This paper describes the findings and implications of interdisciplinary exploratory research conducted by social work and recordkeeping informatics researchers in Australia and the UK. It sought to identify the practices, systems, education and technologies that can foster rights-based, child-centred recordkeeping practices in child protection contexts, exploring the transformation and advocacy work that could be achieved in child protection case note recording and recordkeeping practices and systems through interdisciplinary collaborations. Drawing from qualitative interviews, focus groups and surveys with Social Work students, Social Work educators and practice educators, and with practitioners working in children’s social care (in England) and the child protection services system (in Australia), we identify how practitioners are prepared for keeping records that reflect children’s voices and experiences, and identify emerging best practices and persistent challenges. Focusing on the intersection of child rights, archival ethics, and participatory approaches, this paper adds to the discourse on critical archival studies concerning children and calls for an interdisciplinary approach to reimagine future possibilities for participatory and child-centred practice in which children are not just passive subjects but active collaborators in the recordkeeping process. International child protection standards aim to ensure that non-governmental organisations 'do no harm' but the current approach to reporting abuse may actually leave children unprotected and, in some cases, expose them to greater risk. This discussion paper gives voice to concerns raised by local practitioners in Africa and places them within the context of available research in order to stimulate a debate aimed at enhancing the impact of current safeguards. Drawing on systems theory and the work of Pierre Bourdieu, the article illustrates how the current model of reporting often fails to take into account the significant disconnect between formal and informal protection mechanisms, as well as the unpredictability of individual decision-making. Examples from research and practitioner experience illustrate how reporting procedures may provide a route to protection which is impractical and undesirable to local people, and may ultimately be unhelpful to local practitioners. The article calls for further research to inform changes to the current approach and for a review of funding requirements in order that local organisations have greater scope to engage communities in the co-creation of procedures, thereby indigenising responses to ensure that they are realistic and genuinely respond to the specificities of children's lives. ABSTRACT Restoring children from out‐of‐home care (OOHC) to their families is the preferred outcome for all children removed by child protection services, yet little is known about how restoration processes are experienced by families and services supporting them. This paper provides important insights about Aboriginal child restoration from 40 practitioners and stakeholders at a community forum led by Aboriginal Community Controlled Organisations in regional New South Wales (NSW), Australia. This is one component of larger Aboriginal‐led research, which investigates child protection experiences and pathways to successful restoration in NSW and the data source for this paper. The community forum explored the issues for families navigating family preservation, OOHC and restoration within child protection and legal systems. Findings include the need for a continuum of support for families throughout their engagement with child protection systems and crucially following the removal of their children. Barriers to effective restoration practice included a lack of access to meaningful and ongoing preservation services, insufficient cultural care planning and family finding efforts that are often too late, the pressure on services to support families without adequate capabilities or enough resourcing, the lack of transparency and the complexities in navigating the restoration process, and the lack of culturally informed support for children and their families while children are in care. Implications for policy and practice are discussed. This paper contributes to understanding practice, processes and barriers for restoration, particularly focused on the perspectives of Aboriginal families and communities, with potential insights for practice within Australia and internationally. Background: Data on children who grow up with parents adhering to violent extremism is scant. This makes it extremely delicate to inform policies and clinical services to protect such children from potential physical and psychological harm. Objective: This paper explores the predicament of children whose caretakers were referred to a specialized clinical team in Montreal (Canada) because of concerns about risks or actual involvement in violent extremism processes. Methods: This paper uses a mixed methods concurrent triangulation design. Quantitative data was obtained through a file review (2016–2020). Qualitative data was collected through semi-structured interviews and a focus group with the team practitioners. Results: Clinicians reported the presence of stereotypes in the health and social services network frequently representing religious extremist parents as potentially dangerous or having inappropriate parenting skills while minimizing the perception of risk for parents adhering to political extremism. Children displayed high levels of psychological distress, mainly related to family separation, parental psychopathology, and conflicts of loyalty stemming from familial or social alienation. Conclusions: Training practitioners to be aware of their own personal and institutional bias may help them to understand the predicament of extremist parents' children and implement systemic, trauma and attachment informed interventions. Since all policies address problems, they necessarily include implicit or explicit constructions of these problems. This paper explores how child maltreatment has been constructed in New Zealand's child protection policies. It questions the underlying assumptions of this problem construction and seeks to shed light on what has been omitted. Utilizing a qualitative content analysis of eight key policy documents, this study reveals the construction of child maltreatment has been dominated primarily by a child-centric, risk-focused approach. This approach assigns blame and shifts responsibilities onto parents and families. In addition, the vulnerability discourse and social investment approach underpinning this perspective have allowed important structural factors, such as poverty and inequality, to remain unaddressed. This paper also highlights the one-dimensional focus on the lower social class to control future liabilities. We suggest that the harm inflicted by corporations on children's well-being is another form of child exploitation currently omitted from the problem construction. We suggest that child abuse should be defined and understood in policy as harm to children's well-being and argue that the state should prevent and mitigate harm by addressing structural forces of the problem as well as protecting children against corporate harms. Purpose: Parental advocacy is an emerging area of research and policy interest in Wales and across the UK. Although there is little research in the UK context to date, international research has indicated that parental advocacy can improve the relationship between parent and professional in the field of child protection social work. This paper aims to ascertain how the implementation of a parental advocacy programme supports parents to play a meaningful role in decision-making when children's services are working with them and their families. Design/methodology/approach: This study used interviews, surveys and focus groups to obtain qualitative data from 18 parents, seven parent advocates, two advocacy managers and four social workers, to explore the potential impact of parental advocacy on decision-making. The study identified challenges in implementing parental advocacy, particularly relating to awareness of the service. Participants also discussed experiences of the child protection system and how parents are supported by advocates. Findings: Despite challenges surrounding implementation, initial findings were encouraging, and generated examples of how parental advocacy services have helped parents to understand children's services and develop relationships of trust with social care professionals. In doing so, this study identified potential mechanisms that may be useful to support future service delivery. Originality/value: This paper and research is novel as it explores parental advocacy within the Welsh context. Although there has been research conducted into parental advocacy, this has largely come from the USA. The infants of women with histories of problematic alcohol and other drug use are among the most vulnerable children known to statutory child protection services, which they enter at a younger age, and in which they remain longer. The net results include overwhelmed child protection systems and the birth of subsequent children conceived to ease women's grief at the loss their infants. Without adequate and appropriate support to the mother and her family, the pattern repeats. Obstetric services have an important role to play in the assessment of risk and protective factors in the perinatal period and in determining pathways to service provision. A comprehensive assessment considers the availability and quality of informal support prior to activation of formal systems of support, both statutory, where engagement is mandated, and non‐statutory, where support is offered on a voluntary basis. This paper uses quantitative methods to explore the social networks of women with problematic substance use in the transition to motherhood and the relationship between formal and informal support systems and infant outcomes. Surveys were held with two counsellors from the Women's Alcohol and Drug Service (WADS), a specialist obstetric clinic in Melbourne, Australia, and with 18 child protection workers. In addition, the Norbeck Social Support Questionnaire (Norbeck, 1984; Norbeck et al., 1983) was administered with 20 participating mothers to measure levels of formal and informal support, as well as the type and quality of support available to mothers over a 12‐month period, and to consider the provision of social support against known outcomes for infants. The findings demonstrate that WADS counsellors made several referrals for most women but that there was little in the way of long‐term follow‐up by non‐statutory service providers, with most women experiencing a dramatic drop in support over the 12‐month period. Women whose main informal support was from a domestically violent partner, and those who had been in out‐of‐home care in their own childhood, were particularly vulnerable to losing the care of their infant. The role of child protection varied markedly across the 12‐month period, particularly in relation to the extent that a relationship between formal and informal systems of support for mothers and their infants could be established. Overall, the study findings demonstrate that mothers experienced diminishing formal and informal support over time and that the quality of social support available to the mother was more important in terms of outcomes for women and their infants than the quantity. There is a statutory duty for all practitioners to record information in child protection work in England. Case recording is a daily task for practitioners, yet an under-researched area of practice. This continuing professional development (CPD) paper will consider the context in which case recording takes place and highlight messages from child protection reviews and enquiries before exploring learning from contemporary research. The complexities of case recording will be considered and how practitioners can reflect upon and improve their daily case recording skills. Practitioners are encouraged to keep the child's views and experiences central and consider the long-term impact of case recording on adults who have experienced abuse and neglect in childhood. In Canada and elsewhere, efforts have been made to regulate the use of secure care on welfare grounds. Yet, studies raise questions about its usefulness as a psychosocial intervention since it appears to be mostly experienced as a punishment. The main objective of the current study was therefore to explore adolescents' experiences of secure care. We conducted qualitative interviews with 25 adolescents aged 14 to 17 years old while they were placed in secure care units in the province of Quebec, Canada. Uncertainty regarding how to exit secure care was the most important theme that emerged. Participants did not always understand the words used by practitioners to frame their expectations. Adolescents were also uncertain about how to prove they no longer presented a risk to others or themselves while being in locked settings. This uncertainty generated a lot of anger and distress. To get some control back, adolescents chose to just comply and pretend to agree with practitioners. The present paper questions the utility and even legitimacy of secure care as it is currently used. However, we argue that if an ethic of care predominated our conceptualisation of secure care, rather than an ethic of justice, adolescents could feel both secure and cared for.Key Practitioner Messages: Adolescents do not perceive they are being cared for while in secure care, so they only wish to get out as soon as possible;The fact that adolescents do not understand the objectives they must attain and how they can reach these goals in locked settings causes anxiety and distress;Adolescents only focus on how they can convince practitioners that they ‘deserve’ to get out and not on why they were placed in secure care. This paper examines how children from immigrant background experience and negotiate power relations with family and social workers in the context of child protection services (CPS) in Norway. Using the interpretative phenomenological analysis (IPA) methodology, 11 children from Pakistani background were interviewed about their lived experiences with CPS. Analysis of the data highlights that children have to negotiate and navigate generational and gendered power relations both within the families and the CPS to exercise their agency. The analysis contributes to a limited research field focusing on immigrant children's multidimensional lived realities in the context of CPS, where children's voices are largely missing. Child protection’s complexity requires localized understanding within social work. This paper focuses on the child protection system in the Republic of Seychelles and evaluates social workers’ preparedness within this context. Through a historical analysis of social work in Seychelles and an exploration of the current child protection system with an emphasis on the educational readiness of social workers for child protection work, this study investigates the unique challenges/opportunities in this field. This study uses an exploratory case study method to analyze the educational preparedness of social workers in child protection work and identify key strategies for improving practice outcomes in Seychelles. Findings show that the education of social workers, especially at the bachelor’s degree level, is more tuned to generic training in the social work profession than specializations in specific fields of practice like child protection. Recommendations for enhancing social work practice in Seychelles and other similar contexts are given, highlighting the need for further research. [ABSTRACT FROM AUTHOR]

Separation at birth due to safeguarding concerns is a deeply distressing and impactful event, with numbers rising across the world, and has devastating outcomes for birth mothers and their children. It is one of the most challenging aspects of contemporary midwifery practice in high‐income countries, although rarely discussed and reflected on during pre‐ and post‐registration midwifery training. Ethnic and racial disparities are prevalent both in child protection and maternity services and can be explained through an intersectional lens, accounting for biases based on race, gender, class, and societal beliefs around motherhood. With this paper, we aim to contribute to the growing body of critical midwifery studies and re‐think the role of midwives in this context. Building on principles of reproductive justice theory, Intersectionality, and Standpoint Midwifery, we argue that midwives play a unique role when supporting women who go through child protection processes and should pursue a shift from passive bystander to active upstander to improve care for this group of mothers. In 2023, the UK Government published its long-awaited reform strategy for England's children's social care system. Whilst the strategy set out planned reforms for several aspects of the wider system, an area requiring particular 'priority' was the purported workforce instability seen within child protection social work. However, the strategy has subsequently faced criticism on the basis that the suggested reforms were not satisfactorily informed by the testimonies of practicing social workers. This paper draws from a mixed-method study to report on the lived experiences of a sample of 201 child protection social workers practicing across England, in the context of better understanding the factors which they believed were impacting on workforce stability within England's child protection system. Implications that emerge are the need for an increase in the monetary commitment offered by the UK Government (especially in the context of tackling high caseloads, and improving local authority pay scales to reduce the allure of agency work); a targeted emphasis on challenging local cultures preoccupied with evidencing compliance over time spent with children; and the Government taking a more assertive role in tackling the often-counterproductive commentary perpetuated by politicians and media. ABSTRACT Supervision is integral to social work practice; however, how it operates in day‐to‐day practice remains poorly understood. Existing research mainly comprises quantitative and qualitative accounts of social workers' and supervisors' experiences of supervision. More recently, a small number of studies examining the content of supervision have added to our understanding of what happens in supervision. However, supervisory interactions outside formal supervision have received scant empirical attention. This paper draws on an ethnographic study of four social work teams in England, exploring how formal and informal case discussion supports social workers' sensemaking. Data comprised observations of case talk in the office space (n = 21) and group case discussions (n = 2), recordings of one‐to‐one supervision (n = 17) and semi‐structured interviews (n = 22). Findings highlighted the importance of space in how social workers perceived and engaged with supervision. Supervisory spaces involve the interaction of physical, thinking and emotional spaces to create spaces that are supportive, task‐focused and reflective. Moreover, these supervisory spaces are not confined to formal one‐to‐one supervision or to the dyadic supervisor–supervisee relationship. This raises questions for how child protection social workers can be best supported, across diverse supervisory spaces and relationships, to ensure their practice is effective. Social workers routinely make judgements and decisions as part of their everyday practice. The nature and quality of these can have a significant and long‐lasting impact on the children and families concerned. In this paper, we present an analysis of more than 20 000 judgements (n = 21 193) made by social workers (n = 586) in relation to case vignettes, based on a series of anonymized referrals (n = 12) to social services in England. We do so to ascertain how accurately the social workers were able to predict subsequent actions, events and outcomes, and to calculate the ratio of true positives to false positives at various decision thresholds. We find that the social workers' predictions were more accurate than chance in relation to all but one of the referrals, albeit at the cost of a high rate of false positive errors. We consider these findings in relation to what appears to be a general lowering of the threshold for child protection interventions in England in recent years and in relation to who suffers the injustice of false positive errors in child and family social work. Despite a history of critique, concentrated discussion and improved assessment processes, neglect continues to be a major challenge for child protection services. This paper draws on findings from a government‐commissioned analysis of 'serious case reviews' (SCRs) in England, arising from incidents of serious child abuse in 2017–2019. There were 235 cases, for which 166 final reports were available. Alongside a quantitative analysis of the whole cohort, we undertook an in‐depth qualitative analysis of 12 cases involving neglect. A key challenge in responding to neglect in its different forms is that it can be so widespread amongst families that practitioners no longer notice its severity or chronicity – it becomes normalised. In this paper we explore two dimensions of the 'paradox of neglect' where it seems to be everywhere and nowhere simultaneously. The first is that neglect is so closely bound up with the prevalence of poverty that little action is taken to address it. The second is that the overwhelming nature of neglect can blind practitioners to other forms of maltreatment that may also be present within a family. Purpose: This paper aims to present a mixed methods study of child criminal exploitation (CCE), particularly in the form of "county lines", in three local authorities in southeast England. The data is analysed using a framework constructed from two relevant contextual and relational theories to understand experiences of CCE and the safeguarding responses undertaken to protect young people from harm. Design/methodology/approach: Data were drawn from a survey (n = 118); interviews (n = 5) and focus groups (n = 15) with professionals; interviews with parents (n = 4); and from secondary analysis of eight interviews with young people affected by criminal exploitation. The analytic framework was applied to the data to answer two research questions: what is the role and significance of young people's interactions with peers, parents and professionals in their CCE trajectories; and how do professionals understand and address risks within contexts in which young people are exposed to CCE? The mixed methods data collected by the authors were coded and analysed using this framework. Findings: Although professionals were aware of contexts and relational power dynamics, the situated and temporal nature of CCE remained overlooked within safeguarding systems. Professionals required more space, time and support to fully and flexibly engage with young people and their families to increase safety. Originality/value: There is limited research available that critically examines safeguarding responses to CCE in diverse geographic and cultural contexts. This paper contributes a critical account of how professionals might create connections and opportunities for change with young people, identifying structural constraints within practice systems alongside emerging examples of effective practice. The independent review of children's social care (2022) has proposed a radical reset of England's children's services, shifting a remote, assessment heavy system towards one that works alongside communities to help prevent statutory interventions. However, notions around the harnessing of community resources to deliver Early Help are often underpinned by assumptions regarding the voluntary, community and social enterprise (VCSE) sector and the ease with which such organizations can be integrated into preventative strategies. This paper reports findings from embedded research within a unitary authority in Southwest England during remodelling of its Early Help service to work more collaboratively with local VCSE organizations. The study generated data from ethnographic observations, semi‐structured interviews and focus groups with 95 participants, including local parents, service providers, VCSE organizations and Council leaders. The findings illustrate that families value the compassionate, responsive and flexible support available within many VCSE settings. However, differences in practice cultures, regulatory pressures on statutory providers, the need to (re)build trust in communities and sensitivities around power‐sharing and resourcing meant negotiating VCSE sector integration was fraught with complexities. Few studies have gained such privileged access to a Local Authority's remodelling of Early Help services, and this paper has significant insights for the debates surrounding the independent review of children's social care (2022) and its recommendation to bring services 'closer to communities'. The paper has discussed the violation against education facilities in Gaza Strip from the International Humanitarian Law (IHL) perspective, explaining the challenges and the impact of armed conflict on education rights. The paper will identify those violations and will propose methodologies to improve the adoption of the IHL against them. Moreover, it will discuss the policies to decrease the impact of those violations and propose techniques to respond to the threats against children’s rights within the war duration. It will be analyzed the applied IHL in the protection of the education system in Gaza Strip from the attack which happened in 2021 by exploring the efficiency of the IHL impartially. In this research, a qualitative approach has been adopted as a primary source in exploring how educational institutions should be protected within IHL (which should be respected) during attacks. As per the descriptive study, the research will investigate the importance of protecting children’s educational institutions in armed conflict situations. The assessment of child protection was considered in the escalation of Israeli attacks on the Gaza Strip in May 2021. The main source of data has been collected using different media such as Telephone-based semi-structured interviews, E-mail correspondence, documentary review, and agencies working in child protection in Gaza Strip; in addition, other secondary sources have been considered, such as desk review, reliable journalism, and published academic research. Continuous military operations throughout Gaza Strip compose dramatic challenges to getting highly qualified education in a safe environment for children. The air strikes and rocket attacks prevented 637,195 students from being in school in a safe environment (Jeanne, 2008). Other reports addressed that Israeli airstrikes destroyed over 184 schools in 2021 and caused partial or severe damage to others. As addressed in other reports, the students and the academic staff have suffered from different cases of depression and expressed their fears of asymmetric warfare in addition to being under blockage (OCHA, May 2021). Regarding the laws governing educational facilities and institutions’ protection, IHL still has some space for improvement that can be addressed and applied in the future to enhance them (Adam, 2011). It is known that numerous kid fatalities and schools suffered partial or total destruction as a result of military activities. Purpose: Effectively engaging parents under stress is a key component of skilful child welfare practice. This paper aims to investigate how social workers practice with parents with either high or normal levels of stress. Design/methodology/approach: The study used a mixed methods design including observations and audio recordings of meetings between families and social workers, interviews with parents/carers and questionnaires with social workers. Validated instruments, including the general health questionnaire (GHQ) for stress levels and the working alliance inventory (WAI), were used to explore how levels of stress influence practice. Findings: Data from 366 families found twice as many parents had clinically elevated GHQ scores compared to the general population (40% to about 20%). Stressed parents reported significantly less good working relationships with social workers [WAI, for the less stressed parents/carers, M = 65.3 vs highly stressed M = 60.6, t(324) = 2.407, p = 0.017, d = 0.28]. When quality of practice was directly measured, workers showed higher level of relationship skills with the less stressed group [t(291) = 1.71, p = 0.44, d = 0.205]. Originality/value: This study explored the interaction between practitioner skills and family factors influencing engagement, such as stress and anxiety. Engagement with stressed families may be particularly challenging, making it all the more important to understand how social workers engage such families to provide effective help and support. A better understanding of the parent-worker relationship under stress can lead to the development of training and practice strategies aimed at overcoming barriers in family engagement. This paper examined relationships between area‐level deprivation, local authorities' social care expenditure and the rates of children entering care proceedings in England using a novel data linkage of de‐identified records provided by the Children and Family Court Advisory Service (Cafcass). Using structural equation modelling, the authors found strong positive relationships between socioeconomic area deprivation and high rates of children undergoing care proceedings in England between 2015 and 2019. Preventative social care expenditure is associated with lower child rates when adjusting for deprivation. Our findings suggest that deprived and underfunded local authorities respond to an increased need by prioritizing care arrangements. [ABSTRACT FROM AUTHOR]

This paper uses a case study to critically reflect on contemporary discourses in Norway connected to ethnic minority childhoods and children's rights to education and work. Based on a narrative interview with an ethnic minority girl, Sadja (aged 16), who is in state custody and lives with a foster family, we use a decolonial lens to explore the tensions in expectations and rights in her life and education. The tensions encountered are situated along three axes. The first axis illustrates tensions related to education, work, and responsibilities, as Sadja's family responsibilities are perceived by teachers and child welfare workers as preventing her from having "a proper childhood". The second axis explores tensions connected to independence, educational choice, and "belonging to the state", where Sadja experiences that being in state custody results in being unable to "follow her dream". The third axis reflects the tensions between parental expectations of "dreaming big" versus her surrounding environment's anticipation of her simply getting a job. In sum, Sadja's experiences suggest that contemporary Western discourses—such as individualism, self-autonomy, and children as human capital—paradoxically curtail the educational rights and trajectories of ethnic minority children in foster care in Norway in unforeseen and unfortunate ways. Child abuse is a common phenomenon in Africa, and Ghana is no exception. Where child abuse exists, the appropriate response is child protection. Child protection involves policies, structures and practical steps to ensure children are safeguarded. The Church of Pentecost is one of the fastest-growing Church in Ghana, with a local congregation in almost every community. Winneba, a predominantly fishing community, is affected by several forms of child abuse – child labour, child prostitution, child neglect and trafficking. The Church has 37 local congregations across the length and breadth of the Winneba municipality. In recent times, churches have been recognized as strategic partners in child protection efforts in the communities which they serve. This paper examines the child protection ministry of the Church of Pentecost in Winneba in relation to insights from biblical and practical perspectives on child protection. The findings point to insufficient child protection in the Church of Pentecost congregations in Winneba. The current situation only views children in terms of God's salvific plan that includes children (conversion and sanctification). The paper posits that something far broader is required in the light of child abuse throughout the world and in Winneba. Background: Child marriage is a global crisis underpinned by gender inequality and discrimination against girls. A small evidence base suggests that food insecurity crises can be both a driver and a consequence of child marriage. However, these linkages are still ambiguous. This paper aims to understand how food insecurity influences child marriage practices in Chiredzi, Zimbabwe. Methods: Mixed methods, including participant-led storytelling via SenseMaker® and key informant interviews, were employed to examine the relationship between food insecurity and child marriage within a broader context of gender and socio-economic inequality. We explored the extent to which food insecurity elevates adolescent girls' risk of child marriage; and how food insecurity influences child marriage decision-making among caregivers and adolescents. Key patterns that were generated by SenseMaker participants' interpretations of their own stories were visually identified in the meta-data, and then further analyzed. Semi-structured guides were used to facilitate key informant interviews. Interviews were audio-recorded, and transcribed and translated to English, then imported into NVivo for coding and thematic analysis. Results: A total of 1,668 community members participated in SenseMaker data collection, while 22 staff participated in interviews. Overall, we found that food insecurity was a primary concern among community members. Food insecurity was found to be among the contextual factors of deprivation that influenced parents' and adolescent girls' decision making around child marriage. Parents often forced their daughters into marriage to relieve the household economic burden. At the same time, adolescents are initiating their own marriages due to limited alternative survival opportunities and within the restraints imposed by food insecurity, poverty, abuse in the home, and parental migration. COVID-19 and climate hazards exacerbated food insecurity and child marriage, while education may act as a modifier that reduces girls' risk of marriage. Conclusions: Our exploration of the associations between food insecurity and child marriage suggest that child marriage programming in humanitarian settings should be community-led and gender transformative to address the gender inequality that underpins child marriage and address the needs and priorities of adolescent girls. Further, programming must be responsive to the diverse risks and realities that adolescents face to address the intersecting levels of deprivation and elevate the capacities of adolescent girls, their families, and communities to prevent child marriage in food insecure settings. This paper reviews 26 reports into deaths and serious abuse of children in families who were subject to the No Recourse to Public Funds (NRPF) rule. Our analysis illustrates vulnerabilities caused by exclusionary policies, exacerbating social deprivation and isolation experienced by the children and families and making it more difficult for professionals to respond in ways which safeguarded children's welfare. Drawing upon a social model for protecting children that requires recognition of the social determinants of harm and the economic, social and cultural barriers faced by families, we examine the experiences of children and families with NRPF who were the subject of a serious case review, and the responses of agencies responsible for safeguarding child welfare. This paper concerns parenting assessments which are integral to child-safeguarding professional processes in England, and which involve Deaf parents whose primary language is British Sign Language (BSL). In an under-researched area of social work, the research aim was to contribute to the existing literature by eliciting the practice wisdom of specialist professionals. Specifically, it draws upon their linguistic and cultural knowledge of the Deaf community when they are involved in parenting assessments with Deaf parents who are subject to safeguarding concerns. Data about these professionals' actual experiences of navigating Deaf cultural-competency in contemporary child protection practices were collected through seven video-recorded, semi-structured interviews conducted in BSL. Using interpretive phenomenological analysis, data were analysed in their source language (BSL). This article focusses on one key theme, termed 'Professional Recognition', which incorporates a) the identification of specialist roles and b) the impact of referral processes and protocols on assessment outcomes. The findings highlight participants' perspectives on the benefits and disadvantages of their specialist role in this context. Although their brokerage skills, cultural competence, linguistic fluency and specialist knowledge of the Deaf community are highly regarded and valued by some colleagues, there is insufficient recognition of their existence by the majority. Secondly, participants are concerned by the inefficiency and inconsistency of the referral processes and protocols which they consider have adverse effects on assessment outcomes, and consequently the parents involved. Through exploration of Black Caribbean youths' feelings of unbelonging and exclusion in Ontario schools, this paper argues that how Whiteness is systemically engrained in the education system negatively affects the learning experiences of Black youth due to predetermined measures of belonging. The present article draws on data from 32 qualitative interviews and four focus groups with 23 Black Caribbean youth. Findings reveal challenges youth commonly face when navigating relationships with peers and educators that hinder their academic success. These challenges are exacerbated for youth who are also involved in the state's child protection system. Participants described feeling disadvantaged in the education system due to perceptions that they are academically unprepared and thus unable to excel. Through a Critical Race Theory and Anti-Black Racism analytical framework, the findings illustrate how systemic barriers coupled with the normalization of low expectations impact the educational success and opportunities of Black Caribbean youth in Ontario schools. This paper presents the findings from a qualitative study that sought to understand the experiences of frontline staff working in Oxfordshire County Council (OCC) Children's Social Care Services and their views on a new family safeguarding model (Family Solutions Plus). Focus group interviews were conducted with 20 frontline staff and managers in different teams across OCC Children's Social Care Services using video conferencing software. Thematic analysis identified three overarching themes: Preparation for the implementation of Family Solutions Plus, staff views on the implemented model, and challenges to its implementation. Staff voiced strong support for the new model, which places a much greater emphasis than previous practice on supporting the whole family, developing parenting skills and keeping children safe with their families. The challenges associated with the transition to a new model were considerable in the short term, partly due to the COVID‐19 pandemic, but there was optimism that the new model could be sustained and stabilized over time. The objective of this paper is to inform a critical analysis of how the media portray family support in Ireland. Findings of a content analysis carried out on national and regional Irish newspapers between 2014 and 2017 are presented which describe communication about family support services provided by Tusla—Child and Family Agency. Results show that even though child protection was not used as a specific search term, news items on the Child and Family Agency and family support were usually focused on child protection and children in care. Results also show that family support activities are reported more positively in local papers compared to national papers. In the discussion, we argue that these findings are important as the media plays an important role in how the public understand, view, and engage with integrated child protection and welfare systems. We consider the implications of the research and advocate working with the media to inform their interpretation and understanding of family support. We suggest this is important as the manner in which the media communicate and frame family support as part of the overall child protection and welfare system is one of the main influences on public understandings and awareness of preventative family support and child welfare services. The Munro Review of Child Protection asserted that the English child protection system had become overly 'defensive', 'bureaucratised' and 'standardised', meaning that social workers were not employing their discretion in the interests of the individual child. This paper reports on the results of an ethnographic case study of one of England's statutory child protection teams. The research sought to explore the extent of social worker discretion relative to Munro's call for 'radical reform' and a move towards a more 'child-centred' system. Employing an iterative mixed methods design – encompassing documentary analysis, observation, focus group, questionnaire, interview and 'Critical Realist Grounded Theory' – the study positioned the UK Government's prolonged policy of 'austerity' as a barrier to social worker discretion. This was because the policy was seen to be contributing to an increased demand for child protection services; and a related sense amongst practitioners that they were afforded insufficient time with the child to garner the requisite knowledge, necessary for discretionary behaviour. Ultimately, despite evidence of progress relative to assertions that social worker discretion had been eroded, the paper concludes that there may still be 'more to do' if we are to achieve the 'child-centred' and 'effective' system that Munro advocated. The paper presents findings from an explorative qualitative study on the experiences of students of early childhood studies and primary initial teacher training programmes in England during professional practice placements. The research examined how students' developing advocacy skills to safeguard and protect children were enabled in response to influential factors in their professional practice environments. The role of the university as the education provider is examined in view of the experiences of academic staff in supporting students in the event of a disclosure about a child protection concern. Bourdieu's concept of Habitus is considered in relation to the student's position in terms of the challenges and opportunities in developing their confidence and competency in finding their place and voice to advocate for vulnerable children. Given the critical role of Early Childhood Education and Care (ECEC) practitioners and teachers in safeguarding children, this paper argues the need for more robust provision and integration of teaching advocacy within child protection studies for students as developing professionals. This integrative review aims to evaluate the experiences of health and social care practitioners with regard to how they exercise professional curiosity in child protection practice. Professional curiosity gained significant currency following the Munro Review of Child Protection (2010) in England, as a means of seeking clarity on what is happening within a family. However, a recurrent finding from child safeguarding practice reviews is that practitioners continue to struggle to exercise curiosity. This is evident within both the United Kingdom and international literature, although descriptors for the concept may differ. This study attempted to identify facilitators and barriers to applying professional curiosity to provide a greater understanding of this theoretical concept. Title and abstract review of 1428 articles identified from databases and 11 from other sources resulted in 52 papers for full‐text review. The quality of each article was appraised using the Critical Appraisal Skills Programme tool for qualitative studies, the Mixed Methods Appraisal Tool (MMAT) for quantitative/mixed method studies and the Joanna Briggs framework for theoretical/opinion papers. Key findings were recorded in the Summary Table of Literature Reviewed. Data extracts were thematically analysed. Twenty‐four papers predominantly from the UK, but also from Australia, Italy, Sweden and USA formed the data set. Overarching themes that emerged from the thematic analysis included: noticing dissonance, emitting curiosity, constructing meaning, facilitators, individual professional challenges, organisational and macro‐level influences and conceptual development. This review demonstrated that professional curiosity is multifaceted and involves a whole system approach, from empowered, knowledgeable and competent frontline practitioners to creative, innovative and empathic organisations, that value staff contributions and place the child's best interests at the forefront of service development. Social work case files hold rich detail about the lives and needs of vulnerable groups. Traditional case-reading studies to gain generalisable knowledge are resource-intensive, however, and sample sizes thereby limited. The advent of 'big data' technology, and vast repositories of centrally stored electronic records offer social work researchers novel alternatives, including data linkage and predictive risk modelling using administrative data. Free-text documents, however – including assessments, reports, and case chronologies – remain a largely untapped resource. This paper describes how 5000 social work court statements held by the Child and Family Court Advisory Support Service in England (Cafcass) were analysed using natural language processing (NLP) based on simple rules and mathematical principles. Thirteen factors relating to harm and risk to children involved in care proceedings in England were identified by automated computer techniques, and almost 90% agreement with professional readers achieved when the factors were clear-cut. The study represents an innovative approach for social work research on complex social problems. This paper compares children's participation in child protection (CP) legislative and policy frameworks and how this is then reflected in practice among five European countries namely Bulgaria, Ireland, Malta, Norway and Serbia. Literature suggests that whereas many countries have adapted their legislative and policy frameworks, there exists a gap between these frameworks and what happens in practice (Wilson et al., 2020; Jensen et al., 2020). This paper will address this gap by considering the contextual forces that facilitate the participation of children in formal CP services, where listening to their voices and involving them in decision-making processes is important. The authors draw on the Eurofamnet national reports (Abela and Dudova, 2021) to provide an overview of the history of child protection, and other important indicators such as poverty. A case study approach is adopted. The comparative analysis of the five countries suggests that whereas all five countries have adapted their legislation to achieve child participation and CP policies are increasingly becoming child-centered, there exists a gap between the legislative and policy frameworks and what is on offer in practice. The participation and protection of children is interdependent on a child protection service with the necessary infrastructure in terms of legislation and policy but also necessitates contextually framed resources, knowledge and awareness about the benefits of such a policy for the wellbeing of children and their families. The exchange of good practices, knowledge and experiences in terms of child participation between countries with more developed CP systems and those with a shorter history of CP practices could create long-term collaborations and innovation in the area for those countries who most need it. The influential role of international institutions is also an important driving force, especially for those countries who may not have a welfare regime context that is supportive of entering into a conversation with children when they most need protection and support. This paper provides an overview of 'Kia Tika, Kia Pono – Honouring Truths' (Te Rōpū Arotahi 2022), an ethical framework to guide engagement with tamariki (children) and rangatahi (young people) who are care experienced (that is, who currently or at some stage in their lives have been in foster or residential care). Centring the voices and priorities of rangatahi with care experience, 'Kia Tika, Kia Pono' is intended for use by organisations and others working across the range of sectors and services that seek to engage tamariki and rangatahi who are care experienced in governance, policy making, service design, media or research. Its purpose is to ensure that these efforts are ethical, meaningful, and culturally safe. Grounded in Te Tiriti o Waitangi and participatory rights frameworks, 'Kia Tika, Kia Pono' is responsive to the cultural context of New Zealand. It is also distinctive in its centring of rangatahi with care experience as both knowledge-holders and knowledge-creators. In summarising the key elements of the 'Kia Tika, Kia Pono' framework, we also draw upon our insights from the research process regarding participatory practice with rangatahi with care experience. This paper describes a collaboration between a university and a local child welfare agency in the development and delivery of a Bachelor of Social Work (BSW) child welfare course featuring lived experience knowledge and learning situated in community-based child welfare sites. We present results of an exploratory mixed methods pre-post survey and focus group evaluation which examined changes in student general knowledge, perceptions of skills for decision- making and orienting beliefs about child welfare families. The results did not yield uniform significant results. The discussion delves into lessons learned about the importance of supporting students to develop skills for respectfully gathering and critically analyzing information and how to break through what we observed as student reluctance to learn about child welfare wrongdoings. We reflect on why, despite centering curriculum on lived experience knowledge, we were not successful in overturning students’ negative orienting beliefs about families and children receiving child welfare services. The Family Group Conference (FGC) is grounded in a rights‐based framework, whereby children and their families have the right and responsibility to be primary decision‐makers when child protection issues arise, and the statutory agency has the responsibility to convene the entitled members of the family network to lead the decision‐making. A distinct core component of FGC—private family time (PFT)—allows families to discuss the information and formulate their responses and plans privately during conferencing. This paper describes how a large child welfare agency in the United States adapted PFT in two ways: (1) including a parent advocate (PA) and (2) abbreviating the amount of time allowed for this discussion. Given the lack of empirical research on the PFT component, this qualitative exploratory study sought to understand the functions and perceived impacts of PA‐supported PFT during initial child protective services (CPS) conferences at which decisions of child removal or placement were being contemplated. PFT served multiple beneficial functions and impacted families in several positive ways: families gained greater awareness of safety concerns, felt empowered and confident in the preferred safety and service plan, became increasingly engaged and involved in the case decision‐making process and ultimately felt less apprehensive. School bullying is a matter of global concern. Paradoxically, it becomes complicated, when the expansion of a longer period of universal free education shows the commitment to safeguard children's right to education. This paper interrogates the ways in which school, as a significant site of socialisation, can safeguard children's rights, and function as a safe haven, free from bullying. Stemming from a children's rights perspective, this paper employs the Cypriot educational context as an illustrative case to demonstrate in what ways the problem of school bullying can be re‐conceptualised in the lens of human rights, and to address the challenges that emerge. This Viewpoint discusses the impact of the COVID-19 pandemic, and the Indonesian government's response, on children and young people. By adopting a geographical and socio-spatial analysis the paper discusses the extent to which the response to the crisis has aggravated the detrimental impacts of the emergency on children. We argue that the government's decision to transition to the 'new normal' was premature, endangering marginalized children who have less power, weaker voices, and a lack of access to the necessary resources to protect themselves. The paper focuses on children's vulnerability and inequality during the crisis, and demands careful consideration for the governance of emergency response and recovery policies in the future. The high infant mortality rate of illegitimate children in Dualist Hungary urged politicians to create a modern state child welfare system for the protection of abandoned children whose upbringing became a national matter. Their main concern was providing adequate nutrition for infants and increase their chances of survival. The article examines how demographical concerns and national-political ideals influenced the evolution of the child welfare system in multi-ethnic Transylvania, first as part of the dual monarchy and after the First World War as a province of Romania. The Hungarian state children's asylums offered a variety of nursing programs for abandoned infants, where the foster-care system often resulted in their Magyarization at a later age. During the First World War, the new objective was the protection of infants together with mothers and the promotion of breastfeeding in order to ensure the viability of the Hungarian nation. National arguments were used in both time periods to support infant protection initiatives. In interwar Transylvania, the urban-rural ethnic distribution influenced the development of infant protection facilities: all state investments were channeled toward the "authentic" Romanian countryside, while in the "foreign" urban environment ethnic minorities focused on their own institutions. Young people experience significant harm in a range of social contexts and from adults and peers unconnected to their caregivers. The recognition of this by policymakers in England, Scotland, and Wales has resulted in child protection policy frameworks increasingly requiring social work responses to the extra-familial contexts where such harm occurs, as well as to the young people affected. This paper presents results from an embedded research project in which five local children's social care departments used a Contextual Safeguarding framework to respond to this shifting policy direction. The data collected via ethnographic methods over three years included meeting and practice observations (n = 65), meeting participation (n = 334), reviews of young people's case files (n = 122), interviews (n = 27) and focus groups (n = 33) with professionals, focus groups (n = 6), interviews (n = 2) and surveys (n = 78) with parents and young people, and analysis of local policies and procedures (n = 101). At two stages in the project, the researchers used this dataset to review the progress in each participant site against the Contextual Safeguarding framework. Reporting on the progress made across the five sites, this paper identifies elements of the system change that appeared most feasible or challenging. The results demonstrate four ways in which current policy reforms fall short in creating national contexts that are conducive to the implementation of Contextual Safeguarding, despite local progress towards this goal. The implications for the policy and practices are outlined, with fundamental questions asked of the statutory systems which need to protect, but all too often criminalise, young people abused beyond their front doors. This paper was based on a framework for practice and supervision based on 'protective-support and supportive-protection' (PS-SP) that can be used to discuss and plan for practice in a way that maximises the capacity of workers in child protection and welfare (CPW) services to provide support and protection simultaneously. The framework is underpinned by a long-established assumption about social work in child protection and welfare as a socio-legal practice of mediation in the social. The PS-SP framework was initially developed within an ecological context with a focus on networks and networking. In this paper, we developed this framework further, framing practice supervision using four functions of supervision (management, support, development, and mediation) and including a fifth component on safety. We did this alongside a review of related considerations around safety in supervision in general and in child protection and welfare in particular. While noting the important contribution of this work, we identified ongoing gaps for supervision focused on safety when considered within an ecological context. Bearing in mind the well-evidenced stress, challenges, and vicarious nature of child protection and welfare practice, we argued the importance of a wider framework based on PS-SP for supervision and support to manage this complexity with a particular emphasis on 'safety' as a contribution to this. To illustrate our framework and discussion, we referred to a case study throughout. This case study is drawn from a high-profile child abuse inquiry in Ireland over a decade ago. This case was chosen as it demonstrates the complex interplay of needs for support and protection over extended time. Parents of children in out-of-home care receive little support from social services. Drawing on qualitative data collected in the project 'Parent at a distance', in which social services in seven municipalities in Sweden aimed to improve support to parents whose children are placed in foster care, this paper explores social workers' discourses about parents to children in care. The analysis is based on focus group data in which a total of 52 social workers reflected on parents to children in care and how they can be supported by social services. The concept of interpretive repertoires was used to analyse how social workers in interaction construct parents and their support needs. The identified repertoires of change, acceptance, permanency, biology and non-biology may contribute to the understanding of why so few parents receive support, even though legislation stipulates that placements should be temporary. The paper concluded that discourses may shape support practices and thus it is crucial that social workers reflect on and develop their awareness about their constructions of parents and their role for children in out-of-home care. Family reunification is an area of high policy importance for child protection systems. The safe return of children from out‐of‐home care to their biological parents or relatives and long‐term family preservation can potentially mitigate the subsequent detrimental effects of separating children from their families. In this paper we describe one type of family for whom reunification was considered; namely, families who have been affected by intergenerational trauma. To assist families affected by intergenerational trauma and abuse requires an understanding of the mechanisms and processes that maintain intergenerational trauma and how these might inform therapeutic approaches for working with children and their families. This paper utilises case studies to illustrate the use of the Adult Exploration of Attachment Interview (AEAI) as part of a broader therapeutic reunification program in an Australian state. The AEAI focuses on supporting parents to become aware of the impact of previous experiences in their childhood; the mitigation of feelings of shame, self‐blame, and inadequacy by helping the parent confront the negative experiences of the past. The aim is to assist the parent to recognise the significance of the past, to consolidate their strengths, and to develop more nurturing relationships with their children. Case illustrations demonstrate that this therapy was a component in addressing the causes of behaviour and psychological distress that had been barriers to reunification from care in two families. This was achieved through a process of reflection and self‐awareness, rather than one focused on guilt or shame, with the therapist there to help verbalise and articulate what otherwise might have been hidden or implicit processes. In both cases, this awareness was used to help reframe the parent–child relationship and led to observable behavioural changes in parenting practices. [ABSTRACT FROM AUTHOR]

Currently, Aboriginal children are significantly over‐represented in the out‐of‐home‐care system. Drawing on Aboriginal trauma scholarship and decolonizing methodologies, this paper situates the contemporary state removal of Aboriginal children against the backdrop of historical policies that actively sought to disrupt Aboriginal kinship and communities. The paper draws on submissions to the 2018 Australian Senate Parliamentary Inquiry into Adoption Reform from Aboriginal community controlled organizations and highlights four common themes evident throughout these submissions: (i) the role of intergenerational trauma in high rates of Aboriginal child removal; (ii) the place of children within Aboriginal culture, kinship and identity; (iii) the centrality of the principles of self‐determination and autonomy for Aboriginal communities and (iv) Aboriginal community controlled alternatives to child removal. Acknowledging the failure of both federal and state reforms to address the issues raised in these submissions, the paper reflects on the marginalization of Aboriginal voices and solutions within contemporary efforts to address the multiple crises of the child protection system and the implications for the future of Aboriginal children. This paper examines populous perspectives of the government's responsibility to intervene in situations of possible parental neglect of children in England, Finland, Norway, and California (USA), and ask if institutional context, defined as child protection system and children´s wellbeing situation, are formative for people's perspectives on government responsibility for children in vulnerable situations and how they view children´s future. With representative samples of populations responses to a survey vignette using ordered logistic regression, findings indicate that the institutional context shed some light on differences on state responsibility. However, similarly to welfare state research, there are differences and contradictions in important dimensions that require further investigation, especially on citizens perceptions of neglect and on intrusive interventions. Citizens with a comparatively higher education are evidently much more supportive of state responsibility for children and child protection interventions than other citizens. This finding is similar to those of other studies of state responsibility. Purpose: The purpose of this paper is to critically examine the current state of literature on peer parental advocacy, offering practical insights and ideas for researchers and practitioners interested in this evolving field. Design/methodology/approach: This narrative review is a comprehensive, critical and objective analysis of the current knowledge on peer parental advocacy. Findings: Parental peer advocacy (PPA) has seen growing interest, with increasing research detailing the benefits and challenges. It is now being considered within children's services across the UK, drawing upon the success of similar initiatives, especially in the USA. There is a compelling case for PPA, not least as it may contribute to resolving the longstanding challenges within children services of families having the opportunity to meaningfully participate in decision-making (Corby et al., 1996; Muench et al., 2017; Bekaert et al., 2021). Research limitations/implications: Parental advocacy (PA) continues to be an evolving area of academic research and policy development both in the United Kingdom and internationally. Violence, abuse and neglect constitute major threats to children's health and wellbeing globally. However, until recently, relatively little systematic attention has been paid to the role of faith communities in shaping the protective environment for children. This paper describes the development of a measure to capture child-protective disposition amongst faith communities through field studies with faith leaders and their spouses in Senegal, Uganda and Guatemala. Identifying common factors related to child care and protection practices, orientation to child rights and approaches to discipline, the measure potentially serves to both inform and evaluate interventions seeking to engage with the beliefs and behaviours of faith communities to support children's health and wellbeing. Background: Exposure to secondhand tobacco smoke (SHS) and child maltreatment are preventable threats to child health. Few evidence-based interventions target both SHS and child maltreatment risk. The purpose of this paper is to describe the systematic braiding process of two evidence-based programs to address child SHS in the home and maltreatment perpetration risk, and present results from the formative work and pilot study. Methods: The first 4 steps of the systematic braiding process were completed, including the following: (1) the identification of core elements of both programs, (2) the development of an initial draft of the braided curriculum (Smoke-Free Home SafeCare — SFH-SC), (3) an acceptability and feasibility pilot of SFH-SC with caregivers of young children who reported a smoker living in the home (N = 8), and (4) feedback collection on the braided curriculum from SafeCare Providers (N = 9). Results: Experts identified common pedagogical and theoretical underpinnings for the two programs and braided Smoke-Free Homes: Some Things Are Better Outside into two SafeCare modules. Caregiver feedback from the pilot demonstrated that participants were engaged with SFH-SC and felt supported and comfortable discussing SHS intervention content with the SFH-SC Provider. Caregiver self-reports indicated a slight increase in smoke-free home rules from baseline to follow-up and a notable reduction in parent stress on the Parent Stress Index of 5.9 points (SD = 10.2). SafeCare Provider feedback following intensive review of the curriculum indicated high feasibility for SFH-SC delivery. Conclusions: Parent and Provider findings suggest SFH-SC is a viable intervention that has potential to reduce the public health impact of SHS and child maltreatment for at-risk families. During the Covid‐19 pandemic, social workers played an essential role in helping people understand what was happening and cope with new unforeseen difficulties, even carrying out new tasks and activities. Social workers were asked to redefine their work methods to maintain aid relationships with families. This reorganization was complex and challenging for child protection services. The paper will discuss the results of a qualitative research project aimed to describe the Italian child protection social workers' functions during the Covid‐19 pandemic. Three online focus groups were conducted with child protection social workers. These focus groups helped researchers explore the new organization of social workers' work in child protection services, which was aimed at maintaining their role and performing the new tasks they need to carry out to support families and children. Three main areas of discussion emerged from the qualitative analysis: (1) postponed and maintained activities; (2) remote work advantages and challenges; and (3) new professional learning.
