Novel combinations of global conditions, issues under investigation and research alliances require constant reassessment of how to conduct cross‐cultural research. Here we recount an exploratory investigation considering cross‐cultural research between Australian and Indonesian researchers. This paper sets out a range of considerations for practitioners of cross‐cultural research between our two countries. This investigation supports intentions to develop trans‐disciplinary climate change adaptation research but is applicable across multiple research topics and disciplines. We engaged a small multi‐disciplinary mix of researchers, from both countries, conducted two initial focus groups, and subsequently involved participants in drafting of this paper as an exploration of how being cross cultural could manifest. We highlight that cross‐cultural collaborations occur in environments of both cultural differences and power differences. Four main strategies emerged for dealing with the challenges (or opportunities): working respectfully, being reflective of cross‐cultural research practice, being flexible, and learning about culture. Overarching these strategies, we found cross‐cultural research requires considerable extra (long term) effort to tackle and that this is sustained by researchers' intrinsic motives to care for people and place, making this type of research a distinctive labour of love. Finally, we found similarities between cross‐cultural research and climate change adaptation research (even when conducted within one country) where both endeavours call for boundaries of places, cultures and disciplines to be crossed in order to effectively engage with complex topics and environments. Negotiating the liminalities here often defies set formulas and requires a willingness to engage with and 'muddle through' the messiness. Our findings will be of value to those undertaking cross‐cultural research across a wide range of issues. Purpose: This paper aims to investigate the multifaced aspects and consequences of the EU Carbon Border Adjustment Mechanism (CBAM) from an Australia-China Relationship perspective. Design/methodology/approach: This paper leverages the SWOT (Strengths, Weaknesses, Opportunities and Threats) analysis to examine both the internal and external factors that affect Australia and China in the context of the CBAM. In addition, we employ the PEST (Political, Economic, Social and Technological) framework to identify effective strategies for Australia-China cooperation following the implementation of the CBAM. Findings: Our analysis reveals numerous mutual interests and opportunities for bilateral collaboration, despite challenges and threats, positioning the CBAM as a potentially significant catalyst for joint initiatives. Practical implications: This paper proposes 10 potential areas for Australia and China cooperation from the political economic social and technological PEST dimensions. In the context of international systemic reforms promoting professional standards for teachers and inclusivity of diverse students in schools, this paper presents and demonstrates conceptual means by which educators can critically respond to the uncomfortable couplet of standardisation and difference. This is primarily achieved by theorising alternative ways of making sense of difference. Core to the argument is that standards can become more than prescriptions for educating in the same way when teachers recognise their positionality, examine the socio-cultural context of their work, and take action to ensure equality or equity of opportunity within the classroom. The paper is presented in three sections. The first section addresses the use of teaching standards in the United States and Australia, examining various ways inclusive education is articulated as a standard for practice. The second section engages theory from critical disability studies as a fillip to thinking differently about disability. The final section creates conceptual space for educators to move effectively between different intentions – their own as practitioners, the profession's standards, and socio-material conditions involving ethics and accountability. Provision of early childhood education and care services for refugee families took on heightened challenges during COVID-19 restrictions. We undertook a small-scale study to explore how Australian educators worked with and cared for refugee families during the COVID-19 outbreak in an urban Australian setting. This paper emerges from a larger project that aimed to support social inclusion and cultural and linguistic diversity for refugee families in Australia. The paper draws on two group interviews conducted during a COVID-19 lockdown with four educators working with refugee families in early childhood education and care. Data analysis is framed by the ethics of care work of Carol Gilligan and Nel Noddings. On the basis of these theories and the interview data, two vignettes on an ethics of care were developed. In this study, a systematic literature review on cultural studies in science education between 1973 and 2023 was conducted through the Scopus database. Content analysis was used in this study in which 277 articles from the last 50 years were reviewed. According to the guidelines of Petticrew and Roberts (2006), trends of cultural studies in science education were investigated in terms of annual accounts, number of articles by authors, distribution of articles by country, most productive journals, most cited articles, and most preferred research methods. The results showed that research on cultural studies in science education fluctuated between slowing down and positively accelerating. The growth rate of the articles peaked in 2013. Three authors have three papers, twenty authors have two papers, and the rest of author each have one paper in terms of the distribution of number of authors. Analysis revealed that most articles come from countries such as the United States, the United Kingdom, and Germany, while interest in this area is growing in countries such as Australia, Canada, and Turkey. Cultural Studies of Science Education, International Journal of Science Education, International Journal of Psychology, and Science and Education being the most productive journals in this field. The most cited article with 160 citations was published in 2012 by Nagengast and Marsh (2012) in Journal of Educational Psychology. Finally, the most popular research design was quantitative research method followed by mixed (quantitative and qualitative together) research method. The Australian governments' centrepiece Indigenous strategy, the 'Closing the Gap' framework, established in 2008 to address systemic Indigenous disadvantage, is underpinned by the concept of 'school readiness', which expects Indigenous families to bring their children to school ready to learn. The education system commonly blames Indigenous culture as a contributing factor in explaining the 'Gap'. In this paper, we reverse the mirror of 'school readiness', examining what is known about the readiness of the education system to meet the aspirations of Indigenous learners. Using a meta-synthesis methodological approach, this paper provides an overview of research about the issues and challenges facing Australian schools to be ready to respond to the educational needs of Indigenous children. Findings reveal that the lack of teacher, curriculum, pedagogical, school environment and culture readiness are the four key aspects to consider. Aim: To present and discuss our experiences of learning how to establish and maintain an international collaboration as early career nurse researchers residing in the United States and Australia. Background: International research collaborations require additional startup time given the complexities of navigating cultural differences, obtaining ethics committee approvals in different countries and collecting human subject data. International collaborations may be daunting for early career researchers given their inexperience and pragmatic focus on research projects that lead to outputs achievable on short timelines for career advancement. Design: Discussion paper. Data Sources: Evidence from international literature about global collaborations across numerous disciplines, including potential factors that could facilitate or constrain early career researcher efforts to engage in international collaborations, were combined with authors' lived experiences as early career researchers. Discussion: Our collaboration began in July 2022 through a professional introduction spurred by a call for applications to fund global nursing education collaborations. Interpersonal, logistical and organizational factors played a role in our lived experiences of beginning an international collaboration. Our experiences are consistent with published literature about the time and complexity involved in conducting international research. Conclusion: Investing time building interpersonal relationships strengthens international research and supports collaborative learning and intercultural understanding. These professional relationships can be built over time to develop significant bodies of research with international impact. Early career researchers need to be resilient, persistent and tenacious as they 'jump through hoops' to establish international research collaborations. Impact: Building relationships during international research collaborations supports collaborative learning for intercultural understanding and strengthens research to address emerging global problems. This paper uses micro-data from the Household, Income and Labour Dynamics in Australia (HILDA) Survey to examine the relationship between gender role attitudes and the labour supply of men and women. Using the Wellington decomposition technique, the paper also considers how much of the change in the gender gap in labour force participation (LFP) between 2001/5 and 2015/19 may be explained by changes in the gender role attitudes of adult women and men. The results show a 6.5 percentage point convergence in the gender gap in LFP between the two periods. Nearly half the convergence arises from a change in the schooling attainment of men and women. Purpose: Steiner schools represent a natural experiment in the provision of schooling. With a history dating back more than 100 years, leadership, leaders and the principal do not sit easily with Steiner educators. The contemporary regulatory environment requires a "principal" or legal authority at the school-building level, creating a tension for Steiner schools. This makes Steiner schools an ideal case study for understanding the contemporary role of the principal. Design/methodology/approach: This paper is based on an interview-based study with 24 heads of Australian Steiner schools. Conducted on Microsoft Teams, all by the principal investigator, the interviews generated a 171,742-word corpus subjected to an inductive analytical approach. Data reduction led to four themes, and this paper focuses on one (principles not prescription) and its implications for the principalship and school governance. Findings: Embedding the principalship in a philosophy (or theory) of education re-couples school administration with schooling and bases decision-making in principles rather than individuals. It also alters the role of data and evidence from accountability to justifying principles. Research limitations/implications: Rather than a focus on individuals or roles, this paper argues that the underlying principles of organisational decision-making should be the central focus of research. Practical implications: Ensuring organisational coherence, by balancing the diversity of positions on core principles is the core task of the contemporary principal. Originality/value: Exploiting natural experiments in the provision of schooling makes it possible to argue for how schooling, and specifically the principalship, can be different. Purpose: This paper aims to: first, it studies expert opinions about the future of clean, decentralized energy technology in Australia; second, develop an interpretive and participatory foresighting methodology for a forthcoming study. Design/methodology/approach: This paper reports a forecasting study about the future of clean energy. Driven mostly by economics and changing carbon policies, the energy sector is currently moving from fossil fuels to a variety of cleaner technologies. Energy experts have several incommensurate interpretations of how this change will happen. This paper describes the first phase of an ongoing study that foresight clean energy futures in Australia. By building on a participatory method in a scientific expert community, it describes the path from technological presumptions into four parallel yet interconnected scenarios. The paper also explores the social drivers behind these scenarios. Findings: First, energy experts in Australia classify futures into four main scenarios: abundant, where energy will be mostly produced by solar cells; traded, where the future of energy lies in virtual power plants and microgrids; circular, which targets Australia's NetZero goals through biomaterials, carbon capture and new powerful; secure, which secures the country's energy supply through coal and nuclear energy. Second, they locate policy as the most important form of wildcards. The policy is multilayered from local to US politics and falls outside the scope of forecasting. Research limitations/implications: The most important limitations of the study are: first, its reliance on scientific and technological experts, which guarantees its scientific validity but may underrepresent the social drivers of energy; second, this study is a methodological pilot of a larger study that will target industrial, commercial and local drivers; third, its focus on Australia, where politics, the size of the country and climate shape the uptake of clean energy in specific ways, most notably in the case of rapid uptake of solar energy. Practical implications: The main practical implications of the paper are its broad focus on clean energy futures and its participatory foresighting approach, which can be repeated in other studies. Social implications: The main social implication of the study is that it clearly shows that a technological perspective is necessary but not sufficient in understanding the future of clean energy. The paper also shows that local drivers importantly mold the future and should be taken into account in future studies and policy. Originality/value: This paper makes two contributions. First, it organizes several technologies into four scenarios that clarify Australia's clean energy futures better than a piecemeal study would do. Second, it developed and piloted an interpretive participatory methodology for studying futures by building on references from design research. This methodology will be used in subsequent studies. The Internet of Things (IoT) is expanding rapidly and can potentially be a huge data source. This study aimed to close the knowledge gap about possible IoT applications in health care. English-language academic publications from the Web of Science (WoS) were used for the present study. Bibliometric networks were used to analyze pertinent publications to examine the connections between authors, nations, and affiliations. Papers on digital health care have been published in more than 1195 sources, among which the most popular was the Journal of Medical Internet Research. Six top institutions were from the Netherlands, making the Vrije Universiteit Amsterdam the most productive institution after Australia and England. This study provides an overview of IoT-related research conducted in digital health care, helping academic researchers, policymakers, and practitioners to better understand the development of digital health care research. Purpose: Financial risk-taking attitude (FRT) plays an important role in consumers' financial decisions, thereby determining consumer well-being. Motivated by the recent research on consumer well-being, this paper explores the relationships between financial literacy, a propensity to plan (PTP), FRT, financial satisfaction and life satisfaction. Design/methodology/approach: The authors use the Household, Income and Labour Dynamics in Australia (HILDA) survey to achieve the purpose of this paper. Furthermore, the authors use the variance-based partial least square structural equation modeling (PLS-SEM), also known as the PLS path modeling approach to test our proposed hypotheses empirically. Findings: The study finds a strong partial mediation of FRT between financial literacy and financial satisfaction. Moreover, the analyses reveal that a high PTP combined with a high FRT results in achieving high financial satisfaction, which leads to improved life satisfaction. Practical implications: The findings show the importance of creating financial plans in accordance with risk tolerance. While increasing financial literacy is relevant, the research suggests that tools that help consumers plan and invest in appropriate risky investments will lead to better outcomes. Originality/value: Though scholarly acumen of consumer well-being is rapidly developing, little remains known regarding the collective roles of financial literacy, PTP and FRT. The study addresses this gap by showing that financial literacy, risk-taking attitudes and planning propensities are all interconnected and necessary ingredients to improve financial and life satisfaction. Conventional bridge systems make use of expansion joints to accommodate movements caused primarily by thermal changes. These joints may accelerate the deterioration of bridge elements and often require significant maintenance costs. Originally proposed in Australia, the seamless bridge concept eliminates the need for expansion joints between bridge decks and roadway pavements. Past applications of seamless bridges have utilized a continuously reinforced concrete pavement (CRCP) in which a transition zone is employed between the bridge deck and the CRCP to accommodate the longitudinal expansion and contraction of the bridge and pavement. A critical aspect of the system response is the longitudinal load transfer mechanism in the transition zone, which is governed by the restraint at the concrete pavement–base interface. This paper presents an experimental investigation of the concrete slab–base interaction through unit-cell direct shear tests and cyclic full-scale push-off tests. The load (shear) versus displacement behavior at the interface was evaluated for different interface materials (geotextiles, polyethylene sheets, and felt paper). Test results indicated double-sided textured linear low-density polyethylene sheets and felt paper, which presented coefficients of friction of around 0.4 and 0.7, respectively, were the most promising interface materials to be considered for the transition zone. Seamless bridges provide a structural system that eliminates joints that permit corrosion-causing agents that adversely impact the super and substructure components. In seamless bridge systems, the bridge deck connects directly to a transition slab that provides a link with conventional pavement systems. The transition slabs deform to dissipate the thermal movements of the bridge. A critical element in the system is a bond breaker that allows the transition slabs to slide relative to the base foundation element. Too large of a coefficient of friction results in excessively wide cracks in the transition slabs, while too low of a friction coefficient results in excessive lengths of the transition slab region. This paper documents experimental studies on the performance of bond breakers to meet the needs of seamless bridge systems. The research considers the behavior of a wide variety of bond breakers with common bases used in bridge applications and recommends the most promising materials. These recommendations are critical to the successful implementation of seamless bridge systems in practice. The paper presents the results of a two-phase experimental program to identify the best bond breakers for seamless bridge systems and quantifies their interface resistance (coefficients of friction). The industry diversity thesis of economic resilience to economic shocks is embedded in community development policy across Australia. The idea being that in the event of an economic shock some industries will prove more recession‐proof than others. The greater the industry diversity, the greater the likelihood of off‐setting industry effects, resulting in greater economic resilience. The COVID‐19 pandemic and the associated restrictions created a unique natural experiment to explore whether the industry diversity thesis holds true under the conditions of a global health pandemic. In this policy paper, we use JobKeeper applications as a proxy for decreased economic resilience. We explore if Australian local government areas (LGAs) with higher industry diversity had less necessity for JobKeeper. We also briefly consider if concentrations of certain industries acted as a better economic buffer to the COVID‐19 economic shock. We observe that as diversity increases, economic resilience strengthens except for Victoria (where the association is inverted). Introduction: Australia's population is ageing, resulting in more older adults living in residential aged care facilities. Occupational therapy scope of practice in Australian residential aged care facilities is significantly influenced by the government funding instrument. As the current government funding instrument is administratively inefficient, insufficiently discriminates between residents' care needs and provides perverse incentives, a new funding model is set to be implemented. This creates an opportunity for a review of the current evidence base to support the lobbying of national associations to shape occupational therapy practice. The research question that guided this systematic mapping review was as follows: What is the current state of scholarship about occupational therapy in Australian residential aged care facilities? Methods: A search of four databases (CINAHL, Medline, Embase and Scopus) was conducted and 1,617 papers were identified. All papers were screened through a two‐phase process: (i) title and abstract review and (ii) full text review, using pre‐determined inclusion and exclusion criteria to identify papers relevant to this review. A data extraction tool was designed in Microsoft Excel® and was used to extract data from the included papers. Results: Twelve Australian articles were published between 1986 and 2020, most frequently authored by an occupational therapist. Included articles were classified into four groups: articles including occupational therapists as participants, articles about occupational therapy practice, articles exploring an occupational perspective of residents and articles with limited exploration of occupational therapy. Conclusion: This review identified that there is a dearth of Australian occupational therapy literature. This creates challenges for occupational therapists seeking evidence to guide their practice to optimise resident health and well‐being and for national associations seeking to lobby for the profession. The development and main characteristics of global research related to cultural and creative industries from 1995 to 2020 have been investigated using bibliographic data derived from the Scopus database. We identified 746 single-authored documents among a total of 1099 documents indexed in the Scopus database during this period, with an annual growth rate of 18%. English-speaking countries such as the UK, the USA, Australia and Canada were the most important contributors to this research field, participated in more than 50% of documents of the collection. The most productive scholars and institutions were all located in Australia and the UK. Quality of the publication collection was good, as nine over ten most popular journals who published a quarter of the collection, were classified into the first quartile of the SCImago Journal & Country Rank. This article describes the struggle to develop the systems of accountability necessary to assess national progress. What does this paper add? The paper examines how people experiencing persistent housing insecurity hold on to or restore ontological security. Conceptually it recognises ontological security as an "ongoing accomplishment" that is "actively sought", and introduces four coping constructs theorised by Giddens as ways that individuals cope with persistent threats to security. The domestic practices of low-income, single older women living in various forms of insecure housing in Australia are the focus. The paper identifies "emotion-focused" and "action-focused" strategies through which women sought ontological security, including efforts to mentally accommodate insecurity, tenancy practices, through which they engaged with housing risk, and the use of storage facilities as holding sites of identity and routine. These strategies resonate with and extend Giddens' four coping constructs to the housing field, reflecting pragmatic acceptance of housing risk, sustained optimism in the face of housing risk, cynical pessimism, and engagement with housing risk. This paper documents firm mark‐ups and competition in Australia, and their impact on productivity, using administrative data. I find that mark‐ups increased by around 5 per cent since the mid 2000s, less than previously documented for Australia and slightly less than documented for the average advanced economy. While part appears to reflect technological change, part appears to reflect an increase in market power. This increase appears to explain part of the slowdown in productivity growth observed in Australia over the past decade, by slowing the efficient reallocation of resources from low productivity to high productivity firms. Remote teamwork has become critical to the communicative and collaborative operations of architectural practice and education in Australia. Consequently, building information modeling (BIM) processes, which are core to both sharing and producing architectural designs, are evolving in response. The aim of this paper is to examine and identify ways to improve BIM-enabled design collaboration processes in architectural practice and education. Using data from semi-structured open-ended interviews (n = 25) undertaken during the pandemic, this paper identified six thematic categories of BIM-enabled design collaboration processes: (1) representation, (2) communication, (3) coordination, (4) collaboration, (5) technical operation, and (6) nontechnical operation. These themes, along with 48 codes developed from the interviews, are then presented as an integrated BIM process model. This model contributes to a collective understanding of recent BIM processes and areas where improvements are needed to support BIM adoption and implementation in the new era of remote working. To solve the problem of feature selection and error correction after mode decomposition and improve the ability of power load forecasting models to capture complex time series information, a two-stage short-term power load forecasting method based on recursive feature elimination with a cross validation (RFECV) algorithm and time convolution network–efficient channel attention mechanism–long short-term memory network (TCN–ECA–LSTM) is presented. First, the load sequence is decomposed into a relatively stable set of modal components using variational mode decomposition. Then, the RFECV-based method filters the feature set of each modal component to construct the best feature set. Finally, a two-stage prediction model based on TCN–ECA–LSTM is established. The first stage predicts each modal component and the second stage reconstructs the load forecast based on the predicted value of the previous stage. This paper takes actual data from New South Wales, Australia, as an example, and the results show that the method proposed in this paper can build the feature set reliably and efficiently and has a higher accuracy than the conventional prediction model. This paper forwards the notion that languages are an important resource for sustainable development for modern societies. Informed by theories from both sociolinguistics and language economics on the value of language skills, it is suggested that language(s) have different kinds of value in multilingual societies. Sociolinguists often emphasize the value languages have to their speakers and highlight the importance of social justice and equality between languages. Language economists argue that proficiencies in languages other than the dominant language are a form of human capital that can have a range of direct or indirect benefits. In language economics this is captured by the concepts of non-market and market value. Based on the example of the situation of languages in Australia, this paper argues that migration-induced multilingualism deserves more substantial support from both perspectives. Employing a theory-generating approach, this paper argues that multilingualism forms an important addition to Australia's human capital. For sustainable development, both on economic and social levels, it appears necessary to maintain and support languages in order to enable the country to cater for present and future linguistic needs. This paper investigates intersecting rights and ways of thinking in faith-based schools. It outlines current legislative attempts to manage anti-discrimination in Australian schools and proposes a dialogic model of reciprocal anti-discrimination for educational leaders and administrators. This paper proposes that reciprocal anti-discrimination will require rigorous clarity in organisational beliefs, values and philosophies of education. Differences of power, prejudice and assumptions are also addressed. Background: This paper explores the mental health and wellbeing outcomes of a massed community choir program in Australia. Methods: This study employed a mixed methods approach. Data were collected via a survey of choir participants (N = 305), four qualitative interviews and focus groups with facilitators and participants (N = 22), and two workshops with organising staff (N = 5). Questions were derived from a co-designed program logic, and data were triangulated and analysed thematically. Results: Participants reported feeling a sense of connectedness (psychological), but also experiencing connection (social) with their fellow singers. Psychological outcomes included the sensations of affect, arousal, and affirmation. Social outcomes included experiencing belonging, inclusion, and sharing. These positive psycho- social experiences promoted positive mental health and wellbeing outcomes in the large group of participating singers. Purpose: Skills development for business students is increasingly becoming more important in business education and the workplace. In this paper, students' research skills are examined. The purpose of this paper is to identify some of the issues and challenges students face in developing research skills and how these can be addressed. Design/methodology/approach: The study combines external marker evaluation and content analysis to evaluate one hundred 2,000-word essays and identify issues and challenges associated with students' development of research skills. Findings: Results show that the essays rate well in collecting and using sources and summarising key topics but miss on integrating sources in writing and inconsistency in citations and referencing. Research limitations/implications: One of the paper's limitations is using a sample from a single course in a business school in Australia. Nonetheless, the sampled essays represent similar writing tasks elsewhere that require students to display research skills. Practical implications: Some implications for business and higher education are offered, including suggestions to address the issues and challenges raised in business education. For example, academics are encouraged to communicate clear expectations for writing tasks, provide support and show exemplars of business writing that incorporates practical research skills. Social implications: Business students who develop effective research skills contribute to society by developing skills in effectively searching and evaluating information. This ensures business graduates in industry workplaces reach considered conclusions before making recommendations that could impact people's lives. Although a growing body of literature studies drought impacts, papers providing a comprehensive review of drought's social and economic impacts are scarce. This paper fills this gap by exploring the consequences of drought on societies based on research findings in Australia—a large country used to experiencing severe droughts. To do this, we propose a framework to categorise drought impacts in three dimensions: individuals/households (including health), productive sectors and system (including economic and ecosystem) impacts. The framework then guides a systematic literature review and discussion of studies looking at diverse drought impacts and their related costs. By analysing and discussing the findings from this literature, we emphasise different policy considerations, empirical challenges and research needs to support robust analysis and estimates of the true cost of droughts. In August 2023 RMIT University (Melbourne, Australia) announced it would cease delivering a program of chiropractic education. The program commenced in 1975 and was the first in the world to be funded by a National government. Today it is officially being 'taught out' and will cease to be in just 4 years. As irresponsible as this decision may seem from a Chiropractor's perspective, it remains RMIT's right to determine which programs it delivers and those which it does not. The lesson the profession must learn is that state-funded universities can not be expected to reflect the passion that their education creates in its graduates, especially Chiropractors. In past papers I have made this comment and now formalise and index it: 'Australia's publicly-funded institutions of higher education have no redeeming qualities to warrant them holding custody of a program of Chiropractic education'; they most certainly do not and can not replicate the integrity of a purpose-focussed private college nor match the integrity and academic commitment evident in many non-Australian universities throughout East Asia which are guided by a strong social conscience. The usual claim is that a university with multiple disciplines provides cross-fertilisation of ideas and high levels of teaching quality from discipline experts in other fields, but in Australia this can not really be claimed to have been found true. There is also a claim that within a university Chiropractic academics will hone their scholarship, write, and publish; we know this is laughable. RMIT has been far from exceptional for Chiropractic education for most of its 30 or so years as a university created by one political party's agenda. Background: Aboriginal and Torres Strait Islander Australians are disproportionately impacted by blood-borne viruses (BBVs) and sexually transmissible infections (STIs). Stigma remains one of the key barriers to testing and treatment for BBVs and STIs, particularly among Aboriginal and Torres Strait Islander people. The Deadly Liver Mob (DLM) is a peer-delivered incentivised health promotion program by and for Aboriginal and Torres Strait Islander Australians. The program aims to increase access to BBV and STI education, screening, treatment, and vaccination for Aboriginal and Torres Strait Islander Australians in recognition of the systemic barriers for First Nations people to primary care, including BBV- and STI-related stigma, and institutional racism. This paper presents routinely collected data across nine sites on the 'cascade of care' progression of Aboriginal and Torres Strait Islander clients through the DLM program: hepatitis C education, screening, returning for results, and recruitment of peers. Methods: Routinely collected data were collated from each of the DLM sites, including date of attendance, basic demographic characteristics, eligibility for the program, recruitment of others, and engagement in the cascade of care. Results: Between 2013 and 2020, a total of 1787 Aboriginal and Torres Strait Islander clients were educated as part of DLM, of which 74% went on to be screened and 42% (or 57% of those screened) returned to receive their results. The total monetary investment of the cascade of care progression was approximately $56,220. Data highlight the positive impacts of the DLM program for engagement in screening, highlighting the need for culturally sensitive, and safe programs led by and for Aboriginal and Torres Strait Islander people. However, the data also indicate the points at which clients 'fall off' the cascade, underscoring the need to address any remaining barriers to care. Conclusions: The DLM program shows promise in acting as a 'one stop shop' in addressing the needs of Aboriginal and Torres Strait Islander people in relation to BBVs and STIs. Veal and Piracha propose an alternate approach to planning recreation provision in new high-density residential areas (NHDA's) of Australian cities: the RAB or 'Recreation Activity Benchmark' (Veal and Piracha 2022). Sydney is used as a case study. This paper contends that the methodology has a range of substantive deficiencies and ignores other well-established planning approaches that have been developed, tested and refined through hundreds of plans prepared by in-house and consulting leisure planners over the past 50 years in Australia and detailed in a range of texts and planning manuals. In applying the Recreation Activities Benchmark (RAB), provision of physical leisure resources is made on the basis of 'averaging' the recreation activities that people pursue to determine what facilities they need in the wider city in which the NHDA occurs. The averages are then applied to a projected NHDA population. This review questions the lack of a philosophical and planning basis of the RAB; the need for the RAB methodology; what 'average' means in terms of recreation participation; how the average is 'adjusted' if sufficient space is not available; the fact that the average used in the methodology has been selected solely to avoid possible legal action by developers, and the fact that the RAB is no different to a provision 'standard', given the reliance on data that has inherent shortcomings. In 1936, Prof A. P. Elkin attended a seminar in Hawaii lasting several weeks, on the topic of 'native education'. In his various papers presented to a range of experts from the region and beyond during the formal conference held in Honolulu as part of the residency, Elkin set out his views on the future of the Indigenous people of Australia. Education would be pivotal to this new approach on pragmatic and humanitarian grounds. Elkin concurred with the findings of the residency: local forms of adapted education were considered appropriate for most Aboriginal Australians, only a minority continuing into further education; communities as well as children should be better prepared for their integration into the nation as the Indigenous people. This paper sets out to interrogate the proximity of anthropology and education in these claims, and the elision of Aboriginal people's agency including their contemporaneous campaigns for equal education. Manufactured Home Estates (MHEs) have become increasingly popular in Australia as a retirement housing option and in response, large investor-operators have entered the industry accumulating extensive portfolios. MHEs are appealing to investors as they require lower levels of capital investment compared to other forms of retirement housing and are supported by policy settings which maximise financial returns. The financial and regulatory environment in Australia has resulted in an investment structure where investors are required to act as operators. This paper identifies and examines five interconnected drivers which have encouraged investor-operators to commence MHEs and accumulate large portfolios. First, Australia's ageing population emerges as a key driver of demand for retirement housing. Second, MHEs represent affordable housing for retirees. Third, broader housing policy providing support to low-income households improves financial returns to investor-operators. Fourth, investor-operator financial returns are improved by the requirement that residents purchase their dwellings through designated suppliers on which a fee is received. Fifth, the investment potential of MHE is linked to planning policies which permit their development on sites outside established residential areas, sometimes creating problems by locating older Australians in hazard affected locations. This paper provides important insights into contemporary analysis of seniors housing in Australia by outlining how policy settings have encouraged investor-operators to purchase and develop of MHEs and how, drawing on scholarship of the financialisation of housing, the investment logics of owner-investors situates MHEs as financial asset, not simply as affordable retirement housing. In this paper we contribute to the emerging literature on the effect of the COVID-19 pandemic on the gender gap in research productivity. We extend previous studies by considering men and women academics from science and non-science disciplines through an analysis of data from academics at 14 universities across two countries (seven in Australia and seven in Canada) and focusing on the role of primary caregiving. Our empirical approach used logistic regressions and the Blinder–Oaxaca decomposition technique. The latter enabled us to ask: 'How much of the gender gap in perceived productivity during the pandemic is due to gender differences in primary care responsibilities?' Within the sample (N = 2,817) of academics, 33% of women and 25% of men reported that their perceived publication ability decreased a lot during the pandemic. This is an eight percentage-point gender gap in perceived publication ability. Statistical analysis revealed that two-fifths (40%) of this gap may be explained by gender differences in having primary responsibility for the care of children. Gender differences in other characteristics such as age, discipline, and increased teaching and administrative work were not, as a group, significant. There were also no differences between Australia and Canada. The findings are important, particularly for the pursuit of gender equality within academia. In the absence of specific mitigating interventions, research disruptions in 2020 may have long-lasting career scarring effects (e.g. hiring, promotion, tenure) and, as a result, see women further disadvantaged within the academy. Debates about subject English in Australia are often conducted through the senior years curriculum. In light of the anticipated interest in the new Victorian Certificate of Education (VCE) English study design released in 2022 to be implemented in 2023, this paper outlines the current state of research on the VCE English subject by mapping areas of interest, types of evidence and gaps in research. The authors utilise a hybrid approach of narrative scoping review to identify methodological and thematic trends in the scholarly literature, and intersecting professional and media discourse on VCE English from 1990 to 2021. Finding that the student experience and the enacted curriculum have been largely elided, the paper identifies fresh lines of inquiry into VCE English and advocates for new discussions around scholarly interest and approaches to senior secondary English in Australia. Productivity growth has declined in Australia and other developed countries over the past two decades. It has been argued that reduced dynamism and the failure of competition at an economy‐wide level is to blame, leading to calls for broad competition policy reforms. In this paper we consider the theoretical and empirical evidence to support this "failure of competition" narrative. We find that the evidence, at best, is ambiguous. Competition failures in some areas support the need for reform, but the competition landscape across Australia is complex and there is no simple link between indicators of competition, such as concentration levels; indicators of reduced dynamism, such as falling business investment, and falling productivity growth. Policy analysis can be useful for learning about 'what works' in policy. Contemporary policy studies literature highlight that such learning is influenced by power relations in government that shape our ways of knowing the world. This paper offers a critically reflexive narrative account of power relations present during Indigenous higher education policy analysis research conducted in the Northern Territory (NT), Australia to shed light on how to effectively negotiate policy analysis. We reflect on tensions that arose by applying Nakata's concept of the 'cultural interface', which accounts for the complexity of meaning making across diverse knowledge spaces. Narratives from an Indigenous Project Reference Group member are included to provide a perspective on these tensions from an Indigenous standpoint. The paper concludes by describing enabling conditions and strategies that were necessary for effective policy analysis, and considers implications for Indigenous higher education policy analysis in the NT. There is a large demand for seasonal crops year-round within Australia, even when they are considered out of season. The demand is satisfied by continually moving production throughout the year to climates where the crops are in season. Management of the supply chain for a major national grower is challenging for several reasons. Due to the large number of planting decisions, it is standard practice for a team of production planners to create the annual production plan. For fresh food production, the supply chain does not contain intermediate storage requiring that the production plan is carefully timed not to waste resources with overproduction. In this paper, we develop a supply chain model that simultaneously manages the production of multiple crops across many growing regions. Production is set to satisfy the demand of multiple end-products while considering the packing plants' throughput capacity, each growing region's harvest capacity, and farm capacity. A time delay may be applied when moving between stages of the supply chain due to the geographic scale being modelled. A deterministic Mixed Integer Program is used to find the optimal planting plan, which minimises the deviation from demand for all products year-round at a minimal cost. Due to the excessive runtime for solving the model, a heuristic solution method is introduced. Numerical experiments demonstrate the advantage of the proposed model over the current manual planning process, which can solve the problem faster and with less deviation across the planning horizon. Background: Dengue virus (DENV) is endemic to many parts of the world and has serious health and socioeconomic effects even in high-income countries, especially with rapid changes in the climate globally. We explored the literature on dengue vector control methods used in high-income, city settings and associations with dengue incidence, dengue prevalence, or mosquito vector densities. Methods: Studies of any design or year were included if they reported effects on human DENV infection or Aedes vector indices of dengue-specific vector control interventions in high-income, city settings. Results: Of 24 eligible sources, most reported research in the United States (n = 8) or Australia (n = 5). Biocontrol (n = 12) and chemical control (n = 13) were the most frequently discussed vector control methods. Only 6 sources reported data on the effectiveness of a given method in reducing human DENV incidence or prevalence, 2 described effects of larval and adult control on Aedes DENV positivity, 20 reported effectiveness in reducing vector density, using insecticide, larvicide, source reduction, auto-dissemination of pyriproxyfen and Wolbachia, and only 1 described effects on human-vector contact. Conclusions: As most studies reported reductions in vector densities, rather than any effects on human DENV incidence or prevalence, we can draw no clear conclusions on which interventions might be most effective in reducing dengue in high-income, city areas. More research is needed linking evidence on the effects of different DENV vector control methods with dengue incidence/prevalence or mosquito vector densities in high-income, city settings as this is likely to differ from low-income settings. This is a significant evidence gap as climate changes increase the global reach of DENV. The importance of community involvement was clear in several studies, although it is impossible to tease out the relative contributions of this from other control methods used. In this study, we explored the literature on dengue vector control methods used in high-income, city settings and associations with number of human dengue infections, and the density of mosquitoes. We found 24 papers with relevant results. Most of these described studies in the United States or Australia. Most were about various forms of biological or chemical control of the mosquitoes. Few papers discussed effects on human dengue infection. We were unable to draw any clear conclusions on how effective mosquito control methods were as we could identify little research on this subject in this specific setting. Purpose: The primary goal of this paper is to investigate the relationship between stock market liquidity and firm dividend policy within a market implementing the tax imputation system. The main aim is to understand how the tax imputation system influences the relationship between firm dividend policy and stock market liquidity within a cross-sectional framework. Design/methodology/approach: This paper investigates the relationship between stock market liquidity and the dividend payout policy under the full tax imputation system in the Australian market. This study uses the Generalized Least Squares regressions with firm- and year-fixed effects. Findings: In contrast to the negative relationship between the liquidity of common shares and the firms' dividends documented in countries with the double tax system, the study reveals that in Australia, the dividend payout ratios are positively associated with liquidity after controlling for various explanatory variables with both the contemporaneous and lagged time periods. Such a finding is robust to the use of alternative liquidity proxies and to the sub-period tests and remains during the COVID-19 pandemic period. Research limitations/implications: The insights derived from this study have significant implications for various stakeholders within the economy. The findings provide regulators with valuable insights to conduct a more holistic assessment of how the tax system impacts the economy, especially concerning the dividend choices of firms. Within the context of a full tax imputation system, investors can make investment decisions without factoring in the taxation impact. Simultaneously, firms can be relieved of concerns about losing investors who prioritize liquidity, particularly when a high dividend payout might not align optimally with their financial strategy. Originality/value: This study contributes to the literature by extending the literature on the tax clientele effects on dividend policy, providing evidence that the tax imputation system can moderate the impact of liquidity on dividend policy. Background: Despite availability of vaccines or medical prophylaxis for some sexually transmissible infections (STIs), promoting condom use remains an important public health strategy for the prevention of STIs. Recent research shows that regular condom use among young people in Australia has declined over the past decade, while the rate of common STIs has increased. Method: In this paper, we report findings from a large survey of school-aged young people in Australia (14–18 years old) in which we looked at the association between condom use and positive feelings about sex, beliefs about social acceptability of condoms and confidence talking with partners about sex and condoms. Results: Communication and relational factors supported more consistent condom use. Participants were more likely to regularly use condoms if they discussed condom use with a sexual partner, perceived condom use to be easy (a measure that included perceived ease of discussing condoms with a partner) and perceived condom use to offer social or relational benefits, including perceiving condom use as a demonstration of care for a partner. Young men were more likely to report positive feelings about sex and regular condom use than young women. Young women were less likely than young men or trans and non-binary young people to report regular condom use. Conclusions: The study shows the importance of supporting young people to build confidence expressing sexual needs and wants with partners. Public health approaches to STI prevention need to consider condom promotion in the context of young people's contemporary sexual, gendered and relationships cultures. People with innate variations of sex characteristics (also known as intersex traits or disorders or differences of sex development) have any of a wide range of innate physical traits that differ from medical and social norms for female and male bodies. Responses to these physical differences create experiences and risks of stigmatisation, discrimination, violence, and harmful medical practices intended to promote social and familial integration and conformity with gender stereotypes. As is evident globally, the Australian policy response to the existence and needs of people with innate variations of sex characteristics has been largely incoherent, variously framing the population as having disordered sex development in need of "fixing", and a third sex/gender identity group in need of recognition, with only recent engagement by intersex community-controlled civil society organisations. This paper presents an overview of the context and goals of the intersex human rights movement in Australia. Australian intersex community organisations have sought to apply human rights norms and develop new infrastructure to address key health and human rights issues, and necessitating new ways of resolving policy incoherence. Together with human rights, mental health, and public health institutions, they have called for significant changes to medical models of care and reform to research and classification systems. Intersex community organising and resourcing have made a tangible difference. The Australian Capital Territory is the first jurisdiction in the country to move ahead with reforms to clinical practice, including a legislative prohibition of certain practices without personal informed consent, oversight of clinical decision-making, and investment in psychosocial support.
