This paper assesses implications for the practical and theoretical understanding of consent in light of the coming into force of the European Cookie Directive (2009/136/EC). This Directive shifts behavioral advertising from being an opt-out practice to an opt-in one requiring consent. The aim of this paper is to assess conceptions of consent as detailed by the European Article 29 Data Protection Working Party, the UK government and the behavioral advertising industry. This is achieved through the application of philosophical understandings of consent generated in the first half of the paper that detail the ways in which these have been applied in health, an area that deals extensively with informed consent. The paper concludes by offering recommendations to behavioral advertisers on how best to implement opt-in consent policies so as to progress to ethically sound privacy practices. This paper engages with the progressive politics of climate change and resource constraint developed by the Transition ‘movement’ which looks to develop a positive local politics of the transition to a low carbon economy and society. At the heart of this politics is a vision of economic localisation rooted in a geographical imaginary of market towns with agricultural hinterlands. Consequently, the question of how the Transition model can be applied in urban settings has not been clear, leading to the implicit assumption that urban Transition initiatives are more complex and difficult. In contrast, this paper argues that the plasticity of Transition politics means that, in some cases, an urban context might be more productive for the development of Transition initiatives because it allows for a greater diversity of political action as well as providing a density of networks and resources that can be critical for the survival of grassroots interventions. This paper introduces the themed section of Critical Social Policy on social housing, privatization and neoliberalism. In tracing the key elements in the development of privatization and residualization since 1979, it argues that these can only be fully understood as part of a wider neoliberalizing agenda, an agenda that is driven by a particular class project. The paper also seeks to re-assert the importance of a critical approach to successive decades of social housing policies in the devolved UK, arguing that the classed basis of housing privatization policies has been largely overlooked by academics in favour of an evolutionary and ‘modernizing’ framework which isolates developments in social housing provision from other wider shifts in social welfare and in labour markets. This paper critically engages with a recent shift towards an emphasis on ‘resilience’ in policy and academic fields. The paper suggests that this shift is problematic for several reasons: that it supports normative value judgements; that it may overemphasize the ability of people to ‘bounce back’ and undervalue the hidden costs of resilience, especially those with gendered dimensions; and that it may be associated with policy prescriptions that shift responsibility for dealing with crisis away from the public sphere. Energy saving measures, if incorporated into existing and new buildings, can help the UK to achieve its ambitious goal to reduce carbon emissions by 80 per cent by 2050. Yet, the penetration of such technologies has been slow in the commercial real estate market. This paper examines the attitudes and preferences of office end users and their acceptance of carbon emission reducing technologies. It employs conjoint analysis to model the real estate decision-making of 150 respondents who claimed to have an input into their organisation’s choice of premises. The findings demonstrate that functionality and accessibility remain top priorities in occupiers’ choice of premises. Lower rents, improved corporate image and productivity are revealed as attributes that could compensate occupiers for energy-efficient attributes that restrict control over internal environment and operation of equipment. Despite the term 'never events' these events continue to happen in the NHS. This paper considers the findings from a review of the causes of nine surgical 'never events'; looking at the learning from the investigations to provide 'a window on the system' and considering the multiple issues that need to be addressed to reduce future risk. The paper discusses why many of the causes described in investigation reports cannot be adequately addressed by the action plans that target each individual cause - things are never that simple - instead the causes should be seen as a reflection of the current state of safety within an organization, showing the underlying cultural and systems issues that need to be addressed at a wider level than that of the incident itself. Participatory research (PR) strategies have been used extensively in policy and practice based research in the last fifteen years in the UK. This paper offers a critical reflection on the growth in PR programmes commissioned by statutory bodies as part of attempts to understand the influence of race, ethnicity and racism on issues related to substance misuse policy and practice. The stated aim of many PR programmes has been to alter the role of the communities involved, from the subject matter of research activity undertaken by academic outsiders, to co- roducers of knowledge. The paper addresses four specific issues: first, the recent political context in which the use of PR has grown; second, the ways in which participation and community have been operationalized in different projects; third, the differences between vertically driven and horizontally driven PR; and fourth, the different methods and modes of involvement and their implications. In line with the UK goal to reach carbon neutrality by 2050, the combination of photovoltaic electricity and the electrification of heating systems is considered an effective way to reduce greenhouse gas emissions, while 88% of schools in the UK are gas-heated. This paper analyses the electricity consumption at a 15 and 30 min resolution of different scenarios for the retrofitting of a primary school in London, UK, with an electrified heating system and the electricity production of different PV installations. High temporal resolution allows consideration of economic balances, in light of rising costs of energy in the UK in 2022, and the possibilities PV can have on decarbonizing heating systems in UK primary schools. Practical application - The high temporal resolution allows to provide a project economic balance with close to reality figures. It also allows schools to rely on energy produced on site with less price fluctuation and to have the educational benefit of the PV installation. The electrification of heating and transport and decarbonisation of supply creates a need for demand side flexibility to balance the grid. Heat pumps are expected to form a major part of heat delivery, and many modelling studies have investigated the technical potential of heat pump demand response. However, little empirical work has been reported on the practical implementation of such demand response in occupied homes. This paper presents a cross-case comparison of three early adopters of heat pump demand response in the UK. The aim was to reduce heat pump electricity consumption during the same peak period, but each employed a different control strategy: lowered air temperature setpoints, lowered flow temperature and blocked heat pump compressor. A 56–90% electricity reduction during the peak period was observed; the success of the demand response depended on how the control strategy affected the heat pump and the rest of the heating system. However, no one stakeholder is responsible for all these system components. The fabric, heating distribution and control system and heat pumps installed are highly heterogeneous across the stock, highlighting that flexibility mechanisms must be developed that can be tailored to or work across their range. Practical application : Three case studies of different heat pump demand response control strategies in real homes are presented. All three households reduced their electricity consumption during a peak period but delivered unintended consequences where the heat pump's logic did not correspond to the demand response requirements. This study highlights that the implementation of heat pump demand response to support electricity system operation requires a clear definition of electricity system need as well as practical demand response mechanisms to be integrated into heating system design. To assess risk factors for COVID-19 transmission and address the closure of mass gathering events since March 2020, the UK Government ran the Events Research Programme (ERP), following which it reopened live events in sports, music, and culture in July 2021. We report the rapid post-occupancy evaluation of Indoor Air Quality (IAQ) and associated long-range airborne transmission risk conducted in the Environmental Study of the ERP. Ten large venues around the UK were monitored with CO2 sensors at a high spatial and temporal resolution during 90 events. An IAQ Index based on CO2 concentration was developed, and all monitored spaces were classified in bands from A to G based on their average and maximum CO2 concentrations from all events. High resolution monitoring and the IAQ Index depicted the overall state of ventilation at live events, and allowed identification of issues with ventilation effectiveness and distribution, and of spaces with poor ventilation and the settings in which long-range airborne transmission risk may be increased. In numerous settings, CO2 concentrations were found to follow patterns relating to event management and specific occupancy of spaces around the venues. Good ventilation was observed in 90% of spaces monitored for given occupancies. Practical applications: High-resolution monitoring of indoor CO2 concentrations is necessary to detect the spatial variation of indoor air quality (IAQ) in large mass gathering event venues. The paper summarises COVID-19 ventilation guidance for buildings and defines a methodology for measurement and rapid assessment of IAQ during occupancy at live events that can be implemented by venue managers. Comparisons of the CO2 concentrations measured during the events identified the spaces at high risk of long-range transmission of airborne pathogens. This paper provides evidence on the impacts that students have had on neighbourhoods in five case study cities in the UK. Drawing on extensive qualitative interview data in these cities, the paper shows how national policy towards higher education had unintended and unanticipated problems for urban policy-makers. It argues that responses to these problems are shaped by discourses about what is normalised student behaviour and, implicitly, class-based ideologies. This paper considers the continuing resilience of the notion of community in social policy making and wider political commentary in the contemporary UK. Focusing in particular on the ways in which community is negatively and positively invoked and mobilized in narratives of the ‘big’ and ‘broken’ societies, it considers why the notion of community, so popular with the previous New Labour government, continues to enchant the present UK Coalition government and has been given added resonance in the context of the economic crisis and of the ‘austerity’ measures currently being adopted. The paper argues that placing community at the heart of current welfare provision illuminates a number of tensions in the UK government’s policy-making agenda. Informed by a discussion of Liverpool – once one of the big society ‘laboratories’ – we highlight the contradictions between top-down, depoliticized understandings of community and the types of community engagement and participation that are to be found in poor, disadvantaged communities in particular. In the National Health Service in England there are many sources of information pertaining to patient safety. This paper sets out to describe the challenge of measuring patient safety and describes the key data sources that underpin the national understanding of the area. The paper will describe how utilizing all of the available patient safety data, irrespective of the variability inherent, can ensure that practising clinicians have a better understanding of the current picture of patient safety and can fully evidence the efficacy of their improvement actions. Examples of effective triangulation of these data sources are given with acknowledgement of the challenges this can present in terms of engagement and understanding, particularly in the clinical context. In the lead-up to the peak of the financial bubble (and before the onset of the global financial crisis), property was regularly promoted as a ready-made alternative to private pensions. This paper explores the importance of owner-occupied housing for the retirement savings strategies of defined contribution (DC) pension plan members. Based upon a unique survey of over 2300 participants in the DC pension scheme of a London-based international bank, an assessment is made of the statistical significance of respondents’ socioeconomic status and risk preference in predicting the significance or otherwise of their home for retirement saving. Relatively few respondents indicated that they were likely to rely on their home. Those that indicated reliance were relatively older, higher-paid and married employees. This paper explores how young people experience territoriality in six British cities. It challenges the prevailing view within existing literature that young people derive important benefits from their ability to shape their identities by occupying public spaces. The paper is based on an exploratory study using semi-structured interviews, focus groups and cognitive mapping with young people. The origins, motivations and impacts of territoriality among groups and ‘gangs’ are examined, especially among those groups who possess an acute sense of place attachment and rivalry with groups from other neighbourhoods. It finds that territoriality is a form of cultural capital passed from one generation to the next, often with rich, heavily mythologised histories. Territoriality comes from the close affinity between young people and place and is often expressed through periodic violent confrontations. This paper interrogates a concept at the core of a social policy agenda that has dominated thinking in the UK over the past decade. It argues that the notion of ‘community cohesion’ is based on a fundamentally flawed interpretation of the sources of tension and conflict in Britain’s towns and cities. It overly ethnicizes societal divisions and essentializes ethnicity. Examining the development of government policy since 2001 the paper shows that the result has been a predominantly culturalist agenda that obscures key sources of division, most notably those related to social class and material inequality. It is argued that the hegemonic status of this policy stream has also undermined the equalities agenda. The commercial prospects of speculative housebuilders depend crucially on successful land acquisitions. This paper presents new evidence revealing the importance housebuilders attach to networks with other important actors in securing future land supplies. Since networks depend on trust, reputation and voluntary collaboration, they indicate the importance of social relations within the industry. The paper argues that UK speculative housebuilders rely more on networks than markets to source land and that they structure those networks to enhance their own competitive positions. Reflecting Granovetter’s belief in the strength of weak ties, the paper emphasises the breadth not depth of housebuilder networks and contends that social relations within the industry are primarily dependent on pragmatic considerations of mutual self-interest. This paper examines trade union networking and community-oriented activity through the recent development of learning strategies in relation to migrant workers. The paper locates the discussion on learning in relation to union attempts to develop a broader urban and community-based view of the union as an organisation. It assesses the innovative ways trade unions deploy their learning strategies given the challenges associated with a liberal market economy, in particular, in relation to poor levels of co-ordination amongst key social organisations and low levels of state commitment to the area of training. The paper draws on five empirical case studies of such innovative union approaches and concludes that many of these learning initiatives represent a significant intervention by unions in local urban and community-based contexts. However, it also notes that these appear to be disconnected from stable and consistent forms of local community-based organisation and, in part, remain enveloped in a marketised project-based approach which is piecemeal and in many aspects financially dependent on the state. This paper provides a cost estimating framework for electrical, electronic and electromechanical (EEE) components obsolescence, which represents the main source of obsolescence issues, owing to the increasingly short life cycle of these types of component. The framework comprises several areas: component complexity levels, obsolescence management levels, obsolescence resolution profiles and obsolescence cost metrics. Several studies, based on the literature and on interaction with numerous obsolescence management experts from industry, have been employed in this research, following a systematic approach. The framework is able to estimate the non-recurring cost of obsolescence during the contracted period within the in-service phase. This is based on the information available at the bidding stage concerning the product breakdown structure (PBS) and the obsolescence management strategy deployed. This framework has been validated at four different UK organizations in the defence and aerospace sectors using seven case studies, one of which is presented in this paper in detail. This paper considers the impact of existing land use patterns on housing supply price elasticities in local areas of England, under existing planning policies. The paper demonstrates that, despite common national planning policies, local supply responses to market pressures vary considerably, because of differences in historical land uses. The study area covers the Thames Gateway and Thames Valley, which lie to the east and west of London respectively. However, whereas the latter is one of the wealthiest areas of England, the former includes some of the highest pockets of deprivation and was a government priority area for increasing housing supply. Empirical evidence suggests that planning policies significantly impact on investment property market performance in the UK. It is less clear, however, how information about the planning policy environment feeds into investment decision-making. This paper seeks to explore this issue. It reports on interviews with the property investment community and focuses on the decision to invest in the retail sector. The paper uses a six-stage model of the investment decision-making process as a framework for analysing the way in which concerns about policy impact on behaviour. The results suggest that an understanding of the policy environment and the development of a relationship with local planning authorities are most important in the post-acquisition asset management stage of the investment process. The research also reveals variations in access to policy intelligence and that approaches to analysis of the likely effects of planning regimes vary with fund type and strategy. This paper seeks to critically examine the emergence of contemporary religious fundamentalisms and how they have been able to acquire influence in a way that has opened new ‘fault lines’ within multiculturalist public policy discourse. Specifically, the paper is interested in understanding the curiously paradoxical place of religion and faith based groupings in the contemporary multicultural polity, and the confusion, and in some instances conflicts, this has caused amongst the Left. This is illustrated through an extended examination of the Shabina Begum case concerning a Muslim schoolgirl and her demands to wear the jilbab, a specific religious headscarf, to school. It is argued that, in part, these ideological fault lines have resulted from an uncritical embrace by some progressives of ideas associated with postmodernist thinking; in particular the uncritical assertion of virtues of anti-universalism and cultural relativism. This then leaves an urgent task for progressives to think through some alternatives based on a re-articulation of a new political discourse of egalitarianism which is unashamedly universalist and secular. Commentators have argued that we have entered a new era of migration described by Vertovec as a ‘transformative diversification of diversity’. Multiple variables of difference in the ethnicity, immigration status, rights and entitlements, age and gender profiles and patterns of distribution, of new migrants mean that the UK, and many other EU countries, are now home to the most diverse population ever experienced. The onset of super-diversity challenges traditional multicultural models of welfare provision originally based upon an understanding of migrants as large and geographically contained clusters of predominantly postcolonial migrants. These changes are occurring at a time when migration has become highly politicized, multiculturalism is being questioned, a shift is under way towards assimilation and welfare provision has become re-racialized. This paper argues that models of welfare provision need to be rethought to take into account the new reality of super-diversity in a way that is affordable, politically acceptable and meets the needs of all. Using data from research undertaken from studies of health service provision in the West Midlands the paper explores the challenges of meeting the needs of new migrants under existing provision, the costs of failing to adapt to super-diversity and the reasons why provision has failed to adapt. The aim of this research was to predict the effect that the biodegradable municipal waste (BMW) diversion targets in the European Union landfill directive (99/31/EC) would have on landfill gas emissions. This is important for continued mitigation of these emissions. Work was undertaken in three stages using the GasSim model (v1.03) developed by the Environment Agency (England and Wales). The first stage considered the contribution to gas emissions made by each biodegradable component of the waste stream. The second stage considered how gas emissions from a landfill accepting biodegradable wastes with reduced biodegradable content would be affected. The third stage looked at the contribution to gas emissions from real samples of biologically pretreated BMW. For the first two stages, data on the waste components were available in the model. For the third stage samples were obtained from four different biological treatment facilities and the required parameters determined experimentally. The results of stage 1 indicated that in the first 15 years of the landfill the putrescible fraction makes the most significant contribution, after which paper/card becomes the most significant. The second stage found that biodegradability must be reduced by at least 60% to achieve a reduction in overall methane generation. The third stage found that emissions from samples of biologically pretreated BMW would result in a significant reduction in gas emissions over untreated waste, particularly in the early stage of the landfill lifetime; however, low level emissions would continue to occur for the long term. This paper analyses urban planning practices in South Yorkshire to reveal how EU strategic spatial ideas and values are reproduced. Specifically, the paper examines how the notion of spatial justice was interpreted as the organising concepts within the European Spatial Development Perspective became situated within a territory severely affected by deindustrialisation in the 1980s, but subsequently a major beneficiary of EU Structural Fund programmes. The analysis reveals how policy-making at this scale used a construct of polycentric urban development that reasserted a model of economic growth based on the indigenous assets held in city centres at the expense of more redistributive measures targeted at the former coal-mining communities in the sub-region. This paper presents the results of the second phase of a Research Information Network study, which sought to establish the impact of e-journals on the scholarly behaviour of researchers in the UK. The first phase of the project was a deep log analysis of the usage and information seeking behaviour of researchers in connection with the ScienceDirect and Oxford Journals databases. This paper reports on the second phase, which sought to explain and provide context for the deep log data by taking the questions raised by the quantitative study to the research community via interview, questionnaire and observation. Nine major research institutions took part, six subjects were covered and the behaviour of about 1400 people was analyzed. Findings show that academic journals have become central to all disciplines and that the e-form is the prime means of access. Most importantly the study demonstrates that computer usage logs provide an accurate picture of online behaviour. This paper reflects on a pilot programme to evaluate the use and effectiveness of design coding. It focuses on the roles and relationships between the different stakeholders in the coding process and compares the preconceptions about coding with actual experiences in use. The paper reveals the gulf in professional cultures that impact on the development process. This is underpinned by the continuing struggle between creative, market-driven and regulatory modes of praxis. The paper is polemical in that it points the finger at approaches that potentially undermine the creation of the built environment as a collective endeavour. It is also propositional in that it draws from the evidence-base provided by the pilot programme to propose that design coding could, if used correctly, positively regulate the essentials of urbanism, whilst leaving room for design creativity and enhanced market value. The paper discusses the long-term relationship between property investment and urban economic change which is in turn the consequence of changing transport and industrial technologies. This is exemplified by the decentralisation of economic activities and population suburbanisation that has transformed the spatial structure of cities in the UK over the past 30 years. As part of this process, new property forms have revolved including retail parks and office parks. The paper examines the consequences for the property market and the responses of the planning system and institutional property investors that have traditionally viewed property as a long-term investment medium. The analysis begins by considering the context of urban economic change. The heart of the research examines the changing structure of property portfolios and the development of investment markets for these new property forms. Since the creation of the National Health Service (NHS) in the United Kingdom in 1948 there have been significant changes in the way waste materials produced by healthcare facilities have been managed due to a number of environmental, legal and social drivers. This paper reviews the key changes in legislation and healthcare waste management that have occurred in the UK between 1948 and the present time. It investigates reasons for the changes and how the problems associated with healthcare wastes have been addressed. The reaction of the public to offensive disposal practices taking place locally required political action by the UK government and subsequently by the European legislature. The relatively new UK industry of hazardous healthcare waste management has developed rapidly over the past 25 years in response to significant changes in healthcare practices. The growth in knowledge and appreciation of environmental issues has also been fundamental to the development of this industry. Legislation emanating from Europe is now responsible for driving change to UK healthcare waste management. This paper examines the drivers that have caused the healthcare waste management to move forward in the 60 years since the NHS was formed. It demonstrates that the situation has moved from a position where there was no overall strategy to the current situation where there is a strong regulatory framework but still no national strategy. The reasons for this situation are examined and based upon the experience gained; suggestions are made for the benefit of countries with systems for healthcare waste management still in the early stages of development or without any provisions at all. Since the advent of political devolution in the UK, it has been widely reported that markedly different health policies have emerged. However, most of these analyses are based on a comparison of health care policies and, as such, only tell part of a complex and evolving story. This paper considers official responses to a shared public health policy aim, the reduction of health inequalities, through an examination of national policy statements produced in England, Scotland and Wales respectively since 1997. The analysis suggests that the relatively consistent manner in which the `policy problem' of health inequalities has been framed combined with the dominance of a medical model of health have constrained policy responses. To what extent does the Freirean concept of submerged consciousness contribute towards understanding of tenant participation in housing stock transfers? This paper describes the policy and process of housing stock transfer, noting both its contested nature and the role of tenants in the process. It explores Freire's concept of submerged consciousness, relating it to a cliché common amongst tenants experiencing stock transfer-'better the devil you know'-before applying a Freirean analytical framework to an ethnographic study of a housing stock transfer. The paper concludes that Freire does offer a valuable analytical framework in respect of tenant participation in housing stock transfers, before offering some suggestions for further, related research. This paper presents new findings regarding the public response to public spending cuts as part of the UK Government fiscal consolidation programme, specifically to the perceived effects of reduced library opening hours on the public library user in a city in the North of England. An inductive approach was taken to the mixed methods study, using a self-completion, cross-sectional survey distributed to adults visiting one of three libraries in the city during a six-day period. Qualitative and quantitative data analyses indicate a shared level of dissatisfaction with the service reductions across the respondents, and a shared perception of having been adversely affected. Statistical analyses revealed a strong level of agreement that the changes had a significantly negative impact on different aspects of respondents' lives. The existing literature on modelling provides two main ways of viewing model migration: a modular view, which seeks to decompose models in their constitutive elements, and thus provides a view on what it is that migrates; and a practice-based view, which focuses on modelling as an activity, and understands a model as intricately entangled with its context of use. This article brings together these two sensitivities by focusing on ontologies of modelling. The paper presents a case study of the appropriation of modern finance theory's 'no-arbitrage' models by British actuaries – a process that gradually unfolded at around the turn of the century and led to significant friction within the UK's insurance industry. We can distinguish two main modelling ontologies: a 'risk-neutral ontology', which underpins no-arbitrage models and holds that the value of financial instruments is determined by 'arbitrage'; and, a 'real-world ontology', which assumes that the economic world consists of real probabilities that may be approximated through a combination of archival-statistical methods and expert judgment. The appropriation of the risk-neutral modelling ontology was made possible by the declining legitimacy of actuarial expertise as 'financial stewards' of life insurance companies. The risk-neutral modelling ontology provided an 'objective' alternative to the traditional actuarial models, which explicitly required actuaries to make 'prudent' judgments. Despite the fact that the no-arbitrage modelling was considered an 'objective' affair, the valuation models that insurers use today are strongly shaped by political compromises, a result of the 'rough edges' of models. The affordability of housing is a major policy issue that has increasingly become a concern for UK government as house prices have risen dramatically in recent years. This is partly because of the importance of affordability for the recruitment and retention of key workers, many of whom are on national pay scales and earning salaries that do not fully reflect the differences in prices that exist, in particular between London and the South East and the rest of Great Britain. Government policy is to increase the supply of housing in order to improve affordability in the greater South East. However, assuming that this expansion in housing supply is also to be accompanied by an expansion in employment, the outcome is that there will be both an increase in supply and in demand for housing, with the counter-intuitive result that, under one of the scenarios set out in this paper, in some areas affordability will worsen rather than improve. The concept of a knowledge-based approach to policy making (also referred to as 'evidence-based policy making' or 'science meets policy') has been around for 10 years, and is widely 'signed up to' by Governments. This paper examines the theory and the practice at national government (using the UK as a case study) and European levels, looking at how the knowledge-based approach has been applied in waste and resources management. There is general agreement that a knowledge(or evidence-) based approach to policy making is a 'good thing'; however putting the concept into practice has proven challenging and is still evolving. The linkages between researchers and policy makers need to be further strengthened, as does the 'demand' for evidence from policy; requiring policy specialists to articulate their requirements for evidence sufficiently well in advance, and to do so routinely, is still an area of weakness. Using a model developed by the UK's Department for Environment, Food and Rural Affairs (Defra), we examine in detail some of the implications of changing the question from 'is this good research on waste and resources issues?' to 'is this good evidence for waste and resources policy?'. The paper also provides recommendations for further work required to achieve this at a European level, and for priority areas where international co-ordination of waste and resources research could add most value to policy. This paper presents empirical evidence and analysis that supports the existence of a significant heat loss mechanism resulting from air movement through cavities in party walls in masonry construction. A range of heat loss experiments were undertaken as part of the Stamford Brook housing field trial in Altrincham in the United Kingdom. Co-heating tests showed a large discrepancy between the predicted and measured whole house heat loss coefficients. Analysis of the co-heating results, along with internal temperature data, thermal imaging and a theoretical analysis indicated that the most likely explanation for the discrepancy was bypassing of the thermal insulation via the uninsulated party wall cavities. The data show that such a bypass mechanism is potentially the largest single contributor to heat loss in terraced dwellings built to the 2006 revision of the Building Regulations. A comparable convective heat bypass associated with masonry party walls was identified in the late 1970s during the course of the Twin Rivers Project in the United States, albeit in a somewhat different construction from that used at Stamford Brook. A similar effect was also reported in the United Kingdom in the mid 1990s. However, it appears that no action was taken at that time either to confirm the results, to develop any technical solutions, or to amend standards for calculating heat losses from buildings. Current conventions for heat loss calculations in the United Kingdom do not take account of heat losses associated with party walls and it is suggested by the authors that such conventions may need to be updated to take account of the effect described in this paper. In the final part of the paper, the authors propose straightforward solutions to prevent bypassing of roof insulation via party walls by for example filling the cavity of the party wall with mineral fibre insulation, or by inserting a cavity closer across the cavity in the plane of the roof insulation. Practical application: The heat bypass mechanism described in this paper is believed by the authors to contribute to a significant proportion of heat loss from buildings in the UK constructed with clear cavities such as those found in separating walls between cavity masonry dwellings. It is proposed that relatively simple design changes could be undertaken to eliminate such heat loss pathways from new buildings. In addition, simple and cost effective measures are envisaged that could be used to minimise or eliminate the bypass from existing buildings. The paper assesses the impact of the elected executive mayor on leadership and management in UK local government After exploring the new executive arrangements introduced by the Local Government Act 2000, the three themes of governing, governance and allegiance within mayoral councils are discussed in detail. Principally using the results of interviews with a group of the mayors first elected in 2002, the paper suggests that the directly elected mayor has an enhanced individual role in the leadership of the local council, that elected mayors increasingly coordinate the efforts of external partners in the wider governance of the area, that new and potentially problematic relationships are developed with elected councillors and with senior managers, and that there is a changed local political context in which the mayor must now operate. The elected mayor is seen as both leader and manager. It is suggested that mayors have sought a new direct relationship with the public and that this has implications for the continued role of other local representatives. Finally, the prospects for extending the mayoral experiment under the ‘modernization’ framework of the government re-elected in May 2005 are examined. Although the mayoral initiative has been adopted in only a small number of councils, it is concluded that leadership and management of the local authority are significantly changed within those areas. With the EU Energy Performance in Buildings Directive imminent in 2006, attention is focusing on how to reduce carbon emissions from buildings in practice. This research was undertaken to try to establish some 'real' buildingbased figures for the energy performance of air-conditioning systems in UK office buildings. One of the major questions to be answered is whether chilled beam and ceiling systems really are more efficient than traditional air-conditioning systems when used in the real world. This paper presents findings of a twoyear field monitoring study investigating the energy performance of air-conditioning (AC) systems in UK office buildings. The findings shown in this paper include: 1) the cooling power demand for the various air-conditioning systems monitored; 2) comparison of national energy consumption and carbon emissions bench-marks to the monitored systems; 3) comparison of the energy consumption and carbon emissions of reverse-cycle AC systems with traditional heating-only systems. The results show that chilled ceiling systems typically consume significantly less energy than the other generic AC types in the heating and cooling of office buildings. However, all the generic AC system types studied appeared capable of meeting current 'good practice' standards for energy use in the UK. Practical application: The work provides an insight into the energy performance achieved by real AC systems as operated in UK Offices. When the EC Energy Performance in Buildings Directive becomes law in January 2006 the practically achievable energy and emissions performance of building services will fall more sharply into focus for designers. It is hoped that this paper will provide information useful to both designers and operators of AC systems in the UK as they attempt to reduce the impact of AC systems on the environment. The National Health Service was set up to provide healthcare to every citizen, based not on the ability to pay, but on need. However, the Secretary of State for Health's duty under section 1 of the National Health Service Act 2006 to promote a comprehensive health service is to provide services that can be provided within the resources available. As those resources are not unlimited, it is necessary to ration them. The issue of rationing of resources in the NHS came up again in R (Wallpott) v Welsh Health Specialised Services Committee and Aneurin Bevan University Health Board [2021] EWHC 3291 (Admin). This paper reviews that case and comments on it, looking at why there is rationing of NHS resources and at the approach of the courts to the issue. Drives to improve industry performance are being hindered by difficulties in managing the construction design process, preventing the UK construction industry from delivering projects on time, to budget and to the specified quality. This paper reports on a research project at a major UK civil and building design and construction company to develop and deploy a training initiative capable of making significant improvements to its design management performance and deliver benefits to many project stakeholders. It describes the development, content and trailing of the training material and a suite of 21 design management tools to drive change throughout the organization. The paper is likely to be of interest to those involved in design management and the development of tools and practices to help the industry improve design management performance. ABSTRACT The privatization of the British electricity supply industry (ESI) in the late 1980s and early 1990s was associated with a transformation in electricity generation technology. In a sudden and unexpected 'dash for gas', previously unused combined cycle gas turbine plant was adopted for all new large power stations. Gas turbine technology, politically and institutionally excluded from the industry before privatization, gained ascendancy due to the coincidence and interaction of FSI liberalization with lower fuel prices and greater availability, improved turbine performance, pollution abatement legislation, and the manifestation of institutional tensions accumulated under nationalization. An earlier paper found that the demise of established generation technology, particularly the British nuclear power programme, exposed the inadequacies of autonomistic and deterministic notions of technological change. The present paper considers the value of a more subtle framework — Hughes' sociotechnical systems model — for analysing the rise of gas turbines in the British ESI. The systems perspective enables the dash for gas to be understood, rather than as a result of technical and economic imperatives, or structural and regulatory reform, as a contingent and largely unplanned outcome of the interplay of previously excluded international forces with latent local interests, mediated by policymaking expediency. This paper aims to enrich our understanding of the history and substance of cybernetics. It reviews the work of three British cyberneticians — W. Ross Ashby, Stafford Beer and Gordon Pask — paying attention particularly to the materiality of their practice — the strange and fascinating devices and systems that were at the heart of their work — and to the worldly projects they pursued — scientific, technological, artistic, organizational, political and spiritual. Connections are drawn between cybernetics and recent theoretical work in science and technology studies, in the hope of illuminating key features of both. The paper concludes by suggesting that the antidisciplinary impulse of contemporary science studies might find inspiration in the work of cyberneticians — that theory does not have to remain confined to the realm of theory. Social housing providers in many advanced economies have been directed towards market-orientated and commercial business models, whereas the scope of the private rental sector has been increasingly expanded to the provision of housing for low-income households. Where these developments coincided, the demarcation between the activities of social and private landlords has blurred, with the result of increasing competitive pressure on both groups. This paper sheds light on the behavioural aspects of competition by introducing the concept of inter-landlord rivalry in local rental housing markets. Drawing on data from 36 in-depth interviews with social and private landlords in Coventry/England and Breda/the Netherlands, this study shows that existing perceptions of rivalry among most landlords are exceptional in low-income renting but pronounced in more expensive, commercial rental segments. The paper will demonstrate that these perceptions are highly subjective and non-reciprocal. Moreover, competitive perceptions and interactions are strongly affected by political and market structural settings, and appear to be dependent on the trade-off between the social mission and commercial goals of individual housing associations in the social housing sector. This paper presents a discussion of the development of wind energy generation in the United Kingdom and the challenges faced by the wind industry including reliability, performance and condition monitoring, particularly in the offshore environment. The worldwide installed capacity of offshore wind has now risen to over 7 GW, with an ever increasing deployment rate of new assets. About 90% of the global currently installed capacity is in Northern Europe, with the United Kingdom having the world's largest share at 4 GW. Capacity factor data from UK offshore wind farms is presented, providing an insight into the current performance of large Round 2 offshore wind farms compared to the earlier Round 1 farms and to onshore farms. The data reveal that the United Kingdom's Round 2 offshore farms are achieving an average monthly capacity factor of 38.3% with a peak value of 75.8%. The older Round 1 farms have a lower average capacity factor of 33.6% while large onshore farms with capacities above 100 MW have achieved 25.6%. Offshore wind turbine performance has improved over time, and the industry is applying the learning from early experiences to achieve better performances at the more recently installed farms. Despite these improvements in turbine availability, the cost of energy from wind, particularly offshore, remains too high for it to be a commercially viable form of generation without subsidies. Reducing the cost of energy from wind to economically sustainable levels is the most important challenge facing the industry today. Operation and maintenance costs constitute up to 30 % of the total cost of energy from wind in large farms. The industry must overcome the challenges associated with improving component reliability and the development and adoption by operators of appropriate condition monitoring systems and maintenance strategies, in order to reduce costs to sustainable levels. Conspiracy beliefs have been found to have negative real-world consequences that can impact interpersonal relationships; however, this remains an under-researched area. With the current popularity of conspiracy movements such as QAnon, more research into these phenomena is necessary. The present research therefore aimed to explore the impact of QAnon belief on interpersonal relationships. Fifteen participants aged 21–54 (M = 41) with a QAnon-affiliated loved one were interviewed about how QAnon has changed their relationship. Using thematic analysis, four main themes were identified: Malignant Q, Distance, Qonflict, and Attempts at Healing. Participants characterized QAnon as a malignant force in their relationships and communicated with their loved ones less as a result. Although QAnon was a source of conflict and tension for all participants, they were motivated to understand their loved ones. Most participants who still had relationships with their loved ones were motivated to heal or maintain their relationships, while those who no longer did had previously tried many different strategies to save their relationships. These findings provide greater insight into how QAnon can impact relationships, offering fruitful directions for future research examining how individuals can heal from QAnon-afflicted relationships. Resistance to housing and welfare reforms on economic, 'practical' grounds was shattered by the covid-19 pandemic, which demonstrated that where there is a will there is a way when it comes to providing housing. Despite a purported 'right' to adequate housing, many people in the UK face profound challenges accessing stable accommodation. Drawing from a biographical-narrative study, this article details experiences of men who have the right to adequate housing denied and thus experience housing insecurity. Subsequently, it explores how such insecurity exacerbates pre-existing mental health problems. The core argument of the article is that welfare reforms produced the sense of a constant threat of homelessness and destitution for the 17 male participants in the study who claimed sickness benefits. This sense of constant threat manifested itself through (a) the production of present homelessness at the time of the research and (b) and underlying anxiety, fear and threat of homelessness. The article contends that the UK social security system perpetuates the structural and emotional drivers of mental distress, creating a deleterious cycle of poverty, insecurity and ill-health, concluding that the provision of stable housing is an upstream intervention to improve mental health and reduce social exclusion.
