This paper aims to identify what aviation experts consider to be the key features of effective communication by examining in detail their commentary on a 17-minute segment of recorded radiotelephony discourse between a Russian pilot and a Korean air traffic controller. The segment was played to three practising pilots and three air traffic controllers. Their commentary on the qualities of communication displayed in the interaction was recorded and coded thematically, using a grounded ethnography approach. The analysis revealed that although the Russian pilot was viewed as having limited English proficiency, the strategies he used to make himself understood were evaluated positively as fulfilling the requirements of the professional role. By contrast, the Korean air traffic controller, although not evaluated as having limited proficiency, was criticized for his lack of professional knowledge. The discourse analysis and the feedback given by these expert informants highlight not only the nature of the miscommunication arising in unexpected situations, but also the multiple factors that may contribute to it. While language proficiency is clearly an issue, there are many other sources of miscommunication that emerge during the exchange. These findings are used to critique the narrow, language-focused oral proficiency construct as articulated in the holistic descriptors and the rating scale stipulated by the International Civil Aviation Organization (ICAO, 2010) as the basis for tests of aviation English worldwide. Instead the paper proposes an expanded construct of oral communication incorporating elements of professional knowledge and behaviour with a focus on interactional competence specific to this context. This article provides an overview of the Australian Competition and Consumer Commission (ACCC) Digital Platforms Inquiry, as a case study in the new thinking about digital platform regulation taking place in many nations. With its focus upon the impact of digital platforms on news and journalism, the ACCC Inquiry parallels other reviews, such as the Cairncross Review on the Future of Journalism in the United Kingdom. While the Inquiry had a somewhat 'accidental' history, the core issues that it raised have acquired considerable political resonance in Australia. The concept of harms provides a useful lens through which to understand the ACCC's focus, as it identified harms caused by the market dominance of Google and Facebook for traditional news media businesses, and for consumers and citizens. Responding to the ACCC Final Report will present challenges in identifying the public good dimension of journalism and who should pay for it, the scope and reach of digital platform regulation and its relationship to media policy and regulation, and the scope for small nations to effectively manage the power of global digital platform giants. Unaccompanied asylum-seeking children and young people are a particularly vulnerable group. This paper examines the existing literature on this group of children and young people in and leaving out-of-home care in the UK and Australia, and compares and contrasts their experiences. The nature of call centre 'logics' and their predominance in routine commercial areas of the economy underscored much of the early research into call centre operations. Recent regulatory, structural and technological developments in advanced economies underscored subsequent migrations of call centres from the private to the public sector (Glucksman, 2004; Taylor and Bain, 2007). Further call centre migrations have also occurred into more skilled occupations in the public sector. Drawing on published and unpublished research on in-bound call centres operating in social work and nursing in the UK and Australia, this discussion analyses the dual migration of call centres from routine commercial operations to professional public sector services. The following discussion recognizes the viability of cost efficient and customer service dualities, however, given shifts into more complex areas of service delivery, pre-existing norms of professional practice became another important driver of call centre labour processes. This paper seeks to broaden the scope of internal labour market analysis by investigating changes in the character of company employment systems in a cross-national context. Taking Britain and Australia as the point of reference, the aim is to ascertain whether there are common trends emerging in the character of internal labour markets despite national variations in employment regulation and labour market policy trajectories. Through an analysis of matched organisations in the banking and postal service industries, as well as macro labour market trends, the study finds that comparable forms of employment flexibility, such as part-time working, have developed in both Britain and Australia. At the same time, however, important divergencies have emerged in the structure of pay, largely due to the distinctive impact of national regulatory systems. It is argued that sectorally specific imperatives, such as competitive and technological pressures, arid the state and regulatory frameworks, have been simultaneously influential in the restructuring of employment systems in these two countries. This article discusses policy debates in the United Kingdom and Australia concerning the regulation of online pornographic content as it relates to children. Through a thematic analysis of qualitative interviews with key stakeholders at the negotiation table, we find that rather than positivist notions of the 'developing' and 'vulnerable' child dominating policy discourse, post-modern representations of the 'savvy' and 'agentic' child have come to dominate policy culture and outcomes. In this scenario, the regulatory role of states in providing media protection is diminished, while neoliberal forms of governance that emphasise the responsibility of individuals, including parents and children, have come to dominate the emerging policy landscape. This article analyses childcare services in six countries, assessing this policy instrument's potential to facilitate parents' capabilities for arranging childcare in a way they have reason to value. It draws on Sen's capability approach to conceptualize and assess childcare policy design across five key aspects of childcare provision (accessibility, availability, affordability, quality and flexibility) in a country-comparative perspective. The conceptualization of the multifaceted nature of childcare provides compelling insights into the complexity of comparing childcare services across countries. The ensuing analysis and comprehensive overview of national policies challenges the idea of a defamilialization policy cluster, which masks key distinctions between public and market service provision. The more nuanced conceptualization and operationalization of childcare policy design through the capability approach reveals parents' real opportunities for arranging childcare and the varying effects of policy design across gender and class. In addition, it goes beyond implicit commodification assumptions and opens up space for parents' potential desire for multiple care arrangement possibilities. [ABSTRACT FROM AUTHOR]

This article disaggregates high- and low-status care work across eight liberal welfare regimes: Australia, Canada, Iceland, Ireland, Israel, Switzerland, the United Kingdom and the United States. Using Luxembourg Income Study data, descriptive and multivariate analyses provide support for a 'migrant in the market' model of employment, notwithstanding variation across countries. The data demonstrate a wage penalty in both high- and low-status care employment in several liberal welfare regimes, with the latter (service jobs in health, education and social work) more likely to be part-time and situated in the private sector. Migrant care workers are found to work disproportionately in low-status, low-wage types of care and, in some cases, to incur additional wage penalties compared to native-born care workers with equivalent human capital. This article examines the extent to which issues of environmental sustainability are represented in three national social work codes of ethics -- the United Kingdom, the United States and Australia. These national codes are discussed and implications for social work are analysed with a view to strengthening the profession's position regarding environmental sustainability. Findings suggest that national codes do not include concern for environmental sustainability as a core professional concern. The authors make recommendations for developing ethical practice and further argue that the international professional body of social work, the International Federation of Social Workers (IFSW), should take a fundamental leadership role in advocating for environmental sustainability. In industrialized countries women have increasingly become a target group for active labour market policies, or ‘activation’. However, to date, the burgeoning literature on activation has tended to overlook its link with the highly gendered nature of welfare. This article presents the first comparative analysis of activation approaches for partnered women in the UK, Australia and Denmark. Three core arguments are put forward that emphasize how the ideas (causal claims, beliefs and assumptions) articulated by key policy actors were crucial to both the construction and delivery of activation policies. First, women’s differentiated access to benefits directly conflicted with the focus on the individual within activation policies. Second, activation was premised upon paid labour, embodying ideational assumptions about the meaning of (paid) work, in turn devaluing caring labour. Third, the ‘problematization’ of women outside the labour market resulted in their gendered ‘processing’ through the social security and activation systems. [ABSTRACT FROM PUBLISHER]

This article explores the relationship between foreign policy and political possibility in two parts. First, the relationship between foreign policy and political possibility is theorized around three analytical moments: political possibility is linked to the framing of conceivable, communicable and coercive foreign policy. Second, this framework is developed and demonstrated through a brief analysis of Coalition foreign policy in the War on Terror, considering American, British and Australian foreign policy between 2001 and 2003. This analysis dissects distinct and divergent Coalition foreign policies through a linked three-part conceptualization of political possibility. It enables an understanding of how the War on Terror was rendered possible through the construction of foreign policy in thinkable, resonant and ultimately dominant terms. Declining union density in Australia and Britain has focused attention on the need for union reorganization. This article examines how the development of closed shops in the two countries influenced member exit rates and the internal union relations now affecting union renewal. Findings show that legislative support for the Australian closed shop tended to foster more union dependency on state and employers, union bureaucratization, less active stewards and more dissatisfied members than in Britain. The subsequent outlawing of the Australian closed shop and increasing employer hostility resulted in higher levels of density decline than in Britain. While the greater resilience of British density supports the case for developing strong workplace unionism, the relative bureaucratization of Australian unions within an increasingly antagonistic context, against the British situation of relatively indifferent employers and steward independence, limits the transferability of strategies designed to achieve union renewal. This article compares the rise of anti-Muslim racism in Britain and Australia, from 1989 to 2001, as a foundation for assessing the extent to which the upsurge of Islamophobia after 11 September was a development of existing patterns of racism in these two countries. The respective histories of immigration and settlement by Muslim populations are outlined, along with the relevant immigration and 'ethnic affairs' policies and the resulting demographics. The article traces the ideologies of xenophobia that developed in Britain and Australia over this period, It records a transition from anti-Asian and anti-Arab racism to anti-Muslim racism, reflected in and responding to changes in the identities and cultural politics of the minority communities. It outlines instances of the racial and ethnic targeting by the state of the ethnic and religious minorities concerned, and postulates a causal relationship between this and the shifting patterns of acts of racial hatred, vilification and discrimination. This article explores the role of social work with asylum-seekers in Great Britain and Australia. It raises the questions of the contradictions for the profession in the light of increasingly repressive policies in both countries. Social work has always had as its major concern the interests of the most excluded groups in society, but it is now confronted with new social policies that challenge fundamentally its humanitarian and espoused human rights stance. Nowhere is this clearer than in the response by governments in Australia and Great Britain to people fleeing from oppressive regimes. There is little doubt that racialized policy has shaped both Australia's and Great Britain's treatment of immigrants and minorities. More recent approaches have proclaimed multiculturalism in Australia and anti-racism in Great Britain, to which current asylum policies are in direct contradiction. The current policies are characterized by deterrence and punishment. The international domain provides opportunities for social workers to condemn policies and practices that are contrary to the profession's mission.

Guidelines for the assessment of learners with English as an Additional Language (EAL) in Great Britain maintain the importance of teacher assessment as a component in the reporting process. In the British context, the national arrangement for the assessment of EAL learners is based on a combination of National Curriculum descriptors developed for mother tongue speakers together with supplementary descriptors in A language in common and a wide range of EAL descriptors generated by local education authorities and schools. In contrast, countries such as Australia, the U.S. and Canada have developed assessment frameworks specifically for use with EAL learners, both within specialized language programs and in mainstream education. In this article the authors explore how an analysis of EAL assessment can be enriched through international perspectives embedded in policy documents. This review is based on a critical evaluation undertaken for an ongoing research project funded by the National Association for Language Development in the Curriculum and the Paul Hamlyn Foundation. The project aims to provide comparative data on assessment systems which would be informative in the British context and evaluates six assessment frameworks.
