Recruitment is one of the main strategic tools for universities, which aim to hire the best possible candidates for their academic positions. However, not every institution can hire whom they perceive as the best. Our paper investigates what are perceived to be the most pressing hindrances to attracting the best researchers. We focus on national and disciplinary differences in researchers' perceptions of barriers to recruiting the best scholars in their fields. We surveyed researchers in economics and physics in the Netherlands, Norway, and the UK and find that economists emphasize salary level and institutional prestige as the main barriers, while physicists underline competition from non-academic actors and career development opportunities. We further find differences by country. In Norway, limited institutional prestige is a key barrier to attracting the best researchers, while researchers in the UK highlight salary levels. Respondents at Dutch universities claim that they experience multiple, equally important barriers.

This paper focuses on a generational change taking place in the Polish academic profession: a change in behaviors and attitudes between two groups of academics. One was socialized to academia under the communist regime (1945-1989) and the other entered the profession in the post-1989 transition period. Academics of all age groups are beginning to learn how tough the competition for research funding is, but young academics ("academics under 40"), being the target of recent policy initiatives, need to learn faster. Current reforms present a clear preferred image for a new generation of Polish academics: highly motivated, embedded in international research networks, publishing mostly internationally, and heavily involved in the competition for academic recognition and research funding. In the long run, without such a radical approach, any international competition between young Polish academics (with a low research orientation and high teaching hours) and their young Western European colleagues (with a high research orientation and low teaching hours) seems inconceivable, as our data on the average academic productivity clearly demonstrate. The quantitative background of this paper comes from 3704 returned questionnaires and the qualitative background from 60 semi-structured in-depth interviews. The paper takes a European comparative approach and contrasts Poland with 10 Western European countries (using 17,211 returned questionnaires).

Globalization steers modern society and contributes significantly to the internationalization of higher education. New means of transport and communication expand educational and research opportunities worldwide and higher education is becoming a blossoming global industry. It is also seen as a vital part of national policy and the national economy because in today's fiercely competitive world knowledge adds real value. In this environment, countries face a tough competition to be a magnet for world-class academics and the brightest students. In other words, they must make themselves academically attractive. Therefore this article tries to answer the question of what constitutes a country's "academic attraction." We will conceptualize the phenomenon of academic attraction and identify different measures of capturing it. Finally, the paper will identify the best available indicators to assess academic attraction and apply them to selected European Union countries (the UK, Germany, France, Italy, and the Netherlands). Social housing providers in many advanced economies have been directed towards market-orientated and commercial business models, whereas the scope of the private rental sector has been increasingly expanded to the provision of housing for low-income households. Where these developments coincided, the demarcation between the activities of social and private landlords has blurred, with the result of increasing competitive pressure on both groups. This paper sheds light on the behavioural aspects of competition by introducing the concept of inter-landlord rivalry in local rental housing markets. Drawing on data from 36 in-depth interviews with social and private landlords in Coventry/England and Breda/the Netherlands, this study shows that existing perceptions of rivalry among most landlords are exceptional in low-income renting but pronounced in more expensive, commercial rental segments. The paper will demonstrate that these perceptions are highly subjective and non-reciprocal. Moreover, competitive perceptions and interactions are strongly affected by political and market structural settings, and appear to be dependent on the trade-off between the social mission and commercial goals of individual housing associations in the social housing sector. A national health care service is one of the central pillars of the welfare state in Europe. Recent moves to modernise health care, alongside introducing efficiencies through competition have resulted in experimentation and a re-organisation of national health care systems. The experimental nature of the reforms has brought health care into the focus, but uncertain territory, of EU economic law, especially competition law. Added to these pressures, the new EU fiscal measures oblige Member States to avoid excessive budgets and macro-economic imbalances. One constraint on an EU-based system of competition in health care is the effect of decentralisation, resulting in variations at the national level. Thus a case study is taken of the experience in The Netherlands. From this case study, we argue that a new form of Euro-national competition law is emerging for the health care sector with national authorities taking the lead in shaping the contours of this law. This article examines how Dutch and British students socially construct the positional competition for jobs within their educational and labour market contexts. The findings illustrate two contrasting approaches to employability. The competition for jobs as understood by the Dutch students is based on absolute performance, an unclear relationship between skills and the labour market, and the development of human capital in areas of experiences, skills and abilities. For the British students it is based on relative performance, ranking of candidates and the importance of signals. The study also shows that these principles are aligned to national labour market and educational contexts. These results highlight the importance of the institutional context in how the positional competition for graduate jobs is played out. [ABSTRACT FROM PUBLISHER]
