This book begins with an examination of the internet as a central institution of the post-Cold War liberal order. From this starting point, Johannes Thumfart analyzes the contemporary rise of digital sovereignty in Asia and Europe, alongside the establishment of private government within digital networks. He interprets these phenomena as indications of an emerging postliberal era. Thumfart engages with a wide array of empirical research and assesses liberal ideals such as state and net neutrality by discussing thinkers like Hegel, Schmitt, Mouffe, Taylor, Sandel, Fukuyama, Anderson, and Jasanoff, as well as network and rational choice theories. He contends that the internet's reification of liberal values has, paradoxically, subverted these values and catalyzed the transition to postliberalism. Thumfart suggests that instead of adhering to the traditional liberal focus on neutrality, states should adopt a more flexible approach of neutralization to respond to the complexities of this digital and postliberal era.

In essence, the book emphasizes that the shared elements influencing the production of modern Chinese international thought do not derive from a unified cultural Chinese identity but rather stem from China's evolving geopolitical position in the modern world.

Populism has lately experienced a meteoric rise to become one of the most widely used terms in academic and wider public discourses and a supposedly defining feature of both domestic and world politics. Situated at the intersection of International Relations (IR), Political Theory and Comparative Politics, this book makes a critical intervention into the burgeoning IR scholarship on populism and problematizes the often hyperbolic and sweeping usage of the term as a general descriptor for non-centrist politics of different persuasions. The book seeks to move into a different theoretical direction and broaden the empirical focus of existing IR research. Theoretically, it bridges the gap between theories of populism and IR by bringing the Laclauian, discursive approach and IR poststructuralism together in a theoretical framework. The proposed framework moves away from the search for the policy preferences and impact of populism, and instead conceptualizes foreign policy and world politics as potential sites for practicing populism, ranging from the articulation of societal grievances to the construction of populist identities such as ‘the people'. Empirically, the book takes IR scholarship beyond the predominant focus on the populist radical right and single-country and -region studies. Building on the discourse analysis of an original data set, it offers a comparative analysis of right-wing and left-wing populist discourses in different world regions as well as populist cross-border collaboration and identity construction.

This is a first book-long analysis showing how the notion of ‘hybrid warfare'was used to transform security policies and discourses in an EU/NATO country. Building on current debates in International Political Sociology, Critical Security Studies, and Critical Geopolitics, it provides a novel account of how crisis, geopolitics, uncertainty, and expertise are intertwined in the social construction of threats. This book by Jonathan Turner and Anthony Roberts proposes a new theoretical approach for explaining the dynamics of inter-societal systems. The authors argue that inter-societal systems have existed since the beginning of human societies and the dynamics of these systems are a fundamental property of the social universe. Essays that generate a new, empirically grounded theory of transnational advocacy Margaret E. Keck and Kathryn Sikkink introduced the boomerang theory in their 1998 book, Activists beyond Borders: Advocacy Networks in International Politics. It remains one of the first broadly applicable theories for why groups of NGOs and interested individuals form transnational advocacy networks. Since its publication, however, the empirical conditions that prompted their theory have changed. The types of actors involved in transnational advocacy have diversified. Northern NGOs have lost power and influence and have been restricted in their access to southern states. Southern NGOs have developed the capacity to undertake advocacy on their own and often built closer relationships with their own governments. The architecture of global governance has likewise changed, providing new avenues of access and influence for southern voices. In Beyond the Boomerang: From Transnational Advocacy Networks to Transcalar Advocacy in International Politics, editors Christopher L. Pallas and Elizabeth A. Bloodgood offer cutting-edge scholarship that synthesizes a new theoretical framework to develop a coherent, integrated picture of the current dynamics in global advocacy. This new theory of transcalar advocacy focuses on advocacy activities and policy impacts that transcend different levels or scales of political action. This edited volume analyses and discusses the systematisation of Polish socio-economic transformations of the last three decades using selected examples of the most important changes. 1989 marked the onset of the political transformation process in Poland and other countries of Central and Eastern Europe. The transition involved a shift from a socialist system to a parliamentary democracy and from a command economy to a market one. Due to the deep economic crisis that culminated in 1988 and the peaceful model of change developed and implemented in Poland, the magnitude and manner of implementing various initiatives was unprecedented and had specific implications. This book analyzes regional integration in South America with a focus on the Mercosur and Brazilian foreign policy from the 1990s. It reviews the history of the Mercosur and identifies the results achieved by the bloc, as well as the causes of difficulties and the reasons for stalemates over nearly 30 years of its existence. The authors identify the complex interrelation between domestic and foreign factors that have shaped Brazilian foreign policy. From 1991 onwards, relations between Latin American countries have changed while the Mercosur developed from a free trade area to a customs union. This book scrutinizes how contemporary practices of security have come to rely on many different translations of security, risk, and danger.Institutions of national security policies are currently undergoing radical conceptual and organisational changes, and this book presents a novel approach for how to study and politically address the new situation. Complex and uncertain threat environments, such as terrorism, climate change, and the global financial crisis, have paved the way for new forms of security governance that have profoundly transformed the ways in which threats are handled today. Crucially, there is a decentralisation of the management of security, which is increasingly handled by a broad set of societal actors that previously were not considered powerful in the conduct of security affairs. This transformation of security knowledge and management changes the meaning of traditional concepts and practices, and calls for investigation into the many meanings of security implied when contemporary societies manage radical dangers, risks, and threats. It is necessary to study both what these meanings are and how they developed from the security practices of the past. The wholesale rejection of all things considered ‘Western'is seen to be a result of ‘integrationalism', defined as the specific kind of methodology by which EU foreign policy engagement may be interpreted. Using complexity theory and panarchy, a specific arrangement of interacting complex adaptive systems together with a ‘resilience assessment', the EU's foreign policy is shown to be undermining the aims of the premier African institution, the AU, created to provide unity and security on the continent: the EU pursues these objectives in its own image rather than honouring African values. This book raises awareness of these issues, as well as to widen the application of the theoretical framework in international relations and politics, which is becoming increasingly important in a complex world. The aim of this book is to show that the negative isolationism pursued in order to counteract western influence is not the answer and can be avoided through this awareness.

Diplomatic issues, i.e. the textbook discussion, the Yasukuni debate, and the Senkaku/Diaoyu Islands dispute cause political shocks to Japan-China relations, but economic exchange is maintained. Franziska Schultz discusses political shocks within bilateral relations, analyzing shocks in 2005, 2010 and 2012 causing economic spillovers, such as boycotts, property damage and decreasing numbers of Chinese tourists to Japan. The correlation of monthly trade data with political conflict values (2005-2014) created by the author is analyzed with a vector autoregression (VAR) model. A qualitative content analysis of reports by the Japan-China Economic Association (1981-2015) according to Früh (2011) evaluates whether spillovers play a role for Japanese economic actors involved in China business.

In Discreet Power, Christina Garsten and Adrienne Sörbom undertake an ethnographic study of the World Economic Forum (WEF). Accessing one of the primary agenda-setting organizations of our day, they draw on interviews and participant observation to examine how the WEF wields its influence. They situate the WEF within an emerging system of'discretionary governance,'in which actors craft ideas and entice formal authorities and top leaders in order to garner significant sway. Yet in spite of its image as a powerful, exclusive brain trust, the WEF has no formal mandate to implement its positions. It must convince others to advance chosen causes and enact suggestions, rendering its position quite fragile. Garsten and Sörbom argue that the WEF must be viewed relationally as a brokering organization that lives between the market and political spheres and that extends its reach through associated individuals and groups.They place the WEF in the context of a broader shift, arguing that while this type of governance opens up novel ways of dealing with urgent global problems, it challenges core democratic values.

Dabei macht sie deutlich, welche Faktoren eine Rolle spielen, wenn Führung nicht auf weitreichenden rechtlichen Kompetenzen und zugewiesener Entscheidungsmacht beruht. Anhand des Diskurses um lebenslanges Lernen soll die Führungsqualität der Europäischen Kommission herausgefiltert und greifbar gemacht werden. Entscheidende Aspekte sind sowohl die transformative Komponente von Leadership, die auf gesellschaftliche Veränderungsprozesse hinwirkt, als auch die Zielsetzung des von der Kommission angestoßenen Diskurses, der sich auf Sinngebung und Handlungsorientierung richtet. Die Autorin zeigt auf, dass Leadership von einem korporativen Akteur ausgeübt wird, der in einem polyzentrischen politischen System agiert. This volume investigates the relationship between migration, identity, kinship and population. It uncovers the institutional practices of categorization as well as the conducts and the ethics adopted by social actors that create divisions between citizens and non-citizens, migrants and their descendants inside national borders. The essays provide multiple empirical analyses that capture the range of politics, debates, regulations, and documents through which the us/them distinction comes to be constructed and reconstructed. At the same time, the authors reveal how this distinction is experienced, reinterpreted, and reproduced by those directly affected by governmental actions. This perspective grants equal attention to both the logics of national governmentality and the myriad ways that individuals and collectivities entangle with categories of identity. Featuring case studies from countries as varied as the Netherlands; French Guiana; South-Tyrol; Eritrea and Ethiopia; New York City; Italy; and Liangshan, China, this book offers unique insights into the production of identity boundaries in the contested terrain of migration and minorities. It outlines how the process of producing national identity is enacted not only through impositions from above, but also when individuals themselves embody and deploy identities and kinship bonds. More so than lines of division, boundaries within are understood as an ongoing process of identity construction and social exclusion taking place among the various actors, levels, and spaces that make up the national fabric.
