pursuing for the Pacific theatre are significantly less relevant for the demands of deterrence against Russia in Europe. Given continuing dependence on US enablers on the part of other NATO members, a significant divergence in capability plans threatens to undermine crucial Alliance interoperability if not recognised and managed early.

In this new Brookings Marshall Paper, Michael O'Hanlon argues that now is the time for Western nations to negotiate a new security architecture for neutral countries in eastern Europe to stabilize the region and reduce the risks of war with Russia. He believes NATO expansion has gone far enough. The core concept of this new security architecture would be one of permanent neutrality. The countries in question collectively make a broken-up arc, from Europe's far north to its south: Finland and Sweden; Ukraine, Moldova, and Belarus; Georgia, Armenia, and Azerbaijan; and finally Cyprus plus Serbia, as well as possibly several other Balkan states. Discussion on the new framework should begin within NATO, followed by deliberation with the neutral countries themselves, and then formal negotiations with Russia.The new security architecture would require that Russia, like NATO, commit to help uphold the security of Ukraine, Georgia, Moldova, and other states in the region. Russia would have to withdraw its troops from those countries in a verifiable manner; after that, corresponding sanctions on Russia would be lifted. The neutral countries would retain their rights to participate in multilateral security operations on a scale comparable to what has been the case in the past, including even those operations that might be led by NATO. They could think of and describe themselves as Western states (or anything else, for that matter). If the European Union and they so wished in the future, they could join the EU. They would have complete sovereignty and self-determination in every sense of the word. But NATO would decide not to invite them into the alliance as members. Ideally, these nations would endorse and promote this concept themselves as a more practical way to ensure their security than the current situation or any other plausible alternative.

In contrast to the Greek mainland, the Nazis occupied most of Crete between 1941 - 45. After the German troops'defeat in North Africa, Crete was turned into a fortress. This book examines the Europeanisation of party politics in Malta. It evaluates the influence of Europeanisation on the political system, which is based on two party-system, polarisation, and clientelism. Malta is the smallest European Union (EU) member state, which joined the EU in 2004. The road toward membership was fraught with contentious and emotionally charged debates. This book explores the relationship between Maltese political parties and the EU, the politicisation and framing of the European Union by political parties, and the impact of the European Union on Malta's political system. The resurgence of Russian power in the Arctic and High North will be a key consideration for NATO planners. The Alliance's northern flank represents both a potential vulnerability due to its relative isolation and an area in which NATO enjoys options for horizontal escalation in a conflict. Moreover, as the effects of climate change create opportunities for both navigation and resource extraction, peacetime control over the Northern Sea Route (NSR) and a contest to establish effective administrative control in this area are likely. Disagreements regarding the degree of Russia's jurisdiction over the NSR could, for example, simmer into a form of sub-threshold competition. The purpose of this Whitehall Paper will be to examine the balance of power between NATO and Russia in this critical region in order to establish the level of ambition that the capabilities being developed by Russia can support.

During the 1970s todays Austrian Federal Ministry of Education, Science and Research (Bundesministerium für Bildung, Wissenschaft und Forschung, BMBWF) supported the founding of the Center for Austrian Studies at the University of Minnesota in Minneapolis and the Austrian Chair at Stanford University in California. These foundings were the initial incentives for the worldwide `spreading'of similar institutions; currently, nine Centers for Austrian and Central European Studies exist in seven countries on three continents. The funding of the Ministry enables to connect senior scholars with young scholars, to help young PhD students, to participate in and to benefit from the scientific connection of experienced researchers, and to get in touch with the national scientific community by `sniffing scientific air', as the Austrians like to say. Furthermore, it aims to avoid prejudices, and to spread a better understanding and knowledge about Austria and Central Europe by promoting scientific exchange. This volume contains the annual reports (2018/2019 & 2019/2020) of the Center Directors and the papers of their PhD students, which discuss various topics on mostly (East-)Central European History from several perspectives and in different centuries.

Using hard power in the context of an expanding set of threats is complex, expensive and risky. European medium powers, especially, must make tough choices on the future capabilities, roles and equipment of their armed forces, as well as their ability to act independently of alliance partners. Volume I of The Official History of Criminal Justice in England and Wales frames what was known about crime and criminal justice in the 1960s, before describing the liberalising legislation of the decade.Commissioned by the Cabinet Office and using interviews, British Government records, and papers housed in private, and institutional collections, this is the first of a collaboratively written series of official histories that analyse the evolution of criminal justice between 1959 and 1997. It opens with an account of the inception of the series, before describing what was known about crime and criminal justice at the time. It then outlines the genesis of three key criminal justice Acts that not only redefined the relations between the State and citizen, but also shaped what some believed to be the spirit of the age: the abolition of capital punishment, and the reform of the laws on abortion, and homosexuality. The Acts were taken to be so contentious morally and politically that Governments of different stripes were hesitant about promoting them formally. The onus was instead passed to backbenchers, who were supported by interlocking groups of reformers, with a pooled knowledge about how to effectively organise a rhetoric that drew on the language of utilitarianism, and the clarity and authority of a Church of England. This came to play an increasingly consequential and largely unacknowledged part in resolving what were often confusing moral questions.This book will be of much interest to students of criminology and British history, politics and law.

Is the European Union still a viable project? The last few years have been difficult both economically and politically, while its integrative function and legitimacy have been seriously tested. For many social, economic and geo-political reasons, its expansionary moment has stopped abruptly. On the contrary, the Greek economic crisis and the Brexit referendum have raised the spectre of fragmentation and political disintegration. The promise of the EU as a possible model for legitimate governance beyond the nation state lies somewhat in tatters. Even if the EU may indeed survive most of its current crises, is the project of a EU as a normative project beyond rescue? Ever since Maastricht, the democratic legitimacy of the EU has been a key concern of policy makers, citizens and academics alike. This issue is essentially a normative one, and over the same period our work in this area has been at the forefront in exploring what has come to be known (following an early working paper we wrote with this title in 2000) ‘the normative turn in EU studies'.The debate on the democratic form and legitimacy of the EU is one that has gone on for some time and to which we, together with other scholars, have tried to contribute in the course of the last twenty years or so. This work is primarily concerned with the last great campaign in Daniel O'Connell's career and its impact on British and Irish politics. The eighteen-forties were marked by a formidable agitation to have the Act of Union repealed and an independent Irish legislature restored. In attacking the Union between Great Britain and Ireland, O'Connell encountered the sustained opposition of Sir Robert Peel and a study of the conflict between the two men is an important feature of the book. Dr. Nowlan also discusses the rise of the Young Ireland movement and the disputes between the Young Irelands and O'Connell. The political developments during the dark years of the Great Famine are examined and a close study is made of the events leading up to the Irish rebellion of 1848 and of the relations between Irish nationalists and French republicans during that year of revolutions. Middle-class Values in India and Western Europe discusses the distinctive attributes of the middle classes in France, Germany and India. The construction of new norms of respectability is a universal feature of the middles classes, though their rhetoric has varied in different societies. Drawing on historical experiences in both western Europe and colonial India, the contributors to this volume try to understand the common inheritance of these newly emerging middle classes and the social and political impact they have had on their societies of origin. Each study is based on detailed research and combines both theoretical and empirical material.The book is divide into three sections. This book fills a significant lacuna in our understanding of the refugee crisis by analyzing the dynamics that lie behind fifteen years of asylum policies in the European Union. It sheds light on why cooperation has led to reinforced refugee protection on paper but has failed to provide it in practice. Offering innovative empirical, theoretical and methodological research on this crucial topic, it argues that the different asylum systems and priorities of the various Member States explain the EU's lack of initiative in responding to this humanitarian emergency. The author demonstrates that the strong regulators of North-Western Europe have used their powerful bargaining positions to shape EU asylum policies decisively, which has allowed them to impose their will on Member States in South-Eastern Europe. These latter countries, having barely made a mark on EU policies, are now facing significant difficulties in implementing them. The EU will only identify potential solutions to the crisis, the author concludes, when it takes these disparities into account and establishes a functioning common refugee policy. This novel work will appeal to students and scholars of politics, immigration and asylum in the EU.

On September 4, 1971, the office of Lewis Fielding, a psychiatrist practicing in Los Angeles, was broken into. It looked like a run of the mill drug raid. This book is a study of the multiple meanings of European citizenship, which has been represented and publicly communicated by the European Commission in five distinctive ways – Homo Oeconomicus (1951-1972), A People's Europe (1973-1992), Europe of Transparency (1993-2004), Europe of Agorai (2005-2009) and Europe of Rights (2010-2014). The public communication of these five distinct representations of European citizenship reveal how the European Commission conceived of and attempted to facilitate the development of a Civil Europe. Ultimately this history, which is based upon an analysis of public communication policy papers and interviews with senior European Commission officials past and present, tells a story about changing identities and about who we as Europeans might actually be and what kind of Europe we might actually belong to.

The Great Depression devastated the economies of both Germany and Great Britain. Yet the middle classes in the two countries responded in vastly different ways. German Protestants, perceiving a choice among a Bolshevik-style revolution, the chaos and decadence of Weimar liberalism, and Nazi authoritarianism, voted Hitler into power and then acquiesced in the resulting dictatorship. In Britain, Labour and Tory politicians moved gingerly together to form a National Government that muddled through the Depression with piecemeal reform.In this troubling book about troubled times, Kenneth Barnes looks into the question of how theologians and church leaders contributed to a cultural matrix that predisposed Protestants in these two countries to very different political alternatives. Holding fast to the liberal social gospel, British churchmen diagnosed the problems of the 1920s and the Depression ao solvable and called for genuine reforms, many of which foreshadowed the coming welfare state. German leaders, in contrast, were terrified by the socioeconomic and political problems of the Weimar era and offered no social message or solution. Despairingly, they referred the problems to secular politicians and after 1933 beat the drum for obedience to the Nazi state.Based on extensive research in European archives, especially the rich papers of the interwar ecumenical movement housed at the World Council of Churches in Geneva, this book examines key intellectual figures such as Karl Barth, Paul Tillich, Dietrich Bonhoeffer, and Archbishop William Temple, as well as many lesser known church officials and theologians. Barnes brings to life the intellectual struggles and dilemmas of the interwar period to help explain why good people could, for moral and religious reasons, choose opposing courses of political action.

Post-socialist transformations in Central and Eastern Europe have been characterised by historically shaped crises and conflicts on all levels of political, economic and societal life. Minority and ethno-political conflicts, many of them currently at a stalemate, have severely hampered state-building and societal stability – and continue to do so. Contradictory interpretations of history prevent societies from forging a common identity and thus impede nation-building processes. Political and social identities exert an important influence on democratic and socioeconomic transformation processes. Taken together, the contributions in this volume reflect the wide variety of challenges and conflicts linked to ethnic, national, political, social and gender identities in post-socialist societies in Central and Eastern Europe. The central question addressed by the papers collected in this book is whether trade unions from the post-socialist states have successfully represented their interests at the EU level. At issue is not only their purely formal integration into umbrella organizations and EU bodies; of much greater concern is their actual participation in political decision-making processes and the resulting impact at the national and sub-national level. The book therefore examines the integration and Europeanisation of a vital part of those societies which joined the EU in 2004. The empirical focus is on case studies from the Czech Republic, Poland and Slovakia.The book is based on the research project ‘Already arrived in Brussels?
