The 605 documents presented in Volume 7 of The Papers of James Monroe date from April 1814, the midpoint of Monroe's term as secretary of state under President James Madison, to March 1817, just prior to his inauguration as president.Volume 7 opens in the midst of the War of 1812, documenting Monroe's role as military adviser to President Madison during an ill-fated defense of Washington in August 1814, his appointment as secretary of war in September 1814, and his return to the State Department in March 1815, when he began the work of normalizing relations with the European nations after the end of the Napoleonic wars. This volume contains a selection of papers presented at the Cinquième Colloque de Linguistique Romane/Fifth Colloquium on Romance Linguistics, which was held at Groningen University in September 1998. The theme of the colloquium was ‘adverbial modification in Romance languages'.Therefore, adverbial modification is the common denominator of the works in this volume. However, and interestingly enough, the viewpoints taken by the Various authors differ considerably: some of the works deal with traditional adverbs (Ocampo, Kampers-Manhe, Bok-Bennema, Molendijk), others with elements such as mood (de Jonge, Quer) or negation (de Swart). Degree modification is discussed by Cover and Doetjes. Modifying clauses are the topic of Le Draoulec's article and modifying nominals play a central role in Schroten's contribution. A special type of modification is the pragmatic one, which is represented by Montolio's article. This two–volume collection, supported by an in-depth introduction that addresses origins, actuality, endgame and afterlife, brings together for the first time contemporary documentation and more recent scholarship to give a broad picture of Japan's Treaty Ports and their inhabitants at work and play in the second half of the nineteenth century. The material selected, shows how the ports'existence and the Japanese struggle to end their special status, impacted on many aspects of modern Japan beyond their primary role as trading stations. Compared with their counterparts in China, the Japanese treaty ports cast a small shadow. They were far fewer – only four really mattered – and lasted for just under fifty years, while the Chinese ports made their centenary. Yet the Japanese ports were important. The thriving modern cities of Yokohama and Kobe had their origins as treaty ports. Nagasaki, a major centre of foreign trade since at least the sixteenth century, may not have owed so much to its treaty-port status, but it was a factor in its modern development.

Originally published in 1973, the chapters in this volume tackle a wide range of problems arising from this process of modernization. The first section looks at the discussion of ideas and theories about administration in the nineteenth century, when some organizational ideology became firmly-rooted and went unquestioned for many years. These chapters also examine the inevitable questions of reform and major reorganization which later arose in the United States, Britain and elsewhere. The second section moves on from the theory and practice of administrative structures to some consideration of practical problems within organizations, problems of personnel and administrative method. Management questions of staff conditions and careers and job differentiation are examined, and the Fulton report on reform in such areas is discussed. The final group of chapters looks at a variety of substantive issues such as defence and civil-military relations, the advent of independence from colonial government, development policies and development administration. Two major themes emerge. One concerns the extent to which administrative organizations are instruments to be used or institutions which exercise an almost autonomous control over our lives; to what extent is public policy translated into real terms by the institutions concerned? The second theme is concerned with the impact of institution on people, both in terms of broad policy and programmes and in practical, day-to-day communication across the counter between rank-and-file bureaucrat and the ordinary citizen.

In the mid-twentieth century, corporations consolidated control over agriculture on the backs of Mexican migrant laborers through a guestworker system called the Bracero Program. The National Agricultural Workers Union (NAWU) attempted to organize these workers but met with utter indifference from the AFL-CIO. Andrew J. Hazelton examines the NAWU's opposition to the Bracero Program against the backdrop of Mexican migration and the transformation of North American agriculture. His analysis details growers'abuse of the program to undercut organizing efforts, the NAWU's subsequent mobilization of reformers concerned by those abuses, and grower opposition to any restrictions on worker control. Though the union's organizing efforts failed, it nonetheless created effective strategies for pressuring growers and defending workers'rights. These strategies contributed to the abandonment of the Bracero Program in 1964 and set the stage for victories by the United Farm Workers and other movements in the years to come.

Yet when a crisis erupted over the extension of slavery into the territories acquired from Mexico, he answered the call and returned to the United States Senate. There he introduced a series of resolutions that ultimately passed as the Compromise of 1850, the most famous of his three compromises. In his attempt to provide for it an ideological core, he emphasized restoration of the Bank of the United States, distribution of the treasury surplus to the states, continued adherence to his Compromise Tariff Act of 1833, and federal funding of internal improvements. The achievement of these goals, Clay reasoned, would mitigate the severe impact of the Depression of 1837 and sweep the Whigs into the White House in 1840.Soon after the election of 1836, Clay began running again for the presidency. By 1838 it was clear to him that he would have to come to grips politically with the long-muted slavery question. This he did in February 1839 in a Senate speech that was so proslavery, anti-abolitionist, and racially extremist that it cost him the Whig presidential nomination at the Harrisburg convention in December 1839. William Henry Harrison was nominated in his stead and won handily. But one month after his inauguration Harrison died and Vice President John Tyler, a states'rights Democrat turned Whig, was elevated to the presidency.Senator Clay emerged from his disappointment at Harrisburg as the acknowledged leader of the Whig party and further unified it in a wide-ranging assault on the Tyler administration's refusal to support Whig principles. By the end of 1843 Tyler had been broken, the Whig party was Clay's to lead, and the Kentuckian was again in the presidential lists. Among these are the northeast boundary controversy with Great Britain, the exclusion of American trade from the British West Indies, and the settlement of U.S. spoliation claims with France. Equally frustrating to Clay is the fact that the enormous amount of time and effort he has expended in Adams's reelection campaign has produced so little in return. To his genuine amazement and dismay, Andrew Jackson defeats Adams decisively.The volume ends in March 1829 with Clay facing an uncertain future. Unsure whether he wants again to practice law, he contemplates instead the prospect of managing'Ashland,'his Lexington estate. At the same time, convinced that the Jackson administration can only end in disaster, Clay's thoughts turn to running again for the White House in 1832. Although there is a vast body of literature covering the ongoing debates concerning the novelty and gravity of the contemporary terrorist threat, as well as the most appropriate response to it, few authors have thus far analysed the complex set of counterterrorism measures that both the individual Member States and the European Union (EU) have attempted to develop. This volume offers a critical analysis of the measures the European Union has taken to combat terrorism and how, in a number of key areas, EU counterterrorism policy is more of a paper tiger than an effective counterterrorism device. Several legal EU counterterrorism instruments have not been properly implemented at the national level and questions have been raised regarding their effectiveness, appropriateness, and proportionality. The capabilities of EU agencies in the area of counterterrorism remain rather weak and the EU Counterterrorism Coordinator does not have any real powers apart from persuasion. However, this does not mean that EU level action cannot offer any value-added in the fight against terrorism. There are several areas where the EU can provide genuine value-added in the fight against terrorism due to the transnational nature of the contemporary terrorist threat and the nature of a borderless Europe.

Returning to Kentucky in the spring of 1829 after four years as secretary of state in the administration of John Quincy Adams, Henry Clay quickly regained the political dominance at home that would carry him to the U.S. Senate in 1831. Assuming leadership of the anti-Jackson forces, Senator Clay in 1832 mounted a spirited campaign for the presidency, advocating recharter of the national bank, high protective tariffs, and internal improvements, and alleging the administrative incompetence of Jackson and his cronies. Clay's defeat by the popular military hero was probably foreordained, but he emerged with sufficient national prestige to play the leading role in mediation of the nullification crisis of December 1832-March 1833. The battle over the constitutionality of the protective tariff, during which the words secession, invasion, and civil war were freely used, pitted Jackson and the power of the federal government against the states'rights politicians of South Carolina. Clay's masterful legislative compromise of 1833 defused a tense situation and brought him national applause as savior of the Union.Continuing his efforts to form a political coalition strong enough to defeat the Jacksonians, Clay was successful in a Senate resolution to censure the president for unconstitutional exercise of power in removing government deposits from the Bank of the United States. But as the election of 1836 drew near it became evident that the emerging coalition could not defeat Democrat Martin Van Buren, Jackson's hand- picked candidate; as the Reign of Jackson drew to a close, Clay could only view the national scene with dismay.Publication of this book was assisted by a grant from the National Endowment for the Humanities.

This third volume in the ten-volume series covers the career of Henry Clay from the Second Session of the Sixteenth Congress, where he engineered the second Missouri Compromise, to the presidential election of 1824, when he found himself eliminated as a candidate.Upon his return from Congress in 1821, Clay practiced law and interested himself in Transylvania University, among other things. Elected again to the House of Representatives and to the Speakership in the Eighteenth Congress, Clay resumed his leadership in national affairs; his concerns at this period were principally with the Monroe Doctrine, the Spanish and Greek revolutions, and internal improvements and the tariff.A continuing thread in the volume is the presidential campaign of 1824. Clay's correspondence illustrates the changes in political techniques brought about by the emergence of the Jacksonian type of campaign. Sectionalism, already revealed as a danger to the Union, continued as an important issue. Bachelor Thesis from the year 2020 in the subject Politics - Region: Western Europe, grade: 1,3, University of Bamberg, language: English, abstract: This paper attempts to find an answer to the following research question: To what extent can the theoretical implications of Kenneth Waltz's'neorealism'and Andrew Moravcsik's'liberal theory'explain the United Kingdom's decision to hold a referendum on its membership in the European Union? To answer this question, I begin by defining the essential key terms used in this paper and laying down the theoretical assumptions and implications of both theories. From these theoretical foundations I will derive my hypotheses, providing the main thread for the analysis, at the end of each chapter. The subsequent chapter discusses the research design of this paper. In the analytical portion of this dissertation, I will first focus on applying the relevant theoretical implications of neorealism to examine the referendum decision. Subsequently, I will similarly apply the compatible elements of Andrew Moravcsik's liberal theory to conduct an analysis into the reasons behind the referendum decision from a liberal perspective. Finally, I will discuss the conclusions drawn from the analysis. On the 23rd June 2016, the United Kingdom held a referendum regarding its future within the European Union. The result of this referendum was a very important political event, shaking the foundations of the'European idea'to its core, and leaving many experts baffled. However, while the results of this'Brexit'were largely astounding and unexpected, why did the UK opt for a referendum on its membership in the EU in the first place? While the potential reasons behind the outcome of the referendum have been subject to substantial academic analysis, research regarding the reasons for the referendum is somewhat scarce.

I. Until about a dozen years ago, the economic analysis of the relationship between political preferences and political demands was a rather straightforward, if dull, subject. The most common assumption was that the only political instrument available to citizens was the vote. Given this assumption, the analyst could express the outcome of the voting process in one of two ways. One possibility was to make the heroic assumptions necessary to obtain the median voter theorem, in which case, the political demands of the citizenry are simply the preferences of the median voter. The alternative was to make Arrow's Impossibility Theorem in which case even though individual preferences are well ordered, no collective preference function exists. On either of these approaches, institutions such as interest groups, political parties, or the structures ofpolitical representation played no role in the analysis. The work of'Chicago'scholars especially George Stigler, Gary Becker and Sam Peltzman took a different approach and emphasized the importanceoforganizationinmakingpoliticaldemandseffective, shifting thefocus from voting topolitical'pressure'byinterestgroups. However, in these models, voting as an instrument of political action simply disappears and the relationship between interest group pressures and electoral processes has never been clarified.

In the essays that follow, Fred Berger argues for freedom of expression, civil disobedience, affirmative action and what he calls liberal judicial activism and against sex-role stereotyping, paternalism and the censorship of pornography. Underlying his liberalism is a unified theory. That theory consists of a conception of rights, a theory of value and a theory of government. The conception of a right that Berger defends derives from J ohn Stuart Mill and is captured by what he calls'the rights­ formula': to have a right is to have important interests that society ought to protect as a matter of general rule (pp. 2, 7, 17-18, 19, 95). Since rights are to be protected by general rule, case-by-case consideration of consequences is ruled out (pp. 3, 18, 96) and neither modest increases in the general welfare, nor majority opinion, can justify the violation of a right (pp. 14-15; 17-18). Berger combines this view of the nature of a right with an objective theory of value according to which the important interests that ought to be protected are ones that people have'whether they know them or not, whether they desire that in which they have an interest or not'(p.

Long before Wikileaks and social media, the journalist Drew Pearson exposed to public view information that public officials tried to keep hidden. A self-professed'keyhole peeper', Pearson devoted himself to revealing what politicians were doing behind closed doors. From 1932 to 1969, his daily'Washington Merry-Go-Round'column and weekly radio and TV commentary broke secrets, revealed classified information, and passed along rumors based on sources high and low in the federal government, while intelligence agents searched fruitlessly for his sources. For forty years, this syndicated columnist and radio and television commentator called public officials to account and forced them to confront the facts. Pearson's daily column, published in more than 600 newspapers, and his weekly radio and television commentaries led to the censure of two US senators, sent four members of the House to prison, and undermined numerous political careers. Every president from Franklin Roosevelt to Richard Nixon--and a quorum of Congress--called him a liar. Pearson was sued for libel more than any other journalist, in the end winning all but one of the cases. Breaking secrets was the heartbeat of Pearson's column. His ability to reveal classified information, even during wartime, motivated foreign and domestic intelligence agents to pursue him. He played cat and mouse with the investigators who shadowed him, tapped his phone, read his mail, and planted agents among his friends. Yet they rarely learned his sources. The FBI found it so fruitless to track down leaks to the columnist that it advised agencies to simply do a better job of keeping their files secret.
