The article discusses a workshop titled "Tracking Astronomical Instruments Through Ottoman World and Beyond" that took place at Istanbul University. This paper introduces a methodology for characterizing the breadth of natural hazard types, hazard interrelationships, and risk scenarios in Global South urban areas, focusing on Nairobi, Kenya, and Istanbul, Türkiye. Our approach involves (a) a comprehensive characterization of multi‐hazards and their interrelationships in an urban setting, (b) collaborative development of relevant multi‐hazard scenarios with local disaster risk reduction (DRR) stakeholders, and (c) analysis of the potential for integrating these scenarios into urban DRR efforts. Using a critical review of 135 sources (academic and gray literature, databases, online, and social media), we identify 19 natural hazard types that might influence Nairobi and 23 in Istanbul. We further identified in Nairobi 88 and Istanbul 105 hazard interrelationship pairs (e.g., an earthquake triggering landslides) out of a possible 576 interrelationships. These findings are cataloged in an extensive database, which informs the creation of multi‐hazard risk scenario exemplars for each city. These exemplars are refined through stakeholder engagement, involving four workshops (47 participants) and nine semi‐structured interviews with local DRR stakeholders. Despite the identified benefits, this engagement reveals a significant gap in integrating multi‐hazards into current urban policy and practice. Governance challenges are highlighted as a key barrier, but opportunities for better integration are also identified, including evolving policies and growing awareness among urban actors. Our approach, particularly relevant in data‐scarce urban areas of low‐ and middle‐income countries, provides a framework for exploring multi‐hazard issues in various urban contexts. Plain Language Summary: Our study sought to understand the breadth of natural hazards an urban area in the Global South might face, how the hazards are interrelated (e.g., an earthquake can trigger landslides), and typical risk scenarios that matter to local experts. We applied our methodology to Nairobi and Istanbul to assess how considering multiple hazards could enhance disaster risk reduction (DRR) efforts. We systematically reviewed 135 information sources, including gray and peer‐reviewed literature and online and social media. We found 19 natural hazard types could influence Nairobi, while Istanbul faces 23. These hazards showed numerous interactions, with 88 in Nairobi and 105 in Istanbul. Subsequently, we held workshops and interviews with local DRR stakeholders in both cities to co‐designed multi‐hazard risk scenarios. Practitioner stakeholders in Nairobi and Istanbul emphasized that considering these interrelationships helped create comprehensive risk scenarios and improved planning for addressing multiple hazards concurrently, a crucial aspect of urban safety and preparedness. They noted that current city policies and practices often overlooked this approach, primarily due to risk management and governance issues; for example, siloed approaches to DRR resulting in disjointed implementation and planning, and a lack of coordination and communication among actors. Our research framework may assist other urban areas, particularly those in developing countries with limited data, in comprehending and preparing for the complex challenges posed by various natural hazards. Recently, the use of unmanned aerial vehicles (UAVs) in bathymetric applications has become very popular due to the rapid and periodic acquisition of high spatial resolution data that provide detailed modeling of shallow water body depths and obtaining geospatial information. In UAV-based bathymetry, the sensor characteristics, imaging geometries, and the quality of radiometric and geometric calibrations of the imagery are the basic factors to achieve most reliable results. Digital bathymetric models (DBMs) that enable three-dimensional bottom topography definition of water bodies can be generated using many different techniques. In this paper, the effect of different UAV imaging bands and DBM generation techniques on the quality of bathymetric 3D modeling was deeply analyzed by visual and statistical model-based comparison approaches utilizing reference data acquired by a single-beam echosounder. In total, four different DBMs were generated and evaluated, two from dense point clouds derived from red--green--blue (RGB) single-band and multispectral (MS) fiveband aerial photos, and the other two from Stumpf and Lyzenga empirical satellite-based bathymetry (SDB) adapted to UAV data. The applications were performed in the Tavșan Island located in Istanbul, Turkey. The results of statistical model-based analyses demonstrated that the accuracies of the DBMs are arranged as RGB, MS, Lyzenga, and Stumpf from higher to lower and the standard deviation of height differences are between ±0.26 m and ±0.54 m. This paper addresses issues pertaining to the future of work and sustainability through the lens of a case study of ecological deterioration and how it destroys and creates green jobs in a forest village of Istanbul. As elsewhere in major urban centres of developing countries, the hyper-expansion of city regions due to authoritarian developmentalism fosters the state-led construction sector in Turkey. Growth-driven economic policies continue to have adverse effects on the environment, resulting in deforestation among an array of ecological damage. Based on a qualitative analysis of oral history interviews and observations informed by a larger interdisciplinary research project, we observe resilience in the forest village under scrutiny as certain types of work are abandoned, and new forms are created by adaptation to the ecological and social conditions. The perceptions of changing conditions by locals vary across existing ethnic, gender, and class hierarchies in the local community. Moreover, our findings indicate that the types of work available in the village prior to urban transformation were not all decent or green. In face of ongoing ecological deterioration in a (formerly) forest community, participatory micro-initiatives, and grassroots, utilizing local community projects emerge that nevertheless pursue a green and just transition. We focus on one such initiative, the Community Fungi platform, to demonstrate the possibility of working towards a collective imagination of a green future inspired by past but unforgotten sustainable communal practices, in the context of the forest village under scrutiny in this paper. This research paper details a part of a case study exploring placemaking activities and the outcomes of urban design issues in a waterfront area. The fine-grained urban fabric has played an important role in waterfront regeneration schemes globally. Governments try to encourage place-based regeneration activities such as design-led and culture-led strategies addressing social and physical issues in several waterfront areas. Acting towards environmental challenges to provide green spaces has increasingly become a favourable approach since the 2010s. An ideas competition was held in 2020 to address this issue on the waterfront of the Haliç area, which is a post-industrial site today. The seven semistructured interviews were conducted to explore the competing discourses on each project created by the teams who attempted to deal with the unsolved urban fabric. In this regard, this paper focuses on the examination of the placemaking activities in a situation where there is no urban fabric, by referring to the help of control variables together with semistructured interviews with academic members of Istanbul Technical University and investigates the existence of the urban fabric as a place shaping continuum in the Halic area. Gender-related issues feature prominently on the EU's agenda and in policies such as the Gender Equality Strategy 2020–2025 which identifies gender equality as a core principle of the EU. Within the broader convergence discourse which examines whether candidate countries are converging with the EU, prompted by Turkey's withdrawal from the Council of Europe Istanbul Convention and the Sofagate incident, this paper conducts a gender-centric convergence analysis in the case Turkey. To this end, it uses five gender-focused indices compiled by the Varieties of Democracy (V-Dem) project. The empirical results from the convergence tests do not provide evidence supporting convergence in terms of these five gender-related indices. The findings of the present study concur with the existing relevant literature and should be viewed in the broader context of Turkey's democratic backsliding and de-Europeanization process. There is a vast literature that seeks to define and identify spatial submarkets in metropolitan housing systems. These tend to use one of three methods to delineate submarkets: a priori geographies, ad hoc subdivision and data-driven approaches to grouping units. Recently, analysts have increasingly used multilevel modelling strategies to analyse spatial segmentation in the housing market. Despite the increasing prevalence of multilevel approaches, there is no existing systematic analysis of which of these three main approaches to submarket definition has the greatest effectiveness when employed in a multilevel modelling framework. This paper addresses the gap in the literature by comparing the utility of these main approaches to submarket definition. It develops and evaluates three separate, distinct multilevel models of submarkets to a data set comprising 2175 transactions in the Istanbul housing market of Turkey, an emergent market context. The results show that multilevel models with a priori submarket dummy variable can predict price more accurately than the models with ad hoc subdivision or data-driven stratified submarkets. Similarly, test results indicate that multilevel models with neighbourhood submarket dummy variables (a priori) perform better than other models. These test results show that granular definition of submarkets tend to perform better in terms of predictive accuracy than less spatially granular models. The paper also suggests that real estate agents' views of submarket structures might be particularly useful as inputs into micro-modelling processes in contexts where datasets are thin. At the dawn of the 21st century, the rapid expansion of manufacturing plants and the widespread destruction of natural habitats significantly contributed to accelerating global warming. This phenomenon has led to severe droughts, irreversible agricultural damage, and substantial challenges in securing food supplies for the burgeoning global population. The alarming surge in atmospheric carbon dioxide concentrations underscores the urgent need to embrace clean energy technologies. To date, the primary goal of mankind is to develop innovative approaches to return Earth's ecology to its pre-industrial condition, as a century ago. Cytomegalovirus (CMV) can cause serious complications in immunocompromised individuals and fetuses with congenital infections. These can include neurodevelopmental impairments and congenital abnormalities in newborns. This paper emphasizes the importance of concurrently evaluating ultrasonography findings and laboratory parameters in diagnosing congenital CMV infection. To examine the prenatal characteristics of CMV DNA-positive patients, we assessed serum and amniotic fluid from 141 pregnant women aged 19–45 years, each with fetal anomalies. ELISA and PCR tests, conducted in response to these amniocentesis findings, were performed at an average gestational age of 25 weeks. Serological tests revealed that all 141 women were CMV IgG-positive, and 2 (1.41%) had low-avidity CMV IgG, suggesting a recent infection. CMV DNA was detected in 17 (12.05%) amniotic fluid samples using quantitative PCR. Of these, 82% exhibited central nervous system abnormalities. Given that most infections in pregnant women are undetectable and indicators non-specific, diagnosing primary CMV in pregnant women using clinical findings alone is challenging. The concept of co-working has gradually grown in importance and new types of workplaces have increased in Istanbul in step with global trends. As the most populated city in Turkey, Istanbul hosts the largest number of co-working spaces (CWSs) in the country. This paper describes the types of CWSs in Istanbul. In this context, the paper is organized around two main topics: the physical structure and the non-physical structure of CWSs. The physical structure of CWSs refers to the type of building, layout, and architectural features, as well as the facility management services and ancillary spaces that CWSs provide. The non-physical structure of CWSs covers the financial structure, community structure, organization and management structure, decisionmaking structure, partnership structure, and communication structure of CWSs. In this framework, 20 CWSs in Istanbul (87 locations in total, including multiple branches in the city) were empirically studied through face-to-face interviews, observations, websites, and advertisements analysis. The main result of the analysis reveals that CWSs have different characteristics and cannot be encompassed in one type for the case of Istanbul. In this context, four different co-working types were identified in Istanbul. These are chain CWSs, lifestyle CWSs, community-oriented CWSs, and service-oriented CWSs. The results of the study contribute to the literature for a better understanding of CWSs in an urban context. Nowadays, logistics is one of the most important tools in disaster relief operations. The logistic planning is essential and a key component in covering the initial needs in the immediate aftermath of any disaster. Planning is both necessary and practical, as it is generally possible to predict the types of disasters that should affect a given location and the needs that such disasters will be likely to cause. Transport planning, reception and distribution of emergency supplies, type and quantity of the resources, the way of procurement and storage of the supplies, the tools of the tracking and means transportation to the stricken area, the specialization of teams participating in the operation and plan of cooperation between these teams, are some vital life-saving coordination roles after natural disasters are connected directly to logistic planning. Turkey is located in one of the most active earthquake and volcanic regions which causes to many major earthquake-prone, in the world with a majority of the population living in these earthquake-prone areas. Earthquakes are one of the major disasters that require emergency logistic planning strategies due to their devastating effects, the large-scale natural disasters could cause major problem on commodities such as food, medicine etc. In this paper, a game theoretical model for emergency logistic planning is developed. To do this a cooperative game model is constructed from a flow problem which occurred after an earthquake in Istanbul. Several solution concepts for maximizing the transferred commodity are given. The year 533 marked the beginning of a series of military expeditions undertaken by Constantinople aimed at reconquering the "lost west". After North Africa. Italy, with its powerful symbolism, became the main target of Justinian's generals. According to Procopius's history, the wars started as a series of almost unplanned events, while modern scholars tend to emphasize its military nature. This paper analyses the complexity of the reasons which led to the war and how they were used to support it from different ideological and practical points. We will see how these points reflected a crucial aspect of Justinian policy and how this was portrayed by the propaganda and perceived by contemporaries. In the end, the paper will discuss if we can consider Justinian's operations in the West as a restauratio of the Empire or a war of expansion that created new provinces without changing the eastern-focused trends of Constantinopolitan policies. The foundations of writing, one of the four basic language skills, are laid in the primary school years and this skill is formally acquired during the first literacy teaching process in the 1st grade of primary school. Analyzing the writing skills of primary school students is essential for detecting weaknesses in their writing abilities, preventing potential writing difficulties in subsequent years, and designing intervention programs to enhance their writing competencies. In this context, this study aimed to examine the writing skills of primary school 1st through 4th grade students in terms of mechanics. The students' notebook writings were assessed based on the following criteria: the size and shape of the letters, the alignment and order of the writing, the spacing between words and letters, the layout and neatness of the paper, the quantity and quality of the writing on the page and in the notebook, and the expression and meaningful coherence of the writing. The sample of the study, which was conducted with a descriptive survey using quantitative methods, consisted of a total of 807 primary school students studying in districts of different socioeconomic levels in Istanbul and the students' writing notebooks. The "Writing Achievement Assessment Form," which was prepared by the researchers and revised following the opinion of a classroom education specialist, was used as a data collection tool in the study. As a result of the study, it was determined that the writing skills of primary school students were at different levels in terms of mechanics. In addition, it was observed that the deficiencies in students' mechanical writing skills were included in different criteria items. Purpose: This paper tests a research model that examines work engagement (WENG) as a mediator between green human resource management (GHRM) and absenteeism and green recovery performance. Design/methodology/approach: To gauge the aforesaid linkages, the authors used data collected from employees and their supervisors in the international five-star chain hotels in Istanbul, Turkey. One-hundred and eighty-two respondents completed the surveys. Findings: GHRM fosters WENG. As predicted, WENG alleviates absenteeism and triggers green recovery performance. Employees' favorable perceptions of GHRM (cognitive evaluation) give rise to higher WENG (emotional response), which in turn directs their behaviors such as reduced absenteeism and higher green recovery performance (behavioral response). Originality/value: No empirical study has gauged the linkage between GHRM and WENG and nonattendance behavior or absenteeism so far. Due to the high necessity of medical face masks and face shields during the COVID-19 pandemic, healthcare centers dealing with infected patients have faced serious challenges due to the high consumption rate face masks and face shields. In this regard, the supply chain of healthcare centers should put all of their efforts into avoiding any shortages of masks and shields as these products are considered as primary ways to prevent the spread of the virus. Since, any shortages in these products would lead to irrecoverable and costly consequences in terms of the mortality rate of patients and medical staff. Therefore, healthcare centers should decide on best supplier to supply required products, considering technical, and sustainability measures. Dynamicity and uncertainty of the pandemic are other factors that add up to the complexity of the supplier selection problem. Therefore, this paper develops a novel decision-making approach using Measuring attractiveness through a categorical-based evaluation technique (MACBETH) and a new combinative distance-based assessment method to address the supplier selection problem during the COVID-19 pandemic. Due to high uncertainty, vague and incomplete information for decision-making problems during the COVID-19 pandemic, the developed decision-making approach is implemented under fuzzy rough numbers as a superior uncertainty set of the traditional fuzzy set and rough numbers. Extensive sensitivity analysis tests are performed based on parameters of the decision-making approach, impacts of weight coefficients, and consistency of results in comparison to other MCDM methods. A real-life case study is investigated for a hospital in Istanbul, Turkey to show the applicability of the developed approach. Based on the results of MACBETH method, job creation and occupational health and safety systems are two top criteria. Among the aims of Charles VIII's Italian expedition, the reappropriation of the kingdoms of Naples and Jerusalem served as the main purpose for preparing the decisive crusade that would regain Jerusalem to Christianity. However, the connection established by several early modern sources between Charles VIII's claims to the kingdom of Naples and the expedition to the Levant had already been expressed in previous centuries in very similar terms. Also, in the case of Charles I of Anjou in the thirteenth century, the acquisition of the kingdom of Sicily was perceived as a necessary precondition for setting military campaigns aiming at recovering Constantinople and Jerusalem. The same pattern appears also in Benzo of Alba's Ad Heinricum imperatorem (eleventh century), where the pacification of Southern Italy is presented as the first step towards the reunification of the Constantinopolitan empire and the conquest of Jerusalem under the rule of Henry IV. The paper intends to shed light on a geographical pattern that periodically emerges in various iterations of crusading (and pre-crusading) propaganda (very often intertwined with prophetic expectations) which implied a tight interconnection between the recovery of the Holy Land and the unification of the orbis christianus under one universal ruler. Bus arrival time prediction is a key factor in passenger satisfaction and bus usage. Bus arrival time information reduces both passenger anxiety and their waiting time at the bus stop. Therefore, giving passengers accurate bus arrival time information is very important in public transportation. Various time series prediction methods are used for bus arrival time in this paper. Moreover, five different performance measurements are considered to assess the accuracy of the prediction models. A case study is presented using real data from Istanbul, Turkey for the proposed models. The models predict bus arrival time on a route for its different segments. The results of the proposed models are compared according to performance measures. The purpose of the article/hypothesis: The measures taken by the governments to fight Covid-19 such as social distancing and lockdowns not only crippled the social life, but also the economies of their countries. The purpose of this paper is to analyze the impact of the Covid-19 pandemic on the Turkish economy. The authors used the Istanbul Stock Exchange Index which is a sort of barometer to measure the health of the economic and financial system in Turkey. The aim of the paper is to show the impact of Covid-19 together with the risk in the global market, exchange rates and government responses to the pandemic on the Istanbul Stock Exchange. Methodology: The authors analyzed the impact of the pandemic studying the relations between the Istanbul Exchange and a number of deaths due to Covid-19 together with VIX index, the Government Response Index and exchange rate of USA dollar/Turkish Lira with Toda-Yamamoto Causality test. Results of the research: The results suggest that the number of deaths due to Covid-19 and exchange rates cause the loss in value in the Istanbul Stock Exchange while VIX index and the Government Response Index are found to be ineffective in explaining the volatility in the ISE. To what extent an individual or group will be affected by the damage of a hazard depends not just on their exposure to the event but on their social vulnerability – that is, how well they are able to anticipate, cope with, resist, and recover from the impact of a hazard. Therefore, for mitigating disaster risk effectively and building a disaster-resilient society to natural hazards, it is essential that policy makers develop an understanding of social vulnerability. This study aims to propose an optimal predictive model that allows decision makers to identify households with high social vulnerability by using a number of easily accessible household variables. In order to develop such a model, we rely on a large dataset comprising a household survey (n = 41 093) that was conducted to generate a social vulnerability index (SoVI) in Istanbul, Türkiye. In this study, we assessed the predictive ability of socio-economic, socio-demographic, and housing conditions on the household-level social vulnerability through machine learning models. We used classification and regression tree (CART), random forest (RF), support vector machine (SVM), naïve Bayes (NB), artificial neural network (ANN), k -nearest neighbours (KNNs), and logistic regression to classify households with respect to their social vulnerability level, which was used as the outcome of these models. Due to the disparity of class size outcome variables, subsampling strategies were applied for dealing with imbalanced data. Among these models, ANN was found to have the optimal predictive performance for discriminating households with low and high social vulnerability when random-majority under sampling was applied (area under the curve (AUC): 0.813). The results from the ANN method indicated that lack of social security, living in a squatter house, and job insecurity were among the most important predictors of social vulnerability to hazards. Additionally, the level of education, the ratio of elderly persons in the household, owning a property, household size, ratio of income earners, and savings of the household were found to be associated with social vulnerability. An open-access R Shiny web application was developed to visually display the performance of machine learning (ML) methods, important variables for the classification of households with high and low social vulnerability, and the spatial distribution of the variables across Istanbul neighbourhoods. The machine learning methodology and the findings that we present in this paper can guide decision makers in identifying social vulnerability effectively and hence let them prioritise actions towards vulnerable groups in terms of needs prior to an event of a hazard. This paper examines the inflation spillovers across regions of Turkey by employing the Diebold and Yilmaz (Int J Forecast, 28:57–66, 2012) spillover index using the monthly aggregate and 12 subgroups of consumer prices over the period 2005–2021. The results mainly suggest a high degree of inflation spillovers regardless of the type of consumer prices. However, the direction and magnitude of inflation spillovers differ among regions. Istanbul, the most significant metropolitan province, and western regions are the main transmitter of inflation. Conversely, Turkey's eastern and southeastern regions receive more inflation shocks than they contribute, reflecting the level of regional socioeconomic development disparities that matter for price variability. Thus, it makes sense to monitor the westerns and, precisely, Istanbul's inflation to predict future prices in the country. We suggest region-based price management policies to reduce the heterogeneity of inflation spillovers between regions, as some regions are more prone to inflation shocks than others. This paper examines eight marble samples from the architectural elements and liturgical furniture of the ecclesiastical complex of Santa Giustina in Padova (Italy), founded by the Rufus Venantius Opilio before AD 524. The provenance determination of the marbles was carried out by means of a multi-analytical approach combining mineralogical–petrographic investigations, performed by microscopic observations of thin sections, and the measurement of the ratios of stable carbon and oxygen isotopes. The results obtained were compared with up-to-date petrographic and isotopic databases (Antonelli and Lazzarini 2015), and they showed that the analyzed marbles come from the quarries of the island of Proconnesus in Asia Minor, modern Marmara Adası (Turkey). Archaeometric evidence, together with the stylistic and functional analysis of the pieces, suggests the direct importation of a complete set of sculptures, shipped at different stages of workmanship from the workshops of Constantinople and expressly ordered by a single patron, who can be identified as Opilio, founder of the basilica of Santa Giustina and praetorian prefect at the court of King Theodoric. This paper analyses the dynamic interactions between space and identity by focusing on Syrian students in Turkey. It specifically asks how their migration experiences differentially affect their place-based identities and relationships. I use an intersectional approach and add dimensions of space, time, and everydayness to capture the relationship between the agents (Syrian youth) and the structure (norms, values, and institutions). Drawing on participant observation and in-depth interviews with 30 men and women Syrian students in Istanbul, I show how Syrian students negotiate interactions in the public space, working life, and gender roles, as well as their sense of freedom in the new context. Nevertheless, the migration process does not create the same results for both genders, and expecting a total transformation is not realistic. Women are more eager to adapt themselves to change when they are compared to men respondents. Space-based organizational culture in the daily life of Istanbul contributes to this main difference. In this regard, with sociological imagination, this article draws attention to the role of geography, which in its essence examines temporality and spatiality, and which has been underestimated in migration studies. Drought concepts, definition, and classification processes have been in the field of research for decades, and especially the effects of global warming and the resulting climate change have accelerated these researches. The most used procedure for drought categorization has been in the literature under the name of Standardized Precipitation Index (SPI) with the recommendation of the World Meteorological Organization, and many modified versions of it have appeared in the open literature. Although conceptually the SPI is based on the probabilistic standardization index (PSI), some publications use the statistical standardization procedure (SSP) incorrectly. This paper lays out and explains the difference between the two types of standardization. In proper SPI applications, it is necessary to convert a given hydro-meteorological time series probability distribution function (PDF) to a standard (Gaussian) PDF with zero mean and unit standard deviation. SSP cannot accomplish this task, because the original PDF type remains the same after shifting and scaling applications. The comparison of PSI vs. SSP is provided along with their pros and cons. This paper presents an initial analysis of predicting time series derived from long-term interferometric Synthetic Aperture Radar (InSAR) data. Time series analysis provides insights into the temporal evolution, variation, and dynamic nature of events. In this study, we focus on the Istanbul region, which is the most populous city in Turkey and spans both Europe and Asia. While the area is prone to seismic risks caused by active tectonic faults, it is also susceptible to other risks due to various phenomena. Therefore, this study investigates landslides triggered by geological structure and human-induced activities, particularly in Tepekent, a landslide-prone area in the town of Buyukcekmece located on the European side. We utilized the StaMPS persistent scatterer InSAR (PSI) method to detect slow movements over time. A total of 157 archive Copernicus Sentinel-1 data, acquired over the region between June 2017 and August 2022, were processed, primarily observing human structures with a maximum displacement amount of approximately 1 cm/year. About 500 persistent scatterer points were identified in the region, and the time series was formed by taking the average of these points. The Long Short-Term Memory (LSTM) neural network method was used to estimate motion. We trained the model with data from the first three years of the time series and used the data from the remaining two years for estimation, while the accuracy analysis was performed with the 5-year time series data. The RMSE values for the training and test data were determined to be 0.725 mm/year and 0.656 mm/year, respectively. Additionally, we estimated the time series for the period from August 2022 to August 2024. In order to maintain or improve its political stability and overall might every state conducts certain policies, both domestic and foreign, throughout its history. They are usually a result of a systematic planning, encompassing in the process multiple state sectors. The Byzantine Empire was no exception. Throughout centuries of existence, the imperial government implemented numerous reforms and carried out reorganisation in the military, administrative and fiscal departments, with the intention to improve its governance. Creation of the military commands - strategides, thémata and tágmata corps are only some of the changes, and their implementation certainly required prior planning in accordance with the requirements and capacity of the state. In relation to foreign policy, starting from the mid-ninth century, a formation of a number of client states that were more or less politically dependent on Constantinople can be observed on the Byzantine borders; their existence ended around the mid-eleventh century. This paper aims to examine the process of establishing client states on the Byzantine borders, i.e., whether it was a policy initiated and subsequently applied by the imperial government as a result of some pre-determined planning, or whether it was just an ad hoc solution. This paper represents a critical analysis of Eastern Orthodox perspective on Human Rights in two important official documents issued by some of the most prominent patriarchates: Moscow and Constantinople. They are compared and looked at from a public theology's point of view as outlined by Max Stackhouse. At the same time, in this article it will be emphasized the fact that the same Eastern Orthodox theological tradition is to be credited for two significantly different approaches on the topic at hand. The recorded differences are to be interpreted in such a manner as to account for a possible paradigm shift in Orthodox 'rights talk'. But this shift is more evident in contact with Western environment where the Eastern Orthodox Christian tradition is just one of the religious and public voices in a pluralist, globalized and secularized society. In natural disasters, having a capable network of collecting and distributing crucial items such as blood is one of the major concerns. However, due to damage to the infrastructure after disasters, mobile blood collecting facilities (blood mobiles) are usually required. This paper aims to decide the locations of mobile facilities in each period for collecting donated blood, plan the blood distribution from the fixed and mobile facilities to the main blood centers, as well as from blood centers to the hospitals and field-hospitals, under uncertain conditions. To do so, a multi-period, bi-objective mixed-integer mathematical model is developed under a multiple-scenario, aiming to minimize the unsatisfied blood demand as well as the total cost of the network. In the proposed model, the blood group compatibility matrix, failure rate of the facilities, and patients' urgency levels are considered. An augmented ε-constraint method is applied to solve this bi-objective model. Due to the complex nature of the proposed blood supply chain model, the Lagrangian relaxation approach is used to solve the proposed model. An expected Istanbul earthquake is considered, and the blood supply planning through the Red Crescent's European branch is performed utilizing the proposed model to examine its validity. According to the numerical results, the mobile facilities' locations in each period under each scenario are determined, the unsatisfied demand in each hospital and field-hospital for each blood type are reported, and the tradeoff between the supply chain costs and unsatisfied demand are discussed in detail. Finally, to illustrate the robustness of the proposed model, a detailed sensitivity analysis is performed. According to the study results, opening new blood centers near the high-demand sub-districts for faster testing and supply, increasing the hospitals' capacities, and usage of drones and helicopters for blood distribution are suggested can be considered as managerial insights. One of the key issues of the urban planning agenda is how urban density be decided in the spatial configurations of future neighbourhoods to overcome complex challenges such as urban warming. This paper aims to reconsider urban density as a spatial planning instrument to develop effective densification policies, planning and design strategies in terms of surface urban heat island (SUHI) mitigation in Istanbul. The quantitative research embraced a four-stage methodology including grid-based sampling design, decoding the taxonomy of urban density-matrix (UDM), land surface temperature mapping, and ANOVA tests. Tests were conducted on the UDM consisting of nine building typologies representing the horizontal and vertical urban density. The research indicated that the impact of urbanisation on SUHI can be mitigated by controlling densities and urban forms based on quantitative findings. The highest temperatures were recorded in areas with high-coverage-mid-rise and mid-coverage-mid-rise development. The different levels of SUHI in different building typologies having the same density indicated the mitigation potentials of the built-form in Istanbul's local urban warming. Low coverage and high-rise building forms were an optimal solution for mitigating SUHI in densely populated urban areas. The research gives insight into an ongoing debate among urban professionals in Istanbul concerning the impacts of density and the urban form for climate adaptation. It enables professionals to understand the impact of urban planning decisions on microclimate and integrate them into the operational processes. Considering quantitative research findings as a strong foundation for developing policy recommendations and using them as a guideline may create new opportunities for researchers, practitioners, and policymakers. In Turkey, the transportation industry's greenhouse gas (GHG) emissions increased by 147.1% between 1990 and 2019. Today, this transportation industry (i.e., freight and passenger) is among the significant contributors to greenhouse gas emissions in Turkey's megacities. Moreover, 65.43% of short-distance trips between home to work and home to school have been made by private automobiles in Istanbul and increasing concerns about environmental pollution have led practitioners to seek practical, robust, and effective solutions to reduce GHG emissions. Shared electric scooters have rapidly become popular for end-users and practitioners in megacities, depending on their valuable advantages. However, the rapid spread of micro-mobility, characterized by e-scooters, has also raised questions about this system's sustainability, suitability, and applicability. Thus, there are some critical and noteworthy gaps in this issue. This study investigates the factors affecting the suitable e-scooter selection for a sustainable urban transport system. Besides, it aims to develop a methodological framework for assessing the available e-scooter alternatives. For this purpose, a novel negotiation approach, a new form of the Delphi technique, was developed with the help of Fermatean fuzzy sets to identify the influential criteria. Also, the current paper presents a consensus-based MULTIMOORA (Multiple Objective Optimization on the basis of Ratio Analysis plus Full Multiplicative Form) decision-making model based on Fermatean fuzzy sets to address the appraisal problem concerning e-scooter selection. The current paper indicated that economic measures such as acquisition price and upkeep costs affect the e-scooter selection processes. In addition, an optimization model based on cross-entropy and dispersion measures is utilized to compute criteria weights. It highlighted that the costs of e-scooters are still high, and operators consider these criteria instead of the technical and operational features of the e-scooters. Waste management is gaining crucial importance as recycling aims at transforming produced waste into value for the economy. As the automotive industry is growing fast worldwide, recycling end-of-life vehicles (ELVs) attracts great research attention. Due to the promulgated regulations, multiple players like the last owners, manufacturers, treatment centres, and municipalities require a more cooperative engagement. The participation of multiple actors in the recycling process of ELVs brings various uncertainties. Additionally, parameters of the recycling process, like the number of vehicles withdrawn per year, cost items, and material composition tend to change due to technological, social, and economic developments. The automotive industry has crucial importance in the Turkish economy, which is highly affected by socio-political and economic issues. Furthermore, the Istanbul metropolitan area has the highest rate of vehicle ownership in Turkey. For that purpose, this paper proposes a scenario-based real-life stochastic optimization model to improve ELV supply chain network management in Istanbul. Sensitivity analyses to changes in scenario occurrence probabilities and changes in the amount of collected ELVs are performed to question the consistency of the study. The results of the mathematical model highlight that the operational cost items have the greatest ratio comparing the other cost items in the model. Furthermore, the results of the sensitivity analysis underline that the operational costs and selling prices of the materials from the ELVs have a significant impact on the profitability of ELVs' recycling process. In addition, uncertainty in the number of ELVs has a significant effect on both operational and strategical decision-making processes. This research can be extended in the direction of examining the effectiveness of ELV management in Turkey since Istanbul could represent the whole of Turkey with its economic and cultural characteristics. In today's highly competitive world market, companies and private enterprises deliver their business on time. Their value and total costs play an essential role in their positions in the market. The most costly and difficult factors to regulate are shipping and distribution systems. The high cost of transportation and distribution systems is one reason for the increase in vehicle routing problems and studies in logistics network design. Vehicle routing problems (VRPs) are concerned with finding the optimal or near-optimal routes for vehicles to follow in meeting the demands of customers or facilities. The cash in transit (CIT) problem as a version of the VRP, deals with the planning of money distribution from the depot(s) to Automated Teller Machines (ATMs) safely and quickly. This paper investigates a novel CIT problem, which is a variant of split delivery VRP with time windows. To establish a novel approach to the CIT problem, different money currencies are considered. Also, multiple depots and heterogeneous fleet are included in the problem. To handle the CIT problem more realistically, a risk constrained multi-depot multi-product heterogeneous fleet split delivery VRP with a time windows formulation is proposed. The problem is hence formulated as a mixed-integer mathematical model. The mathematical model is run for different scenarios and optimal routes are obtained. The experimental analysis shows that the mathematical model developed, can help decision-makers to obtain effective solutions for their CIT operations with different money currencies. The paper studies one typical interrogation (costituto) from early eighteenthcentury Venetian couriers who walked the republic's overland connection from Cattaro to Istanbul. In considering how time and space are reported in the included primary source, this article looks at how these modes of spatial and temporal representation relate to the structural realities of early modern long-distance travelling, thereby recovering the early modern road with its infrastructure and courier networks as a dynamic locus of contemporary politics. In his paper the author deals with the Acts of the Council of Chalcedon where a certain Valerian, the bishop of a settlement called Bassiana emerged several times. As he attended the synod of 448 at Constantinople as well, he lived in Constantinople most probably as refugee. Following E. Schwartz's correction, the author also comes to the conclusion that Valerian was mistakenly identified as the African bishop in the original Greek list and he was rather the bishop of the Pannonian Bassianae. Linguistic analysis is improved when it includes language beyond the spoken modality. This paper uses sign language data to explore and advance cross-linguistic typologies of reflexives , constructions expressing that co-arguments of a predicate are also co-referent. In doing so, we also demonstrate that the lexical item KENDİ in Turkish Sign Language (henceforth , TİD) can function as a traditional reflexive, in addition to its previously documented emphatic functions. We further show that KENDİ is a DP-type reflexive, which helps to explain the emphatic usages of KENDİ that have been the focus of previous research. We end by outlining a plan for future research that can further probe and unify the superficially distinct functions of KENDİ and the typology of anaphoricity across modalities. Data for the present research comes from recently conducted fieldwork interviews with two signers of the İstanbul dialect of TİD, both of whom have been exposed to TİD since birth. This study, presented in a pair of articles, defines a comprehensive methodological approach to the reconstruction of a traditional masonry-timber mansion building constructed in the 1880s of the Turkish house typology on Istanbul's historical peninsula area that was intentionally demolished in 1948. A historical process research was carried out in the first stage of the study, after which ground penetration radar measurements and an archeological excavation were carried out to determine any possible remains or ruins of the structure, and the original architectural features of the demolished building were ascertained from the obtained data. The proposed stages in the current paper can be considered a comprehensive approach to the determination of the authentic properties of demolished or destroyed buildings in historical areas, given that the methodology allows for the integration of construction features obtained separately and independently through different activities, such as excavations, georadar measurements and historical surveys.
