This paper explores the role that conflicting rhythms of academic life and crisis have on the ability of academics to meet their commitments, such as providing support to students. Drawing from our experience in UK higher education, we argue that contemporary academic life can be seen as a constant process of being taken over by different crises. These crises tend to follow a rhythm of brief periods as emergencies subsequently operationalised into forms of ongoing, unresolved crisis. In turn, these crisis rhythms intersect with contrasting rhythms of different actors in university life, specifically that of academics, the institution itself, and students. Drawing from Lefebvre's vocabulary of rhythmanalysis, we argue that the arrhythmia between these different groups in the university is a key part in the failure of higher education to do more than proliferate crisis. Illustrated by our experiences in student-support focused roles during the height of COVID-19 lockdowns, we explore how this particular crisis imposed itself as emergency but was then absorbed into the group of ongoing crises which impact on academic life. The paper concludes with suggestions of alternative approaches to university workload for staff and students alike, which might render university life more eurhythmic and equitable.

This paper considers the COVID-19 pandemic as a test that has disrupted the flow of a particular type of social and physical mobility. It takes pathways embarked upon by students from Asian countries to "prestigious" anglophone universities as its focal point of analysis, considering how the residential, consecratory experience of attending elite institutions has been disrupted when universities go virtual or as students are prevented from travelling to their university's country destination. Building theoretically on the sociology of conventions and testing, I analyse public institutional responses at the commencement of the outbreak from elite universities in the US and the UK, which have hosted large numbers of students from Asian countries in past decades. This paper focuses on how these universities responded to international students under conditions of uncertainty, examining how they justify their role, purpose and operations, while canvassing for continued support from this student segment. The findings highlight contesting orders of worth between states and institutions, as clashes between market, civic and domestic regimes exert significant pressures on organisational efforts to coordinate and cope during this critical moment, thereby raising questions about how prevailing logics of elite transnational education have been altered in the face of a pandemic.

'Subterranean class strategies' are an extension of existing work on class to consider 'class work' on policy in the 'long unenacted'. Using the example of emergency feeding in a national crisis, the stark difference in school meal planning for post-World War 2 emergencies when compared to the COVID-19 crisis is discussed. Through an analysis of archival records, it is shown that 'subterranean class strategies' - the devaluation of school catering expertise by the army and the private sector, the lack of co-operation of independent schools, and localisation and privatisation - diminished the role of schools in emergency feeding. The paper concludes by considering how the concept of 'subterranean class strategies' could inform work on educational think tanks, privatisation and subsumption, and intersectional areas such as race.

Purpose: This paper explored collective grief through the case of a Business Management College which suddenly and unexpectedly went into administration. The aim was to gain and apply insight to future crises in collective grief such as what occurred during COVID-19. Design/methodology/approach: 120 EVRE submissions with weekly reflective journal entries and 121 Capstone submissions including reflections were analysed as secondary textual data using content-thematic analysis and inferential statistics. Findings: This study confirms the theory that grief is not linear. However, even though no positive correlation was found between two different cohorts (EVRE and CAPP submissions), who did experience the same crisis in different ways, those people did all seem to share the stage of avoidance. Research limitations/implications: The textual data was limited in scope as not all students chose to express their grief through the written submission or the Kubler-Ross lens. Practical implications: This research does suggest that initially, institutional responses to collective grief should address initial stages of "avoidance". Social implications: In responding to collecting grief, such as COVID-19, institutions need to recognise the non-linear process of grief and not expect a "one-size-fits-all" approach to be a viable solution. Originality/value: There is not much research available looking at student experience and emotional pressures (if at all) collectively during a crisis.

This paper presents a compilation of personal reflections from 66 contributors on the impact of, and responses to, COVID-19 in accounting education in 45 different countries around the world. It reveals a commonality of issues, and a variability in responses, many positive outcomes, including the creation of opportunities to realign learning and teaching strategies away from the comfort of traditional formats, but many more that are negative, primarily relating to the impact on faculty and student health and well-being, and the accompanying stress. It identifies issues that need to be addressed in the recovery and redesign stages of the management of this crisis, and it sets a new research agenda for studies in accounting education.

The ongoing pandemic has affected all aspects of human life globally. Universities have faced significant challenges in continuing their educational and research activities while at the same time becoming more visible due to their work on identifying treatments, developing vaccines, understanding the impact of the pandemic and exploring the ways of recovering from the crisis. English universities have been at the forefront of these global efforts and have had unique opportunities to contribute, and demonstrate their contribution, to the common good. This study is the first of its kind to offer an analysis of the new empirical material on how English universities have dealt with the pandemic from the perspective of the common good. It also offers a new, literature-based conceptualisation of the material manifestations of common good in the context of the pandemic. These key manifestations include widening participation, promoting social cohesion and democracy, promulgating a global knowledge system, promoting a sense of community embeddedness, and designing and implementing common-good oriented financial models for higher education. The study demonstrates that, despite some potentially perilous financial implications, English universities' reactions to the pandemic indicate a move closer to the common good ideal. The paper explains this crisis of opportunity to argue that the pandemic offers potential for a shift towards the common good as a guiding principle for universities in order to support sustainable and equitable development.

This paper aims to provide Business English and EAP practitioners with a rationale for including the analysis of narrative elements in business addresses in their language teaching in order to encourage critical thinking in learners. By studying these elements, and the rhetorical function of the narrative in particular, students can become more aware of how the use of narratives can be part of a strategy to convey a particular message in order to influence perceptions and to enact change in a company (Moon 2010: 133). This is especially the case when the company has undergone a crisis (Hearit 1995). The business addresses chosen for the study are the annual reports of two global companies, BP and Toyota, both written post-crisis. According to a narrative analysis of both reports, outlined in the paper, there are significant differences between the two papers in the use and effect of rhetoric. The findings of a quantitative study show that Business English students are able to identify differences in rhetorical functions and corporate identity construction within the texts, suggesting that such a contrastive analysis can develop students' critical thinking skills. These findings are supported by a further small-scale study assessing potential classroom applications of the reports in which example activities and tasks were piloted with small groups of EAP students.

This paper examines the current crisis in education research and how we might confront it. It begins by arguing that the 'coming crisis' facing empirical sociology identified by Savage and Burrows (2007) applies equally – if not more so – to empirical education research. Education researchers can no longer lay claim to specialist expertise in the analysis of social institutions and our 'tools of the trade' are increasingly unviable. These developments are compounded by the dominance of the 'cultural turn' within British education research which has made it difficult for education researchers to develop a cumulative evidence base, leading to a lack of traction with policymakers and a privileging of cultural inequalities in education over economic inequalities. The paper discusses how the education research community might respond to the challenges and considers whether we might do worse than follow the suggestion offered to sociologists that they should take 'a descriptive turn'. Taking such a turn will not be easy, but the alternative may be that education research in the UK will be even more marginalised as it becomes increasingly out-of-step with the developments in data, evidence and analysis being fostered outside the academy. Purpose: This paper examines how human resources (HR) professionals in the UK have supported employee wellbeing during the coronavirus disease (COVID) pandemic. It considers the extent to which HR professionals were prepared for the crisis and their readiness in supporting the wellbeing of their people. Design/methodology/approach: Semi-structured interviews were conducted with 15 senior HR professionals working across the public and private sectors in the UK. Using an in-depth interview structure, the research explored how respondents both reacted to and managed the crisis in their respective organisations. Template analysis was used to analyse the data allowing a certain degree of fluidity in the establishment of ordered relationships between the themes. Findings: This study finds that business continuity plans turned out to be useless during the pandemic because they focussed on data, not people. It highlights the tension between home-working and burn-out as online presenteeism increased due to staff changing their behaviour in response to self-surveillance. The paper emphasises the importance of soft skills and authentic leadership and the tensions in respect of equity. Research limitations/implications: The study was conducted with HR professionals in the UK, not internationally. Although the sample did include HR professionals from across the public, private and third sectors, the experience may not be representative of all those working in HR. Originality/value: This research found that those organisations that had engaged in business continuity planning prior to the pandemic focussed on the retrieval and accessibility of data rather than people. This prioritises staff as a resource rather than emphasising people as an organisation's most valuable asset. Furthermore, the study found that staff worked harder and for longer periods of time as a consequence of self-imposed surveillance. Organisational responses were contradictory as despite implementing well-being strategies to promote physical and mental health, there was little evidence of an effective response to this online presenteeism. Drawing from the organisational learning and governance literature, this paper assesses four internationally networked governmental and non-governmental organisations in the UK addressing climate change. We analyse how those concerned understand the climate change crisis, what mechanisms are put in place to address information flows, and what evidence there is of learning through sharing information between the organisational headquarters and their regional offices. The most striking finding is the evidence of learning that largely depends on ad-hoc informal processes and shadow networks. (Contains 2 tables.)

Much of the literature theorising mobile learning emphasises the importance of context with physical and social contexts identified to date. Our work to design and implement authentic mobile simulation activities using SMS text messaging suggests that a third context may also be important. This is a virtual context, the learner-created cognitive space within which the activity takes place. The arrival of a message during a simulation activity will disrupt the real world physical and social contexts in which the learner finds themselves and transfer them into the virtual context. We argue that this disruptive power of the mobile device to shift the user's presence may be one of the distinguishing characteristics of certain mobile learning applications. This paper will explore the idea of the virtual context and discuss the role of issues of context, presence and disruption, illustrating these with reference to a case study of mobile simulation learning using SMS text messaging. There has been a rising acceptance of autoethnography in the past 15 years. Instead of studying social phenomena, in an appropriately reflexive way, some scholars have taken to researching themselves. Drawing on concrete examples from an ongoing ethnographic project, the paper contrasts the beneficial, even essential, practices of autobiographical and reflexive thinking about fieldwork with the narcissistic substitution of autoethnography for research. Purpose: The COVID-19 outbreak has imposed extensive shocks embracing all stages of the food supply chain (FSC). Although the magnitude is still unfolding, the FSC responds with remarkable speed, to mitigate the disruptive consequences and sustain operations. This paper aims to investigate how operationalising supply chain agility (SCA) practices has occurred amid the COVID-19 crisis and expectations for how those practices could transform the supply chain in the post-COVID-19 era. Design/methodology/approach: Following an exploratory case-based design, this paper examines the various agile responses that three supply chains (meat, fresh vegetables and bread) adopted and elaborate using the dynamic capability (DC) theoretical lens. Findings: First, the findings demonstrate how, in the wake of the COVID-19 pandemic, each affected case pursued various agile responses through sensing and seizing capabilities. Sensing includes identifying and assessing the relevant opportunities and threats associated with the specific supply chain context. Seizing involves acquiring, combining and modifying the tangible and intangible resources at the firm and supply chain levels. Second, supply chain transformation is likely if firms and their supply chain develop the sustaining capability to ensure that the desirable changes outlast the crisis. Practical implications: This study provides an actionable guide for practitioners to develop agile responses to systemic changes in times of crisis and to sustain favourable changes so as to enable their outlasting of the crisis. Originality/value: This study provides a novel and unique perspective on the role of SCA in crisis – in this case, the pandemic. This paper synthesises the empirical stories of the agile responses in the FSC and elaborates on the DC framework, to identify theoretical and practical implications. In July 2000 the first Emergency Duty Team was established within the Eastern Health & Social Services Board in Northern Ireland, fundamentally changing the way in which out of hours social work services are provided. The other three Boards are now also examining how they might provide for their statutory responsibilities out of hours and are looking to the model of the Emergency Duty Team. The concept of the Emergency Duty Team is now almost 30 years old. With services becoming more fragmented and specialist, has the generic out of hours role been redefined too generally or does it still remain a credible model for dealing with all social work emergencies out of hours? This paper is a personal reflection on the establishment and current position of the Emergency Duty Team and seeks to argue that Emergency Duty Social Work is a distinct and specialist form of practice and that its staff have developed a level of expertise in crisis resolution across the spectrum of emergency social work intervention providing a competent service at a modest cost. This paper describes the part played by repo trading, collateral management and liability driven investment (LDI) strategies (each of which was designed to improve the management of risk) in amplifying the crash in gilt prices following the 23rd September, 2022 UK mini-budget. This was a crisis that ultimately led to the resignations of the British Prime Minister and Chancellor of Exchequer as well as the announcement by the Bank of England of a willingness to spend up to £65bn intervening in the gilt market.1 It argues that neither the government nor the LDI funds were solely responsible for the crash and that the fragilities in the UK financial system had gradually built up over a number of decades. It also looks at the lessons that could potentially be learned by financial institutions using repo trading or collateral management as well as the potential lessons for policy makers in government and regulatory bodies. Purpose: The purpose of this paper is to study the pandemic from the perspective of the UK health-care system and risk management. Design/methodology/approach: This paper follows a storytelling perspective. The author reflects on his experiences through the lens of research on health care and risk management. Findings: The impact of the pandemic has been so massive that it has challenged the capacity of the UKs National Health Service. The political influences at work have not always promoted best practice in risk management and indicate blame-avoidance strategies by politicians. Research limitations/implications: A single country experience of COVID-19. Practical implications: There are major issues of asset management, of delays in decision-making, of supply chain problems and the need to reform processes of handling of crisis management. The Covid‐19 crises in the United Kingdom and the United States show how democracies may struggle to confront disasters that are increasingly impinging on the Global North. This paper highlights the extent to which disasters are now 'coming home' to Western democracies and it looks at some of the principal reasons why democracy has not been especially protective, at least in the case of the UK and the US. These include: reconceptualising disaster as a good thing (via 'herd immunity'); the influence of neoliberalism; and the limitations in the circulation of information. A key pandemic‐related danger is the conclusion that democracy itself is discredited. Disasters, though, call for a reinvigoration of democracy, not a knee‐jerk invocation of autocratic 'emergency' rule. A fundamental problem in the UK and US is that these countries were not democratic enough. This paper explores functional and structural resilience in outcomes-based public service partnerships. Using a theoretical framework informed by socio-ecological and health fields, and data from all thirty-one social impact bonds (SIBs) funded through the UK government's Life Chances Fund, we explore how SIBs adapted service delivery and funding mechanisms in response to Covid-19. Human factors supported service continuity and adaptation, indicating the presence of functional resilience. Evidence of structural resilience was mixed, highlighting the importance of clear governance roles for determining structural changes during a crisis. This paper empirically explores the organizational processes at the onset of disruptions and the factors that determine different configurations of responses. It examines how processes of response, both before and in the aftermath of a disruption, support the building and development of organizational resilience. Using case study data from three U.K. based organizations, this paper makes the following three contributions. First, it identifies the common elements involved in decision making at the onset of a disruption, and explains the iterative stages and processes that led to the development of resilience. It explains the criticality and relationships between the elements of detection, activation, and response. Second, this paper explains why responses vary from one situation to another, by identifying two dimensions that determine the configurations of organizational resilience, namely Preparedness and Adaption. Third, this paper presents the resilience configurations matrix that gives rise to and establishes four distinct types of organizational configurations, which are Process Based, Resourceful, At High Risk, and Resilience Focused. At times of crisis, existing institutional arrangements of societies are thrown into question. Crises that occur in multiple societies simultaneously present rare opportunities for comparative empirical analysis. Social theory can reveal the framing conditions of the responses to crises and the sources of variations between them. This paper compares the immediate responses of the Australian, UK and US governments to the global COVID-19 pandemic, particularly with regard to financing lockdowns, and points out significant differences between the three approaches. Drawing on Polanyi's method of institutional analysis, we compare the responses of these same national groups to an earlier crisis, the Japanese prisoner of war camps during the Second World War, to show similar patterns of integration recurring eight decades apart. This analysis shows that aspects of moral economies that are not usually apparent can become pronounced during crises, and points to the importance of enduring social imaginaries. Good leadership is widely regarded as a crucial component of risk and crisis management and remains an enduring theme of more than 40 years of inquiry into emergencies, disasters, and controversies. Today, the question of good leadership has come under the spotlight again as a key factor shaping how successfully nations have dealt with the COVID-19 global health crisis. Amidst plummeting levels of public trust, the worst recession of the G7, and the highest death toll in Europe, the UK's pandemic leadership response has faced especially stern accusations of incompetence and culpability for what has been described as the most catastrophic science policy failure for a generation. Addressing these issues, this paper argues for the adoption of a more pluralised UK leadership approach for handling COVID-19. Particularly, it is contended that as COVID-19 is a multifaceted problem that presents many varied and distributed challenges, UK leadership should employ a differentiated range of strategic mechanisms and processes to help improve substantive understandings and decision-making, support collective resilience, and build adaptive capacities as the crisis continues. The paper accordingly identifies and elaborates thirteen strategies, drawing on lessons and insights from the risk and crisis management field, that are proposed to serve as a useful heuristic to help guide UK pandemic leadership in this endeavour. To illustrate the value and application of each strategy, examples are provided of noteworthy leadership responses to COVID-19 observed internationally thus far, as well as leadership problems that have hampered the UK's pandemic response. In conclusion, it is suggested that in as far as the conduct expected of leaders during a pandemic, or any other crisis, should maintain and be reflective of democratic values and standards of legitimacy, these strategies may also provide broadly applicable normative criteria against which leadership performance in handling COVID-19 may be judged as crisis ready. The COVID-19 crisis has had a significant impact on UK craft breweries. In this paper we explore and assess the impact of COVID-19 on the UK craft beer sector from a locational perspective, targeting entrepreneurial responses from breweries within and across the urban, suburban and rural dimensions. Using a mix of quantitative and qualitative data collected between 2015 and 2022, we identify a marked geographical contextualization in terms of how UK craft breweries adapted and responded to the pandemic crisis, which explains how location shaped and still shape breweries' strategies in a post-COVID-19 'new normal' world. The extant literature consistently identifies small companies as being inherently fragile, rendering them more liable to fail than their larger counterparts in the event of a crisis occurring. This paper considers the findings of a series of interviews with directors of small companies concerning corporate governance, risk and their preparedness to manage a crisis. Current corporate governance practice adds little to the effective management of crises in small companies where a prevailing attitude of denial by directors limits meaningful actions to prevent or mitigate the consequences of unanticipated events. Purpose -- This paper aims to consider the problem of public procurement's contribution in moving from the current global economic downturn and accelerating the economic recovery. Design/methodology/approach -- A literature review is used to establish perceived local government procurement best practice. Secondary research is then drawn upon to establish local government procurement's response to the current economic recession. The paper is set within the context of English local government. The paper's contribution is in highlighting that perceived best public procurement practice may well, in the short-term, be inappropriate and perhaps delay economic recovery. Suggestions for more radical short-term procurement strategic interventions are set out and justified as accelerating the economic recovery. The suggestions are considered appropriate, not only for the current crisis, but also for future economic downturns or indeed any country facing such a situation. Findings -- The analysis suggests that English local government procurement strategy generally remains unaltered from that adopted prior to the economic recession. It is then argued that current best practice may well hinder an economic recovery and a short-term shift in procurement strategy is required. Research limitations/implications -- The economic recession is a current phenomenon and the secondary research could well suffer from self-selection bias, nevertheless the review of current policy documents suggests that a short-term shift in procurement strategy is justified. Practical implications -- The paper identifies the weaknesses in current procurement strategy prior to setting out a short-term alternative procurement strategy that could help public procurement managers accelerate a viable economic recovery. Originality/value -- The current global economic downturn represents a major challenge to public sector organisations, yet there remains an assumption that English local government procurement strategy developed during a period of economic boom, is appropriate during the recession. This paper challenges that assumption and sets out a procurement strategy that could accelerate economic recovery. As the number of disasters and crises affecting the tourism industry increases, it is becoming necessary to understand the nature of these disasters and how to manage and limit the impacts of such incidents. This paper defines crises and disasters before discussing the area of crisis communication management and crisis communication in the tourism industry. The paper then applies the foot and mouth disease (FMD) which occurred in the United Kingdom to crisis communication theory at a national level (by examining the response of the British Tourist Authority) and at a local level (by examining the response of a District Council). The response was limited in part because of a lack of preparedness, but also due to the nature of the foot and mouth outbreak, and the speed and severity of international media coverage. Action was taken in the emergency phase of the crisis and was reactive involving inconsistency in developing key messages to stakeholders, partly due to confusion and a lack of information at the national level. Recovery marketing was also limited due to the length of time of the disease outbreak. As the number of disasters and crises affecting the tourism industry increases, it is becoming necessary to understand the nature of these disasters and how to manage and limit the impacts of such incidents. This paper defines crises and disasters before discussing the area of crisis and disaster management. The paper then applies the foot and mouth outbreak which occurred in the United Kingdom to the tourism disaster framework proposed by Faulkner (2001). The paper notes that although the outbreak fits the basic principles of Faulkner's (2001) model, the size, scope and subsequent management of the outbreak over an extended period suggests that although the model is useful, it has limited usefulness because not all disasters and crises are the same. Nevertheless, by examining how crises and disasters are managed, lessons for destinations and organisations may help turn such incidents into positive forces for change and help to reduce the severity of future disasters. This paper suggests that crisis theories provide a framework for analyzing the urban spaces of neoliberalism. Drawing on crisis–theoretic approaches to state theory, we examine the path–dependent links between neoliberalism, urban policy, and Britain’s cyclical and crisis–prone cities through three tendencies: the geographies of state regulation, the institutionalization of interurban competition, and rescaling as the “crisis of crisis–management.” These are used to explore the argument that Britain’s cities are hosts to ineffectual regulatory strategies because urban policy appears to be a response to the sociopolitical and geographical contradictions of previous rounds of urban policy, and not the underpinning contradictions of accumulation. This paper presents a discourse analysis of a report of a tribunal of inquiry in order to further our understanding of inquiry team sensemaking. The subject of the paper is the report of the Allitt Inquiry into attacks on children on Ward 4 at Grantham and Kesteven Hospital in the UK. Premised on an understanding of the report as an exercise in sensemaking, and sensemaking as a narrative process, the paper illustrates how authorial strategies centred on issues of normalization, observation and absolution are employed to create a rhetorical and verisimilitudinous artefact. This, it is argued, is accomplished as part of a more general strategy of depoliticizing the disaster event, legitimating social institutions (especially those connected with the medical profession), ameliorating anxieties by elaborating fantasies of omnipotence and control, and thenceforth acting as a sensitizing narrative archetype. Background: People with serious mental health problems (SMHP) are more likely to be admitted to psychiatric hospital following contact with crisis services. Admissions can have significant personal costs, be traumatic and are the most expensive form of mental health care. There is an urgent need for treatments to reduce suicidal thoughts and behaviours and reduce avoidable psychiatric admissions. Methods: A multi-stage, multi-arm (MAMS) randomised controlled trial (RCT) with four arms conducted over two stages to determine the clinical and cost effectiveness of three psychosocial treatments, compared to treatment as usual (TAU), for people with SMHP who have had recent suicidal crisis. Primary outcome is any psychiatric hospital admissions over a 6-month period. We will assess the impact on suicidal thoughts and behaviour, hope, recovery, anxiety and depression. The remote treatments delivered over 3 months are structured peer support (PREVAIL); a safety planning approach (SAFETEL) delivered by assistant psychologists; and a CBT-based suicide prevention app accessed via a smartphone (BrighterSide). Recruitment is at five UK sites. Stage 1 includes an internal pilot with a priori progression criteria. In stage 1, the randomisation ratio was 1:1:1:2 in favour of TAU. This has been amended to 2:2:3 in favour of TAU following an unplanned change to remove the BrighterSide arm following the release of efficacy data from an independent RCT. Randomisation is via an independent remote web-based randomisation system using randomly permuted blocks, stratified by site. An interim analysis will be performed using data from the first 385 participants from PREVAIL, SAFETEL and TAU with outcome data at 6 months. If one arm is dropped for lack of benefit in stage 2, the allocation ratio of future participants will be 1:1. The expected total sample size is 1064 participants (1118 inclusive of BrighterSide participants). Discussion: There is a need for evidence-based interventions to reduce psychiatric admissions, via reduction of suicidality. Our focus on remote delivery of established brief psychosocial interventions, utilisation of different modalities of delivery that can provide sustainable and scalable solutions, which are also suitable for a pandemic or national crisis context, will significantly advance treatment options. The role of organizational resilience enabling firms to respond to adversity and survive has become ever more critical in the wake of an increasingly unpredictable external environment. Yet, while we understand the importance of resilience in responding to a major adversity, we have little appreciation for how firms are affected and react when facing multiple adversities over time, or how multilevel factors might impose on this process. These are crucial issues given that adversities are not necessarily single, isolated, or infrequent episodes. By studying a long-established family firm in the United Kingdom that experienced four major adversities, we identify the process that enabled it not only to survive but also to thrive. In this qualitative study, we introduce the notion of organizational fortitude to describe the approach that a firm develops to cope with the challenges of multiple unexpected adversities and highlight how multilevel factors combine to foster organizational fortitude. Introduction: The first wave of the COVID-19 pandemic saw the reconfiguration of perinatal and maternity services, national lockdowns, and social distancing measures which affected the perinatal experiences of new and expectant parents. This study aimed to explore the occurrence of postpartum anxieties in people who gave birth during the pandemic. Methods: An exploratory concurrent mixed-methods design was chosen to collect and analyse the quantitative and qualitative data of an online survey during the first UK lockdown. The survey included the Postpartum Specific Anxiety Scale–Research Short Form–for use in global Crises [PSAS-RSF-C] psychometric tool, and open-ended questions in relation to changes in birth plans and feelings about those changes and giving birth in a pandemic. Differences in measured scores were analysed for the participant's ethnicity, sexual orientation and disability using independent Student's t-tests, and for age, the analysis was completed using Pearson's correlation. Qualitative data from open-ended questions were analysed using a template analysis. Results: A total of 1,754 new and expectant parents completed the survey between 10th and 24th April 2020, and 381 eligible postnatal women completed the psychometric test. We found 52.5% of participants reported symptoms consistent with a diagnosis of postnatal anxiety–significantly higher than the rates usually reported. Younger women and sexual minority women were more likely to score highly on the PSAS-RSF-C than their older or heterosexual counterparts (p<0.001). Younger participants reported anxieties in the 'infant safety and welfare' category, whilst lesbian, gay, bisexual, and pansexual participants scored highly in the 'psychosocial adjustment to motherhood' category. Discussion: Postpartum anxiety is under-reported, and demographic differences in the rates of postpartum anxiety are under-researched. Despite a long-established crisis management literature that focuses on large enterprises, crisis management planning in the context of small- and medium-sized enterprises ( SMEs) is less extensively researched. Using data collected from 215 SMEs in the United Kingdom, this paper explores the perceptions and experiences of SMEs' managing directors in relation to crisis management planning. Furthermore, the paper examines differences in perceptions between planning and non-planning SMEs. Analysis reveals six factors that correspond to resilience through planning, financial impact, operational crisis management, the perfect storm, the aftermath of survival and atrophy. Results indicate how the experience of crisis and the type of crisis of type encountered affect managers' assessment of whether planning can be used to address crisis prevention and lower impact. Drawing from a social capital perspective, this paper explores sources of organisational resilience within a public-private partnership. Responding to persistent poor performance the UK Highways Agency, responsible for maintaining and developing the national road infrastructure introduced a collaborative approach to supplier management and engagement. Drawing from a case study of the Construction Management Framework (CMF), it is argued that the development of structural, cognitive and relational elements of social capital provides a fertile context for the emergence of organisational resilience. The CMF achieved significant performance improvement, adapting itself to the changing needs of the Highways Agency, and found ways to capture and use innovation, and provides an example of effective Business Continuity Management (BCM) practice in identifying and responding to threats and in building organisational resilience, safeguarding the interests of key stakeholders and value-creating activities. This paper examines the perceived threats from terrorism in six organizations in the travel and leisure sector in the UK. These organizations are particularly exposed to such extreme threats. This paper examines how managers in organizations deal with uncertainty where probabilities are impossible or difficult to define and examines how they face the challenge of interpreting and acting upon these interpretations. Theoretically the paper draws upon two lenses: organizational resilience and institutional perspectives. The former assumes managers can act autonomously to increase organizational resilience. The latter argues that systemic features of organization are more accurate explanations of why managers and organizations fail to spot threats and impending disasters. The data indicate that perceptions of uncertainty and threats from terrorism and theories of action differ in and between organizations depending upon factors such as the accuracy and completeness of information; previous experience of terrorist events and whether or not these threats were prioritized over other uncertainties. Three organizations in the aviation industry prioritize threats from terrorism, whilst three organizations in the leisure and travel sector do not. Managers in the aviation industry tend to take a proactive, organizational resilience stance towards uncertainty, whilst managers in the other organizations are more reactive, or take little action, with systemic features of organization taking precedence over decisions and actions. This paper deals with bank crisis management in light of the Northern Rock debacle on the one hand and the ongoing credit crisis on the other. Following a brief narrative of the events from September 2007 (with the run on Northern Rock) to February 2008 (when the government announced its nationalisation), the paper examines the legislative and regulatory responses in the UK, and assesses some features of what is expected to be a new special resolution regime (SRR) to deal with banks in distress (including both pre-insolvency measures and insolvency). Although financial markets and institutions have become international in recent years, regulation remains constrained by the domain of domestic jurisdictions. This dichotomy poses challenges for regulators and policy makers. If at the national level, bank crisis management is complex (with the involvement of several authorities and the interests of many stakeholders), this complexity is far greater in the case of cross-border bank crisis management, both at the EU level and at the international level. In any financial crisis, it is necessary to have a clear and predictable legal framework in place to govern how a financial institution would be reorganised or liquidated in an orderly fashion so as not to undermine financial stability. We do not have such a framework yet with regard to cross-border banks, neither at the European level nor at the international level. This paper considers how a future outbreak of foot- and-mouth disease (FMD) would be treated and considers the potential reaction by government agencies with particular reference to communication and the management of crises within the tourism sectors. Lessons and experience are drawn from the outbreak of FMD in Scotland in 2001 and reoccurrences in other parts of the world. This paper explores an under researched, yet immensely significant, context of sudden bereavement: the immediate aftermath of ‘domestic’ disasters. Focusing on recent UK disasters, it considers the role and function of crisis management and its relationship to crisis support after rescue and evacuation has been completed. Drawing on in-depth research interviews with the bereaved and survivors, it explores the impact of inter-agency conflict on their assumed rights and their longer-term recovery. Taking three disasters as the primary foci, the paper examines the professional, operational priorities and practices of crisis response. It considers the functional, mechanistic and quasi-military rationale behind site management, communication and the process of identification. It argues that the psychosocial and material needs of the bereaved and survivors are subordinated to the professional priorities of regulatory agencies, particularly the police. Finally, it develops the case for proactive crisis support and the creation of a positive rights agenda based on advocacy and effective representation of the psychosocial needs of the bereaved. The paper is concerned with the potential or actual impact that free-market governmental principles and policies might have, or might have had, in helping to create a more crisis-prone world. It is concerned with organizationally-induced crises where organizations and their environment interact to create disasters. The nature of the crisis-prone organization is discussed in the context of the relevant management literature. It is argued that the disastrous interaction of such an organization with its environment is promoted by a laisser-faire attitude on the part of the authorities. After highlighting some of the key issues and positions in the debate around appropriate preventive regulation, the paper presents a number of observations directed at the proponents of greater self-regulation. These observations confront directly a number of familiar, but often unchallenged, arguments for self-regulation. More centrally we address claims concerning, the extent to which the chemicals industries have a good and improving 'safety' record; and whether the sector consists of companies both motivated and capable in the context of effective crisis and disaster management. Lastly, the paper sets out some 'new directions' for the nature and role of regulation in the effective prevention of crises. Thus the paper indicates a number of regulatory developments which are distinct from any shift towards greater self-regulation, but which would result in more effective crisis and disaster prevention in the UK chemicals industries and, indeed, beyond that specific sector. Background: Healthcare systems are operating under substantial pressures, and often simply cannot provide the standard of care they aspire to within the available resources. Organisations, managers, and individual clinicians make constant adaptations in response to these pressures, which are typically improvised, highly variable and not coordinated across clinical teams. The purpose of this study was to identify and describe the types of everyday pressures experienced by surgical teams and the adaptive strategies they use to respond to these pressures. Methods: We conducted interviews with 20 senior multidisciplinary healthcare professionals from surgical teams in four major hospitals in the United Kingdom. The interviews explored the types of everyday pressures staff were experiencing, the strategies they use to adapt, and how these strategies might be taught to others. Results: The primary pressures described by senior clinicians in surgery were increased numbers and complexity of patients alongside shortages in staff, theatre space and post-surgical beds. These pressures led to more difficult working conditions (e.g. high workloads) and problems with system functioning such as patient flow and cancellation of lists. Strategies for responding to these pressures were categorised into increasing or flexing resources, controlling and prioritising patient demand and strategies for managing the workload (scheduling for efficiency, communication and coordination, leadership, and teamwork strategies). Conclusions: Teams are deploying a range of strategies and making adaptations to the way care is delivered. These findings could be used as the basis for training programmes for surgical teams to develop coordinated strategies for adapting under pressure and to assess the impact of different combinations of strategies on patient safety and surgical outcomes. The occurrence of devastating floods in the British uplands during the first two decades of the twenty-first century poses two key questions: (1) are recent events unprecedented in terms of their frequency and magnitude; and (2) is climate and/or land-use change driving the apparent upturn in flooding? Conventional methods of analysing instrumental flow records cannot answer these questions because upland catchments are usually ungauged, and where records do exist they rarely provide more than 30-40 years of data. In this paper we analyse all lichen-dated upland flood records in the United Kingdom (UK) to establish the longer-term context and causes of recent severe flooding. Our new analysis of torrential sedimentary deposits shows that twenty-first century floods are not unprecedented in terms of both their frequency (they were more frequent before 1960) and magnitude (the biggest events occurred during the seventeenth-nineteenth centuries). However, in some areas recent floods have either equalled or exceeded the largest historical events. The majority of recent floods have been triggered by torrential summer downpours related to a marked negative phase of the summer North Atlantic Oscillation (NAO) between 2007 and 2012. It is of concern that historical data suggests there is far more capacity in the North Atlantic climate system to produce wetter and more prolonged flood-rich periods than hitherto experienced in the twenty-first century. Looking forwards, an increased likelihood of weather extremes due to climate change means that geomorphological based flood series extensions must be placed at the centre of flood risk assessment in the UK uplands and in similar areas worldwide. Many commentators have suggested that the first 18 months of the Johnson government were characterised by a propensity to centralise power. However, few accounts have situated the administration in the historical context of the British state or systematically examined these centralising tendencies. This article attempts to address these omissions. First, through a critical assessment of the literature on authoritarian neoliberalism, the concept of 'executive centralisation' is developed within the context of the British state. Second, the article applies this revised framework to the early stages of the Johnson government. While a dominant executive is a long-standing feature of the British political system, it is argued that Johnson has pursued a multifaceted centralisation strategy facilitated by the context of Brexit and COVID-19. In identifying the role of consent in this process, the article augments scholarship on 'authoritarian neoliberalism' as a moment in neoliberal governance characterised by the ascendance of coercive governing strategies. This article explores the representation of the Greek national elections in a British broadsheet newspaper and their recontextualisation through the prism of crisis. I focus on speech representation as a recontextualisation device that serves as a bridge between speech production and text consumption. Specifically, the paper addresses the discursive framing of the crisis by focusing on the ‘speakers’, namely the social actors who are represented as speaking, the actions in which they are involved and the power role relationships established between them. I argue that a polarised image of crisis is constructed and that the framing of the Greek elections in this particular broadsheet results in double-voicing that positions Greece as either dependent on or independent of Europe. This double-voicing seems to contribute to the maintenance of domination and social control and helps sustain dominant discourses circulating in the broader socio-cultural context. Background: Recent terrorist attacks and natural disasters have led to an increased awareness of the importance of emergency planning. However, the extent to which emergency planners can access or use evidence remains unclear. The aim of this study was to identify, analyse and assess the location, source and quality of emergency planning publications in the academic and UK grey literature. Methods: We conducted a scoping review, using as data sources for academic literature Embase, Medline, Medline in Process, Psychinfo, Biosis, Science Citation Index, Cinahl, Cochrane library and Clinicaltrials.gov. For grey literature identification we used databases at the Health Protection Agency, NHS Evidence, British Association of Immediate Care Schemes, Emergency Planning College and the Health and Safety Executive, and the websites of UK Department of Health Emergency Planning Division and UK Resilience. Aggregative synthesis was used to analyse papers and documents against a framework based on a modified FEMA Emergency Planning cycle. Results: Of 2736 titles identified from the academic literature, 1603 were relevant. 45% were from North America, 27% were commentaries or editorials and 22% were event reports. Of 192 documents from the grey literature, 97 were relevant. 76% of these were event reports. The majority of documents addressed emergency planning and response. Very few documents related to hazard analysis, mitigation or capability assessment. Conclusions: Although a large body of literature exists, its validity and generalisability is unclear There is little evidence that this potential evidence base has been exploited through synthesis to inform policy and practice. In urban areas, the impacts of flash floods can be very severe as these regions are generally densely populated and contain vital infrastructure. Parts of the UK have been particularly prone to serious urban flooding in recent years, such as Boscastle in 2004. Due to climate change, the occurrence of urban flooding is predicted to increase in the future, which is likely to lead to increasing flood risk to people and property in urban areas. It is therefore appropriate to estimate potential flood risk to people and property for improved flood risk management. This paper outlines an integrated numerical model for estimating flood risk in urban areas. The model includes a module for predicting the two-dimensional hydrodynamic characteristics of urban floods and a new module for predicting the flood risk to people (both children and adults) and property (including vehicles and buildings). The hydrodynamic module of this model was verified against laboratory experimental data and real flood tracks in urban areas. The integrated model was also applied to predict the flood risk to people and property for the Boscastle 2004 floods, with different recurrence frequencies. The developed integrated model can be used to predict the potential flood risk to people and property in urban areas and such predictions can be used as a rough assessment in improving flood risk management. For the past decade, the policy community/issue network typology of pressure group interaction has been used to explain policy outcomes and the policy-making process. To re-examine the validity of this typology, the paper focuses on the UK government's response to the 2001 Foot and Mouth Disease (FMD) crisis, and in particular the decision to pursue contiguous culling rather than vaccination to overcome the epidemic. Rather than illustrating the emergence of an issue network in agricultural policy, the decision-making process of the FMD outbreak demonstrates continuity with prior crises. In addition, the politicization of scientific expertise is identified as an emerging trend in crisis management. Policy framing is used to explain the impetus behind the contiguous cull decision, concluding that the legacy of previous policy choices conditioned the crisis response to a far greater degree than contemporaneous pressure group action.
