This paper engages with the progressive politics of climate change and resource constraint developed by the Transition ‘movement’ which looks to develop a positive local politics of the transition to a low carbon economy and society. At the heart of this politics is a vision of economic localisation rooted in a geographical imaginary of market towns with agricultural hinterlands. Consequently, the question of how the Transition model can be applied in urban settings has not been clear, leading to the implicit assumption that urban Transition initiatives are more complex and difficult. In contrast, this paper argues that the plasticity of Transition politics means that, in some cases, an urban context might be more productive for the development of Transition initiatives because it allows for a greater diversity of political action as well as providing a density of networks and resources that can be critical for the survival of grassroots interventions. Voluntary sector advice agencies have performed an important function in providing free, accessible advice in the UK for many decades. As legal aid is slashed, and ‘austerity’ leaves everyday life for many ever more precarious, their role has never been more essential. Advice agencies provide a dynamic and increasingly significant transition point where the rights, responsibilities and grievances of the individual are brought into dialogue with formal legal structures. Drawing on ideas from the ‘sociology of translation’, this paper sets out to consider the multiple, complex roles these organizations play. They are involved not simply in the delivery of advice to individuals, but in a collective concern that translates personal grievances into matters-of-public-concern. The collection of perinatal data within Queensland, A ustralia, has traditionally been achieved via a paper form completed by midwives after each birth. Recently, with an increase in the use of e-health systems in healthcare, perinatal data collection has migrated to an online system. It is suggested that this move from paper to an ehealth platform has resulted in improvement to error rates, completion levels, timeliness of data transfer from healthcare institutions to the perinatal data collection and subsequent publication of data items. Worldwide, perinatal data are collected utilising a variety of methods, but essentially data are used for similar purposes: to monitor outcome patterns within obstetrics and midwifery. T his paper discusses current practice in relation to perinatal data collection worldwide and within Australia, with a specific focus on Queensland, highlights relevant issues for midwives, and points to the need for further research into the efficient use of an e-health platform for perinatal data collection. This paper introduces the themed section of Critical Social Policy on social housing, privatization and neoliberalism. In tracing the key elements in the development of privatization and residualization since 1979, it argues that these can only be fully understood as part of a wider neoliberalizing agenda, an agenda that is driven by a particular class project. The paper also seeks to re-assert the importance of a critical approach to successive decades of social housing policies in the devolved UK, arguing that the classed basis of housing privatization policies has been largely overlooked by academics in favour of an evolutionary and ‘modernizing’ framework which isolates developments in social housing provision from other wider shifts in social welfare and in labour markets. This paper critically engages with a recent shift towards an emphasis on ‘resilience’ in policy and academic fields. The paper suggests that this shift is problematic for several reasons: that it supports normative value judgements; that it may overemphasize the ability of people to ‘bounce back’ and undervalue the hidden costs of resilience, especially those with gendered dimensions; and that it may be associated with policy prescriptions that shift responsibility for dealing with crisis away from the public sphere. This paper seeks to provide a conceptual framework in which to examine the social practices of contemporary austerity programmes in urban areas, including how these relate to different conceptions of crisis. Of current theoretical interest is the apparent ease with which these austerity measures have been accepted by urban governing agents. In order to advance these understandings we follow the recent post-structuralist discourse theory 'logics' approach of Glynos and Howarth (2007), focusing on the relationship between hegemony, political and social logics, and the subject whose identificatory practices are key to understanding the form, nature and stability of discursive settlements. In such thinking it is not only the formation of discourses and the mobilisation of rhetoric that are of interest, but also the manner in which the subjects of austerity identify with these. Through such an approach we examine the case of the regeneration/economic development and planning policy area in the city government of Birmingham (UK). In conclusion, we argue that the logics approach is a useful framework through which to examine how austerity has been uncontested in a city government, and the dynamics of acquiescence in relation to broader hegemonic discursive formations. This paper uses street-level data on property sales and crime rates for England and Wales to investigate compensating differentials for crime risk. My identification strategy relies on the use of non-parametric regional time trends on various levels of spatial aggregation as well as various fixed effects for streets and wider areas to control for unobserved amenities and regional economic conditions. The data comes from transaction data collected by the land registry and recently published crime maps for the whole of the UK. My estimates, which are robust to a range of sensible specification changes, suggest that each case of anti-social behaviour per ten population in the same street leads to an approximately 0.6–0.8% drop in property prices, while a corresponding increase in violent crime decreases prices by roughly 0.6–1.6% and a corresponding increase in non-violent crime by about 0.2–0.4%. The majority of estimates are at the upper end of these intervals. Estimates for robbery, burglary and vehicle crime are either zero or positive, but are possibly biased because of reverse causality. Crime outside of the respective street does not appear to matter, which is consistent with earlier findings. Expressed in monetary terms each case of anti-social behaviour costs society between £5000 and £6700 and each violent crime between £5000 and £13,300. A UK doctor was recently acquitted of charges of reinstating a variety of female genital mutilation after delivering a child. In this paper, I contend that this incident reflects a broader confusion concerning the ethico-legal status of non-therapeutic genital surgeries for children and adults, which are not derivable from tenets of medical ethics, but rather violate them. I argue that medical professionals have an obligation to announce and address this confusion in order to motivate legislative reform, since the inconsistency of the current law entrenches the underlying sexism and ethnocentrism upon which its sense depends. Without convincing arguments for (a) condoning male circumcision and female cosmetic genital surgery and for (b) treating adult women of colour as lacking the capacity to consent, the current legislation stands in need of urgent revision. This article considers the issue of romance frauds, a form of behaviour that has recently gathered significant public attention. A romance fraud operates by persuading a person to believe they are in a legitimate romance and then using that romance to extract money, gifts or other financial rewards from them. The emotional consequences of romance fraud can be significant, with victims often experiencing feelings akin to grief. This paper considers whether such behaviour should be considered a financial crime or whether the behaviour inherent within it means that it should be considered an offence against the person. Variable mortgage contracts dominate the UK mortgage market. The dominance of the variable rate mortgage contracts has important consequences for the transmission mechanism of monetary policy decisions and systemic risks. This raises an obvious concern that a mortgage market such as that in the UK, where the major proportion of mortgage debt is either at a variable or fixed for less than two years rate, is vulnerable to alterations in the interest rate regime. Theoretically, mortgage choice is determined by demand and supply factors. So far, most of the existing literature has focused on the demand side perspective, and what is limited is consideration of supply side factors in empirical investigation on mortgage choice decisions. This paper uniquely explores whether supply side factors may partially explain observed/ex-post mortgage type decisions. Empirical results detect that lenders’ profit motives and mortgage funding/pricing issues may have assisted in preferences toward variable rate contracts. Securitisation is found to positively impact upon gross mortgage lending volumes while negatively impacting upon the share of variable lending flows. This shows that an increase in securitisation not only improves liquidity in the supply of mortgage funds, but also has the potential to shift mortgage choices toward fixed mortgage debt. The policy implications may involve a number of measures, including reconsideration of the capital requirements for the fixed, as opposed to the variable rate mortgage debt, growing securitisation and optimisation of the mortgage pricing policies. The emergence of the network paradigm has led to growing interest in understanding network structures relating to knowledge flows and patterns of regional innovation. This paper explores the structure of knowledge networks stemming from ties between universities and other actors, principally firms. Based upon a network analysis of empirical data for regions across the UK, it is found that the most innovative and economically developed regions are more likely to be the location for actors holding highly central and influential positions within knowledge network architectures. Participatory research (PR) strategies have been used extensively in policy and practice based research in the last fifteen years in the UK. This paper offers a critical reflection on the growth in PR programmes commissioned by statutory bodies as part of attempts to understand the influence of race, ethnicity and racism on issues related to substance misuse policy and practice. The stated aim of many PR programmes has been to alter the role of the communities involved, from the subject matter of research activity undertaken by academic outsiders, to co- roducers of knowledge. The paper addresses four specific issues: first, the recent political context in which the use of PR has grown; second, the ways in which participation and community have been operationalized in different projects; third, the differences between vertically driven and horizontally driven PR; and fourth, the different methods and modes of involvement and their implications. This paper shows how regeneration policies in Bradford (UK) have over the years been modified following local, national and international events since 1997. It will be argued that policy makers reacted to public perceptions of the city itself and of its large Muslim community in three phases: celebration of local minority ethnic culture; pathologization of the same; exclusion of any cultural element from the city’s self-projection. The paper suggests that these changes are at the same time reflexive of historical events and hegemonic discourses, and likely to be constitutive (as they have the potential to deeply affect social relations in the city). Despite the term 'never events' these events continue to happen in the NHS. This paper considers the findings from a review of the causes of nine surgical 'never events'; looking at the learning from the investigations to provide 'a window on the system' and considering the multiple issues that need to be addressed to reduce future risk. The paper discusses why many of the causes described in investigation reports cannot be adequately addressed by the action plans that target each individual cause - things are never that simple - instead the causes should be seen as a reflection of the current state of safety within an organization, showing the underlying cultural and systems issues that need to be addressed at a wider level than that of the incident itself. Energy saving measures, if incorporated into existing and new buildings, can help the UK to achieve its ambitious goal to reduce carbon emissions by 80 per cent by 2050. Yet, the penetration of such technologies has been slow in the commercial real estate market. This paper examines the attitudes and preferences of office end users and their acceptance of carbon emission reducing technologies. It employs conjoint analysis to model the real estate decision-making of 150 respondents who claimed to have an input into their organisation’s choice of premises. The findings demonstrate that functionality and accessibility remain top priorities in occupiers’ choice of premises. Lower rents, improved corporate image and productivity are revealed as attributes that could compensate occupiers for energy-efficient attributes that restrict control over internal environment and operation of equipment. Intersectionality is the study of overlapping social identities and related systems of oppression, discrimination and domination. From an intersectional perspective, aspects of a person’s identity, for example race, class and gender are understood to be enmeshed. To understand how systemic injustice operates and is produced, a multi-dimensional framework which captures how forms of oppression intersect and are shaped by one another, is necessary. Although the merits of an intersectional approach in criminology have been widely shown and discussed in US scholarship, within British criminology, there have been few analyses that have implemented an intersectional lens – either explicitly or implicitly. Correspondingly, close examination of the social construction of race within the criminal justice system has been largely absent in British criminology. In the following paper, I suggest that these two developments are co-constitutive – that British criminology’s unwillingness to engage with race has resulted in the reticence towards an intersectional approach and vice versa. This is both problematic and a missed opportunity. At a time when much criminological research convenes around the intersection of race, class, religion and gender, the absence of intersectional approaches and the lack of discussion about the racializing consequences of the criminal justice system serve to stymie meaningful debate and advancement of the field. Between February 2012 and March 2015, the claim that sex selection abortion was taking place in Britain and that action needed to be taken to stop it dominated debate in Britain about abortion. Situating an analysis in sociological and social psychological approaches to the construction of social problems, particularly those considering “feminised” re-framings of anti-abortion arguments, this paper presents an account of this debate. Based on analysis of media coverage, Parliamentary debate and official documents, we focus on claims about grounds (evidence) made to sustain the case that sex selection abortion is a British social problem and highlight how abortion was problematised in new ways. Perhaps most notable, we argue, was the level of largely unchallenged vilification of abortion doctors and providers, on the grounds that they are both law violators and participants in acts of discrimination and violence against women, especially those of Asian heritage. We draw attention to the role of claims made by feminists in the media and in Parliament about “gendercide” as part of this process and argue that those supportive of access to abortion need to critically assess both this aspect of the events and also consider arguments about the problems of “medical power” in the light of what took place. Abstract: The English National Health Service (NHS) announced a new programme to incentivize use of the NHS Safety Thermometer (NHS ST) in the NHS Operating Framework for 2012/13. For the first time, the NHS is using the Commissioning for Quality and Innovation (CQUIN) scheme, a contract lever, to incentivize ALL providers of NHS care to measure four common complications (harms) using the NHS ST in a proactive way on one day per month. This national CQUIN scheme provides financial reward for the collection of baseline data with a view to incentivizing the achievement of improvement goals in later years. In this paper, we describe the rationale for this large-scale data collection, the purpose of the instrument and its potential contribution to our current understanding of patient safety. It is not a comprehensive description of the method or preliminary data. This will be published separately. The focus of the NHS ST on pressure ulcers, falls, catheters and urine infection and venous thromboembolism is broadly applicable to patients across all healthcare settings, but is specifically pertinent to older people who, experiencing more healthcare intervention, are at risk of not one but multiple harms. In this paper, we also describe an innovative patient-level composite measure of the absence of harm from the four identified, termed as "harmfreecare" which is unique to the NHS ST and is under development to raise standards for patient safety. Policy documents are a useful source for understanding the privileging of particular ideological and policy preferences (Scrase and Ockwell, 2010) and how the language and imagery may help to construct society’s assumptions, values and beliefs. This article examines how the UK Coalition government’s 2010 Green Paper, 21st Century Welfare, and the White Paper, Universal Credit: Welfare that Works, assist in constructing a discourse about social security that favours a renewal and deepening of neo-liberalization in the context of threats to its hegemony. The documents marginalize the structural aspects of persistent unemployment and poverty by transforming these into individual pathologies of benefit dependency and worklessness. The consequence is that familiar neo-liberal policy measures favouring the intensification of punitive conditionality and economic rationality can be portrayed as new and innovative solutions to address Britain’s supposedly broken society and restore economic competitiveness. This paper considers the continuing resilience of the notion of community in social policy making and wider political commentary in the contemporary UK. Focusing in particular on the ways in which community is negatively and positively invoked and mobilized in narratives of the ‘big’ and ‘broken’ societies, it considers why the notion of community, so popular with the previous New Labour government, continues to enchant the present UK Coalition government and has been given added resonance in the context of the economic crisis and of the ‘austerity’ measures currently being adopted. The paper argues that placing community at the heart of current welfare provision illuminates a number of tensions in the UK government’s policy-making agenda. Informed by a discussion of Liverpool – once one of the big society ‘laboratories’ – we highlight the contradictions between top-down, depoliticized understandings of community and the types of community engagement and participation that are to be found in poor, disadvantaged communities in particular. This paper provides evidence on the impacts that students have had on neighbourhoods in five case study cities in the UK. Drawing on extensive qualitative interview data in these cities, the paper shows how national policy towards higher education had unintended and unanticipated problems for urban policy-makers. It argues that responses to these problems are shaped by discourses about what is normalised student behaviour and, implicitly, class-based ideologies. Social housing across Western Europe has become significantly more residualised as governments concentrate on helping vulnerable households. Many countries are trying to reduce the concentrations of deprivation by building for a wider range of households and tenures. In England this policy has two main strands: (1) including other tenures when regenerating areas originally built as mono-tenure social housing estates and (2) introducing social rented and low-cost homeownership into new private market developments through planning obligations. By examining where new social housing and low-cost home ownership homes have been built and who moves into them, this paper examines whether these policies achieve social mix and reduce spatial concentrations of deprivation. The evidence suggests that new housing association development has enabled some vulnerable households to live in areas which are not deprived, while some better-off households have moved into more deprived areas. But these trends have not been sufficient to stem increases in deprivation in the most deprived areas. [ABSTRACT FROM AUTHOR]

There are numerous anecdotal examples of drought terminations documented throughout the historical record on most continents. The end of a drought is the critical time during which water resource managers urgently require information on the replenishment of supplies. Yet this phase has been relatively neglected by the academic community, with much of the existing body of research on drought termination assessing the likelihood of droughts ending rather than its temporal profile. In particular, there has been little effort to characterise drought termination events themselves. This is partly explained by existing definitions of drought termination as a specific point in time when drought is considered to have finished, rather than a more holistic consideration based on approaches developed within biological sciences. There is also a lack of understanding about how drought termination propagates through the hydrological cycle. This paper specifically examines and reviews available research on drought termination, highlighting limitations associated with current definitions and offering suggestions for characterising the temporal stages of drought. An alternative definition of drought termination is proposed: a period between the maximum negative anomaly and a return to above-average conditions. Once this phase has been delineated, the duration, rate and seasonality of drought termination can be derived. The utility of these metrics is illustrated through a case study of the 2010-2012 drought in the UK, and the propagation of drought termination between river flows and groundwater levels. This paper examines the role re-location has played in shaping the status of elite and middle-class schools in and around London. A Bourdieusian lens is applied to understand the institutional trajectories of 51 schools which moved from central London out to the suburbs and beyond between the 1860s and 1970s. It is argued that this strategy served to maintain, reinforce and create institutional prestige within the ‘field’ of schools serving the upper and middle classes. These re-locations have had a lasting effect on London’s school system, pushing key institutions of elite social reproduction outwards and away from the city centre. In discussing the motivations for re-location, Bourdieu’s (1996) theory of field and elite formation is used with specific reference to urban change, thus developing a Bourdieusian-historical approach to understanding the geography of social reproduction (Thiem, 2009). The focus on London also sets these re-locations in the context of broader socio-spatial shifts within the British upper and middle classes, in which new social formations were emerging, with an aristocratic-financial elite concentrated in the south-east of England (Anderson, 1964; Rubinstein, 1977). Re-location formed part of a broader process of urban and socio-economic transformation which created a powerful educational infrastructure for the upper and middle classes in and around London. In its 2011 report Expert Evidence in Criminal Proceedings in England and Wales (Law Com No. 325), the Law Commission recommended that the admissibility of expert evidence in criminal proceedings should be governed by a new statutory regime comprising a new statutory reliability test in combination with codification and refinement of existing common law principles relating to ‘assistance’, ‘expertise’ and ‘impartiality’. The government declined to enact the Law Commission’s draft Bill due to a lack of certainty as to whether the additional costs incurred would be offset by savings. Instead the government invited the Criminal Procedure Rule Committee (CrimPRC) to consider amendments to the Criminal Procedure Rules (CrimPR) to introduce, as far as possible, the spirit of the Law Commission’s recommendations. The consequent amendments to CrimPR Part 33 (now CrimPR Part 19) in combination with the making of the new Practice Direction CrimPD 33A (now CrimPD 19A) by the Lord Chief Justice resulted in what he described in his 2014 Criminal Bar Association Kalisher Lecture as ‘a novel way of implementing an excellent Report’. This paper considers the possible evolution of the common law in light of these amendments, the challenges associated with adopting such a novel approach to reform and the potential opportunities for the improvement of expert evidence in criminal proceedings that the changes were intended to create. Creative industries are increasingly understood to contribute to localised innovation and dynamism. This paper provides a methodologically consistent comparison of creative industries across France, Great Britain, Italy and Spain. We map spatial agglomerations of creative activities showing evidence of urban concentration, which for Britain and France coincides with the dominance of capital cities, whilst for Spain and Italy, significant concentrations can also be found in secondary cities. The four countries also differ in the specialisation profiles and in the role played by policy makers. A lack of dove-tailing with the European Union smart agenda is argued to be a cause of concern. The criminal law looks set to play a larger role in regulating healthcare. Until recently, health professionals only faced the prospect of criminal liability if it could be proved that their gross negligence resulted in the death of a patient. In such a case, the professional could face a charge of gross negligence manslaughter (GNM). Prosecutions for ‘medical manslaughter’ have generated concern among doctors worried about what is perceived as a rise in the number of doctors facing criminal prosecution and the impact prosecutions are having on healthcare practice. May more frequent resort to the criminal process damage rather than promote better health care? In seeking to try to answer this question, the first problem is that reliable data in this area about how many prosecutions are brought and how they fare are limited due to the way cases are recorded. What evidence does exist is often based on media reports or samples that are not representative. This paper will argue that, while the real risk of being prosecuted for medical manslaughter remains low, such fears should not be dismissed because, as Donald Berwick has argued, ‘fear is toxic’ – for health professionals and their patients. In the National Health Service in England there are many sources of information pertaining to patient safety. This paper sets out to describe the challenge of measuring patient safety and describes the key data sources that underpin the national understanding of the area. The paper will describe how utilizing all of the available patient safety data, irrespective of the variability inherent, can ensure that practising clinicians have a better understanding of the current picture of patient safety and can fully evidence the efficacy of their improvement actions. Examples of effective triangulation of these data sources are given with acknowledgement of the challenges this can present in terms of engagement and understanding, particularly in the clinical context. The term 'public confidence' has become the key indicator of trust, legitimacy and consent in policing and it is this measure of confidence that has become the overarching conceptualisation of successful policing. This paper focuses on providing a greater understanding of drivers of public confidence in the police using three surveys of the same community: Community Safety Survey (N = 4,499), Victim Satisfaction Survey (N = 1,084) and the Anti-Social Behaviour Survey (N = 301). Gender and age differences were found, with females and older participants exhibiting higher confidence in policing. Noncriminal aspects of policing such as improved community cohesion and visibility were found to aid confidence. Further, crime-related policing was found to influence overall satisfaction following an incident with some crimes handled better than others (eg, burglary) and customer care needing improvement in certain areas (eg, updated information). Although this research found confidence levels to be positive overall, there was also evidence of the positive-negative asymmetry effect, where participants' confidence levels shifted following experience with the police. This paper provides further support for citizen-focused initiatives in which community focus and communication should be at the centre of strategies for improving confidence in policing. In the lead-up to the peak of the financial bubble (and before the onset of the global financial crisis), property was regularly promoted as a ready-made alternative to private pensions. This paper explores the importance of owner-occupied housing for the retirement savings strategies of defined contribution (DC) pension plan members. Based upon a unique survey of over 2300 participants in the DC pension scheme of a London-based international bank, an assessment is made of the statistical significance of respondents’ socioeconomic status and risk preference in predicting the significance or otherwise of their home for retirement saving. Relatively few respondents indicated that they were likely to rely on their home. Those that indicated reliance were relatively older, higher-paid and married employees. This paper interrogates a concept at the core of a social policy agenda that has dominated thinking in the UK over the past decade. It argues that the notion of ‘community cohesion’ is based on a fundamentally flawed interpretation of the sources of tension and conflict in Britain’s towns and cities. It overly ethnicizes societal divisions and essentializes ethnicity. Examining the development of government policy since 2001 the paper shows that the result has been a predominantly culturalist agenda that obscures key sources of division, most notably those related to social class and material inequality. It is argued that the hegemonic status of this policy stream has also undermined the equalities agenda. This paper explores how young people experience territoriality in six British cities. It challenges the prevailing view within existing literature that young people derive important benefits from their ability to shape their identities by occupying public spaces. The paper is based on an exploratory study using semi-structured interviews, focus groups and cognitive mapping with young people. The origins, motivations and impacts of territoriality among groups and ‘gangs’ are examined, especially among those groups who possess an acute sense of place attachment and rivalry with groups from other neighbourhoods. It finds that territoriality is a form of cultural capital passed from one generation to the next, often with rich, heavily mythologised histories. Territoriality comes from the close affinity between young people and place and is often expressed through periodic violent confrontations. The commercial prospects of speculative housebuilders depend crucially on successful land acquisitions. This paper presents new evidence revealing the importance housebuilders attach to networks with other important actors in securing future land supplies. Since networks depend on trust, reputation and voluntary collaboration, they indicate the importance of social relations within the industry. The paper argues that UK speculative housebuilders rely more on networks than markets to source land and that they structure those networks to enhance their own competitive positions. Reflecting Granovetter’s belief in the strength of weak ties, the paper emphasises the breadth not depth of housebuilder networks and contends that social relations within the industry are primarily dependent on pragmatic considerations of mutual self-interest. This paper examines trade union networking and community-oriented activity through the recent development of learning strategies in relation to migrant workers. The paper locates the discussion on learning in relation to union attempts to develop a broader urban and community-based view of the union as an organisation. It assesses the innovative ways trade unions deploy their learning strategies given the challenges associated with a liberal market economy, in particular, in relation to poor levels of co-ordination amongst key social organisations and low levels of state commitment to the area of training. The paper draws on five empirical case studies of such innovative union approaches and concludes that many of these learning initiatives represent a significant intervention by unions in local urban and community-based contexts. However, it also notes that these appear to be disconnected from stable and consistent forms of local community-based organisation and, in part, remain enveloped in a marketised project-based approach which is piecemeal and in many aspects financially dependent on the state. This paper concerns the use of photo-elicitation interviews in constructing migrant narratives of health and well-being. It argues that photo-elicitation can be particularly effective in producing nuanced understandings about relationships among culture, place and health. It explores how, through this method, subject-centred understandings of health and well-being are able to challenge dominant discursive constructions that tend to ‘other’ and potentially stereotype minority groups in explanations of health behaviour. The value of human bodies for the teaching of anatomy has been recognized since the 16th century. Many medical students are exposed to the process of body donation as human dissection continues to play a fundamental role in many medical courses. The opportunity of dissection not only provides students with an educational approach to learning human structure but also exposes them to the emotions surrounding death and dying and the role of the anatomical donor in their journey. This paper explores the subject of body donation in relation to anatomical examination, the relationship the donor has to the medical student experience and the purpose of thanksgiving services. This paper explores attempts to enhance social capital, reduce negative area effects and improve life chances in deprived neighbourhoods by promoting social diversity. The paper draws on the results of two recent studies. The first study examined resident perceptions of new, high-density, mixed-tenure housing that was designed to provide socially diverse and cohesive communities. The second study examined the housing allocations policies of UK social landlords, focusing on their attempts to balance their role in housing high-need homeless households with their role in the sustainment of neighbourhood social diversity. After reviewing the results of each study, the paper concludes that the management of perceived, and actual, risks to social cohesion from some poorer households is a central concern in the promotion of socially diverse neighbourhoods. In the UK the number of state social workers supplied by independent employment agencies has increased significantly since the mid-1990s. Although state sectors of welfare such as education and health have always relied upon a steady supply of locum staff, there is no such tradition within social work. This paper explores some of the ethical tensions that have become apparent with the expansion of contingency social work. Questions remain about the ‘opportunity cost’ of agency social work, as well as subsequent problems of recruitment, access to training, collegiate relations and any impact upon service users. The paper notes tensions that persist between a push for more flexible labour, the ethics of practitioners and the needs of service users. This paper considers the impact of existing land use patterns on housing supply price elasticities in local areas of England, under existing planning policies. The paper demonstrates that, despite common national planning policies, local supply responses to market pressures vary considerably, because of differences in historical land uses. The study area covers the Thames Gateway and Thames Valley, which lie to the east and west of London respectively. However, whereas the latter is one of the wealthiest areas of England, the former includes some of the highest pockets of deprivation and was a government priority area for increasing housing supply. Empirical evidence suggests that planning policies significantly impact on investment property market performance in the UK. It is less clear, however, how information about the planning policy environment feeds into investment decision-making. This paper seeks to explore this issue. It reports on interviews with the property investment community and focuses on the decision to invest in the retail sector. The paper uses a six-stage model of the investment decision-making process as a framework for analysing the way in which concerns about policy impact on behaviour. The results suggest that an understanding of the policy environment and the development of a relationship with local planning authorities are most important in the post-acquisition asset management stage of the investment process. The research also reveals variations in access to policy intelligence and that approaches to analysis of the likely effects of planning regimes vary with fund type and strategy. This paper seeks to critically examine the emergence of contemporary religious fundamentalisms and how they have been able to acquire influence in a way that has opened new ‘fault lines’ within multiculturalist public policy discourse. Specifically, the paper is interested in understanding the curiously paradoxical place of religion and faith based groupings in the contemporary multicultural polity, and the confusion, and in some instances conflicts, this has caused amongst the Left. This is illustrated through an extended examination of the Shabina Begum case concerning a Muslim schoolgirl and her demands to wear the jilbab, a specific religious headscarf, to school. It is argued that, in part, these ideological fault lines have resulted from an uncritical embrace by some progressives of ideas associated with postmodernist thinking; in particular the uncritical assertion of virtues of anti-universalism and cultural relativism. This then leaves an urgent task for progressives to think through some alternatives based on a re-articulation of a new political discourse of egalitarianism which is unashamedly universalist and secular. In this paper, we offer a new account of disability. According to our account, some state of a person's biology or psychology is a disability if that state makes it more likely that a person's life will get worse, in terms of his or her own wellbeing, in a given set of social and environmental circumstances. Unlike the medical model of disability, our welfarist approach does not tie disability to deviation from normal species' functioning, nor does it understand disability in essentialist terms. Like the social model of disability, the welfarist approach sees disability as a harmful state that results from the interaction between a person's biology and psychology and his or her surrounding environment. However, unlike the social model, it denies that the harm associated with disability is entirely due to social prejudice or injustice. In this paper, we outline and clarify the welfarist approach, answer common objections and illustrate its usefulness in addressing a range of difficult ethical questions involving disability. It is now broadly accepted that disability is a concept infused with both descriptive and evaluative meaning, such that invoking the concept of disability necessarily involves making judgements of moral value as well as describing certain facts about individuals. This paper aims to map the complex terrain that shapes our current understandings of disability by outlining five distinct 'discourses of disability'. It is shown how the similarities and differences between the discourses hinge on different ways of making sense of the descriptive and evaluative dimensions of the concept, and the relationships between these dimensions. The paper concludes by considering the specific implications that these different ways of elucidating the concept of disability might have for the provision of clinical ethics support, both in terms of shaping ethical decision-making relating to people with disabilities and in terms of framing the process of providing clinical ethics support itself. This paper recounts the events surrounding the case of Ashley X, a severely disabled young girl whose parents opted for oestrogen therapy, a hysterectomy and breast removal - the so-called 'Ashley treatment' - in order to reduce her projected adult weight and improve her quality of life. Following a description of the events leading up to the procedure itself, and the worldwide debate which ensued, the main arguments in favour and against the procedures are presented. The paper also critically engages with a recent defence of the treatments presented by one of those closely involved with the case - Dr D Diekema. Finally, the recommendations of a report which criticizes procedures at the hospital in which the treatments took place are described, and it is argued that the main recommendation regarding the constitution of the Hospital Ethics Committee (HEC) is ill-thought through and is unlikely to have made any difference to the decision taken by the HEC to approve the Ashley treatments. This paper considers recent company law reform proposals in Hong Kong in relation to the ratification of breaches of directors' duties, and also makes suggestions for further reform. In the course of this discussion, comparisons will be made with the corresponding position under the UK Companies Act 2006. Finally, several wider observations in relation to the consequences of codification of common law principles and the divergence between English and Hong Kong company law will be offered. The aim is to suggest directions for future reform in the important but somewhat inaccessible area of ratification of breaches of directors' duties. While this paper seeks to consider these issues in the light of Hong Kong, the discussion would be of interest to those from other common law jurisdictions who are examining the issue of ratification or looking with interest at the recent United Kingdom company law reform efforts and considering whether to adopt them locally. Commentators have argued that we have entered a new era of migration described by Vertovec as a ‘transformative diversification of diversity’. Multiple variables of difference in the ethnicity, immigration status, rights and entitlements, age and gender profiles and patterns of distribution, of new migrants mean that the UK, and many other EU countries, are now home to the most diverse population ever experienced. The onset of super-diversity challenges traditional multicultural models of welfare provision originally based upon an understanding of migrants as large and geographically contained clusters of predominantly postcolonial migrants. These changes are occurring at a time when migration has become highly politicized, multiculturalism is being questioned, a shift is under way towards assimilation and welfare provision has become re-racialized. This paper argues that models of welfare provision need to be rethought to take into account the new reality of super-diversity in a way that is affordable, politically acceptable and meets the needs of all. Using data from research undertaken from studies of health service provision in the West Midlands the paper explores the challenges of meeting the needs of new migrants under existing provision, the costs of failing to adapt to super-diversity and the reasons why provision has failed to adapt. The author comments on Great Britain's Law Commission Consultation Paper No. 195, entitled Criminal Liability in Regulatory Contexts, which seeks to restrain the deployment of regulatory criminal law. The author concludes that the commission is strongly of the opinion that criminal law should be used only where there is stigma and that it should not be used to simply to regulate behaviour.

Anti-social behaviour is a problem in many modern-day communities. However, the ability of the police and other associated agencies to tackle this problem is limited due to the difficulties of gaining experience through training in the field, which is time-consuming and often dangerous. Virtual environment technology can provide a safe and controlled environment to assist police officer training in simulated urban environments. Public perceptions of anti-social behaviour are also important and virtual environments can be used to allow police practitioners to gain insight into how the public experience anti-social behaviour. A virtual environment system has been constructed to support police officers becoming more observant and confident at spotting indicators of anti-social behaviour. An evaluation study was conducted with practitioners and members of the public to compare the virtual environment with a paper-based alternative. Performance metrics were collected during the study and postsession questionnaires were used to evaluate the perceptions of 36 participants in regard to their experiences with the system. Performance in the virtual environment was comparable with a paper-based method. In addition, both practitioner and public participants positively received the virtual environment, with the majority indicating a preference for virtual environment simulations over conventional paper-based activities. This has implications for the further use of virtual environments as such systems can provide dynamic experiences over a wide variety of scenario-based environments. [ABSTRACT FROM AUTHOR]
