The ethical regulation of social research in the UK has been steadily increasing over the last decade or so and comprises a form of audit to which all researchers in Higher Education are subject. Concerns have been raised by social researchers using visual methods that such ethical scrutiny and regulation will place severe limitations on visual research developments and practice. This paper draws on a qualitative study of social researchers using visual methods in the UK. The study explored their views, the challenges they face and the practices they adopt in relation to processes of ethical review. Researchers reflected on the variety of strategies they adopted for managing the ethical approval process in relation to visual research. For some this meant explicitly 'making the case' for undertaking visual research, notwithstanding the ethical challenges, while for others it involved 'normalising' visual methods in ways which delimited the possible ethical dilemmas of visual approaches. Researchers only rarely identified significant barriers to conducting visual research from ethical approval processes, though skilful negotiation and actively managing the system was often required. Nevertheless, the climate of increasing ethical regulation is identified as having a potential detrimental effect on visual research practice and development, in some instances leading to subtle but significant self-censorship in the dissemination of findings. The potential convergence of regional house prices in the UK is examined. In contrast to the existing literature which focuses upon stochastic convergence, the present paper considers alternative forms of convergence. Using a method based upon conditional probabilities of high and low growth rates, tests are employed to detect β-convergence in UK regional house prices. Importantly, given the suggested differences in regional house price dynamics over the course of the cycle in the housing market, β-convergence is considered not only over the full sample of observations available, but over cyclical sub-samples also. Interestingly, while convergence is not detected over the whole sample available, it is observed over the housing market cycle, with overwhelming evidence of convergence detected particularly during the downturn. These findings, supported by results for σ-convergence, show that failure to detect convergence may be due to its episodic nature being masked when arbitrarily defined sample periods are considered. This paper presents a study assessing the probability of selecting a resolution approach to tackle an obsolescence issue. First, the Delphi method was applied across an industry expert panel to derive a set of 15 obsolescence resolution profiles (ORPs). The ORPs represent the probability of using each obsolescence resolution approach to tackle an obsolescence issue. Each ORP is characterized by the complexity level of the obsolete component and the level of proactiveness for obsolescence management, which have been identified as the two major factors that influence the probability of using each resolution approach. Second, the results were enhanced by means of a definitions refinement workshop. Finally, the ORPs were refined and validated by means of a workshop with experts based on the theoretical trends expected for each resolution probability. The article focuses on research and reports related to probation, and community and criminal justice. A briefing paper published by Nacro explored how the youth justice system in Great Britain can be improved and examined the impact of the health needs of vulnerable children and young people on their risk of offending. Choice-based letting (CBL) has been widely introduced to the social housing sector in England to give applicants more freedom in where they live. Concerns have been expressed that giving people more choice in residential locations has the potential to increase neighbourhood segregation. It has also been argued that a lack of real choice, not self-segregation, might be a cause of social and ethnic segregation. In social housing, real choice might not be available and the most vulnerable are likely to access the easiest housing options: often in deprived and segregated neighbourhoods. This paper analyses the probability that households applying for social housing using different allocation systems end up in deprived or ethnically concentrated neighbourhoods. Using unique data representing lettings made in the social housing sector in England, it is shown that ethnic minorities, and especially those using CBL, are the most likely to end up in deprived and ethnic concentration neighbourhoods. This article examines the development of cooperative relationships in back-channel communication and their impact on intraparty negotiation. It draws on extensive newly available evidence on back-channel communication in the Irish peace process to expand the range of detailed case studies on a topic which is shrouded in secrecy and resistant to academic inquiry. The article analyses the operation of a secret back channel that linked the Irish Republican Army to the British government over a period of 20 years, drawing on unique material from the private papers of the intermediary, Brendan Duddy, and a range of other primary sources. The article finds that interaction through this back channel increased predictability and laid a foundation of extremely limited trust by providing information and increasing mutual understanding. Strong cooperative relationships developed at the intersection between the two sides, based to a great extent on strong interpersonal relationships and continuity in personnel. This in turn produced direct pressure for changes in the position of parties as negotiators acted as advocates of movement in intraparty negotiations. The article finds that this back channel was characterized by a short chain, the direct involvement of principals and the establishment of a single primary channel of communication and that these features combined with secrecy to generate the distinctive cooperative dynamics identified in this article. It concludes that the potential for the development of cooperative relationships is particularly strong in back-channel negotiation for two reasons; first, the joint project of secrecy creates an ongoing shared task that builds trust and mutual understanding regardless of progress in the negotiations. Secondly, as a shared project based on the explicit aim of bypassing spoilers, the process creates structural pressures for cooperation to manage internal opponents on both sides, pressures intensified by the secrecy of the process. Healthcare is a highly regulated environment. This has driven what could be characterized as a papersafe approach, whereby organizations are required to demonstrate to a multiplicity of regulators, inspectorates and accrediting bodies that they are paper safe. However, for many organizations, this has not produced a system which is actually patient safe; rather it has in practice operated as a parallel system that does not reflect the true state of safety. This project looks at a quality improvement and patient safety programme and critically asks the question of whether it is flawed because of failure to address issues surrounding Doctors and cultural change. We used Johnson & Schole's cultural web framework to explore the attitudes of junior doctors towards a patient safety and quality improvement programme. Data collection was through the use of focus groups backed up with quantitative data from a web based questionnaire survey. It has been demonstrated that Doctors represent a dominant sub-culture within the NHS and their beliefs, attitudes and value are often at odds or unrecognized by senior healthcare managers. Unless the cultural differences are adequately addressed then transformational change projects such as 'Best and Safest Care' are unlikely to succeed. It is often remarked that dislikes are more revealing of taste than likes. The evidential basis of this insight, which can be found in the work of Bourdieu (1984) and of Douglas (1996), who called it ‘cultural hostility’, is slight. This paper specifies and evaluates the thesis, ‘the cultural hostility thesis’, that people share strong, symbolically significant, dislikes which function to demarcate cultural boundaries between antagonistic social groups. I examine progressively more precisely specified versions of the thesis and, using data from a survey of cultural practice in Britain, apply different operationalizations in order to estimate the prevalence of cultural hostility. I show that: expressed dislikes are probably not the primary indicator of meaningful social boundaries; evidence for overt generalized cultural hostility is relatively weak; even the best indicators of hostility suggest limited antagonism; class differences are evident, but more because cultural omnivorousness has become a principle of good taste than as an expression of condescension or resentment. Indications of cultural hostility can be found, but they operate in a restricted manner, revolving around axes not only of class but also generation and gender. This paper looks at urban regeneration in Belfast as a stage on which the interaction between different structural dynamics (political, economic and cultural) is manifested in the city. It discusses how contested ideas of ‘space’, ‘place’ and ‘territory’ frame the ways in which Belfast has changed over recent years and asks if regeneration itself has the potential to transform the dynamic of deep-rooted ethno-national divisions. The research question is explored through a case study of proposed urban regeneration in north Belfast. It is found that, while there is evidence of transition to less exclusivistic attitudes in leisure and work spaces, asymmetrical conflict over residential space persists in ways which reproduce deep-rooted political and cultural patterns of territorial fixity and division. Foremost amongst social policy interventions, state education has a singular and foundational role in the promotion of equality and human rights. This paper explores the way that such matters are addressed in the policy and law making programmes of the UK’s devolved administrations. It is argued that this is an appropriate locus of enquiry for the constitutional law establishing the devolved legislatures contains clauses empowering government to promote equality of opportunity; in the case of Wales and Northern Ireland, these are positive legal duties. Against the background of governments’ espousal of ‘mainstreaming’ equalities, analysis reveals that the respective administrations have made some advances in embedding the promotion of equality and human rights in the policy framework covering the schools curriculum, teacher training and inspections. Notwithstanding this, a number of issues and shortcomings are identified. Overall, the analysis reveals evidence of an ongoing ‘disconnect’ between the mainstreaming rhetoric and policy outcomes. This paper discusses the early implementation of the Mental Capacity Act 2005 in health and social care in England. The author examines the research evidence to date, particularly monitoring data from the Department of Health, in order to review the progress made in implementation. The extent to which the Act is achieving its overall aim of facilitating decision-making by people lacking capacity is discussed, focusing on people with dementia. The author concludes that the initial implementation of the Act (and the related Deprivation of Liberty Safeguards) has had only limited effectiveness in facilitating decision-making by people lacking capacity, promoting their best interests and protecting their liberty. Future implementation needs to ensure that the rights of people lacking capacity, particularly people with dementia, are taken more seriously in health and social care and are better protected. Manufacturers are seeking increasingly innovative ways to achieve competitive advantage. An emerging trend is to exploit diagnostic and prognostic technology to support service-led competitive strategies where the emphasis is put on the ‘sale of use’ rather than the ‘sale of product’. However, little is known about the extent to which this technology is being exploited, the drivers and inhibitors, and the sectors where adoption is most prolific. This paper introduces the results of a survey conducted across the UK manufacturing sector to explore the extent, motivations, benefits, and challenges of deploying diagnostic and prognostic technology as an element of competitive strategy. In July 2010, the Government published the White Paper Equity and Excellence: Liberating the NHS, which places a strong emphasis on patient safety, sets the long-term vision for the NHS and describes a coherent framework of reform to deliver health care amongst the best in the world. Good nutritional care is a prerequisite of safe care and hence fundamental to the achievement of this vision, especially for vulnerable individuals. This article outlines the prevalence and costs associated with malnutrition and the impact of malnutrition on patient safety within the context of the current NHS reforms. It concludes with guidance for clinicians and senior managers which, where fully implemented, will facilitate good nutritional care and ensure compliance to nutritional guidelines, standards and legislation including the regulations relating to nutrition as set out in the Health and Social Care Act 2008 (Regulated Activities) Regulations 2009 and the Care Quality Commission (Registration) Regulations 2009. Unaccompanied asylum-seeking children and young people are a particularly vulnerable group. This paper examines the existing literature on this group of children and young people in and leaving out-of-home care in the UK and Australia, and compares and contrasts their experiences. Within the context of theoretical and policy debates about the new economic geography and an urban renaissance, this paper examines how far and in what way ‘Our cities are back’, as claimed by England’s Core Cities Group. It focuses on 1984–2007 employment changes for the eight Core Cities and their city-regions: Birmingham, Bristol, Leeds, Liverpool, Manchester, Newcastle, Nottingham and Sheffield. These provincial city-regions are found to have suffered from the early 1990s recession relatively less than London, but then recovered more slowly. While they continued to gain jobs until 2007, their growth rate relative to the national average peaked in 1998–2002, which was also the only time that Core Cities themselves outpaced the rest of their city-regions. This paper employs a unique dataset to analyse the retail rental levels of 1108 retail tenants in 148 UK regional shopping malls. The dataset integrates information regarding the characteristics of the shopping centre, the individual retailer, the brand, the individual unit occupied, the tenancy term and the regional location of the centre. Econometric analysis suggests that retail rents behave largely as predicted by theory although there are particular features of the UK rental market which may be somewhat distinct from other countries. Flooding has only relatively recently been considered as an environmental justice issue. In this paper we focus on flooding as a distinct form of environmental risk and examine some of the key evidence and analysis that is needed to underpin an environmental justice framing of flood risk and flood impacts. We review and examine the UK situation and the body of existing research literature on flooding to fill out our understanding of the patterns of social inequality that exist in relation to both flood risk exposure and vulnerability to the diverse impacts of flooding. We then consider the various ways in which judgements might be made about the injustice or justice of these inequalities and the ways in which they are being sustained or responded to by current flood policy and practice. We conclude that there is both evidence of significant inequalities and grounds on which claims of injustice might be made, but that further work is needed to investigate each of these. An article in The Guardian in 2006 claimed that: 'some bright students have found an answer to the fees nightmare: in Europe'. It went on to argue that the introduction of variable fees in the UK in 2006 had encouraged some UK students to consider moving overseas for their degrees and, in particular, to European countries such as Sweden and the Netherlands, which charged low fees or no fees at all. While there have been a small number of further press reports which have indicated that changes to the funding of higher education in the UK have encouraged more young people to consider seriously the possibility of studying abroad, we still know relatively little about the impact of financial factors on a decision to pursue a degree overseas. Although many researchers have explored the economic rewards which often accrue in the medium- or long-term as a result of overseas study, the academic literature has much less to say about both the impact of fee differentials on young people's decision-making, and the resources upon which they draw to fund a period of study overseas. In an attempt to redress this gap, this paper draws on data from a qualitative study of young UK citizens who had either completed a degree abroad, or were seriously considering moving overseas for this purpose, to explore the impact of short-term economic calculations on their decisions, and the sources of funding upon which they drew. In doing so, we argue, firstly, that there are important differences between mobile students: those who moved abroad for an undergraduate degree tended to be from more privileged backgrounds than those who moved for postgraduate studies and, as a result, considerably less sensitive to price differentials. Secondly, we suggest that, despite important differences in economic capital, both undergraduates and postgraduates were able to draw on significant cultural resources. Amidst growing concern about both nutrition and food safety, anxiety about a loss of everyday cooking skills is a common part of public discourse. Within both the media and academia, it is widely perceived that there has been an erosion of the skills held by previous generations with the development of convenience foods and kitchen technologies cited as culpable in 'deskilling' current and future generations. These discourses are paralleled in policy concerns, where the incidence of indigenous food-borne disease in the UK has led to the emergence of an understanding of consumer behaviour, within the food industry and among food scientists, based on assumptions about consumer 'ignorance' and poor food hygiene knowledge and cooking skills. These assumptions are accompanied by perceptions of a loss of 'common-sense' understandings about the spoilage and storage characteristics of food, supposedly characteristic of earlier generations. The complexity of cooking skills immediately invites closer attention to discourses of their assumed decline. This paper draws upon early findings from a current qualitative research project which focuses on patterns of continuity and change in families' domestic kitchen practices across three generations. Drawing mainly upon two family case studies, the data presented problematise assumptions that earlier generations were paragons of virtue in the context of both food hygiene and cooking. In taking a broader, life-course perspective, we highlight the absence of linearity in participants' engagement with cooking as they move between different transitional points throughout the life-course. This paper reports on an analysis of hitherto unexamined documentary data on food held within the UK Mass Observation Archive (MOA). In particular it discusses responses to the 1982 Winter Directive which asked MOA correspondents about their experiences of food and eating, and the food diaries submitted by MOA panel members in 1945. What is striking about these data is the extent to which memories of food and eating are interwoven with recollections of the lifecourse; in particular social relations, family life, and work. It seems asking people about food generates insight into aspects of everyday life. In essence, memories of food provide a crucial and potentially overlooked medium for developing an appreciation of social change. We propose the concept 'food narratives' to capture the essence of these reflections because they reveal something more than personal stories; they are both individual and collective experiences in that personal food narratives draw upon shared cultural repertoires, generational memories, and tensions between age cohorts. Food narratives are embodied and embedded in social networks, socio-cultural contexts and socio-economic epochs. Thus the daily menus recorded in 1945 and memories scribed in 1982 do not simply communicate what people ate, liked and disliked but throw light on two contrasting moments of British history; the end of the second world war and an era of transition, reform, individualization, diversity which was taking place in the early 1980s. The British fear of bombing in the early twentieth century has aptly been termed ‘the shadow of the bomber’. But the processes by which the public learned about the danger of bombing are poorly understood. This paper proposes that the press was the primary source of information about the threat, and examines a formative period in the evolution of public concern about airpower — the so-called air panic of 1935 — during which German rearmament was revealed and large-scale RAF expansion undertaken in response. A proposed air pact between the Locarno powers enabled a shift from support of disarmament to rearmament by newspapers on the right, while simultaneously supporting collective security. Paradoxically, after initially supporting the air pact, the left-wing press and its readers began to have doubts, for the same reason: the need to support collective security. This episode sheds new light on Britain’s early rearmament, and how the government was able to undertake it, despite the widespread feelings in the electorate in favour of disarmament. This paper explores issues in relation to the contribution and importance of mandatory continuing professional development (CPD) in re-energizing and motivating the information profession. Set within the context of developing our understanding of the concept of ‘professionalism’ for the contemporary information profession, the mandatory schemes offered by professional associations in the UK and New Zealand are compared and contrasted, and an assessment made of their pros and cons in this regard. This paper offers a comparative analysis of two public engagement exercises, conducted concurrently in the UK and Brazil. Following an account of how public engagement is situated in the political imaginary of the UK and Brazil, we set out a theoretical framework for such comparison, highlighting questions of narrative, political culture and civic epistemology. We then set out key differences in response, considering Brazilian citizen responses as prototypically more positive of (nano)technology, and as more amenable to and accepting of Enlightenment master narratives of technoscientific progress. UK citizen responses, by contrast, were more tragic, and more informed by resistant narratives of technoscientific failure. Although such distinctions are not absolute, they are nevertheless significant. We conclude by pointing to a set of analytical and normative challenges for how the science and technology studies analyst is to understand the politically contingent character of public engagement in the governance of science and technology. There is growing international interest in the impact of regulatory controls on the supply of housing. Most research focuses on the supply impacts of prescribed limits on land use but housing supply may also be affected by the process of planning monitoring and approval but this is hard to measure in detail. The UK has a particularly restrictive planning regime and a detailed and uncertain process of development control linked to it, but does offer the opportunity of detailed site-based investigation of planning delay. This paper presents the findings of empirical research on the time taken to gain planning permission for selected recent major housing projects in southern England. The scale of delay found was far greater than is indicated by average official data measuring the extent to which local authorities meet planning delay targets. Hedonic modelling indicated that there is considerable variation in the time it takes local authorities to process planning applications. Housing association developments are processed more quickly than those of large developers and small sites appear to be particularly time-intensive. These results suggest that delays in development control may be a significant contributory factor to the low responsiveness of UK housing supply to upturns in market activity. Despite the wide usage and popular appeal of the concept of sustainability in UK policy, it does not appear to have challenged the status quo in urban regeneration because policy is not leading in its conceptualisation and therefore implementation. This paper investigates how sustainability has been conceptualised in a case-based research study of the regeneration of Eastside in Birmingham, UK, through policy and other documents, and finds that conceptualisations of sustainability are fundamentally limited. The conceptualisation of sustainability operating within urban regeneration schemes should powerfully shape how they make manifest (or do not) the principles of sustainable development. Documents guide, but people implement regeneration— and the disparate conceptualisations of stakeholders demonstrate even less coherence than policy. The actions towards achieving sustainability have become a policy ‘fix’ in Eastside: a necessary feature of urban policy discourse that is limited to solutions within market-based constraints. It has been demonstrated in the tourism literature that a combination of individual tourism forecasting models can provide better performance than individual forecasting models. However, the linear combination uses only inputs that have a linear correlation to the actual outputs. This paper proposes a non-linear combination method using multilayer perceptron neural networks (MLPNN), which can map the non-linear relationship between inputs and outputs. UK inbound tourism quarterly arrivals data by purpose of visit are used for this case study. The empirical results show that the proposed non-linear MLPNN combination model is robust, powerful and can provide better performance at predicting arrivals than linear combination models. This paper discusses the main ideas of the Diversity Based approach to culturally sensitive practices in health and social care services.This approach is important in emphasizing the fluid nature of culture, the diversity in cultural groups and the impact of inegalitarian and racist power relations on their life. Chinese people in the UK are used as an example to demonstrate how exploration of the diversity of ethnic minority groups could strengthen cultural sensitivity. The aim of this research was to predict the effect that the biodegradable municipal waste (BMW) diversion targets in the European Union landfill directive (99/31/EC) would have on landfill gas emissions. This is important for continued mitigation of these emissions. Work was undertaken in three stages using the GasSim model (v1.03) developed by the Environment Agency (England and Wales). The first stage considered the contribution to gas emissions made by each biodegradable component of the waste stream. The second stage considered how gas emissions from a landfill accepting biodegradable wastes with reduced biodegradable content would be affected. The third stage looked at the contribution to gas emissions from real samples of biologically pretreated BMW. For the first two stages, data on the waste components were available in the model. For the third stage samples were obtained from four different biological treatment facilities and the required parameters determined experimentally. The results of stage 1 indicated that in the first 15 years of the landfill the putrescible fraction makes the most significant contribution, after which paper/card becomes the most significant. The second stage found that biodegradability must be reduced by at least 60% to achieve a reduction in overall methane generation. The third stage found that emissions from samples of biologically pretreated BMW would result in a significant reduction in gas emissions over untreated waste, particularly in the early stage of the landfill lifetime; however, low level emissions would continue to occur for the long term. The past few years have seen a proliferation of skills analysis in urban regeneration in England. In France, in contrast, researchers have linked questions of skills to the styles and form of public-sector work. This paper reworks the debates in the two countries to provide a comparative analysis of neighbourhood management. There are three main sections and themes: the implications of a bottom—up perspective in the study of policy implementation; the emergence in France of the chef de projet as an ideal type figure of transversal working; and finally, in relation to England, the fragmentation and diversity of policy initiatives, agencies and funding streams. This fragmentation and diversity have implied, in turn, an emphasis on flexibility and generic rather than specialist skills in urban regeneration. [ABSTRACT FROM PUBLISHER]

Disabled people are increasingly being drawn into the UK Labour government's strategy to address area-based deprivation through projects which focus on employability as a means of tackling social exclusion. This paper draws on a case study of an employment project aimed at young people with learning difficulties funded as part of the Single Regeneration Budget, to explore how such projects operate in the context of area-based renewal, and with what gains, if any, for disabled people. The case study suggests that the perceived contribution of the project -- and people with learning difficulties -- to the area was as much about social regeneration, as building a local economy through the creation of active workers. Whilst being part of the SRB seemed to offer some opportunities for participation, the parameters of the policy itself -- including its spatiality -- acted to circumscribe some of the potential linkages with broader area renewal processes and the potential benefits for project participants, thus raising questions about New Labour's social inclusion agenda. Recent years have seen an expansion in the work on the attitudes, beliefs and preferences of those middle-class groups that have accompanied the return of capital to many North American and western European city centres and their surrounding urban suburbs. Yet despite this, it is argued that there is little research linking gentrification to wider processes of social transformation, particularly debates over housing market decision-making, the balancing of work and life, and the gender division of labour within the household. It is to examining the interaction of these aspects of everyday life in a gentrifying area that this paper turns, using the example of Chorlton, a southern urban suburb of Manchester. Clergy in the UK continue to provide health and social care services. However, collaboration between mental health services and clergy may be problematic, particularly in the resolution of conflicting beliefs and therapeutic modalities. For example, belief in demonic possession and other supernatural causes of mental illness, which are contentious among secular medical practitioners, remain prevalent in many ethnoreligious communities. Thus, interpretations of illness by clergy within health systems may be crucial to appropriate intervention for people with mental illness. However, clergy conceptualizations of suffering also reveal something about the secularization within religious institutions through the despiritualization of particular phenomena. This paper on Christian clergy beliefs and attitudes to supernatural explanations, describes how the negotiation of such beliefs are complex and often equivocal among mainstream clergy but integral to the Pentecostal churches and evangelical clergy in the mainstream, institutional churches. At the time of writing, the New Labour project has ended and Labour has returned to the opposition benches. It came into power in 1997 bringing with it a general optimism about change for the better, and in particular, hope that the penal and criminal justice systems would be steered away from the punitive populism of the Tory years and towards new constructive and rational goals based on values such as fairness and benevolence. This paper reflects back on that hope and concludes that whilst some positive achievements were made, New Labour's overall performance in this field must be judged not only as disappointing but also as a failure to grasp a historic opportunity to change the face of criminal justice. This paper presents a summary of the first survey of public library authorities in the UK to explore Sunday opening, undertaken in 2007 as part of the Clore Leadership Programme. It provides a snapshot of Sunday opening practice, set against a context of societal, economic, and policy developments, and examines whether Sunday opening furthers the appeal and use of libraries, and strengthens libraries’ place as centres for community engagement. There is considerable variation in practice across the UK. The most common barriers found to Sunday opening were concerned with costs and staffing issues. Two-thirds of respondents who open on Sunday reported increased use as a result of doing so. This paper examines the gendered representations of scientists in the UK media. Our analysis reveals the asymmetrical ways in which men and women working in science, engineering and technology are portrayed, in particular through the emphasis on women’s appearance and a focus on their exceptional status. It also highlights the way female scientists may be used to “sex up” the discipline in the context of increasing concern about the (un)popularity of science. This media analysis is contextualized by drawing on data from 86 scientists examining how women themselves experience press and television coverage and address the cultural contradictions surrounding their role. The research highlights the challenges facing women working in these fields and the dilemmas for those seeking to develop a “human” face for science and promote a positive image for women. Personal insolvency rates vary considerably across local areas of England and Wales but the reasons for this have barely been explored. This paper presents an empirical study of the factors determining variations in personal insolvency rates in 2006 utilising newly available data. The results suggest that a number of economic and demographic factors are important including income, social benefits, age, occupation, public-sector and armed forces employment and level of local entrepreneurship. Significant spatial autocorrelation is evident in the dataset and three sub-regional clusters of local authorities are identified; one in the South West is characterised by adjacent areas with a high insolvency rate and two others in Wales and the North West that are characterised by low insolvency rates. In support of the movement towards the integration of modelling in the building design process, a unified software-based methodology for the demonstration of compliance with energy performance standards was introduced in the UK Building and Approved Inspectors (Amendment) Regulations 2006 (England and Wales). This paper reports the conclusions drawn from a longitudinal two-stage industry survey undertaken at key implementation stages of the methodology to gauge industry adaptability in accommodating the new requirements followed by subsequent in-depth interviews with relevant professionals to explore the challenges associated with application and enforcement. Key findings include shortcomings in the technical capabilities of accredited software, the quantification of the effect of their shortcomings on user assessment of the methodology and the lack of clarity and consistency of enforcement. Practical application: This work provides an analysis of the adaptive capability of the UK construction industry in accommodating integrated energy performance modelling as a legislative requirement associated with performance based standards. The analysis of firsthand feedback from practitioners involved in the implementation of the new regulatory requirements provides both an overview of key industry indicators and detailed insights into the practical implementation and enforcement of the methodology, the feedback of which is used to establish future priorities and improvements for future regulatory revisions. This paper evaluates the e-book usage and information seeking and reading behaviour of thousands of business and management students. Comparisons are made with students in other subjects. The data largely come from the Joint Information Systems Committee (JISC)-funded National e-Books Observatory (NeBO) project as well as the JISC User Behaviour Observational Study. The main sources of data were: a) transactional logs obtained from the MyiLibrary platform regarding 127 UK universities; b) questionnaire data for more than 5000 students and staff at these universities; c) hard-copy library circulation and retail sales data; and d) focus groups held with 50 staff and students from selected universities. The main findings were that e-textbooks can prove to be extremely popular and widely used, mainly for obtaining snippets of information and for fact finding. This paper seeks to contribute to the debate on the international repercussions of the Spanish Civil War by analysing the numerous British missions of investigation that visited both sides during the conflict. Drawing on the travellers' own accounts and the documents from Spanish and British archives among other sources, it argues that these missions were in fact organized tours, first used as propaganda by Republicans and their Comintern advisers, and subsequently copied by Nationalists on a more limited basis. Although some involved genuinely impartial observers, most of the visitors were already committed to the cause they pretended to investigate. Spanish war tourism thus almost invariably succeeded in producing favourable publicity for both sides, yet failed to affect the majority of the British people, who were influenced primarily by their Government's neutral stance. This paper looks at British policy in the Mediterranean in the late nineteenth century, and the importance and role of Cyprus as an island under British administration at that time. Specifically, it aims to investigate the neglected role of Cyprus during the Arabi revolt and ensuing Egyptian campaign in 1882. In order to highlight this less-examined aspect, it examines the reasons why Cyprus had not been transformed into a suitable naval station by 1882. It also looks at the effect of the lack of military facilities on the island's use, and the politicians' perception of the usefulness of Cyprus during these events in Egypt, vis-à-vis the reaction of the British and Cyprus press. Recent media attention has amply demonstrated the need for changes in our society regarding waste. The cost of waste is rising, European legislation is driving forward waste reduction policies and industry is being made responsible for the waste that all products make. This legislation is also driving a reduction in biodegradable municipal waste. In general there are a number of factors ranging from the media, financial and political to environmental, that are driving forward an agenda to decrease both general waste and food waste going to landfill. A necessary requirement of such an agenda is a benchmark of the current composition and scale of both general waste and food waste. Hence, this can then be used as a measure to demonstrate improvement. A measurement methodology and the benchmark data already exists for general waste. However, there is little or no previous work about the compositional make up of food waste. This paper discusses the necessity for a compositional food waste analysis and the pros and cons of various food waste measurement methodologies. This paper reports a synthesis of policy-relevant evidence on household waste prevention, based on a UK portfolio of primary research and a broad international review. Waste prevention was defined as strict avoidance, reduction at source (e.g. home composting) and reuse (for the product's original purpose) -- recycling was excluded. A major focus was on consumers. Waste prevention is not one but many behaviours; the review revealed a general hierarchy in their popularity, from donating goods to charity at the top; through small reuse behaviours around the home; to activities involving changes in consumption habits at the bottom; one estimate is that 60% of the public does at least one of these activities, some of the time. Barriers to engaging householders include both modern consumer culture and a genuine confusion that waste prevention is equivalent to recycling. The public can be engaged through local or national campaigns, with a wide range of interventions and communications approaches available. On the products and services side, the primary opportunity within the scope of the review was identified as increasing reuse. The barriers included operational difficulties (funding, capacity, logistics) and consumer attitudes towards second-hand goods. The main opportunities are to ensure more strategic planning for reuse by local authorities and better co-ordination and joint working with the third sector. The review examined the impact or potential of various policy measures designed to influence household behaviour directly or the products and services provided to them. Overall, the international evidence suggests that waste prevention benefits will be derived from a 'package' of measures, including, for example, prevention targets, producer responsibility, householder charging, funding for pilot projects, collaboration between the public, private and third sectors, and public intervention campaigns. UK evidence suggests that the greatest tonnage diversions can be achieved on food waste, home composting and bulky waste. The principal evidence gaps relate to robust and comprehensive quantitative data. Better evidence is needed of what actually works, and what outcomes (weight, carbon and costs) can be expected from different measures. More sensitive and effective monitoring and evaluation is needed to provide the evidence required to develop the necessary basket of future policy measures at local and national level. Product service systems (PSS) are cleaner product concepts which have been developed to achieve improvements in resource productivity which may be realized from modern trends in service delivery. However, there is a paucity of research on the waste prevention performance of PSS in UK household markets. This paper reports the findings of exploratory research which begins to address this gap in knowledge. An exploratory waste prevention assessment was completed on four experimental PSS which were developed in conjunction with a major UK house-builder for delivery on their new housing developments. The results of the assessment show that the selected PSS concepts have potential to prevent high value and harmful Waste Electrical and Electronic Equipment (WEEE) arising in UK household waste streams. Consistent with the canon of exploratory research, the assessment also identifies a number of factors which are thought to influence PSS waste prevention performance. It is recognized that further research is needed to gain an in-depth understanding of these factors as well as to define policy measures which enable the conditions in which PSS prevent household waste on new housing developments in the UK to be created. This article employs a political economy approach to assess the changing nature of women's pension provision. Initially it provides an overview of the current context showing that many female pensioners are without access to significant pension entitlements in their own right. Then it examines the history of women's pensions over the last 30 years with reference to both state and private forms of provision. It considers the pension strategies of Thatcher and New Labour governments and their impact on women's pension situation. This includes an evaluation of recent New Labour proposals, such as Personal Accounts, a raise in the basic State Pension age and reintroduction of the link to earnings. Finally, the paper concludes that these proposals do not represent the emergence of a new political economy of pensions which better reflects the needs of female pensioners rather they are a response to the challenges of an ageing population. Since 1997, the English government has committed itself to the twin (and inter-linked) policy aims of reducing health inequalities and tackling social exclusion. Welfare to work interventions have formed a key part of the policy response to both of these problems. So far, this approach has been largely supply-side focused and 'gender-blind', treating both men and women who are not in employment as discrete entities who, with the right combination of training and support, can be engaged within the formal economy. Drawing on data from qualitative case studies of two such interventions in the North-East of England (one of which offered unemployed parents childcare training and the other of which provided vocational and advisory support to young parents), this paper contributes to a growing literature exploring the gender dimensions of social policy interventions. This paper discusses the role of gender dynamics in the experiences of credit and debt in low income families in the UK, drawing on a qualitative longitudinal study funded by the Joseph Rowntree Foundation. It builds on earlier work on: the household economy; the gendered distribution of income specifically within low income families in receipt of benefits; and the extent of credit and debt in the UK currently. Following critiques of traditional sociological and social psychological analyses of the household economy, it takes a more discursive approach, which enables identification of gender dynamics as one of the mechanisms through which decision-making in relation to this area of practice is accomplished. This paper examines the likely effects on gas and electricity consumption and carbon emissions from heating and cooling systems in existing dwellings up to 2080, assuming a widespread uptake of cooling systems. This area of research is highly sensitive to the myriad of possible inputs and thus holds a wide range of predicted outcomes. However, general trends have been found, showing significant sensitivity to ventilation rate, U-values, occupant behaviour and location. Heating demand will still be dominant over cooling demand in UK dwellings by the 2080s, based on an UKCIP02 A1F1 weather scenario. A national worst case scenario for the 2050s, shows a 10 megatonne CO2 emissions saving on present levels largely due to a 20% reduction in gas consumption. Practical applications: The balance of heating and cooling demand causes more modest changes in CO2 than first anticipated. Despite first perceptions of future energy use in housing and climate change, heating appears to remain the major load rather than cooling, even into the 2080s. These predictions of future CO2 emissions will be useful to those in the building industry planning appropriate proportionate climate adaptation and climate mitigation measures. Also, the prediction of changes to future energy demands from the housing sector will be of interest to energy providers considering future demands for heating and cooling and may feed into larger bottom-up energy models.
