I consider in this paper the question of balance in popular education between what we can call annunciation and denunciation, inspired by the work of Paulo Freire. By annunciation, I mean the role of love, affirmation, encouragement and profound encounters with otherness; by denunciation, I have in mind the spirit of critique and challenge to the established order of things. In the process, I question the marginalisation of liberation theology in Paulo Freire's work among some radical educators. There has, I suggest, been a sundering of spirituality, and especially religious insight, from rational enquiry in the academic mainstream, which has influenced readings of Freire. Modernity has privileged intellectualism and critical rationality as the only valid way of knowing; matters of faith and varieties of religious experience have correspondingly been privatised.

This article shows the potential of the Council of Europe's Autobiography of Intercultural Encounters and Autobiography of Intercultural Encounters through Visual Media to develop quality education in the (foreign) language classroom in Higher Education. Whereas the literature focuses on their contributions to fostering intercultural awareness and reflection as one step to develop intercultural communicative competence in language education, the purpose of this paper is to show that they have a broader significance in terms of the development of three capacities leading to quality education according to Nussbaum, namely critical thinking, imaginative understanding and world citizenship.pro

In the new millennium there has been a shift away from multiculturalism and the politics of difference towards integration, assimilation and a gradual 'thickening' of political belonging. The alleged weaknesses of the multicultural model and advantages of thicker, communitarian notions of community are highlighted in recent discourses on migrant incorporation and increasingly reflected in citizenship and migration policies across European countries. In this paper I critically examine citizenship reform and civic integration policies in the United Kingdom and argue that the fashionable language of integration represents a politically dated and normatively deficient approach to ethnic diversity. I furnish the basic tenets of an alternative pluralist mode of inclusion based on respectful symbiosis and the 'letting be' of groups of migrant origin, and examine the conditions for such a model's empirical implementation. A number of countries in Europe, including the UK, have adopted language and citizenship tests or courses as a requirement for granting citizenship to immigrants. To acquire citizenship, immigrants to the UK must pass a test on British society and culture, or demonstrate progress in the English language. For those with an insufficient command of the language, there is the option in the UK of taking an English for speakers of other languages (ESOL) with citizenship course. These language and citizenship tests and courses are seen by governments as a way of encouraging immigrants to develop the competences believed necessary for social integration. Equally, these are seen as a means for immigrants to demonstrate their willingness to integrate. However, two types of criticisms have been made against compulsory tests and language programmes. The first questions the need for these. The second focuses on whether they are a genuine contribution to preparation for citizenship or whether these, in effect, constitute a gatekeeping mechanism, or otherwise lead to social injustice; related to this is the question of whether the emphasis on language as defining of nationhood and citizenship is a move away from multiculturalism towards a policy of assimilation. In addition, there are issues relating to funding. This paper presents the results of a study of a 'skills for life' ESOL course at a community college in London that is specifically intended to help immigrants seeking to qualify for British citizenship. An interview was carried out with staff involved in ESOL at the college, and a focus group discussion was conducted with a student group. The aim of the paper is to provide an account of the experiences of the students in the light of the criticisms that have made against compulsory tests and language programmes. We also examine the impact of policy changes, including funding cuts, on the college and students. Although we found the language and citizenship class to be a positive experience, we note inconsistencies and contradictions in policies and discourses around language. [ABSTRACT FROM AUTHOR]

Public discourses on citizenship, identity and nationality, which link geographical borders and the political boundaries of a community, are infused with tensions and contradictions. This paper illustrates how these tensions are interwoven with multilayered notions of home, belonging, migration, citizenship and individual's ‘longing just to be’, focusing on the Dutch and the British context. The narratives of a number of Dutch and British women, who either immigrated to the respective countries or were born to immigrants, illustrate how the growing rigid integration and assimilative discourses in Europe contradict an individual anchoring in national and local communities. The narratives of women participating in these studies show multilayered angles of belonging presenting an alternative to the increasing strong argument for a fixed notion of positioning and national belonging. The female ‘new’ citizens in our study tell stories of individual choices, social mobility and a sense of multiple belonging in and across different communities. [ABSTRACT FROM PUBLISHER]

This article puts contemporary debates about the relationship between immigration policy and the welfare state in historical perspective. Relying on new historical data, the article examines the relationship between immigration policy and social policy in Western Europe in the late 19th and early 20th centuries, when the modern welfare state emerged. Germany already had comparably strict immigration policies when the German Empire introduced the world's first national social insurances in the 1880s. Denmark, another early social-policy adopter, also pursued restrictive immigration policies early on. Almost all other countries in Western Europe started out with more liberal immigration policies than Germany's and Denmark's, but then adopted more restrictive immigration policies and more generous social policies concurrently. The article discusses the relationship between interior design and women's development of citizenship in Great Britain from 1918 through 1928. An overview of the British government's Women’s Housing Sub-Committee, including in regard to its impact on gender in housing in Great Britain during the early Interwar Period, is provided.

Devolution has increased the divergence in law and policy, and this has impacted on the social work services as part of the welfare state. It has led to debate about the changing nature of social citizenship within the UK. Many adults who come to the attention of social work services already have conditional citizenship by virtue of poverty, environment, illness and disability. This article demonstrates how this can be further compounded by the welfare agencies themselves by comparing the mental health law frameworks for Scotland and England. It argues that differences in participation ultimately led to the different civil and social rights being enshrined in law. However, law is just one ingredient that defines citizenship; the political ethos and the public service culture are two other key ingredients. This article will demonstrate that these have also been significant in creating divergence. Finally, the article will explore whether this social citizenship model for mental health has a wider relevance for all people who use social work services. [ABSTRACT FROM PUBLISHER]

The European Union is often seen as a laboratory for a post-national polity. Leaving aside important discussions regarding exclusionary citizenship practices at the European level, this article draws attention to the on-going importance of member states' citizenship traditions, which constrain the development of post-national citizenship in the EU. Considering the cases of Germany and the UK, the article shows how longer-standing citizenship traditions continue to play an important role in mediating relations between citizens and migrants. This, we suggest, remains the case despite changes to citizenship law over the past decades that have brought the two traditions closer to one another. Specifically, the article examines the on-going influence of each citizenship tradition with reference to political debates surrounding migration since 11 September 2001. Abstract The authors are both experienced social workers and teachers in the field of community care. They draw on their UK and European experiences as well as the growing body of research on hospital discharges of older people to illustrate how citizenship rights and social justice cannot be upheld without ethical good practice in this field. Community Care in the UK now contains in-built tensions and potential conflicts between health and social services staff over continuing care. Entitlements and ethical considerations can be obscured by the economic interests of the agencies involved. These developments which are already evident in other European welfare states provide a warning to Eastern Europe about the dangers of importing managerial and market principles into the field of care for older people. Research evidence supported by case studies is used to illustrate how rights to health care and even human rights can be overridden when policies of cost containment combined with efficiency targets begin to shape decisions about care. The authors argue that research can provide guidance on the essential elements for good practice in inter-professional work, especially concepts of well-being that include justice, fairness, participation and autonomy to counteract the jeopardised citizenship of older people.
