SECIII-Social, Ethical and Cognitive Issues of Informatics and ICT Welcome to the post-conference book of SECIII, the IFIP Open Conference on Social, Ethical and Cognitive Issues of Informatics and ICT (Information and Communication Technology) which took place from July 22-26, 2002 at the University of Dortmund, Germany, in co-operation with the German computer society (Gesellschaft flir Informatik). Unlike most international conferences, those organised within the IFIP education community are active events. This wasn't a dry academic conference - teachers, lecturers and curriculum experts, policy makers, researchers and manufacturers mingled and worked together to explore, reflect and discuss social, ethical and cognitive issues. The added value lies in what they, the participants, took away in new ideas for future research and practice, and in the new networks that were formed, both virtual and real. In addition to Keynote Addresses and Paper Presentations from international authors, there were Provocative Paper sessions, Case Studies, Focussed Debates and Creative Exchange sessions as well as professional Working Groups who debated particular themes. The Focussed Debate sessions helped to stimulate the sense of engagement among conference participants. A Market Place with follow-up Working Groups was a positive highlight and galvanised participants to produce interesting reports. These were presented to the conference on its last day. Cross-fertilisation between the papers generated some surprising and useful cross-referencing and a plethora of social, ethical and cognitive issues emerged in the discussions that followed the paper presentations.

The book that emerges from an IFIP Technical Committee World Conference on Computers in Education is complex, and this complexity lies in the nature of the event from which it emerges. Unlike a number of other major international conferences, those organised within the IFIP education community are active events. A WCCE is unique among major international conferences for the structure that deliberately ensures that all attendees are active participants in the development of the debate. In addition to the major paper presentations and discussion, from international authors, there are panel sessions and professional working groups who debate particular themes throughout the event. There is no doubt that this was not a dry academic conference - teachers, lecturers and experts, policy makers and researchers, leamers and manufacturers mingled and worked together to explore, reflect, discuss and plan for the future. The added value of this event was that we know that it will have an impact on future practice; networks will be formed, both virtual and real -ideas will change and new ones will emerge. Capturing the essence of this event is a challenge - this post-conference book has three parts. The first is the substantial number of theme papers.

The short history of the International Working Conference on Educating Professionals for Network Centric Organizations is a good illustration of the tremendous rate of development of global networking, its impact and of its deep penetration into management of business, industty and administration. In 1996, when the theme and name of the conference had been set, there was yet no heavy use of networks in the fields just mentioned. However, it has been already established well enough to enable those with a visionary sense to feel that it will be an important subject and it could be an interesting theme for a conference to be held within two years. It seemed a risky decision at the time but it turned out to be very successful when conducted in 1998. It has been stated that'it took until 1997 for the business world to discover the Internet'. In less than two years, the Internet and the Intranets are a vital component for running major parts of the business world. This fast pace puts some pressure on writing papers and holding a conferenc- effort has to be made to have meaningful contents despite the changes. A time span of 9 months between writing a paper and having it published, seemed once to be very short, but it is not so any more when referring to a dynamic issue like global networking.

This book considers several aspects of providing quality education at a distance: -Quality of systems that support online learning, quality support infrastructure, quality of technical access and support, materials distribution; issues in each of these areas are considered. -Quality of teaching and learning experiences, including a range of institutional projects using online technologies and issues of quality provision as well as areas of current and needed research. -Measuring quality - evaluation and assessment looks at recent research in working towards sustainable quality learning by considering quality evaluation as a collective process. -Administration and policy to support quality education @ a distance including institutional approaches to assuring quality and identification of differing perspectives for consideration. Quality Education @ a Distance contains the papers presented at the working conference of Working Group 3.6 (Distance Education) of the International Federation for Information Processing (IFIP). Held in Geelong, Australia in February 2003, the conference was organised in four parallel streams to consider the aspects grouped above, sharing presentations and discussions about establishing quality online environments for distance education. The QED conference attracted some of the key people in their fields both internationally and from within Australia. In addition to the papers presented at the conference, Quality Education @ a Distance contains an overview of each stream and a report of the discussions that took place in the stream groups. The papers presented by three international keynote speakers are also included.

Carolyn Dowling Australian Catholic University Kwok-Wing Lai University of Otago This book is one of the outcomes of a Working Conference on the topic of'ICT and the Teacher of the Future', which took place in Melbourne, Australia, in January 2003. The conference was held under the auspices of the International Federation for Information Processing (lFIP). Technical Committee 3 (TC3) of IFIP, through the activities of its seven Working Groups, focuses on different aspects of the impact of Information and Communication Technologies on Education. The conference that was the impetus for this publication was organised jointly by Working Group 3.1 (Secondary Education) and Working Group 3.3 (Research). In addition to the text of the papers delivered by the three keynote speakers, the book comprises a selection of the papers presented by delegates at the conference, along with reports of the discussions of Focus Groups working in each topic area. All of the papers presented at the conference were reviewed by members of the International Programme Committee and the National Organising Committee. This book presents the status quo of Information and Communication Technology (ICT) in Education, with a focus on China and the 17 Central and Eastern European Countries (CEECs), including Albania, Bosnia and Herzegovina, Bulgaria, Croatia, the Czech Republic, Estonia, Greece, Hungary, Latvia, Lithuania, Macedonia, Montenegro, Poland, Romania, Serbia, Slovakia and Slovenia (the “17+1” cooperation mechanism, as an incubator for pragmatic trans-regions cooperation platform, created by China and the 17 CEECs). With recent advances in ICT in China and the CEECs, it has assumed increasingly important roles in education, including the improvement of the quality of teaching and learning, as well as the promotion of equity in education. The significant contribution of ICT in education is an enabler to achieving the goals of the “17+1 cooperation” mechanism between China and the CEECs, which has attracted considerable attention worldwide, given fresh impetus to cooperation between the two parties, and opened a new chapter in China-CEEC cooperation.The contributors, all of whom hail from these 18 countries, describe the state-of-the-art of ICT in education in their respective country, and focus on three major aspects, namely: the country profile, general status of education development, and ICT in education. Synthetic Worlds, Virtual Worlds, and Alternate Realities are all terms used to describe the phenomenon of computer-based, simulated environments in which users inhabit and interact via avatars. The best-known commercial applications are in the form of electronic gaming, and particularly in massively-multiplayer online role-playing games like World of Warcraft or Second Life. We are pleased to present the ESERA 2001 Conference book, which is based on contributions submitted and presented to the Third International Conference'Science Education Research in the Knowledge Based Society'that was organised by the Department of Primary Education of the Aristotle University of Thessaloniki and held in Thessaloniki from August 21 to August 26, 2001. The focus of the Conference was to discuss the scope, methods, outcomes and perspectives of research in science education in the context of the rapidly developing knowledge-based society. Some 450 researchers, teachers, and postgraduate students attended the conference. They came mainly from European countries, with a substantial proportion - some 20- from countries outside Europe. While ESERA conferences reflect research carried out in Europe, they are increasingly becoming international events attracting researchers from all over the world. A total of 220 works were presented in guest lectures, symposia, poster workshops, individual papers and poster sessions that took place during the conference along with alternative activities and informal meetings.
